Starting school - how to apply for a place in the Reception year
1.1 Starting school in Telford & WrekinEnsuring a successful start to school is a partnershipbetween parents, pre-schools, schools and the Local Authority.
All children must, by law, receive full-time education from thestart of the term after their fifth birthday.
In Telford & Wrekin, children can start school a little earlier than this.

All children are entitled to start in a Reception class in theSeptember after their 4th birthday. Children do not have tostart school in September if it is felt that they are not ready.
Parents can request that their child defers starting schooluntil January or April. It will, however, be necessary forparents to confirm their preferred start date in the Receptionclass in advance, when they receive their allocated schoolplace from the Admissions Team.
However, the statutory school age, by which a child muststart school, will remain as the beginning of the term aftertheir 5th birthday. For some children this could mean thatthey do not reach the statutory age for starting school untilthe September after their 5th birthday. Parents should beaware that if they choose to delay a child’s entry to schooluntil the following September, the child would go straightinto Year 1 rather than Reception. A Reception place cannotbe held open for the whole school year and a family wouldhave to reapply for a Year 1 place; the year group mayalready be full.
Infant/primary schools are only registered to admit childrenfrom September after their 4th birthday.
1.2 Can I choose the school I want my child to attend?Naturally, you will want your child to attend a school whereyou believe he/she will be happy and receive a goodeducation. Most families are satisfied that their local schoolcan provide this. However, you may prefer your child toattend another school.
If the school is some distance from your home address youshould consider how your child will get to and from thatschool. It is unlikely that there will be any transportassistance available - please refer to Section 8 of thisbooklet for more information about school transport.
The law gives you a right to express a preference for aschool that you would like your child to attend. Parental“choice” does not exist in law.
The LA co-ordinates all admissions into all schools.
If your preference is for either a Community or VoluntaryControlled school, we will try our best to meet your wishes.If the school you would prefer is either Voluntary Aided,Academy, Trust or Foundation, it will be the school'sgovernors who will decide whether or not a place can beoffered.
In most cases families who apply on time will get a place atthe school they prefer. However, there are somecircumstances which may mean that this is not possible.
Please note that admission to secondary school in the futureis not usually determined by the primary school that yourchild attends. This is a little different for admission toBlessed Robert Johnson Catholic College, Dothill andCharlton Learning Community and the Hadley LearningCommunity.

1.3 How do I apply for a place?You must apply for a place in the reception year group (YearR) even if your child is already attending the nurseryclass at an infant or primary school. This is because aplace at a nursery class does not guarantee your child a full-time place at that school.
Even if you already have an older child attending the school you need to apply for a place for youryounger child.
You can apply by either completing an application form orapplying online. You must apply via your ‘home’ LocalAuthority. Please see section 1.5 for further informationabout how to apply online.
In September/October 2013 the Local Authority (LA) willbegin the process for allocating places for the 2014/15academic year. Information booklets are available at nurseries and pre schools and are available to downloadfrom the Council website www.telford.gov.uk/admissions. A yellow LA application form must be completed foreach child. Application forms should be obtained from thecouncil’s Admissions Team, by telephoning 01952380903/04/01, if you have not received an application formby the end of October 2013.
Telford & Wrekin LA co-ordinate applications for all schoolsincluding Voluntary Aided, Academy, Trust and FoundationSchools. You should include these schools on yourapplication form. Full details of their admission policies canbe found in Section 4. You may also need to complete asupplementary information form – see 4.2.
You are asked to apply for 3 schools on the application form,in order of preference, naming the school you would mostlike your child to go to as the first preference. If yourcatchment school is one of your preferences, the LA shouldbe able to allocate your child a place.
If you want to apply for a school in another local authority(LA) area, such as Shropshire, you must include these onyour application form.
You must return your application by 15 January 2014.The Local Authority will send you an acknowledgement letter(or email, if you applied online) within 15 working days toconfirm that your application has been received. Please
keep this safe; it is proof that you returned your form. If youdo not receive an acknowledgment the LA has not receivedyour application and you should contact the AdmissionsTeam immediately.
The information that you put on the application form is veryimportant. It is what will be used during the admissionsprocess, and it is essential that it is accurate. The homeaddress given should be the address where your childspends most of their time during the week. Definitions of‘home address’, ‘looked after’ and ‘sibling’ are included onpage 11 of this booklet.
The information that you put on the form will be checked bythe Local Authority. Any place offered may be withdrawn ifyour application is found to be fraudulent or intentionallymisleading. We may ask you to provide proof of youraddress.
If two parents cannot agree on which school(s) to put on theapplication form, they should seek legal advice and ifnecessary, an appropriate court order, before submitting anapplication form.
The order of the preferences that you put for schools onyour application form is very important. The LA willalways offer you the highest possible preference. Telford &Wrekin operate an equal preference system for entry toinfant/primary school. This means that we will consider yourpreferences along with all the others for each particularschool and then offer a place at the highest possible one.
Please note that once you have submitted your preferencesyou will not be able to change them after the closing date of15 January 2014, unless you have a substantial change inyour circumstances like a house move.
1.4 Key Stage 1 class sizesGovernment legislation states that infant classes (5-7 yearold) must not contain more than 30 pupils.

