As a sequel to its mandate of spacecraft realisation, the Centre is engaged in the development of cutting-edge technologies of relevance to its Satellite Building Activities and setting up of infrastructure for Design, Development, Fabrication and Testing of Spacecraft. The proposal is to invite Expression of Interest and to enter into Contract with Industry for Systems Assembly, Integration and Testing [AIT] of Standard ISRO Satellites at ISAC. The Brief Description, Scope of Work, Tenure of Work, Manpower Estimation, Safety Precautions, Non-Disclosure Agreements, etc., forming part of the AIT Activity is available in the EoI Document which can be downloaded from our Websites www.isac.gov.in and/or www.isro.gov.in under “Tenders” and submit along with the Document fee Rs. 573/- in the form of Demand Draft drawn in favour of Accounts Officer, ISAC, Bengaluru before the specified date and time. 1. INTRODUCTION
1.1 ISRO Satellite Centre
ISRO Satellite Centre (ISAC) is one of the lead Centres of the Indian Space
Research Organisation (ISRO) responsible for design, development,
assembly & integration of satellites for various applications.
ISAC main campus is spread across a 32 acre campus at Old Airport Road,
Vimanapura in Bengaluru. To cater to the growing demand for satellite
applications, ISRO Satellite Integration & Testing Establishment (ISITE), a 110
acre campus which is about 8 km away from the main campus was also
established. ISAC/ISITE house state-of-the-art design, fabrication, and test
facilities and large cleanrooms for the assembly, integration and testing of
various types of satellites. Laboratory for Electro-Optics Systems (LEOS),
situated at Peenya Industrial Estate, Bangalore is engaged in design,
development and production of Electro-Optic sensors and camera optics for
satellites and launch vehicles.
The ISAC main campus and ISITE campus are hereinafter collectively
referred to as ‘ISAC’.
The specialised teams of scientists, engineers and technicians at ISAC have
built more than 80 complex and advanced satellites for various applications in
areas of telecommunications, television broadcasting, VSAT services, tele-
medicine, tele-education, navigation, weather forecasting, disaster warning,
search & rescue operations, earth observations, natural resource
management, space science and interplanetary missions

Based on the mass and power generation, communication satellites are
classified into mainly four major bus platform:
I-1K Bus Satellite – 1 to 1.5 ton class satellite
I-2K Bus Satellite – 2 to 2.3 ton class satellite
I-3K Bus Satellite – 3 to 3.5 ton class satellite
I-4/6K Bus Satellite – 4 to 6.5 ton class satellite
Likewise, the remote sensing and small satellite are classified into IRS Bus
Satellite, IMS-1 Bus and IMS-2 bus depending upon the mass and
configuration of the satellite
ISAC is presently engaged in the challenging task of building future
generation advanced communication, remote sensing,navigation and
space science satellites. ISAC has set the target of building about 10-12
satellites per year to cater to the growing demand for satellite based
applications. In order to meet this huge demand, ISAC is striving for
increasing collaboration and contribution from Indian
satellites. Presently, vendors are involved in various
vendor to build
satellite building
activities such as electronic and mechanical subsystem parts
manufacturing, subsystem fabrication and testing, etc. There is a huge
opportunity for vendor to contribute in the field of space by building
satellites and the scope of vendor participation is bound to increase, both
in terms of volume and complexity. Vendor participation on

a large scale is required not only to meet goals of ISAC but also for self-
reliance resulting in higher throughput.
After successfully completing the vendor’s participation in subsystem level
fabrication and testing, ISAC is seeking to extend the scope of vendor
participation to spacecraft level assembly, integration and testing activities.
On successful completion of these tests, the spacecraft will be shipped to
the launch base for launch. The vendors which are interested in
collaborating with ISAC to assemble integrate and test satellites as per
ISAC’s procedures and guidelines shall express their interest for the same.

subsequent chapters.

1.2 Satellite Subsystem:
Satellite is an amalgamation of multiple disciplines of engineering and science
streams such as mechanical, electrical, electronics, computer science,
information technology etc. Typically a satellite can be broadly classified into
mainframe subsystem, payload subsystem and other subsystems as shown in
the figure below.

