Interactive meeting with NSIC at MIA
stOn 1 December, 2018 National Small Industries Corporation held an interactive session at MIA Bhawan.
Dr.Sudhir Garg, IRS, Managing Director,
NSIC along with Shri Paramjeet Singh, Zonal
General Manager, N-II, NSIC and Shri Gurpal
Singh, GM, H.O.,New Delhi graced the
occasion.
Shri Anurag Aggarwal,Former President
welcomed Dr.Sudhir Garg, IRS, MD, NSIC
and other esteemed guests to MIA.
Dr. Garg informed the members that he is
also a member of the Board of MSMEs in New
Delhi. Hence queries related to MSME
schemes are also welcome.
Shri Aggarwal raised the issue of CGTMSE,
CLCSS and other schemes of Ministry of
MSME which need to be reviewed.

informed that the industry requires metals for bulk
purchase, especially Brass, Nickel, Steel etc.
to which Shri Garg informed that this procurement can
be arranged through NSIC.
Shri Garg informed that Lean Manufacturing
Competitiveness Scheme of Government of India has
been revamped. Earlier members of similar product
manufacturing could form a cluster. Now members
manufacturing different products can form a cluster
which requires a minimum of 8-10 industries.
Dr.Garg informed that the Govt. of India is also keen on
Industries forming Clusters under the MSE-CDP Scheme of
Govt. of India. Shri B.S.Anand, Former President
informed that Mohali Hitech Metal Cluster is the first
cluster for Bath Fittings Manufacturers which has set up a
Common Facility Centre under the MSE-CDP Scheme. The
CFC has been granted the first two instalments of
financial assistance from the Government and work is in
progress.
Another Cluster of light engineering goods
manufacturers named Advance Machining Cluster has
also been allotted land for setting up a Common Facility
Centre in Chanallon.
Regarding the Credit Linked Capital Subsidy Scheme, it
was pointed out that many industries had applied for
subsidy on purchase of new machinery under the CLCSS
scheme however, everything is still pending. Dr.Garg
replied that the subsidies will be released soon.
Members attended the session and found it useful.
Shri Vivek Kapoor, Vice President thanked the esteemed
guests for this informative session. He informed that the
NSIC Chandigarh branch office will be holding sessions on
NSIC Schemes for MSMEs at MIA Bhawan for the members.
CAPACITY BUILDING PROGRAM ON ENERGY EFFICIENCY HELD AT MIA BHAWAN
Saakar Foundation, Chandigarh in association with
Mohali Industries Association and Punjab Energy
Development Agency and organised a one day Capacity
Building Program for members at MIA Bhawan on
26.10.2018. The program was supported by VK
Environmental and Bureau of Energy Efficiency, New
Delhi and Indian Institute of Architects, Punjab
Chapter.
The main objective of conducting this capacity
building program in Energy Intensive SME Clusters was
to create awareness and sensitize the manufacturing
SME sector to the use of energy efficient technologies
and manufacturing processes.

Bahga, Architect, Saakar Foundation, Shri Balkar
Singh, AGM, PEDA, Shri NishantBatra , Energy
efficiency Services Limited (EESL), Shri Yogesh Sood,

Ventures and experts from REC Power Distribution
Company Limited.
Shri Balkar Singh, Assistant General Manager, PEDA
delivered the inaugural address. He explained the
various activities being carried out by PEDA in Punjab.
Shri Yogesh Sood, Consultant EE Motors & Transformers
gave a presentation on “Latest standards and practices
in Motors, Power Quality and Distribution
Transformers”.
Shri Nishan Batra from Energy Efficiency Services
Limited (EESL) gave a presentation on “National Motor
Replacement”, He explained how motor replacement
helps in energy savings.
PEDA official Shri Sanjeev Bansal spoke on various energy-efficient activities in the State.
MSME Conclave“Aapki Kahani Aapki Zubani”
PHD Chamber and Konrad-Adenauer-Stiftung (KAS)
organized a 2-day 'MSME Conclave' of the Six States of the
Region on 15 – 16 November 2018, at Chandigarh.
The objective of the Conclave was to provide a platform
where MSME can discuss their day to day operating issues
in the presence of the Government and try to find out the
possible solutions.
The Conclave was chaired by Smt.Vini Mahajan, IAS,
Addl.Chief Secretary, Government of Punjab, Secretary
Industry and MSME Representatives of six States.
The following points were taken up for discussion during
the Conclave.
· Release of pending subsidy cases under CLCSS
scheme prior to implementation of GST.
· Details of new schemes for MSMEs launched by
Ministry of MSME, GoI on 2.11.18
· Exemption of Agro Produces used for
manufacturing cattle feed.
· Notify the proposed new definition of MSMEs
based on their annual revenue.
· Expedite resolution of Delayed Payments by MSME
Facilitation Councils.