1.5 Online applicationsYou can apply online - visit:www.telford.gov.uk/admissions to find the link to theapplication form. You must submit your online application by15 January 2014. Up to that date you will be able to goback to your online form and alter it if you wish to. There ismore information about applying online at the back of thisbooklet. Please keep details of your user ID and password.
1.6 Closing datesYou will need to complete your child's yellow LA applicationform or online application form and return it to TheAdmissions Team (address on top of form) before the closingdate, 15 January 2014.
1.7 What happens if a school has fewer places than applicants?
If a school has more applicants than places available it issaid to be oversubscribed. If this happens the Authority usesoversubscription criteria to decide how to prioritise theapplications. For most of Telford & Wrekin schools theoversubscription criteria are:
1. Those children who are looked after by Telford & Wrekinor any other local authority; and then
2. Children who live in the school's defined attendance area.
If places are unavailable for all these local children, then places will be given first to:
a) those children who have exceptional health reasons where there is written medical evidence that admission to the school is essential for their medical well-being; and then
b) those children who will have on the day of admission a brother(s), sister(s), step brother(s), step sister(s), half brother(s) or half sister(s) living as a family at the same address and who attend the school; please note that if a child applying for a place in the primary school at the Hadley Learning Community or Charlton Dothill Learning Community has a brother or sister who will be at the secondary school then this will not count as a sibling connection; and then
c) other children living in the school's defined attendance area.
3. Any places which remain available will be allocated toapplicants from outside the school's defined attendancearea in the priority order a) to c) as detailed above.
If there are not enough places for all of the children in anyparticular category, we will give places on the basis of thestraight line distance between a central point in the schoolbuildings and a central point in the child's home. Thedistances will be measured using the Council’scomputerised mapping system which is a GeographicalInformation System.
There are some schools where the criteria are a littledifferent. These schools are:
n Lilleshall and Muxton Primary Schools
n St Peter's CE Primary School, Bratton
n Dothill Primary School
Some schools are Aided, Foundation, Trust, or AcademySchools and as such their Governing Bodies are responsiblefor their admissions. Many of these operate the sameoversubscription criteria as are listed above.
There is more information on schools’ admission policiesand oversubscription criteria in Section 4, pages 13 to 17.You should look at these when applying for a school place.