The mainframe subsystem comprises of many tangible subsystems such as
structural system, propulsion system, deployment mechanisms, thermal control
system, digital system, attitude orbit & control system, sensor systems, inertial

systems, power system, communication system etc. Payload subsystems are
mission specific and application dependent such as communication, navigation,
remote sensing and space science etc. Besides these subsystems, mission
planning & analysis, reliability & quality assurance and Assembly integration &
testing activity are also integral part of satellite system. The other activities
involved are procurement, system engineering, project management and
documentation.

1.2.1 Structural System
Structural subsystems includes Primary central cylinder
made of CFRP face skin and aluminium honey comb core,
shear webs and equipment panels. It provides the basic
shapes, strength and rigidity to the satellite.
1.2.2 Thermal Control Systems:
The function of the thermal control system is to keep the temperature of
the payloads and mainframe subsystems housed in the satellite within the
specified limits throughout the mission life. Thermal management is done

1.2.3 Mechanism System:
Mechanisms are employed to stow and hold down

1.2.4 Propulsion system:
Propulsion system is required for orbit raising and orbit maintenance
operations throughout the mission phase of the
satellite. The propulsion system of the satellite is a
unified bi-propellant propulsion system using
mono-methyl hydrazine (MMH) as fuel, mixed
oxides of nitrogen (MON3) as oxidizer and
gaseous helium as pressurant. The satellite employs thrusters for station
keeping. It also employs a liquid apogee motor for orbit raising operations.
1.2.5 Power System:
The power system comprises of the solar panels used to generate the
required power, batteries to store and make available the required power
for eclipse support and the electronics to manage, control and distribute
the power throughout the satellite.
1.2.6 Attitude and Orbit Control System:

operations. It comprises of software and hardware deliverable system. It
helps in Orientation of the spacecraft axes with respect to an inertial
reference frame and provides stable platform for the mission. Together with
the propulsion subsystem, AOCS provides the capability of 3-axis attitude
control with thrusters in the transfer orbit in addition to orbit rising and fine
orbit adjustment. The satellite carries Sensors such as Sun Sensor, Star
Sensor and the Inertial Reference Unit (IRU) based on Dynamically Tuned
Gyros that provides attitude data.
1.2.7 Telemetry & Telecommand Base band systems:
Telemetry and Telecommand (TTC-Baseband) system
based on processor, HMCs and FPGA’s is configured to
serve the requirements of spacecraft health monitoring through Telemetry
and commanding for control during all the phases of the Mission.
1.2.8 Communication System:
TTC-RF system provides the link
between the spacecraft and ground
station. The primary function of the subsystem is command reception,
telemetry transmission. The elements of the communication system are
Transmitters, Receivers and antenna systems.
1.2.9 Payload Systems:
Payload subsystems are mission specific and are intended to perform the
desired mission objective. The different kind of payloads depending upon
the missions is given below.

1.2.10 Mission planning & Analysis:
Besides these tangible deliverables, the first and the foremost activity for a
satellite building is the mission planning & analysis. It includes, mission
planning and operation, Orbit selection and Local time studies, ground
segment software suite, Pre launch, launch and post launch operation.
1.2.11 Reliability & Quality Assurance:
A satellite works in a hostile space environment and therefore it calls for
high reliability and quality of satellite systems. It is utmost essential to
ensure the quality assurance of components, parts, materials and process
so that satellite perform its intended on-orbit operations. Stringent reliability
analysis and quality assurance procedures are adopted at all stages of
satellite building to meet the space reliability and quality standards.
1.2.12 Assembly Integration & Testing (AIT):
The qualified spacecraft subsystem hardware flows into the AIT Cleanroom
for electrical & mechanical integration activity in a sequential manner. The

completely integrated/assembled satellite undergoes a series of tests
including Thermovac test, Vibration test, Acoustic test, Compact antenna
ranging test, physical parameter measurements, Dynamic tests etc that
ultimately qualifies the spacecraft for launch.

