PRESIDENTSMESSAGE

Whatnow?

TheWYPTA'sgoalsfortheupcomingyeararetoestablishbettercommunicationwiththemembershipandtooffermoreresourcesforthemembers.Atthe2017SpringConferenceinMay,wediscussedthenewcommunicationnetwork,BaseCamp.Wehavebeentesting,withintheboardandcommitteemembers,abetterwaytocommunicateandcorrespondprojects.Although,therearealwayssomebumpsintheroad,wehavegottengreatfeedbackfromtheinitialuse.Beonthelookoutinthenextcoupleofweeksforanemailinvitingyouasoneofourmembersontothenetwork.Herewehopetohaveallcommunications,includingnewmattersthatneedtheattentionofthemembershipincludinglegislationissues,stateassociationspecificdiscussions,journalclub,jobpostings,andothertopicsthatmattertothestateofWyoming.Thisisachapterofmanybutawidelyseparatedmanyandourhopesarethatthisonlinenetworkwillbringusclosertogetherandstronger.

Wealsocontinuetodiscuss,aswedidattheSpringConference,thequestionthatalwaysarisesofhowcanwegetmoremembersinvolvedandhowdowegetthecurrentmembershipexcitedaboutbeingamember?Andthen,howcanwegetthosemembersenergizedtostepupanddomorefortheWyomingchapterandpublic?Iwantyoutoaskyourselfthequestion:Ifnotyou,thenwho?Ifnotnow,thenwhen?Wehopebymorecommunicationwecangeneratesomemoreawarenessaswellasenthusiasm,especiallytheexcitementtojoinconferences.

Ibelieveweliveinagreatstate,wherewecanseePhysicalTherapyatitsfinestandwestillgetreimbursedbetterthanmoststatesintheUS.ButwestillneedtogetoutatthegrassrootslevelandeducateourconsumersaboutwhatPhysicalTherapyisandwhatwedoforourpatientsonadaytodaybasis.Wearenotmanualphysicaltherapist,neurophysicaltherapists,pediatricphysicaltherapists,

oracutecarephysicaltherapists.WearePhysicalTherapistsandweneedtoletWyominghearaboutusandnotjusthearingaboutusbecauseaphysicianprescribedphysicaltherapy.Pleasegetoutthereandinthenextmonthstoeducatetwopeoplethatarenotyourpatientsonwhatphysicaltherapyisandwhatwedoforourpatients.Spreadtheword!

NotonlyisthisaquestionforourlocalchapterbutthiswaswelldiscussedatCSMinSanAntoniothisyear.Weheardfromchaptersthatdrumupsupportfortheprofessionandhavea$10,000mediabudgettoruncommercialsaboutPTtothepublic,sponsor5kruns,andotherchaptersthatgive$2000to$10,000scholarshipstoPTandPTAstudent.Althoughourbudgetisnotquiteaslargeastheselargerstates,wehopeasanorganizationwecanstarttosponsoreventssuchasscholarships,racesorgolftournaments,perhapsevennewspaperadsortelevisionadsthateducatethepubliconwhatphysicaltherapyis.

Notsurprisingly,thiscontinuestobea"hottopic"inourchapteryearafteryear.Thisstateiscomprisedofmanyaspiringcliniciansbothyoungandolder,experiencedandjuststartingoutofthegates.Whenwehavetheopportunitytogettogetherasagroup,suchasatconferences,youjointhiscamaraderieofpeoplewhoareinthesame"trenches"wagingthesamebattles.ItwasamazingtostandbackduringboththefallconferenceatBrewguardsinCodyandPubNightatSnakeRiverBreweryatthespringconferenceinJacksonandwatchtheinteractionsattheSaturdaynightevents.Evengetachuckleortwoaboutthechallengeswithpatientsorreferralsourcesthatseemtobereplicatednomatterwhichpartofthestateyouarein.Whatgreatthingswillhappenifwecouldallagree,PTandPTA,membersandnon-members,ontheonecommonattributeweallhaveincommon,PhysicalTherapy.Onthatnote:Wehopethatwecancontinuethistraditionacrossthestateformoremonthsandyearstocome,sobesureintojointhenextconference.

InJanuary,IhadtheopportunitytospeakatlegislationregardingdryneedlingwithpreparationassistancefromKathyBlair,LyndaBrown,NoreneChristenson,andourlobbyistWendyLowe.Andthenhadthefortunateexperiencetocollegiallytalktooneoftheacupuncturistswhostartedthegrassrootseffortstoformingaboard,hopefullywecancontinuetoseethiscollaborationoftheprofessionsforyearstocome.

BrentKaufmanalsospearheadedthegreatWorkman'sCompeffortwithapartnershipfromKathyBlair,theWYPTAandtheWyomingOccupationalTherapy

AssociationpresidentPhyliciaNieft.Weareinthemidstofamultitudeofpaymentchallengesimpactingpaymentacrossourpracticesettings.Thecurrentdilemmasthatwearefacingrightnowarebeginningtoshowupsincetheintroductionofthetierevaluationsystem.TheWYPTAisworkingwithpayerstobetterdefineanddescribethecurrentlyproposedguidelinesaswellasbettereducatethereferralsourcesthebenefitsofphysicaltherapyratherthanthewait-and-seemodel.BrentcontinuestoworkonrelationshipswithWorkman'sServiceswiththephysicaltherapyagendaupfront.

TheWYPTAandLCCC'sPTAprogramdirectorSarahHughesarealsoworkingoncollaborationeffortswithhopesofstirringupsomeexcitementforgraduatingPTA'stojoinWYPTAandintegratingstudentPTA'sintooursemi-annualconferenceswithpotentialpresentations.IhopeallthecurrenthappeningscanleadtooverallexcitementfromboththestudentPTA,newPT'sandPTA'sandcurrentmembershipaswetrytoworkinpartnershipandestablishanimprovedbaseofcommunication(againlookforBaseCampemailinvite).

