Digital displays have all of the impacts of other signage, plus:

• Exceptional Visual Intensity

• Roadway Hazards

• Light Pollution

Recommendation: Prohibit digital displays

– Numerous examples of difficult

judgment calls

– Growing problem with switching of sign

copy after permitting
