PRESIDENT’S CORNER
Rules & Regulations Rules & Regulations - words that can
create conversation, opinions, and controversy. In order for all of
us to enjoy the exceptional benefits of Port Royal Plantation we
must have and live with our rules and regulations. Sometimes it
feels like too many rules, but they are necessary to protect Port
Royal and our Landowners.
Most landowners never intentionally violate any rule, but there are
some…fortunately only a very few…who do. An established set of
defined rules & regulations clearly details and manages
situations and actions which make it possible for everyone to
continue to enjoy the environment we have living in this great
community.
Rules and regulations are not new to Port Royal Plantation and have
been with us since the establishment of the Association. The
Covenants give your Board the authority to establish rules &
regulations, violations, and fines.
The current version was adopted in 2016 and updated in 2018. Your
Board decided it was time to develop a better organized all-new
version. A number of Landowners expressed a need to address the
current rules and required compliance with more clarity, better
defined violations, and a new fine structure more consistent with
the offense.
A Board/Administration Task Force prepared a proposed new document
which is available on the Association website (click here) for you
to review and submit comments by July 9. The intent is not to
create "compliance cops" looking for violations, but to modify the
rules & regulations to make them clearer and, in particular, to
better communicate the specific penalties/fines applicable to
violations of the rules. The Task Force will review all input and
prepare a final version for Board approval at the July Board
meeting.
Because of the new format there may appear to be a lot of rules.
But most are simply better written or disaggregated versions of the
existing rules that have been in effect since 2018. There are a few
new rules as a re- sult of Landowner requests. And there are new
enforcement procedures and mechanisms, including fines and
penalties entirely different from those under the 2018 version, but
also in accord with the underlying Covenants. This embodies a clear
process for receipt of violation assertions by Landowners, review
by Administrative Staff, and includes an appeal process for
resolving those violations.
Look at this as an all-new document, not just an updated revision
of the old one. This is your opportunity to have a fresh look at
ALL the rules with improved structure and clarity that will aid all
Landowners and Administration to better understand the rules,
violations, and enforcement. We are anxious to hear from you so
please submit your comments by July 9.

Hurricane Season: Are You Prepared? With hurricane season
officially here, I would like to remind everyone how important it
is to be prepared. Decide when you will start making plans to
evacuate. It is best to plan ahead and pick an evacuation location
that works best for you. If you wait to watch the weather or track
the storm, you could be forced to evacuate further than you desire.
When Irma came up the coast in 2017, with all the evacuees from
Florida and Georgia, hotel rooms inland became scarce. Most hotels
offer free cancellation policies, so it’s a good idea to plan
ahead. If you have pets, hotels often lift their no pet policy
(additional charges may apply) during a state of emergency but
always double-check. Below are questions you should be asking your
insurance provider/broker.
Do I have flood insurance? In the past year, the flood elevations
on Hilton Head and in Port Royal have been updated. In many cases,
the flood elevations have gone down and, with the lower elevations,
your home may be outside the flood plain elevation. Therefore,
depending on your mortgage escrow and insurance providers, your
flood insurance may have changed. It is important to check with
your insurance provider to ensure that your flood insurance is
current. Flood insurance is offered through the Federal Flood
Program. To check your current flood elevation, click here or visit

Do I have wind and hail coverage? It is very important to check
with your provider/broker to determine if your homeowner's policy
includes wind, named storm, hurricane and hail coverage. Many
traditional homeowner policies do, but not all provide this
coverage. As an option, South Carolina offers a separate policy
issued through the South Carolina Wind and Hail Association.
Regardless of whose coverage you have, look carefully at the types
and deductibles in the policy. Insurance companies offer many
different options, so it is important to work with your
provider/broker to determine what is best for you. It is important
to understand the financial impact a major weather event will have
on you and your property and to understand your financial risk when
buying insurance. A good insurance agent or broker should be able
to provide professional guidance. You should also discuss what your
expectations are for your coverage. Make sure you know who the
contact person for claims will be and when they should be contacted
once you have a need.
Do I have Homeowners Association (HOA) assessment for loss
coverage? It is recommended that you add HOA loss assessment to
your policy to cover HOA assessments for common area cleanup. The
Association spent nearly $900,000 in Hurricane Matthew Storm
Recovery damage. A line of credit was used to cover those costs.
The 2017 Transfer Fee covenant amendment created a funding source
to pay down that line of credit and build a hurricane recovery
fund. The Association paid off that debt in 2020 thanks in part to
the real estate transfer fee. The Association’s Disaster Recovery
fund, as of June 2021, has met the first threshold, reaching
$250,000. However, note that the current Disaster Recovery fund
would not cover the damages of a hurricane the magnitude of
Matthew. Having HOA loss assessment coverage should reduce your
financial impact if a supplemental disaster assessment is needed
following a major event.
Do I have additional living expense coverage? If your home is
heavily damaged, you may not be able to live in it for an extended
period while repairs are being done. Additionally, we could have a
situation that prevents residents from returning to the Island for
a long time, and you may need lodging for an extended period. Many
homeowner and/or wind and hail policies offer additional living
expense coverage to help with that cost, so it is a good idea to
check your coverage.