2. SCOPE OF WORK
It is proposed to carry out the assembly, Integration and testing (AIT) activities of
two number of ISRO Standard bus satellites with the participation of the
prospective vendor. The entire activity is planned to be carried out in two phases
viz Phase-1 and Phase-2. During Phase-1, the AIT activities of the first satellite
will be done by ISAC while on-the-job training will be given to the vendor. The AIT
activities of the second satellite will be carried out by the selected vendor under
the supervision of ISRO/ISAC in phase-2.
After successful completion of Phase-2, potential vendors may be invited to take
up satellite fabrication activities on an end-to-end basis and/or carry out assembly,
integration and testing of spacecraft at ISAC/ISITE campus which is beyond the
scope of this EoI.
The Vendor shall take up the activity within ISAC premises at ISITE (ISRO
Satellite Integration and Test Establishment) campus, Marathalli, Bangalore. ISAC
will provide all necessary infrastructures & facilities to facilitate vendor to carry out
Assembly, Integration and Testing of ISRO Standard bus satellites.
The scope of work involved in each phase is discussed in brief below:
2.1 Phase 1: FirstTraining):

2.1.1 Satellite Subsystem Readiness:
ISAC will be responsible for the delivery of satellite subsystem to
cleanroom realized through external vendors, other ISRO work Centres
and in-house agencies during this phase. The vendor manpower shall be
provided orientation training programme in the area of Configuration
Management, Systems Engineering, Subsystem fabrication and testing,
test and evaluation and QA/QC aspects.
2.1.2 Satellite Assembly and Integration Activities:
ISAC will be responsible to carry out the spacecraft assembly and
integration activities while the vendor will be imparted training
programme and on-the-job training and shall actively participate in all the
AIT activities. The vendor shall be provided with orientation training
programme and on-the-job training in order to get acquainted with the
satellite building activities. Exposure to the system engineering aspects,

2.1.3 Spacecraft Testing- Infrastructure/Facilities:
ISAC is equipped with state-of-the-art facilities/infrastructure for the
design, development, assembly, integration and testing of satellites
under one roof. Some of the major capital intensive
facilities/infrastructure includes 1 lakh class cleanroom, mechanical
ground support equipment, electrical ground support equipment,
handling and positioning fixture, thermovac chamber, vibration test
facility, Acoustic test facility, Compact antenna test facility, physical
parameter measurement machine, appendages deployment zero g
fixture etc. In this phase, while ISAC will be primarily responsible to
operate the facilities and conduct the test, the vendor shall be provided
with necessary training to actively participate during the tests.
2.1.4 Project Management:
Budget planning, systems engineering, contract management,
configuration management, procurement management, inventory
management etc are the major component of satellite project
management. Training in the relevant project management aspects that
facilitate the smooth and seamless execution of the AIT phase shall be
imparted to the vendor. The vendor shall be provided with adequate

exposure to prepare required documents during this phase. Necessary
documentation such as status report, checklist shall be generated by the
vendor will the support of ISAC during this phase.
2.1.5 Quality Management:
ISAC shall be primarily responsible for the quality and reliability aspects
during this phase. Quality control/ quality assurance plan and procedure
will be worked out by ISAC in order to ensure the compliance of satellite
system/ subsystem/part/component to the space grade quality and
reliability standards of ISAC. Necessary documentation such as test
procedures, test results, inspection report, audit report, failure analysis
report, non-conformance report etc shall be generated at each stage of
the satellite life cycle. The vendor shall be provided with necessary
training and shall actively participate in all the quality management
aspects of satellite AIT activities
2.2 Phase 2: Second satellite Realization:
Based on the knowledge and expertise gained by the vendor during the
realization of the first ISRO Standard bus satellite, the Vendor will now be
geared up to further expand their scope of participation in the satellite AIT
activities. During phase-2, ISAC shall be responsible to realize and deliver
spacecraft systems, payload, harness, checkout systems, mechanical ground
support equipment, electrical ground support equipment etc to the clean room.
With the availability of spacecraft subsystems, the vendor shall be completely
responsible to carry out the assembly, integration and testing of the spacecraft
under the supervision of ISAC. The overall project management is the
responsibility of ISAC. Quality control and assurance is the primary
responsibility of the vendor while the auditing responsibility is of ISAC. The

and in-house agencies during this phase. The vendor manpower shall
prepare a subsystem deliverable check-list and submit the report to
ISAC. Subsequent to the clearance of the checklist report by ISAC focal
point, the vendor shall initiate the spacecraft assembly and integration
activities.
2.2.2 Spacecraft Assembly And Integration Activities:
The vendor shall carry out the spacecraft assembly and integration
activities as per approved assembly sequence plan of ISAC as
summarized below. All the activities mentioned will be carried out using
ISAC facilities/Infrastructure.