SAVETHEDATEWYPTASPRINGPAINCONFERENCEInourefforttoplayaroleinfightingtheopioidcrisisandmiss-managementofthosewithpain,TheWyomingPhysicalTherapyAssociationisofferingaweekend“Pain”seminarinCheyenne,WyomingMay20&21.Ourobjectiveistoeducatehealthprofessionalsincludingphysicians,nurses,andtherapistsabouttheneurophysiologicalbasisofpain,patternstolookforwhenevaluatingsomeonewithpain,aswellaschangingthelanguageandpracticepatternsacrossalldisciplines.Wewishtocreateamultidisciplinaryconversationwithbetterinformedpractitionerstodevelopcollaborativetreatmentplansforthepatientinpain.Thisisgoingtobeanawesomeconferencethatyouwon’twanttomissouton.Pleasestaytunedformoreinformation.

STATEGOVERNMENTAFFAIRSAcupunctureBill

WeworkedwellwiththeacupuncturegrouptohelppassHB165foracupuncturelicensure.Theyhavecreatedaboardandarenowworkingonwritingrulesandregulations.Wewillkeepoureyesonthosewhenpublishedandmakecommentstoprotectourpracticeasneeded.Duringthelegislativesession,WYPTAaskedforexemptionlanguagetobeaddedtotheacupuncturebillthatwouldnotprohibitPTsfromdryneedling.ThebillwasamendedwithoutchallengesothisbilldoesnotpreventPTsfromperformingdryneedlingunderourrulesandregulations.

The2017StatePolicyandPaymentForumwillbeheldSeptember16-17attheDetroitMarriottRenaissanceCenterinDetroit,Michigan.

Thiseventisdesignedtoincreaseyourinvolvementin,andknowledgeofstatelegislativeissuesthathaveanimpactonthepracticeandpaymentofphysicaltherapy,andtoimproveyouradvocacyeffortsatthestatelevel.Programmingwillfocusonphysicaltherapypayment&legislativeissuesatthestatelevelandwillincludepresentationsonstatescopeofpracticeissues,paymentissues,state

ThePhysicalTherapyLicensureCompactisbasedontheestablishmentofacommission—agoverningbodycomprisingrepresentativesfromeverystatethatparticipatesinthecompact—thatoverseesrules,applications,andtheissuingofprivilegestopracticeinotherparticipatingstates.Oncethesystemisupandrunning,PTsandPTAswillbeabletoselecttheadditionalparticipatingstatesinwhichthey'dliketopracticeandapplyforprivileges,allwhilemaintaininglicensureinonlytheir"home"state.APhysicalTherapyCompactCommissionhasbeenestablishedtoadoptrules,setfees,andestablishthesystemsthatwillneedtobeinplacebeforelicenseescanbeginapplyingforcompactprivilegesinotherparticipatingstates.Itisanticipatedthatallofthenecessarypieceswillbeinplaceandthenewsystemoperationalforlicenseessometimein2018.

CHIEFDELEGATEREPORTOnceagain,Iwouldliketo

thankthemembersoftheWyomingChapteroftheAmericanPhysicalTherapyAssociationfortheopportunitytoserveastheChiefDelegate.The2017sessionoftheHouseofDelegateswasverysuccessfulincontinuingtomoveourprofessionforward.Withthe

implementationofyearlonggovernanceandtheWesternStatesChiefDelegatemeetingstheefficiencyoftheHouseofDelegatescontinuestoimproveeachyear.Thefollowingisabriefdescriptionofsomeofthemorefarreachingandprogressionmotionsthatwerepassed.Forafulllistand

completedescriptionsofallmotionsthatwerepresented,visittheHouseofDelegatespageontheAPTAwebsite.

TheAPTABoardofDirectorswastaskedwithcreatingandmaintainingthemissionstatementfortheassociation.ThismissionstatementshallalignwiththevisionforthephysicaltherapyprofessioncreatedbytheHouseofDelegates.Theprofessionalscopeofphysicaltherapistpractice,waspassedunanimously,anindividualphysicaltherapist’sscopeofpracticeisinfluencedbyprofessional,jurisdictional,andpersonalscopesofpractice.TheAPTAwillexploreand,iffeasibleandadvisable,developmodel(s)ofinnovationcenterstoexpeditethecreationandgrowthofeffectivetransformationalinnovationsthatrevolutionizephysicaltherapistpracticeandpositivelyimpactsociety.Inaddition,theAmericanPhysicalTherapyAssociationistaskedwithadvocatingforprevention,wellness,fitness,healthpromotion,andmanagementofdiseaseanddisability.Itincludes

developingcollaborative,inter-professionalandpartneringrelationshipswithhealthcareandcommunityorganizationsandindividuals.Collaborativerelationshipswouldhavethepotentialtoadvancethevisionforthephysicaltherapyprofession.ByJune2018,theAmericanPhysicalTherapyAssociation,incollaborationwithrelevantstakeholders,identifyandbegintoimplementbestpracticestrategiestoadvancediversityandinclusionwithintheprofessionofphysicaltherapy.Also,physicaltherapistswillbequalifiedtodeterminethemobilitystatusforpatientsandclientsapplyingfordisabilityplacards,disabilitylicenseplates,orpara-transitservices.Lastly,APTAwillexploretheadministrativeburdenofprovidingphysicaltherapistservicesanddescribeitsimpactonthepatient,thecostofcare,andtheprofession.ByJune2019,APTAshalldevelopandimplementaplantoamelioratetheburden.