1.8 How will my child get to and from school?Another thing that you should consider before filling in yourapplication form is how your child will get to and fromschool.
The Local Authority only provides transport between homeand school in very particular circumstances. Usually,transport or help with it, is only provided for eligible childrenwho live beyond the maximum statutory walking distance(which is 2 miles for primary age pupils) from their catchmentarea or nearest school or, if a place is not available there, tothe nearest school with a place available.
If you express a preference for a school which is somedistance away, you will normally be responsible for thetransport arrangements and costs.
There are also provisions for help with transport to and fromschool on faith grounds.
Please see Section 8, on page 30 for further information.
1.9 Late Applications and changes of preferenceThe closing date for application is 15 January 2014.
Between 16 January and 28 February 2014 lateapplications and changes of preference will only beaccepted where there is a good reason, such as ahouse move or the severe illness of a single parent.Some proof will be required.
If you have no exceptional reason for a late application thenwe will not be able to consider your request at the initialallocation stage.
All applications and changes of preference received after 28February 2014 will not be considered until the Review stageand you will not receive an allocation letter in April 2014.

If you move house or are planning to move house betweenSeptember 2013 and 28 February 2014 please contact theAdmissions Team on 01952 380901/03/04 to let us knowand discuss the implications. If you can prove your newaddress, for example, by providing exchange of contract ora signed tenancy agreement, by 28 February 2014 weshould be able to use it at the initial allocation stage.

2.5 Key Stage 1 appeals (Yrs R, 1 and 2)Government legislation states that infant classes (5-7 yearolds) must not contain more than 30 pupils.
2.6 The appeal hearingAppeals are heard by a panel of three people who areindependent of the Local Authority. They will make adecision on each case at the end of the appeals for aparticular school and so you will usually know the result ofyour appeal within 2 to 3 days of the hearing.
If you are not able to attend the first appeal date offered wewill reschedule your appeal for a later date. However, this willnot delay the results for the other applicants.
Appeal hearings are usually held in the Council Offices inCentral Telford.
If your appeal for a place in a particular school is notsuccessful you will not be allowed another appeal for thesame school in the same school year unless there has beena significant change in your personal circumstances, such asa medical reason which has arisen after your originalapplication or a house move to within the school'sattendance area.
Appeals will be heard in June 2014.
2.7 Waiting ListsThe LA keeps waiting lists for oversubscribed voluntarycontrolled/community schools. Voluntary Aided, Academy,Trust and Foundation Schools maintain their own waitinglists and will liaise with the LA. Any places which becomeavailable will be allocated to children on the waiting list bythe Admissions Team, according to the publishedoversubscription criteria.
The waiting lists will normally be kept until the end of theacademic year (July 2015). After that they will be disbanded.
You can request that your child's name is kept on thewaiting list for longer and should write to the AdmissionsTeam if you wish this to happen.
If you return an appeal form your child’s name isautomatically placed on the waiting list. If you are thenoffered a higher preference we shall remove your child fromthe waiting list of lower preferences unless you tell usotherwise.
If your child is in Key Stage 1, you do not have to gothrough the appeal process in order for his/her name tobe put on the waiting list. However, you should inform theAdmissions Team in writing that you wish your child’s nameto be put on the waiting list, ideally by noon on 7 May 2014.
Inclusion on a school’s waiting list does not guarantee that aplace will eventually become available.
A child’s position on the waiting list is not fixed and issubject to change during the year as other children join orleave the list.
Children placed by the Fair Access Panel will takeprecedence over other children on the waiting list (see page19 for more information).

