Citizens are resentful of the existence of corruption and
are willing to talk about it openly. Formation of interest
groups of citizens interacting with various departments
can channelize the resentments of the citizens
constructively.Pressure groups so formed can take up matters with
concerned authorities and seek redressal.
In such areas Civil Society organisations can raise
awareness among the populace and acts as catalysts.Cause for corruption is certainly containing not low
salary of those indulging in corruption. It is the lack of
effective deterrence in the form of punishment to the
corrupt and the lack of adequate supervision.3

Anti-corruption strategies are not simply policies
that can be planned in advance and isolation, but
often a set of subtler insights that can be developed
only in conjunction with citizen participation.
Combating corruption is, therefore, not just a matter
of making laws and creating institutions, but rather
it is deeply rooted in the activities of the civil society
itself.

Many factors explain growing emphasis on fighting
corruption. Expansion and consolidation of
democracy at the grassroots level has enabledcitizens to use the vote and new-found civil liberties
to confront corruption, prompting leaders to show a
stronger anti-corruption commitment. A number of
factors explain this growing emphasis on fighting
corruption.5

A preliminary analysis shows that corruption in India isrecognized as a complex phenomenon, as the
consequence of more deep seated problems of policy
distortion, institutional incentives and governance in a
coalition dependence. It thus cannot be addressed bysimple legal acts proscribing corruption.
The reason is that, particularly in India, the judiciary, legal
enforcement institutions, police and such other legal
bodies cannot be relied upon to act fast and effectively ,
as the rule of law is often fragile, and thus can be turned
in their favour by corrupt interests.

SC on 8th May, lambasted the government and the CBI
over the shoddy investigations and the alleged political
interference in the coal scam case. Calling the CBI a cagedparrot that only spoke in its master's voice, the SC, in a
strong censure, called for making the investigative agency
an autonomous body.The apex court, however, was quick to add that giving
unbridled powers to the CBI was not a possibility.

The Ministry of Coal (MoC) recently issued the draft
guidelines for allocation of captive coal blocks on competitive
basis.Against the earlier preference- based practice, the new
blocks will be offered with reserve price tags set by MoC on
the basis of the assessed resourcefulness of the blocks.Moreover, the bidders whose end-use plants are in same
State as the notified block would be given a due weightage
while evaluation

Successful bidders would have to explore,
develop, operate, and close the mines, which
would create huge business opportunities for
other players in the mining industry. New entrants
without deep pockets for acquiring global coalcould now opt for domestic captive blocks in order
to minimise their costs and risks.

The concept of Citizen Charters has been introduced to
improve the quality of public services. It ensures
accountability, transparency and quality of services
provided by various govt organistions. It enables citizens to
avail of services with minimum hassle, in reasonable time,
and at a minimum cost. Effective implementation of Citizens
Charters will go a long way in controlling corruption. The
Govt of India has launched an ambitious programme for
formulation and implementation of Citizens Charters in all
government departments.
