1. For students who have a PLS below 39%, it is key to collect and closely monitor the formative data that comes from the Practice Book. After a review of FAIR-FS AP2 data, students who are not making a positive response (in groups where the majority of students are progressing) should be referred to Tier 3 for Problem Solving (Refer to the attached WonderWorks Tier 2 Problem Solving Data Chat Protocol).

2. For students who have a PLS below 16%, keep group size less than five.