Let Us Know if You Go . . . During the last hurricane evacuation
order, over a hundred residents did not reply to our evacuation
notification request. The Emergency Management Team for the Town of
Hilton Head Island depends on us to give them an accurate count of
residents remaining in the community during a mandatory evacuation.
They rely on the information for staffing levels during an
emergency event and so that homes where individuals have stayed can
be checked. If a Landowner does not respond, we have to assume that
they did not evacuate. In the event of an evacuation, please take
the time to complete the evacuation notice form that will be
available on our website and/or in a link from an Association
email.
Restricted Gate Access In case of an emergency like a mandatory
evacuation, only Port Royal Plantation Landowners and Residents
will be granted access to the community. In the past, we had a
number of individuals approach the gate requesting to come in to
check on pets, property, etc. When creating your family’s emergency
plan, please keep this policy in mind. It is not intended to make
an emergency situation more difficult, but to protect the community
as a whole. We will clearly communicate when this policy goes into
effect during an emergency event.
Plan Ahead I urge Residents and Landowners to make plans now for
unexpected events. Prepare an emergency kit and make an emergency
family plan. Consider multiple hurricane evacuation options to
determine where you will be comfortable for the duration of the
evacuation, and where you can take your pets. Friends and family
who reside outside of the cone of uncertainty or inland may be your
best option. We have a digital copy of the Town’s “Citizens Guide
to Emergency Preparedness” on our website under News and Updates
and Emergency Weather.
Share the News During emergency situations, the Association will
communicate via email and the community message board. Our staff at
the gate will also talk to individuals as they enter the community.
We encourage all residents to sign up for alerts from the Town
(click here or

and Beaufort Country Sheriff’s office (click here or
https://public.coderedweb.com/CNE/en-US/72087DD33802) to get the
best information on up-to-date emergency situations. We also ask
you to take a moment to talk to neighbors, especially those who may
not be watching the news or checking emails.

PAB Preparations for a Hurricane As you know, Hurricane Season
began on June 1. After Hurricane Matthew blew through the Island a
few years ago, we had many calls from Landowners asking about
restoring their property – what they needed permits for, etc. The
PAB Guidelines, revised in April of this year, has a section for
Emergency Permit Procedures. Please refer to the PAB Guidelines on
our website, Section 5.7, page 21, by clicking here.
In preparation for an impending major storm or hurricane,
installation of Hurricane Panel Systems is allowed. The procedures
for Hurricane Panels can also be found in the PAB Guidelines,
Section 3.9, page 10.
Of course, we all hope we won’t have any hurricanes, but it’s good
to know what we need to do in the event we do. Please take time to
read these sections of the PAB Guidelines so you can be ready if
the time comes!

It is hard to believe that we are already four weeks into hurricane
season. You can protect your property and home before the next
storm threatens by taking some simple steps.
Preparing Your Property for a Storm: Any trees or branches that
could hit your home in a storm
should be trimmed, and other vegetation should be thinned out to
reduce wind resistance. It is better to plan ahead and do this work
at the beginning of storm season and not wait until a hurricane
watch or warning has been issued.
If you are going on vacation or will be away for an extended time,
identify an interior location to store all outdoor furniture,
decorations, garbage cans, and anything else not tied down that can
be picked up by the wind.
When a Storm is Imminent: Outside Your Home: Remove a screen panel
on each side of your screened-in porch or pool enclosure to allow
wind to flow
through, to cut down wind resistance. Disconnect propane gas at the
tank. Bring your barbecue grill and propane tank inside until the
storm is
over. This may be your only means of cooking during a power outage,
but remember to only use your grill outdoors, and after the storm
has passed.
Anything that is stored on a beach path must also be removed and
put away.
Swimming Pools: Drain your swimming pool 6”-12” to allow for
possible heavy rainfall, but do not drain it completely.
Shock
the pool by adding additional chlorine. Stock up on chlorine to
keep your pool water clean. In the event of a prolonged power
outage, you will not be able to run the filter. Disconnect power to
your pool pump, but do not wrap in plastic. If there is flooding,
water will collect in the plastic and ruin the pump.
Inside Your Home: Gather non-perishable food, candles, matches,
first aid kits, battery-operated radios, batteries,
flashlights,
etc. Have these ready at all times. Refrigeration/Water: Turn your
refrigerator and freezer to the coldest setting. Freeze water in
plastic jugs
to help keep your freezer cold in case of a power outage. Stock up
on jugs of bottled water – at least seven gallons per person – one
gallon per person per day, and fill the bathtub with water for
non-drinking use.
Elevate personal belongings as much as possible, secure and lock
all windows and doors and ensure that all valuable electronics are
unplugged, elevated, and stored away from windows.

