Russian Federal Drug Control Service (FSKN)

-issues a licence for import/export of precursors;- undertakes a scheduled/unscheduled inspection of legal entities and businesspersons producing precursors on Tables II and III from List IV;- certifies that a person entitled ex officio to have a direct access to precursors on Table I from List IV has no previous outstanding or unexpungedconviction for a crime of average gravity, grave or especially grave crime, or crime related to illicit trafficking in narcotic drugs, psychotropic substances and their precursors, including the one committed outside the Russian Federation;- collects and summarizes reports on the volume of each produced precursor on List IV, as well as each sold and utilized precursor on Tables I and II from List IV.

Russian Federal Health and Social Development Supervision Service

(Roszdravnadzor)- issues a licence for production, processing, storage, sale, purchase and utilization of precursors on Table I from List IV;- issues a certificate for import/export of precursors (in case of their being medicines).

Russian Industry and Commerce Ministry (Minpromtorg)

- issues a licence for import/export of precursors;- collects and summarizes reports on the volume of each imported/exported precursor on Tables I and II from List IV.

- to issue a licence for the activities of any kind such as production,

processing, storage, sale, purchase or utilization;

- to ensure special procedure for provision of persons with access to

precursors;

- to facilitate the compliance with the rules of precursor production,

processing, storage, sale, purchase, utilization or destruction, as well as

performance by an enterprise of a duty to provide storage and utilization of

precursors within the scope as required by the enterprise’s production needs;

- to secure the procedure of reporting to FSKN as to the volume of each

produced, or each sold and utilized precursor;

- to ensure that any foreign-trade business be carried out upon receipt of a

licence only (this is State unitary companies exclusively that are entitled to

import/export precursors);

- to safeguard mandatory registration of any precursor-related business by

making an entry on a special record book.

- to secure the procedure of reporting to FSKN as to the volume of

each produced, or each sold and utilized precursor;

-to facilitate the compliance with the rules of precursor production,

processing, storage, sale, purchase, utilization or destruction;

- to ensure that any foreign-trade business be carried out upon receipt

of a licence only;

- to safeguard mandatory registration of any precursor-related

business by making an entry on a special record book.

- to ensure the procedure of mandatory reporting by the companies

producing precursors to FSKN as to the volume of each produced precursor;

- to secure that any foreign-trade business be carried out upon receipt of a

licence only;

- to safeguard mandatory registration of any precursor-related business by

making an entry on a special record book.

Special steps to control precursors on Table III:

The salts, if any, contained in the substances on the Tables, with the exception of sulfate, muriate and acetate, shall be under control likewise the substances they are used for.

The mixtures of several substances on Table III shall be under control in case their total concentration amounts to, or exceeds, the largest value (as per the Table) of the concentration specified for a substance.

A medicine containing several precursors on various Tables shall be under control similar to its precursor on a Table of the smallest serial number.
