During this period, customers can still make payments and contact us online or by calling the District main line at 303-288-2646. In the case of an emergency, please call 303-288-2646 and a District representative will respond appropriately. Response time may be increased for customer calls or emergencies due to reduced staff. The District will continue to monitor the COVID-19 situation and respond as necessary. District staff are practicing social distancing, have increased telecommuting and implemented staggered schedules to keep employees healthy and safe. These measures allow the District to continue to provide water and sewer services that meet all safety and regulatory requirements.

As of Monday, March 23, all City facilities will continue to remain closed to the public through Sunday, April 12, 2020. This closure includes, but is not limited to, public business and activities at City Hall, including in-person building permitting and contractor licensing services. Online permitting through arvadapermits.org will be available during this time and we will process permit applications as quickly as possible however, due to reduced staffing, delays should be expected. As of April 6, 2020, this procedure will be followed until further notice:
During this time AFPD will be conduction construction inspections on a limited basis, on
Tuesday’s and Thursday’s only between the hours of 8am and 4pm. Priority will be given to
Critical Operations & Systems and Essential Processes; all other inspections will be done as time
allows.
The process to request an inspection has not changed and will still be executed through Mobile-
Eyes at www.mobile-eyes.com. Please note that this is only an inspection request, the actual
inspection may be scheduled on a date and time after what has been requested. You should
receive an email indicating the date and time of the scheduled inspections. Unless specifically
discussed with the inspector, a contractor representative is still required to be on-site at the
scheduled date and time of inspection.
Please be aware of the AFPD inspection requirements regarding PPE and other on-site needs:
• AFPD personnel will be wearing a N95 mask and nitrile gloves and encourage you do
the same.
• Only the minimum number of personnel will be allowed to accompany the inspector
during the inspections. This will vary depending on the inspection requested.
• No other on-site workers can be in the building being inspected, except those needed for
the inspection.
• A minimum of a 6-food social distance will always be required to be maintained
• No signature will be required at the end of an inspection

Doug Lessig just gave me a call to fill me in on what is going on with electrical inspections. He said the State Electrical Board is going to approve virtual inspections, but they are trying to determine guidelines for jurisdictions to follow. The City’s attorney is working with the Electrical Board on this to hopefully expedite the process. Doug L mentioned that he expects a go-ahead on these inspections on Friday, and if that happens, he will sign off on all of the electrical items that we have covered up already and we’d be able to knock out the Lap Pool bonding inspection at the same time. He assured me that we are his number 1 priority right now since he has been a part of this project since last year and has a good relationship with our electrician. We told him that we will wait until Friday before proceeding with 3rd party inspections, but that we will continue to work on getting 3rd party inspector approval in case we do not have a go-ahead on City virtual inspections by then. He mentioned he is just waiting for ICC certs from SAFEbuilt, then he can approve them as a 3rd party inspector.
• Boulder Fire is doing inspections.
• Boulder is doing virtual inspections for other than electrical.
• Boulder has contacted the state electrical board for guidance on virtual electrical inspections, as of this morning no response yet
• There are no live electrical inspections at this time
• Boulder is looking at doing live inspections in the near future with condition(s) o The site must have a published COVID plan in place for workers &

• Let me say first thank you to all of you for your understanding and patience during this unusual time. We understand that the construction industry did not stop during the last three weeks, and not being able to obtain inspections impacted your work. It was not our intent to impact your work, however, as stewards of our community, we felt a temporary halt in conducting inspections was in the best interest of our community and our health.
• With that said, we feel like we can resume construction inspections beginning April 7 on a limited basis and with some restrictions.
• Boulder Fire Rescue personnel will only be inspecting two (2) days a week (Tuesday and Thursday) until the end of April. At that time we will reevaluate the situation and either return to our normal inspection schedule or maintain this one.
• Inspections will begin at 8 a.m., and no inspection will be scheduled to begin later than 4 p.m.
• We will do the best we can to accommodate your request however, with a considerable back-log, I’m going to have to ask you for your understanding and
patience once again. We will not be able to accommodate everyone on their inspection request date.
• We are not working out of our normal office so we will be driving from inspection to inspection. We must have an “on-site” contact. It is very likely that we may be running early or late for inspections and we need to let someone on-site know if we’ll be arriving earlier.
• Scheduling will be through the CSS portal just like it has been for the past year. Once you request an inspection it is your responsibility to check to see when it has been scheduled, keeping in mind it might not be on the day you requested and could be up to a week later. You are required to be present for the inspection unless you have talked with the inspector directly and he has said otherwise.
• Since we know we will not be able to accommodate everyone’s needs, you can hire a third party inspector if you feel you need to. That third party inspector must be approved by the City of Boulder Fire Department prior to doing the inspection. The expense of the third party inspector is 100% your responsibility and a report must be submitted to Boulder Fire Rescue showing the results of the inspection.
• We will be practicing social distancing. We will be wearing personal protective equipment (mask and gloves) and encourage you all to do the same.