4.1 Oversubscription criteria - Community and Voluntary Controlled Schools
Telford & Wrekin operates an equal preference schemewithin the primary phase.
Applications will be considered and in the case ofoversubscribed schools the following criteria will be applied:
1. Those children who are looked after by Telford & Wrekinor any other local authority; and then
2. Children who live in the school's defined attendancearea.
If places are unavailable for all of these local children,then places will be given first to:
a) those children who have exceptional health reasons where there is written medical evidence that admission to the school is essential for their medical well being; and then
b) those children who will have on the day of admission a brother(s), sister(s), step brother(s), step sister(s), half brother(s) or half sister(s) living as a family at the same address and who attend the school; please note that if a child applying for a place in the primary school at the Hadley Learning Community or Charlton/Dothill Learning Community has a brother or sister who will be at the secondary school then this will not count as a sibling connection; and then
c) other children living in the school's attendance area.
3. Any places which remain available will then be allocatedto applicants from outside the school's definedattendance area in the priority order a) to c) as detailed above.
If there are insufficient places for all children in any onecategory, places will be allocated on the basis of the straightline distance between a central point of the home and a
central point of the school buildings. Those children closestto the school will have priority. Distances are measured usingthe Council's computerised mapping system.
If there are limited places and we cannot distinguishbetween applicants using the criteria (such as children wholive in the same block of flats available places will beallocated randomly by the drawing of lots.
The following definitions apply in the case of Looked After(in public care) and home address. The definitions alsoapply for all aided, academy and foundation schools withinthe borough of Telford and Wrekin unless stated otherwise intheir individual policies.
Children who are Looked After (in public care) are thosechildren who are the subject of a court order and the localauthority shares parental responsibility with the naturalparents, or others who hold parental responsibility; andchildren who are looked after by the local authority under avoluntary agreement with the parent. This criteria includeschildren who were previously looked after but ceased to beso because they were adopted or became subject of aresidence order or special guardianship order immediatelyfollowing being looked after.
A child's home address will be the normal residence of theparent(s) or legal guardian(s) who has care of the child.Where a child lives with parents with shared responsibility,each for part of the week, the home address will beconsidered to be the address of the parent where the childspends most time during the week. In the event of sharedcare, parents must opt to use one address for allpreferences expressed.
For children with a Statement of Special EducationalNeeds the following policy is applied:
The admission of children with a Statement of SpecialEducational Needs is considered outside the above criteriawhich apply specifically to the admission of non-statemented pupils. Such admissions will be the subject ofnegotiation between the LA and school, taking into accountparental preference and the ability of the school to meet thechild's needs. The LA is required to issue a Statement whichnames the school where the child is to be admitted. Thenamed school is required to admit the child and does not

8.1Whathelpisavailablefortransport?Transport,orhelpwithit,maybeprovidedforeligiblechildrenwholivebeyondthemaximumstatutorywalkingdistancefromtheirdesignatedornearestprimaryschoolor,ifaplaceisnotavailablethere,tothenearestalternativeschoolwithaplace.Themaximumwalkingdistanceforprimaryagechildrenistwomiles.
Ifyouapplyforaschoolwhichissomedistancefromyourhomeaddressthetransportarrangementswillnormallybethefamily’sresponsibility.
Transportmaybeavailableonfaithgrounds.FormstoapplyfortransportassistanceareavailablefromschoolsortheCouncil’sTransportContractsTeam.ForguidanceonanytransportmatterpleasetelephoneTelford&Wrekin’sTransportTeamon01952384620.
Whendecidingonwhichschoolyoupreferyouneedtothinkaboutyourchild’sjourneytoschool.Currently48%ofchildreninTelford&Wrekinwalkorcycletoschool.13%ofpupilstravelbyschoolorpublictransportandtheremaindertravelbycar.
Whenchildrenareabletowalkorcycletoschoolthiscanbeanenjoyableandhealthywaytotravel.AllschoolsintheboroughnowhaveaSchoolTravelPlanwhichsetsoutinitiativestoencouragewalking,cycling,bustravelandcarsharing.Manyschoolshaverecentlyimprovedtheirfacilitiesbyprovidingsaferfootpathsandentrances,parentwaitingsheltersandnewcycleparking.
SomeschoolshavealsobenefitedfromSaferRoutestoSchoolprojects.Thesehaveimprovedsafetybyintroducingpedestriancrossingandtrafficcalmingonroutestotheschool.Otherschoolsaremakingiteasiertowalkbysupporting‘WalkingBuses’,“ParkandStride”andpupilincentiveschemessuchas“WalkonWednesday”.ManyschoolshavebeenabletoprovidecycleandpedestriantrainingfortheirpupilswiththehelpofRoadSafetyOfficers.

8.2PupilswithSpecialEducationalNeedsManychildrenwillexperiencelearningdifficultiesatsomestageduringtheirschoolcareerandallschoolsinTelford&Wrekinprovidehelpforchildrenwithspecialeducationalneeds(SEN).TheLAundertakestomakeawiderangeofprovisionavailableforchildrenwhohavespecialeducationalneedswithacommitmenttothembeingeducatedinmainstreamschoolswhereverpossibleandappropriate.