INTERACTIVE SESSION WITH DIRECTOR HEALTH SERVICES, ESI, PUNJAB AND REPRESENTAT IVES OF EMPANELLED HOSPITALS WITH ESIC.
Mohali Industries Association had organised an
interactive meeting with Director Health Services, ESI,
Punjab and doctors of all empanelled hospitals for SST
and Secondary care of Insured workers, SMO, ESI
Hospital, and SSMC, ESI Chandigarh to discuss the
problems of referral of Insured Persons to Empanelled
hospitals.

Bassi, Director Health Services, (ESI), Punjab,
Dr.AmanHastir, SMC, ESIC, Chandigarh and
Dr.DarshanSingh, SMO, ESI Hospital Phase VII,
Industrial Area Mohali.

Mohali, Kaushal Hospital, Kharar, Amcare Hospital,
Shri RupinderSachdeva, Chairman Punjab
Committee MIA felicitated Shri Yogesh Sagar,
President MIA for contributing and participating in
the MSME Conclave.
Shri Vivek Kapoor, Vice President, MIA concluded the
meeting by saying that if we cannot send our family
members or children to these ESI hospitals how can we
send our employees/ staff to these hospitals. We treat
our staff as our children. The answer to this problem is
that ESI Hospitals should be upgraded to such a level
that there should be no need for referral of patients to
other private hospitals.

However insured persons always feel themselves
helpless and always running from pillar to post for
getting medical facilities and reimbursement of their
medical bills.

the meeting.
The meeting was conducted by Shri Anurag Aggarwal,
Former President, MIA.
The meeting was held to discuss regarding referrals
from ESIC for treatment of patient under cashless
category which will enable the insured person to get
immediate medical aid from a hospital which is
empanelled with ESIC.
The ESIC has about 13 lakh beneficiaries who are
entitled to receive healthcare support from the
government run Employees State Insurance
Corporation dispensaries and hospitals all over the
country.
The hospitals are understaffed. There are six ESI
Hospitals and posts of medical officers, pharmacists,
staff nurses, radiographers, laboratory technicians
and auxiliary nurse midwives are lying vacant.
The employee contributes 1.75% of his pay towards ESI
Contribution while employer has to contribute 4.75%
of the employees' salary. Funds are deposited on time
so as to enable the employee to avail medical benefits
from ESIC but the ESI Hospital and dispensary is not
equipped to deal with any emergency.
Empanelled hospital representatives took up the issue
of why the patient (IP) has to take permission from ESI
hospital doctors for referral to empanelled hospitals of
their choice. For primary and secondary treatment the
hospital representatives should be able to deal with IPs
independently with an unconditional referral slip.
The Director Health Services ESI Punjab said at present
he is not in a position to give orders for implementation
of the referrals to various empanelled hospitals by
ESIC.
District Bureau of Employment and Enterprise inaugurated
The District Employment Bureau was inaugurated by Sh. Rana K P Singh, Speaker, Punjab Vidhan Sabha, along with Smt. Gurpreet Sapra, Deputy Commisioner Mohali & Sr.
stSuperintendent of Police Sh. Kuldeep Singh Chahal on 21 November, 2018.
Shri Sanjeev Vashisht, Former President, MIA attended the program. The Bureau is a State-of-the-Art well designed place which also consists of a Conference Room where industries can also hold their meetings.
The Governor of Punjab constituted the District Bureau of Employment and Enterprises (hereinafter called as the Bureau) in each district of the State. The Bureau will bring necessary synergy, oversight and effective coordination in the implementation of various schemes for employment generation, skill training, self-employment and entrepreneurship development across the departments at the district level and facilitate overseas employment to achieve the objectives of 'GharGharRozgar' Mission.
Functions of the Bureau
2. The Bureau will have the following functions:
(i). One Stop Platform
To provide one stop platform for facilitating employment
including overseas employment, skill training, self-
employment, enterprise and entrepreneurship development
at the district level .
(ii). Coordinate and Monitor Implementation of Schemes
(iii). Interface between the Job Seekers and Employers
(iv). Services to the Employers
(v). Services to the Job Seekers:To provide a variety of
services to the Job Seekers through digital platform as well
as in person.
(vi). Services for Self-Employment and Entrepreneur-ship
(vii). Services for Overseas Placement
(viii). Coordinate with Educational Institutions.
ix). Coordinate with Skill Training Agencies .
(x). Facilitate Self Help Groups
(xi). Facilitate employment in Agriculture related
activities
(xii). Effective Implementation of Public Funded
Schemes such as MNREGA
(xiii). Advertisement platform for jobs/ vacancies
(xiv). Any other related function