The total assembly shall be carried out with the vendor on-line Q.C
while ISAC QA/QC team will audit the activity at each stage. The vendor
shall report all anomalies/non-conformance related to AIT activities to
ISAC as and when observed. The vendor shall proceed to next stage
only after the clearance from the ISAC QA team. The vendor shall submit

AIT check-list, cleanroom log history sheet, inspection and assembly
report, Non conformance report etc to ISAC as and when required.
2.2.3 Spacecraft Testing – Facilities/Infrastructure
The spacecraft level testing activities such as thermovac test,vibration
test, acoustic test, antenna test and associated test will be carried out by
the vendor. In this phase, vendor shall be provided with all the necessary
infrastructure/facilities to carry out the testing activities under ISAC
supervision. The operation of the infrastructure/facilities shall be the
responsibility of ISAC.
2.2.4 Project Management:
The overall planning, execution and monitoring of the spacecraft AIT
activities of the second satellite as per the defined scope of work and
within the prescribed time schedule is the primary responsibility of the
vendor in this phase. ISAC shall provide the necessary support and
guidance as and when necessary for the smooth completion of this
phase.
2.2.5 Quality Management:
Quality control and assurance shall be the primary responsibility of the
vendor during this phase while the auditing responsibility is of ISAC. The
vendor shall follow the test plan and procedure, guidelines as defined by
the QA/QC team of ISAC. The vendor shall generate all necessary
documentation in to order to ensure the compliance of the satellite
systems with the space grade quality and reliability standards of ISAC

3. TENURE OF WORK:3.1 Phase -1 & Phase-2 Tenure of work
The first ISRO Standard bus satellite is required to be ready for shipment to
launch base by 8 months from the date of work order release. The second ISRO
Standard bus satellite shall be ready 10 months after the readiness of the first
satellite. The overall schedule is depicted below:

3.2 Long Term Business Plan:
In view of growing demand of satellite based services, there will be a continuous
load of realizing 10-12 satellites in a year. The future requirement of satellite is
enormous and a suitable vendor nurtured by ISAC can take up the satellite
realization portfolio so that ISAC can focus on the core research and
developmental activities in satellite technology. The tie up with the selected
vendor may be broaden if required in the due course of time depending upon the
technical and managerial expertise and experience gained by the vendor in
satellite building activities, subsystem realization process, system engineering
,space grade quality and reliability standards and future project load. Looking
forward, the association with the vendor may be expanded for the realization of
an additional three ISRO Standard bus satellites as summarized below.

4. MANPOWER ESTIMATION:
It is estimated that around 50 personnel are required from the vendor for a period of
about 18 months to realize the two ISRO Standard bus satellites. An approximate
manpower estimation with their qualifications required are as given below:
20 (8: mechanical, 12: electrical/electronic) engineers with a minimum
qualification of BE / BTech
15 technicians with a minimum qualification of Diploma
15 tradesmen with a minimum qualification of ITI
The man-power employed by the vendor shall have experience of working in
relevant / similar areas and must possess a minimum of first class pass marks /
percentage / grading with respect to their qualification. The vendor shall ensure that
the manpower provided by vendor shall be retained throughout the phase-1 and
phase-2 time period. The estimated manpower required to carry out the satellite AIT
activities depends upon the expertise and learning skill of the vendor manpower.
The above number may vary based on upon the spacecraft configuration and
complexity.
The vendor shall be provided with orientation and on-the-job training in order to get
acquainted with the satellite building activities during phase-1. An orientation
training programme for the vendor manpower shall be provided wherein, they will be
introduced to satellite subsystem, system engineering aspects, project
management, and subsystem fabrication and testing, spacecraft level AIT etc.
It will be followed by on-the-job training in the AIT activities of the first ISRO
Standard bus satellite such as thermal fabrication and implementation, propulsion
integration and test activities, subsystem assembly, integration and testing,
integrated spacecraft level testing, checkout operations, In other words, the vendor
man power shall participate in AIT activities with ISAC team to realize the first ISRO
Standard bus satellite. After the completion of the AIT activities of the first ISRO
Standard bus satellite, the manpower will be work on the second ISRO Standard