Plans can be submitted in the vestibule at the Civic Center, but other than that, we are closed to the public. Reviews are taking place pretty much as normal because the plans examiners have been able to keep working remotely (speaking for building safety only, not planning, public works, fire, or water; although I believe they are also performing their reviews as well). We are still performing building inspections and I believe public works, fire and water are also performing inspections, but planning is not because it’s not considered essential. By the time you get to that, things may be back to normal (or close to normal) anyway. We are not in a position to do expedited reviews, so it will go through the normal process. I can’t give a timeframe for the overall process / timeframe to permit issuance as there are too many departments and divisions involved with reviews. Quality and completeness of the plans and documents submitted, timeliness and accuracy of any re-submittals are all part of the overall process which we can’t give a timeline for. Additionally, I know nothing about your project, so I can’t even begin to give you an idea for a timeframe. A simple commercial building would probably be looking at a 20 business plan review turnaround time (again speaking for building safety review only), but could be 30 business days depending on current workload at the time. Tenant improvements only would probably be in the 20 business days turnaround timeframe. With all that is said regarding turnaround timeframes, none of it is guaranteed, they are just estimates without the knowledge of what lays ahead. One thing I would like to let you know is our building official has moved out of state so I’m the Interim Building Official and have duties other than plan review, so I will not be you contact person regarding your future submittal. It will be Kurt or Kelly from this point on, unless notified otherwise. I’ve copied them in this email so you have their email should you have additional questions. From what I remember, you are in the PEMB business. Please note we will require engineer stamped plans for review if that is part of the project. The plans must bear an original sized engineers stamp and be signed and dated through the seal. We currently do not have an electronic archive plan in place, so the paper copies with the seal must be considered as a valid seal.

Given the COVID-19 pandemic, we have modified some of the inspection procedures that will
enable us to continue to support industry while ensuring consumer, inspector and industry safety.
Please know that these procedures are subject to change at any time given the dynamic nature of
this situation.
The current procedures do not require the job site to be completely cleared of personnel during
the inspection. Instead, the inspector will require only the inspection area to be cleared during
inspection. This procedure is in line with Public Health Order 20-24 that requires extreme social
distancing and allows us to preserve our dwindling supply of PPE.
The Updated Procedures for COVID-19 Pandemic and our Remote Video Guidelines, which will
be posted on our DORA COVID Resources page and the Electrical and Plumbing Board page
shortly.
Understanding that clearing the inspection area during the inspection may impact your work. We
tried to be very thoughtful in our approach, balancing the impact to industry, the safety of the
public and our inspectors and preserving PPE so that we may continue with inspections.

This policy will remain in effect until DORA management deems the threat of spreading the
COVID-19 is considered negligible according to Governor Polis's directives. Construction
projects are exempt from the "stay at home order", but must follow the quoted guidelines.
" Due to the unique issues related to supply chain, financing, contract deadlines, and public need,
construction may continue under Governor Polis’ stay-at-home order as long as Social Distancing
Requirements are followed on construction worksites. This is intended to allow for continuity of
operations on critical infrastructure such as roads, rails, airports, housing (especially low-income
housing), energy infrastructure and water infrastructure. However, as is reinforced by this
guidance, construction projects and companies in their supply chain are Not Exempt from social
distancing requirements, even if compliance means added cost. Hygiene protocols are strictly
required."
"Social distancing on construction worksites Critical functions including construction work
MUST comply with social distancing requirements. The following practices are important for
applying social distancing to a construction worksite setting: ● Reduce size of work crews:
Teams should reduce the number of people in each work crew to the minimum number of people
possible to perform the task safely, even if the reduction of crew size means the job takes longer.
● Minimize interaction between work teams: Even groups within the same project should avoid
interaction across groups, to minimize possible viral spread if one worker contracts COVID-19.

I might remind everyone that the site is not going to be shut down for several hours each week.
All workers only need to vacate the area for the duration of the inspection. Typical inspection
times have averaged 30 minutes to less than an hour once a week if the inspection is accepted
with no corrections needed. As soon as the inspector leaves area of inspection, work can resume
by the trades. The whole point of the policy is to prevent the further spread of COVID-19, which
as a hospital, you would appreciate the need for the social distancing. It is my understanding that
your project is presently not practicing the required distancing between workers. Our inspectors
travel to many job sites each day, so the potential for them to spread the virus to your job site is
great if they are not carrying out proper procedures at each site, yours included. It is the hope that
small sacrifices of time now and into the near future will prevent a major shut down due to
COVID-19 infections of workers from your project. Our inspectors make every effort to
minimize their time doing inspections and still do thorough inspections to protect you, the
consumer. With cooperation from the contractors, there is a much better chance for inspectors
and construction workers alike to stay healthy and productive.
A question was asked about using third party inspectors for plumbing. That is not approved by
the Plumbing Board.

