TheRegulatedQualificationsFramework(RQF)TheRegulatedQualificationsFramework(RQF)isthevehicleforregulatingqualificationswithinEnglandandvocationalqualificationswithinNorthernIreland.Theframeworkprovidesasingle,simplesystemforcataloguingallqualificationsregulatedbyOfqualbybothlevelandsize.QualificationsontheRegulatedQualificationsFramework(RQF)havebothalevelandasizeallocatedtotheminordertosupportindividualsinmakinganinformedchoiceaboutthemostappropriatequalificationforthem.EachRQFqualificationtitlecontainsthefollowing:ü Thelevelofthequalification(fromentryleveltoLevel8)ü Thesizeofthequalification(Award/Certificate/Diploma)ü DetailsindicatingthecontentofthequalificationEachqualificationhasapublishedstructuresettingoutwhatmustbeachievedbyanindividualinordertodemonstratetheirknowledgeandskillsinordertomeettherequiredstandardaspartofthedeliveryandcertificationprocess.

WhatDoesSFEDIAwardsExpect?ToofferthisqualificationanorganisationisrequiredtoholdSFEDIAwardscentrestatusandalsoapplyforqualificationapproval.ThelatestinformationontheSFEDIAwardswebsitecanbeviewedbyclickinghere.AsweoperateasaregulatedAwardingOrganisationweholdhighregardtothestandardsofprofessionalserviceweprovidetocentresand,inturn,theservicecentresdelivertotheirlearners.Tosupportthisweoperateanumberofpoliciesandprocedurestoensurethatwealwaysoperateinafairandopenmanner.PublishedontheSFEDIAwardswebsitearepoliciesandprocedurescoveringthefollowingareas:

LearnerRegistrationandCertificationOuronlineregistrationandcertificationsystem,Registr8,allowsyoutoprocessinformationefficientlyandquickly.Youcanregisterandcertificatelearners,producereports,retrieveandviewcustomerinformationandalsoaccessinvoicesandmonitoringreports.LearnersshouldberegisteredwithSFEDIAwardswithin4weeksofcommencingtheprogrammeorqualification.ItistheresponsibilityofthecentretoobtainaUniqueLearnerNumber(ULN),fromtheLearnerRecordsService,andaccuratelyenterthisintotheRegistr8systeminorderthatlearnerachievementscanberecordedontheirPersonalLearningRecord(PLR).SFEDIAwardscentresmustusetheRegistr8systemtoindicatewherealearnerhassuccessfullycompletedthequalificationand/orunitswithinit.WhereacentreholdsDirectClaimsStatus(DCS)certificateswillbeissued,wherethisisnotthecaseanExternalQualityAssurerwillcontactthecentretoarrangesampling.

DirectClaimsStatus(DCS)WeoperateasystemcalledDirectClaimsStatus(DCS)providingyouwiththeabilitytocertificatelearners'achievementswithouttheneedforexternalmonitoringactivitytakingplacefirst.Itisawardedatqualificationlevelandnotcentrelevelandcanbeawardedandremoveddependentontheconsistency,qualityandintegrityofthequalificationdeliverywithinthecentre.WhereacentreholdsDCSamonitoringofficerfromSFEDIAwardswillsampleaselectionofthefoldersworkedonandcompletedsincethelastexternalmonitoringactivity.WhereacentredoesnotholdDCSforaqualificationitwillrequireanexternalmonitoringactivitytotakeplacepriortobeingabletogaincertificationforlearners.
InternalQualityAssuranceInternalQualityAssurancewillbecompletedbytheSFEDIAwardscentreandinvolvessamplingoflearners’documentsandassessmentdecisionstoensurestandardisationacrossDelivery/AssessmentstaffandconsistencyandfairnessofassessmentfollowingAwardingOrganisationrequirements.SFEDIAwardsprovidesqualityassurancedocumentationthatcanbeusedbythecentreforrecordingqualityassurancedecisions.Wehaveprovidedtemplateswhichcanbeusedwithintheannexofthisdocumentoralternativelythey,andothertemplates,canbeaccessedontheSFEDIAwardswebsite.Thesedocumentsare

providedforthecentretousebut,ifthecentrewishestodeveloptheirownrecordingmaterial,theminimumrequirementsmustbemettoensurequalityassurancepracticesarenotdisadvantaged.MinimumrequirementscanbeaccessedontheSFEDIAwardswebsite.
Delivery/AssessmentSFEDIAwardscentrestaffshouldworkwithlearnerstoensuretheyunderstandthenatureofthequalificationandassessmentapproach.Bothcentrestaffandthelearnershouldagreeatthebeginningoftheassessmentjourneyhowtheassessmentwillbeundertakenandwhateachcanexpectfromtheother,includingarrangingtimesanddatesforlearningandassessmentactivityandsupport.TheDelivery/Assessmentstaffwillfollowtheprinciplesofplan,judgeandfeedbackasdescribedwithinprofessionalstandards.SFEDIAwardsprovidesassessmentdocumentationthatcanbeusedbythecentreforrecordingtheplanning,judgingandfeedingbackofassessments.Wehaveprovidedtemplateswhichcanbeusedwithintheannexofthisdocumentoralternativelythey,andothertemplates,canbeaccessedontheSFEDIAwardswebsite.Thesedocumentsareprovidedforthecentretousebut,ifthecentrewishestodeveloptheirownrecordingmaterial,theminimumrequirementsmustbemettoensureassessmentpracticesarenotdisadvantaged.MinimumrequirementscanbeaccessedontheSFEDIAwardswebsite.
Delivery/Assessment/QualityAssuranceStaffRequirementsThereisnorequirementforDelivery/AssessmentorInternalQualityAssurancestafftoholdtheAssessmentorInternalQualityAssurancequalification.Itisrecommendedthat,asbestpractice,staffshouldbeworkingtowardstheseoralreadyachievedtheappropriatequalification.Ifthecentredecidestousenonequalifiedtutors/trainers/linemanagersforthedeliveryorqualityassuranceofaqualification,priorapprovalmustbesoughtfromSFEDIAwards.