bus satellite. The on-the-job training will help vendor manpower to take up all

5. SAFETY PRECAUTIONS
The vendor should strictly adhere to the general work rules, procedures and
office timings followed at ISAC.
The personnel of vendor must adhere to all the safety guidelines while handling
components, cards, and packages during testing and transporting, particularly the
ESD protection measures such as wearing ESD overcoats, footwear, wrist bands,
grounding and other measures as per ISAC ESD protection guidelines.
Vendor is responsible to ensure the safe handling of the sub-
assemblies/equipment being used during the AIT of the satellite. The vendor shall
strictly conform to the safety and security procedures laid by ISAC.

All documents prepared for fabrication, assembly, integration, test procedures,
log books, drawings, schematics and any other communication, codes revealed
during the satellite realization will be exclusive property of ISAC and vendor shall
have no right whatsoever on them.
These documents are to be strictly confidential and should not be reproduced,
copied/ transmitted to any media without explicit permission of ISAC.
Further, the vendor must not quote any of these works in any publications or to
any of their customers without explicit permission from ISAC and adhere to strict
confidentiality.

7. GENERAL TERMS AND CONDITIONS
7.1 This EoI is not an offer and is issued with no commitment. ISAC reserves
the right to withdraw the EoI and change or vary any part thereof at any
stage. ISAC also reserves the right to disqualify any vendor/proposal,
should it be so necessary at any stage.
7.2 Timing and sequence of events resulting from this EoI shall ultimately be
determined by ISAC
7.3 By submitting a proposal, each vendor shall be deemed to acknowledge
that it has carefully read all chapters of this EoI, and has fully informed
itself as to all existing terms and conditions.
7.4 The proposal and all correspondence and documents shall be written in
English.
7.5 The vendor shall not subcontract the work related to satellite assembly,
integration & testing to any other third party without the permission of
ISAC.
7.6 Vendor shall compulsorily fill up the Response format and compliance
matrix (Part- I & Part- II) as given in chapter 9 in the EoI
7.7 Vendor shall be prepared to work beyond working hours and on holidays
to meet the project schedules, if necessary
7.8 The cost of components/systems damaged due to
negligence/mishandling by the vendor shall be recovered from the
vendor’s payment

7.9 Minor rework and testing thereon required due to the above shall be
done by the vendor without any financial implications.
7.10 ISAC shall provide the necessary infrastructure/equipment while the
Vendor shall ensure the availability of all necessary resources and
logistics support required for the execution of the work at ISAC
7.11 Vendor shall ensure the minimum wage guidelines like salary, ESI, PF
and Insurance etc. for their manpower as per the wages act and produce
the evidence documents when required
7.12 Start of project will be decided and communicated by ISAC through work
order by ISAC focal point
7.13 Orientation training Programme shall be provided by ISAC to the vendor
7.14 Vendor shall be prepared to accept any short closure of the work order
decided by ISAC.
7.15 The Vendor must be a registered company under the Companies Act,
1956 or a partnership firm registered under Partnership Act or a
Proprietorship firm. The Vendor should be registered with the concerned
departments [Service Tax, Sales Tax, VAT etc] for legally carrying out its
business activities. The Vendor should also have a valid PAN. The
Vendor should submit Self attested copy(ies) of the Certificates of
Incorporation and other certificates that are legally required for carrying
out its business activities. The certificates should be valid at the time of
EoI submission and should be certified by an authorized signatory. A
copy of PAN Card should also be submitted.