Effective immediately, I will not be conducting inspections on ANY job sites unless all workers
have temporarily vacated the site during the inspection (the jobsite must be completely empty). I
will allow one plumber to escort me through the job site and in the construction trailer. After the
inspection all work may resume. I will call the plumber one hour ahead of time so that there will
be adequate time to clear the jobsite, and I will NOT do an after-hours inspection. This precaution
is mandatory and is for the worker's protection as well as my own and is modeled after the
recommendation of the Colorado Health Department. Please have all doors open on job sites.

In an effort to minimize the spread of COVID-19 and to protect the Building Division staff and general public, the City of Littleton Building Division will enact, effective April 6, 2020, the following procedural changes to the inspection process:
• City staff will maintain social distancing of a minimum of six (6) feet at all times when interacting with the general public.
• Inspection of occupied residential dwellings will be conducted as follows: o Inspection of structures, projects and components that are located
completely on the exterior of the structure shall be conducted in compliance with standard building inspection procedures. Examples of such structures, projects and components are roof coverings, decks, patio covers, siding, or similar
o Inspection of detached residential structures such as garages, sheds, pergolas, etc. shall be conducted in compliance with standard building inspection procedures
o Inspection of projects, appliances and components located on the interior of occupied residential structures MAY be conducted virtually through live video, provided that inspectors are able to virtually access all areas and verify all aspects of the project necessary to insure compliance with all applicable codes. Virtual inspection will be conducted using FaceTime or Microsoft Teams applications as follows:
▪ The individual or firm requesting inspection is solely responsible for possessing the ability to virtually connect with the inspector(s) through the FaceTime or Microsoft Teams applications.
▪ The trade-specific contractor(s) or homeowner will be present and shall conduct the virtual presentation of the items to be inspected, i.e., the plumbing contractor will conduct the virtual presentation of the plumbing systems and components; the mechanical contractor will conduct the virtual presentation of the mechanical systems and components to be inspected, etc.
▪ The trade-specific contractor(s) or homeowner shall connect virtually with the inspector upon arrival of the inspector at the project. Inspectors will not enter the premises.
▪ The inspector will provide direction to the trade-specific contractor in presenting the items to be inspected and such direction must be fully complied with in order for the inspection to be conducted
▪ Any project that is deemed by the inspector to be too complex in its’ scope or for which compliance cannot be verified for any
other reason shall not be inspected or approved through virtual procedures
• Inspections of new, unoccupied residential dwellings will be performed only if access is provided and no one is present within the structure at the time of inspection.
• Inspections of existing but unoccupied residential dwellings will be performed only if access is provided, no personal belongings are within the structure, and no one is present within the structure at the time of inspection.
• Inspection of occupied commercial structures will not be performed unless the structure is vacated a minimum of fifteen (15) minutes prior to the start of the inspection and for the duration of the inspection.
• Inspections of new commercial structures will be performed provided that the structure is vacated a minimum of fifteen (15) minutes prior to the inspection and no one is present within the structure for the duration of the inspection.
• Emergency inspections, i.e. requests for assistance from emergency service agencies, utility providers, etc., will continue to be provided for all residential and commercial structures.
Any incidence of non-compliance with the above procedural changes will result in non-performance or immediate termination of the requested inspection. Inspectors will exercise their discretion when performing inspections to ensure the existence of conditions that provide for their safety and that of the general public and may refuse to perform or terminate any inspection for which unsafe conditions exist. Performance of any virtual inspection is contingent upon the ability of the inspector to ensure compliance with applicable codes and ordinances and may be refused or terminated at the inspectors’ discretion. The Building Division will endeavor to maintain its’ performance of next day inspections for those requests that comply with the above policy changes.