The new Chair Yoga Class has begun in the Beach House. This class
is held every Tuesday from 10:00- 11:00 am with the exception of
the third Tuesday of the month. Maria Gregg, a certified yoga
instructor and Port Royal landowner, will teach chair yoga and
balancing postures. The class is free and open to all landowners.
Maria asks that participants bring a mat, but it is not a
requirement.
It is with heavy hearts that we inform you that our Director of
Security, “Chief” Rob Wilkinson, passed away June 29, 2021, at his
residence. Our thoughts, prayers and heartfelt sympathies go out to
his wife, Katie, and the rest of the Wilkinson family. Rob worked
as the Director of Security at Port Royal for 4 years, having
started on February 6, 2017. He was a joy to have around the
office, and he was beloved throughout this community. He will be
missed and remembered by staff and residents of this
community.
Duplicate Bridge Duplicate bridge will resume on July 28 at 12:30
at the Beach House if we have enough people to sign up. You may
sign up without a partner and one will be assigned to play with

The Community Events Organizers are excited to be back from our
COVID hiatus! For those who may not know about our group, we are a
small group of Port Royal residents with a passion for offering
unique community events to our friends and neighbors in Port Royal.
We work in conjunction with Administration, the Coffee Ladies and
Casual Wednesday organizations. We look forward to hosting several
events in the coming months, including a September 11 Twentieth
Anniversary Tribute (see below for more details), our second annual
‘Port Royal’s Got Talent’ Art Show on November 13 and our December
‘Tis the Giving Season’ Casual Wednesday on December 1. Stay tuned
for more details on these future events.
To commemorate the twentieth anniversary of September 11, the CEO’s
will host, with organizer Joan Apple Lemoine (a PR resident), a
moving 2-person drama called The Guys. The Story: Less than two
weeks after the September 11 attacks, New Yorkers are still in
shock. One of them, an editor named Joan, receives an unexpected
phone call on behalf of Nick, a fire captain who has lost most of
his men in the attack. Paralyzed by grief and unable to put his
thoughts into words, Nick seeks out the help of a writer to compose
eulogies for the colleagues and friends he lost in the catastrophic
events of September 11, 2001. The Guys is based on a true
story.
There will be two performances of this 90-minute play at the Beach
House on September 11, 2021 at 9:30 am and 4:00 pm. Light
refreshments and discussion will follow each performance.
Reservations are required and will be open as of August 1. A
sign-up sheet will be available in the Administration office, or
you may email Martha Lake at mjlake29@gmail.com. There is no cost
to our community to attend this event, however, a small donation to
help defray costs will be greatly appreciated.
Call for Volunteers: We are seeking volunteers with an interest
and/or background in theatre arts to participate in this event. The
Guys will be performed by residents of Port Royal, audition dates

Our Community
Last month, the sound of friends and neighbors gathering on the
deck and inside the Beach House for Casual Wednesday was music to
all our ears! After a long COVID isolation period, it was good to
finally get together again!
Next month’s Casual Wednesday is planned for August 4 from 5:30 to
7:30 p.m. There will be food trucks (more information to come) from
5:30 on. Plated desserts, including pie, fresh fruit, cake, cookies
and brownies, will be available from 6:30- 7:30 pm. In an effort to
lessen plastic waste on the Island, we’re asking folks to bring
their own beverage and cups. Ice will be provided.

Casual Wednesday
The Art Group of Port Royal Plantation will be displaying lots of
unique artwork created by your neighbors at the Hilton Head Public
Library starting the afternoon of July 26. through August 19. If
you wish to purchase any of the artwork you simply contact the
artist directly from the contact information on each piece. This is
a great opportunity to purchase original lowcountry art at
reasonable prices and to support and encourage your friends and
neighbors.