8.4AttendanceBylaw,(Section444oftheEducationAct1996)allchildrenbetween5and16musthaveappropriatefulltimeeducationwhichtheymustattendeveryday.Toachievearegularlevelofattendanceyourchildmust:

• Abidebyschoolrulesandattendalllessons
• Yourschoolwillkeepaclosecheckonyourchild’sattendancebecauseregularattendancewill:
• Giveyourchildthebestpossiblestartinlife

• Provetoemployersthatyourchildisreliableandsupporthim/heringettingagoodjob
• Reducetheriskofyourchildbecomingavictimofcrimeorabuse
• Reducetheopportunityforyourchildbecominginvolvedinanti-socialorcriminalbehaviour
Anattendanceof90%foryear6maysoundgoodbutmeansthatyourchildhasmissed4wholeweeksoftheYear6curriculum.Ifthiscontinuedthroughoutsecondaryschoolanentirehalfayearofsecondaryschoolingwouldbemissed;90%isnotagoodattendance.Parentscanhelpimproveattendancebyrememberingthatchildrenshouldnotbekeptawayfromschoolforreasonssuchas:
• Lookingafterothersathome
• Mindingthehouse
• Visitingrelatives
• Takinglongweekends
• Shoppingtrips
• Birthdaytreats
Thereisnoautomaticrighttoanyholidayintermtime.TheNationalandLocalAuthoritypolicyisthatnorequestforabsenceduringtermtimeforthepurposeofaholidayshouldbeauthorisedunlessitisdeemedbytheheadteachertobeinexceptionalcircumstances.
Allrequestsforabsenceduringtermtimemustbemadeinwritingandinadvancetotheschool.Theschoolwillrespond,inwriting,withthedecisionoftheheadteacher.IfparentschoosetotaketheirchildonholidaythatisnotauthorisedtheywillbeissuedwithaHolidayPenaltyFineof£60perchild,perparent.Iftheparentdoesnotpaythefineinthespecifiedtimetheymaybeprosecutedinthemagistratescourt.AnyqueriesregardingPenaltyNoticesshouldbemadetotheAttendanceSupportTeam.
Thereisoftenmuchconfusionaroundtheschoolleavingdate.Someparentsthinkthatapupilcanleaveschoolassoonastheyreachtheir16thbirthday.Parentsandpupilsshouldbeawarethatthereisasingleschoolleavingdate–thelastFridayinJuneintheschoolyearinwhichthepupilreachesschoolleavingage.
EachschoolhasaNominatedAttendancePersonattachedwhowillbehappytohelpwithanyproblemsparentshaveoverschoolattendance.
8.5FreeSchoolMealsMid-daymealsareavailableonpaymentinallschools.Mealsareprovidedfreeonapplicationonlytochildrenwhoseparents/carersarereceivingIncomeSupport,EmploymentSupportAllowance(incomerelated),JobSeekersAllowance(incomebased),orwhoreceivefullChildTaxCredit(butnotWorkingTaxCredit)withatotalyearlyincomeoflessthan£16,190.Parents/carersmustreceivechildbenefitforthechildinquestion.Parents/carerswhothinkthattheymightqualifyshouldapplyeitherdirecttoRevenues&Benefits(FreeSchoolMeals)on(01952)383983orthroughtheschool.

8.10 Independent SchoolsThe Authority does not assist with the cost of education atindependent schools, considering that the facilities availablein maintained schools are sufficient to meet the needs of allchildren.
8.11 School GovernorsEach school has a Governing Body, which is made up oflocal people, including parents of children at the school.The Governors play an important part in contributing to theleadership of the school. Governing Bodies act as acorporate body. They are responsible for determining theaims and overall conduct of the school through the settingup of a strategic framework. The Headteacher and staff areaccountable to the Governing Body for the successfulprogress of the school.