7.16 The Vendor shall provide the details of the ownership of the company
and details of owners / directors along with complete addresses of the
owners / directors and their other activities. If the company is owned by
another company similar details of the owner should be provided.
7.17 Not be insolvent, in receivership, or being wound up, not have its affairs
administered by a court or a judicial officer, not have its business
activities suspended, not have been blacklisted, defaulted and must not
be the subject of legal proceedings for any of the foregoing reasons;
7.18 Not have, and their directors and officers not have, been convicted of any
criminal offence related to their professional conduct or the making of
false statements or misrepresentations as to their qualifications to enter
into a procurement contract within a period of three years preceding the
commencement of the procurement process, or not have been otherwise
disqualified pursuant to debarment proceedings;

8. GENERAL INSTRUCTION FOR SUBMISSION OF EoI PROPOSAL
Vendor participation is going to be a major steering factor in order to aid ISAC/ISRO in
meeting the objective of building 10-12 satellites per year. Presently many public and
private companies are directly or indirectly involved in satellite building activities. The
demand for space application is growing manifold across the globe and ISRO/ISAC is
keen to provide vendors opportunities to expand their contribution in satellite realization
activities. With this backdrop, it is now proposed to carry out satellites AIT activities
through an external vendor. In order to achieve this target, one major capable vendor
will be selected to build satellites.
8.1 Steps for selecting the potential vendor:
The following flowchart depicts the steps for selecting the potential vendor. The
process begins with the call for Expression of Interest (EoI). The interested
vendors shall submit the EoI proposal clearly indicating the details required in
chapter 9 Response format with supporting documents. A Pre-EoI
Conference with interested vendors would be conducted at ISAC campus before
the submission of EoI. The purpose of the conference is to provide vendors an
opportunity to seek clarifications regarding any aspect of the EoI. The vendors
finally responding to the EoI shall be shortlisted based on their compliance with
the EoI requirement. Subsequently a pre-bid meeting between ISAC and the
shortlisted vendors will be held at ISAC wherein detailed presentations on the
scope of work, roles and responsibilities and modalities of engagement will be

made. A visit to vendor’s campus may be conducted for assessment of the
capabilities stated in the EoI. The vendors shortlisted (based on EoI and
assessment of their potential to carry out the proposed work) would be issued
Request for Proposal, inviting their technical and commercial bids at a later date.
Subsequently, based on the response to RFP, a potential vendor will be selected
and order will be awarded.

8.2 Guidelines for EoI submission:
The objective of this EoI is to solicit proposals from the interested vendor for
participation in the satellite AIT activities as discussed in the scope of work. The
interested vendor are expected to examine all instructions, scope of work, tenure
of work, manpower estimation, safety precautions, confidentiality and non-
disclosure, general terms and conditions, submission guidelines and other details
in the EoI documents. Failure to furnish complete information as mentioned in the
EoI documents or submission of a proposal not substantially responsive to the EoI
documents in every respect will be at the Vendor's risk and may result in rejection
of the proposal. The EoI is not an offer and is issued with no commitment. ISAC
reserves the right to withdraw the EoI and change or vary any part thereof at any
stage, if it determines that such action is in the best interest of the Government of
India. ISAC also reserves the right to disqualify any proposal, should it be so
necessary at any stage.
The proposal should be submitted as an Expression of Interest (EoI), clearly
providing the details requested below with documentary proof/supporting
documents.
The vendor has to provide the information as per the formats prescribed inchapter 9 Response Format. The overall compliance matrix as per section9.9 should also be submitted as per of the EoI proposal. All these inputsmay be furnished in MS word document neatly typed in the said formats.The proposal andEnglish.

9.7 Legal Aspects
9.7.1 The Vendor must be a registered company under the Companies Act, 1956
or a partnership firm registered under Partnership Act or a Proprietorship
firm. The vendor should be registered with the concerned departments
[Service Tax, Sales Tax, VAT etc] for legally carrying out its business
activities. The vendor should also have a valid PAN. The Vendor should
submit Self attested copy(ies) of the Certificates of Incorporation and other
certificates that are legally required for carrying out its business activities.
The certificates should be valid at the time of EoI submission and should be
certified by an authorized signatory. A copy of PAN Card should also be
submitted.