As we further adjust to the escalating response needed to slow the spread of COVID- 1 9, we are requiring all on-site building inspections to follow the set of protocols listed below. Until further notice, only essential and critical inspections will be scheduled. These essential and critical inspections include, but are not limited to, occupied residences without electricity, heat or water; inspections related to services necessary to maintain the safety, sanitation; critical operation of jobsites; and other essential services as determined by the building official. Summit County will provide limited building inspection and plan review services to our building community. Revised policies and staff availability during this public health emergency will dictate the limits. Two objectives we will adhere to are as follows.
1. We will protect our Building Inspectors from the hazard of COVID- 19 though these provisions and limit transmission of COVID- 19 on the jobsite.
2. We will require Permit Holders, through their general worksite practices, to initiate jobsite actions to mitigate COVID- 19 exposure in the way their people work.
Prior to any inspections are approved to be scheduled the Summit County Building department will require the Permit Holder to demonstrate that the following mitigation strategies are being implemented on the jobsite in order to achieve the above stated objectives:
a. Proper hand hygiene and sanitation measures must be readily available to all employees and vendors and frequently utilized by all employees and vendors. These measures shall be in the form of hand washing sinks or hand sanitizer stations (sanitizer to contain *60% alcohol).
b. Environmental cleaning guidelines from the US Centers for Disease Control and Prevention (CDC) must be followed (e.g., clean and disinfect high touch surfaces frequently).
c. Social distancing recommendations must be met, include limiting contact of people within 6 feet from each other for 10 minutes or longer, and any other applicable social distancing requirements that are promulgated. No more than 1 0 persons shall be gathered on the jobsite at any time.
d. Employees must be screened for coronavirus symptoms each day and excluded if symptomatic.
e. General Contractors must ask workers if they have symptoms of COVID- 19 (fever over I00.4°F, cough or shortness of breath) and, if they do, prohibit symptomatic attendees from being on the jobsite. This screening for COVID- 19 symptoms should occur daily for all workers.
i. If an employee is found to be ill, they shall not report to work for at least 7 days after symptoms started or 72 hrs. after fever ends and other symptoms improve, whichever is longer. In determining fever and other symptom improvement, no fever or symptom suppressing medicines may be used.
ii. What if a household member has respiratory symptoms and/or fever? Based on the needs of the jobsite, these personnel may be permitted to continue to work following potential exposure to COVID- 19, provided they remain asymptomatic (no symptoms). Personnel who are permitted to work following an exposure should self-monitor under the supervision of the General Contractor including taking their temperature before each work shift to ensure they remain afebrile (without a fever). On days these individuals are scheduled to work, the General Contractor must require the staff person to measure temperature and assess symptoms prior to their starting work. Per CDC Guidance. Results are to be reported daily to the General Contractor. This check-in process is to continue for 14 days after the household member recovers from their illness.
f. Older adults and individuals with underlying medical conditions that are at increased risk of serious COVID- 19 must be encouraged not to be on the jobsite.
g. Have all relevant work complete prior to scheduling inspections. h. There shall be a single point of contact on-site and communication on site will be
by phone or carried out with a minimum six feet separation at all times with inspector.
i. Contractors and subs shall not be staged in the inspection areas. j. Minimize the need for contact with surfaces on job sites. k. Contractors, if possible, shall cluster multiple inspections to ensure fewer visits
on site. For instance, building, mechanical, electrical, plumbing inspections should be scheduled the same day.
l. Final inspections will be done with no one else in the building. m. If the terms outlined in these building department policies and the job site safety
requirements plan are not being followed the inspection shall be terminated and a reinspect fee will be levied.
The Summit County Building Department is requiring all Permit Holders to provide a COVID- 1 9 jobsite Safety Plan for the Building Department’s review and approval, prior to any inspections being scheduled. The COYID- 19 jobsite Safety Plan will entail the following:
• Provide an electronic job site safety plan specific to the project to the building dept. at buiIdinginspection@summitcountyco.gov. The plan will be provided by the building permit holder for review and approval prior to scheduling building inspections.
• The jobsite safety plan is required to describe interior and exterior procedures the building permit holder will put into place for everyone on site, including transportation, sick employee restriction policies, verification of no symptomatic contacts on site, staggering of subcontractor work hours, and how the public health interventions mentioned above will be implemented.
• Large building projects and large job sites (e.g., more than 10 workers on site) shall have established protocols and posting of job site(s) with the procedures to be followed. Sanitation stations, rules limiting the number of workers in areas and cleaning of high contact surfaces multiple times a day. No more than 10 persons may gather together at any time.
• Provide verification (through sick contractor sign-in logs written in both Spanish and English) to ensure that no one is arriving to the job site sick.
• The jobsite safety plan will be reviewed by the Building Official to determine if the plan meets the above criteria.
• The general contractor will then be able to schedule essential inspections. Each inspection will be reviewed to determine eligibility.
If Summit County Building Inspector arrive at a job site and discover that any of the above provisions are not being followed, there will be an immediate suspension of the inspection process and the general contractor will be subject to extra inspection fees. These policies are effective 3/26/20, however, due to the changing COVID- 19 environment these policies are subject to revision.

We just wanted to take a moment to let everyone know that we are and plan to remain fully operational to provide services as scheduled. GROUND has incorporated technology throughout our business which allows us to remotely handle our daily operations, from scheduling our technicians to posting reports for project team members to access through our client portal on-line. To do our part to help reduce transmission of the virus, we have successfully transitioned most of our office staff to meet our client’s needs from home, but our full staff including technicians, inspectors, project managers, engineers and marketing people are working and available.