AssessmentMethodsThefollowingprovidesexamplesandexplanationsofthemostcommonformsofassessmentmethods.Othermethodscanbeusedbycentrestoenablelearnerstodemonstratetheymeetthestandardsasdetailedwithintheunits.
InitialAssessmentCentresshouldcompleteaninitialassessmentwithlearnerspriortothecommencementofthequalificationtoensurethatthesubjectmatterandlevelofthequalificationisthemostappropriatetomeettheirneeds.Thisinitialassessmentshouldalsoformpartoftheplanningprocesssothatthemostappropriatemethodsofassessmentarechosentosuitthelearnerandtheirlearningenvironmentwhilstalsomeetinganymandatoryassessmentmethodsthequalificationmaycontain.
MandatoryAssessmentMethodsSomeunitsmayrequiremandatoryformsofassessmenttobecompleted.SFEDIAwardswillmakenoteineachunitwhethermandatoryassessmentmethodsapply.Ifitstatesthattherearenomandatoryassessmentmethods,asuggestionofthetypesofassessmentsthatcouldbeusedwillbeprovided.
ExpertWitness/WitnessTestimonyTheseareprovidedbyexternalpeopleastheDelivery/Assessmentstaffcannotpossiblybepresentatalltimeswhenalearnercompletesataskthatcouldbeusedasevidence.Thetestimonywillbeexpectedtodetailwhoandwhattheactivityentailedandwheretheactivitytookplace.Atemplateforthecollectionofawitnesstestimonyhasbeenprovidedlaterwithinthisdocument.
ObservationThisisarecordedreportofanobservedactivitytoshowwhoandwhattheactivityentailedandwheretheactivitytookplace.ItisnormallyrecordedbytheDelivery/Assessmentstaffandshouldbeplannedfor.Onoccasionstheopportunitymayariseforanaturallyoccurringobservationbutthismustnotbeseenascommonpractice.Atemplateforthecollectionofanobservationhasbeenprovidedlaterwithinthisdocument.
ProductEvidenceThisisaworkproduct,forexamplealetterorresearch,thathasbeenproducedwhichcansupporttheevidencingofperformance.Whenusingthisformofevidenceitisimportanttoensurethatconfidentialityisadheredtoandnoinformationisprovidedthatmaycompromisethis.Itmaybeappropriatetoreferencethelocationofproductevidencewithinaprofessionaldiscussionsothat,ifthequalityassurerwishestoviewit,thentheycanrequestacopy.Atemplateforthecollectionofproductevidencehasbeenprovidedlaterwithinthisdocument.

ProfessionalDiscussionThisisarecordedreportofadiscussionbetweenthelearnerandtheDelivery/Assessmentstaffandshouldgiverealexamples,wherepossible,ofactivitycompleted.ItisnormallyrecordedbytheDelivery/Assessmentstaffandshouldbeplannedfor.AProfessionalDiscussionisnotaquestionandanswerssessionandshouldbeledbythelearner.Atemplateforthecollectionofaprofessionaldiscussionhasbeenprovidedlaterwithinthisdocument.
RecognitionofPriorLearningPriorLearningcanformpartoftheassessmentprocesswherethelearnerisabletodemonstratethattheymeettheassessmentrequirementsforaunitthroughknowledge,understandingorskillsthattheyalreadypossess.Inthisinstancethelearnermustprovideevidencetoshowthattheassessmentcriteriahavebeenmet.TheAssessorwillmakeaprofessionaljudgementabouttheevidencepresented,whichcouldbeinavarietyofforms,including,astatementorprofessionaldiscussiontoexplainwhatprioractivityhastakenplaceandhowthislinkstothestandardstobeachieved.TheassessmentprocessforRecognitionofPriorLearningshouldberigorous,reliableandfair.ForfulldetailsofhowrecognitionofpriorlearningcanbeusedwithinSFEDIAwardsqualificationspleaseseetheSFEDIAwardswebsite.
SimulationInexceptionalcircumstancesevidencefromsimulationcanbeusedtocomplementtheprimaryevidencedrawnfrombusinessenterpriseactivities.Simulationshouldonlyoccurwhere:ü Thecandidatewouldotherwisebeprecludedfromprovidingthenecessaryevidencefordemonstrating
theymettherequirementsofthestandardsbecauseofthenatureoftheirbusinessorbusinessidea
Simulatedactivitiesshouldmatchascloselyaspossiblethosethatoccurinarealbusinessenvironment.Thisisparticularlyimportantwheretheseactivitiesandtheiroutcomesarebeingassessedtoprovideevidencetodemonstratethecandidateismeetingtherequirementsofthestandards.Ifsimulationistobeused,prioragreementastothearrangementsmustbesoughtfromSFEDIAwardspriortotheassessmenttakingplace.

AuthenticationofLearnerEvidenceCentresmusthaveknowledgeandcertaintythatallassessmentsundertakenareentirelytheworkofthelearnerbeingassessedandastatementofauthenticitysignedbythelearnerandAssessormustbepresentwithintheportfolio.Atemplatetorecordthisstatementhasbeenprovidedlaterwithinthisdocument.
