ACFO Des Tidbury, SDO Les Gollop, SDO Paul Southern, DO Dave Philips, Jon Ball, SFCO Martin Hockley, Lincoln Ball, Mark Pinnell.
• Culmination of 3 years work.• Working closely with ORH.• Advances in RBFRS data gathering
techniques.
CONTEXT OF IRMP DEVELOPMENT
• CPA feedback 2005 ‘IRMP not yet addressed the major drivers for changes and efficiencies’.
• Council Tax Capping.
• Efficiency savings.
‘The same with less or more with the same’
DRIVERS FOR CHANGE
‘fewer fire and special service deaths and
injuries through the provision of safe and
effective delivery of services including
emergency response, community safety,
and legislative fire safety activities’.
IRMP YEAR II, IMPACT ON FIVE YEAR PLAN
• Review crewing and location of specialist vehicles to ensure RBFRS has the ability to sustain resources at a major incident in command and specialist areas.
INCIDENT COMMAND UNIT (ICU)
• Re-deploy ICU to Maidenhead from Windsor.• Retained Duty Shift (RDS) firefighters from
Maidenhead and Cookham will crew the ICU.
Reduces switch crewing of 24 hr crewed pumps by one
and increases resilience.
INCIDENT COMMAND UNIT (ICU)
• In addition Cookham will be designated as a specialist unit with the pumping appliance being swapped for an off road Mercedes Sprinter and the Pinzgauer.
The first strike capability in the village will remain but the crew will also provide brigade wide off road support.

out times.
IRMP 5 YEAR PLAN
• IRMP Team made aware of 5 Year Plan in December 2005.
• FBU provided two documents in response.
• FBU’s concern is that reductions should run concurrently with improvements.
RESPONSE STANDARDS• DWELLING FIRESThe Royal Berkshire Fire and Rescue Service is committed to
achieving an optimum response standard of 8 minutes for the first
appliance and 10 minutes for the second appliance for dwelling
fires.
The Royal Berkshire Fire and Rescue Service is committed to
a standard response of 10 minutes for the first appliance and 12
minutes for the second appliance for dwelling fires.
The higher risk localities where it is predicted that appliances will
not reach dwelling fires within the standard response be prioritised
for community safety initiatives to drive down the risk.
ROAD TRAFFIC COLLISIONS
• The Royal Berkshire Fire and Rescue Service is committed to making an initial attendance to road traffic collisions, with the necessary resources to commence extrication of casualties, within 11 minutes.

• Closure of Sonning Fire Station.• Redeployment of Personnel.Transfer to Wargrave Fire StationOpportunities to transfer on to 24 hour shift systemOpportunities to work within a ‘bank’ system (Ops or CommunitySafety) Redundancy
• Medium Term: Closure of Wargrave and build new station at Twyford.
1st Pump in 8 minutes – Sonning1 Output Area not reached population 300
1st Pump in 10 minutes – Sonning0 Output Area not reached population 0
Reinvestment Opportunities• Savings from pumping appliance and
equipment = 24k (capital).• Savings from cleaning and maintenance
of station = 15k per annum (revenue).• Savings from rental of premises = 9k
per annum (revenue).• Savings on salaries = approx 21k
(revenue).• Total savings: Rev = 45k Cap = 24k
WINDSOR AND BRACKNELL
• Closure of Windsor Fire Station.• Pump from Windsor redeployed to Bracknell
or Wokingham. Bracknell could have 2 or 3 pumps depending on option taken.
• Transfer of 20 personnel to enable 12 per watch
• Crewing of pumps 5 and 4. If the second pump ‘roams’ then crew 5 and 5.
1st Pump in 10 minutes - Windsor to Bracknell8 Output Areas not reached population 2400
1st Pump in 8 minutes - Windsor to Bracknell29 Output Areas not reached population 8700
Reinvestment Opportunities
• Sale of Windsor Fire Station = 2.25m (capital)• Savings from salaries from 1 Stn Manager, 4 Watch
Managers and 4 Firefighters = 261k per annum (revenue)
• If riding 5 and 5 at Bracknell, savings reduced by 4 Firefighters to = 161k
Total savings:Rev = 261k/161k Cap = 2.25m income
Note upgrading of premises at Bracknell required for
additional staff (1m ?).
WOKINGHAM
• Reinvest savings from other strategies to achieve a 24 hour crewed station or two 12 hour shift watches with cover outside these shifts by RDS firefighters. Say, cover from 0800 to 2000 hours every day with RDS outside these hours.
1st Pump in 10 minutes- Wokingham WT46 Output Areas reached population 13800
1st Pump in 8 minutes- Wokingham WT70 Output Areas reached population 21000
FINANCIAL COSTS
• Wokingham to provide 24 hour cover, additional cost = 683k
• Wokingham to provide two 12 hour shifts, additional cost = 266k
CROWTHORNE• Pinzgauer to be redeployed to Cookham.• Trial the use of Camberley’s pumps into the
southern part of Crowthorne’s ground to monitor effect on response standards.
• Possibilities for additional reinvestment using Pumps at Bracknell, Camberley and Wokingham to cover the Crowthorne area. Additional saving of 180k (revenue) and income of 1m (capital).
1st Pump in 10 minutes - Crowthorne 22 Output Areas not reached population 6600
1st Pump in 8 minutes - Crowthorne 17 Output Areas not reached population 5100
DEE ROAD AND CAVERSHAM ROAD
• Closure of Dee Road Fire Station.• Pump from Dee Road redeployed to
Caversham Road. • Transfer of 20 personnel to enable 12 per

RESOLUTIONThe IRMP Working Party is invited to resolve, that:• The response standards set for dwelling fires and
RTC’s be agreed.
• The Incident Control Unit be transferred to Maidenhead Fire Station and crewed by RDS firefighters from Maidenhead and Cookham.
• The Mercedes Sprinter and Pinzgauer appliances are transferred to Cookham Fire Station to replace the pumping appliance. This then becomes a specialist unit.
RESOLUTIONThe IRMP Working Party is invited to resolve, that:
• The Chemical Incident Unit remains at Whitley Wood Fire Station but that a further review into the viability of this unit is undertaken in the Year IV IRMP.
• That Sonning Fire Station is closed with the crew being offered opportunities for re-deployment in preference to redundancy.
• That work be progressed to secure a site for a new Fire Station at Twyford in readiness to transfer the unit from Wargrave to this preferred location.
RESOLUTIONThe IRMP Working Party is invited to resolve, that:• Closure of Windsor Fire Station with the pump being
moved to Bracknell or Wokingham (crewing with 5 or 4 depending on role).
• Dee Road Fire Station is closed with the pump being moved to Caversham Road (crewing with 5 or 4 depending on role).
• Efficiency savings to be utilised to achieve either two 7 crewed shifts giving cover for 12 hours per day backed up by RDS firefighters, or full 24 hour shift cover at Wokingham.
RESOLUTIONThe IRMP Working Party is invited to resolve, that:
• A trial is commenced to utilise Camberley’s two 24 hour crewed pumps in the Crowthorne area.
The proposals relating to response standards, the transfer of the ICU and the CIU at Whitley Wood
are at implementation phase, all the other proposals will be subject to consultation with
relevant stakeholders.
