Luxinnovation is the national agency for innovation and research in Luxembourg. By working closely with enterprises and research organizations as well as with the authorities in charge of innovation and research related policy, Luxinnovation is at the heart of the national innovation and research ecosystem

Technoport S.A.Founded in 2012Currently manages two facilities:

2.1 Application Support for Public Aid
Law of 5 June 2009 relating to the promotion of research, development, and innovation in Luxembourg
Who do these aids concern?Enterprises established in Luxembourg are eligibleHowever restrictions exists based on size and other criteria
Various aid schemes exist, however the following 3 will be addressed in this presentationR&D projects or programmes (1)Innovation in processes and services (2)Aid for young innovative enterprises (3)
2.2 General Eligibility Criteria
Each Project will be evaluated on an individual basis. The following criteria are the most important as to the eligibility for the various aid schemes offered by Luxinnovation
Innovative nature of the project
Ability to (1) fund the project, (2) provide required cash flow, (3) make use of the project results
Return on investment of the project in case of success
Incentive effect of the aid scheme
2.4 R&D Projects or Programmes (1/2)
Evaluation CriteriaInnovative nature of the projectTechnological risks (not commercial risks) proving the R&D nature of the projectEconomic potential (except for fundamental research)Enterprise’s financial capacity in relation to project size
To finance what?The eligible costs must be directly associated with the R&D project or programme
How much aid?The allowed maximum aid intensity varies according to:
The type of R&D in question (experimental development, industrial research)
The size of the company (SME, large enterprise) Research collaboration

The following details the % of eligible costs that can be covered depending on the size of the enterprise in question:
Two Types of R&DExperimental DevelopmentActivities aimed at developing new, modified, or improved products, processes, or services (including the creation of prototypes)
Industrial ResearchResearch aimed at acquiring new knowledge which is not yet commercially exploitable
2.6 Innovation in Processes and Services
What does this consist of?
Organisational innovation: Implementation of a new organisational method in the company’s business practices, workplace organisation or external relations. Process innovation: Implementation of a new or significantly improved production or delivery method.
To finance what?The eligible costs are the same as for the R&D projects or programmes, i.e. costs directly associated with the technical feasibility study
How much does this aid amount to?The allowed maximum aid intensity varies according to the size of the firm
Small Enterprise: 35% Medium Enterprise: 25% Large Enterprise: 15%
2.7 Aid for Young Innovative Enterprises (1/2)
Who does this apply to?
Small enterprises, established in Luxemburg and created less than 6 years ago which have high growth potential, during their development phase, and who satisfy one of the following conditions:
That they will, in the foreseeable future, develop new products, processes or services which carry a significant risk of technical or industrial failure
OR
That at least 15% of their operating expenses have been used for R&D in at least one of the 3 years preceding the granting of the aid or over the current year
2.8 Aid for Young Innovative Enterprises (2/2)
To fund what?This aid aims to cover the funding needs of young innovative enterprises. The aid is particularly suitable for:
Supporting the enterprise's commercial development Setting up its infrastructure
How much?The aid cannot exceed 1 million Euros The aid can only be awarded once
Please note: The three examples provided are not exhaustive; numerous other schemes exist to promote research, development and innovation in Luxembourg
