moving. E However, littlehas been done to keep commuters from
turning left 6 from scott road; and right and left from 64th (
Kitson Parkway) to get , to 72nd. Now that commuters have found
these routes the line up
along Westview backs up from 6 am every morning. It is much worse
than when the road work was being done on the Queensborough bridge
for the Olympics. What other cityhas ?ve major access corridors in
roughly 30 city blocks? it would be cheaper to simply end 72nd west
of the railtracks and force Commuter Traf?c east of Scott
3 Road to use the 4 other routes, Nordel, 84th, 64th, and Hwy 10.
With I
the traf?clight gone at 72nd there should be no problem withthe f
?ow of traf?c correct? Ha Ha it is not the light the causes
the
problems it is the volume. The intersection is only the widthof the
, length of 1.5 container tn.rcks.This week has been a busy

container trucks involved in at least 3 major traffic back ups on
the - bridge. (personally costing me 5 hours sitting in traf?c over
3 days)
Building the interchange is not going to change the number of . '
accidents if anything it willbecomea bigger problem when the
trucks
are occasionally able to get up to 90km and the cars willgo even f
faster. The problem willbe complicated more by the increased '
container traf?c building up from MK DELTA Lands proposal and
the
property beside it.Given that the traf?c on the bridge is already
over
: laden with containers the Ministry of transport should be looking
at restrictions to when they can access the bridge. Given the

priority: Neither of MKDelta lands proposals are preferred. Of the
two I prefer the housing option- only no hotels and only minimal

RE:ALC EXCLUSIONAPPLICATIONFOR7969HIGHWAY 91 CONNECTOR
We are writing concerninga Notice of Exclusion Application forLand
in the ALR, which was sent by 569244 BC Ltd. (doing business as
MKDelta Lands Group) to Suzlcorp Lands Ltd. Suzlcorp Lands Ltd.is
the owner of 7949 104 Street, Delta, a lot within the Agricultural
Land Reserve and directly adjacent to 7969 Highway 91
Connector.’
The information"providedin the Notice‘by 569244 BC Ltd. didnot
adhere to the requirements of the Agricultural Land Reserve Use,
Subdivision and Procedure Regulation. Under the Regulation, section
16 (1) (cl states that an owner must give notice by
"serving, personally or by registered mail, a copy of the signed
exclusion application and a copy of the notice of exclusion
application on each owner of land, in an agricultural land_reserve
that (i)
-shares a common boundary with the land for which the exclusion
application is being made..."
As seen in the attached letter received from 569244 BC Ltd., a copy
of signed exclusion application and a copy of the notice of
exclusionapplication are not included. Instead, the applicant
paraphrased portions of the application and notice into a letter,
which was served by registered mail.
Beyond the content of the Notice not fulfillingthe requirements
under the Regulation, the Notice itself was provided after the
application was submitted to the Corporation of the Municipality of
Delta,
contrary to section16 ll) of the Regulation, which states that
"[b]efore filing an"exclusion application .
under section 15 (1), an owner must give notice of the exclusion
application...". The application for exclusion was submitted to the
Corporation of Delta on April 7, 2015, as referenced in a letter
from MK Delta Lands Group, whereas the Notice to 0569244 BC Ltd.
was dated June 1, 2016.
In addition to the above, we write to request you consider the
above noted Exclusion Application for
7969 Highway 91 Connector in conjunction with an upcoming Exclusion
Applicationfor 7949 104 Street. Considering both applications at
the same time willallow for a comprehensive approach on the
preparation of a master plan for the area, which includes the
potential for providing over 200 acres of
industrial land. Thisapproach would strengthen the application to
the Agricultural Land Commission A and to‘MetroVancouver by
demonstrating a coordinated approach to land use planning for each
lot.
in the attached letter from McTavish Resource & Management
Consultants Ltd., Bruce McTavish writes that by proceeding with
only one application to the ALC ‘at this time, there willbe
unintended, negative consequences to agricultural capability on
7949 104 Street. By working together, the. application to the
Greater Vancouver Sewerage and Drainage District, to support an
extension of sanitary sewer service, could be reduced in cost for
both applicants clue to cost sharing.

Ltd.property located adjacent to the Highway 91 Connector in Delta,
BC. This
study formspart of an application for ALRexclusion and rezoning in
Delta, BC. it is our understanding that
the land directly-adjacentto the west of the Suzicorp Ltd. property
(owned by MKDelta) is in the processof
submitting a similar application.
From an agriculturalperspective these’ properties should be dealt
with simultaneously. Ifthe MKDelta
property application were to be approved without the Suzicorp
property being approved, the Suzicorp
property's already poor agricultural capabilitywould be further
compromised. The Suzicorp property will
then be enclosed by raised land on 3 sides. Thiswillsignificantly
influence the agriculturalcapability ratings
by increasing the water table height on the Suzicorpland and by
compromising (natural) drainage on the
Suzicorp site. Our present designation of improved agricultural
capability of O3W/3WF/3WFL,whichis
based on the premise of extensive regional and on-property drainage
improvements,would become rather
generous (and.lil<e|ynot sustainable overtime). We believe that
the impact of the proposedMKDelta
development would result in improved ratings -on the Suzicorp land
of 04W to 05W (rather than
03W/3WF/3WFL),and that the only way to improve the Suzicorp site
for agriculture would be to raise soil
levels to wellabove the water table. ‘

if the MKDeltadevelopment proceeds a significant increase in
traffic willresult. if at the sametime the
Suzicorp land were developed and operated as an agricultural
enterprise, farm vehicles’access to Suzicorp
land may be compromised dueto the traffic increase caused bythe
MKDelta development.
Basedon our workon the Suzicorp site andour review of the MKDelta
agricultural assessment it would
seem logical for the Corporationof Delta to deal with both
applications together, as each party's
development individually willgenerate impediments that will
influence the other party's land use.

the BC. Govern_ment builthighways right past MKlandsproperties now
Enquestion. When Hwy» 91 was built the taxpayers were ‘assured by
Deltas Planning Dept. there would be no commercialdevelopment onior
atong Hwy91. The reason given was there ‘was more than ample room
for any expansion along RiverRoad for
comrnerciat/industrialdevelopment. i
Further morethe overpass across‘Hwy 91 at the South Fraser
PerimeterRoad (Hwy 17) is scheduled to be put in place Ebelieve in
2020. .
How is it possible to avoidanimpossible trafficandsafety problem
at‘ the intersection of Hwy 1?’and Hwy 91 when you add a large
lbusiness‘. park directly next to the intersection.As it is now it
ranks as a very
_ dangerous intersection.

recent fire and of the bog
drying out. Such a large construction project will not benefit
Burns Bog and let's Face it,
that is.the heart of the issue. Due to contributing factors of

Saving-our Bog really hit home when I saw two eaglesfrantically

MKDeltaLandsGroup argues that cut-overactivity related to
peatmining from the 1950's up
to the 1980's has significantlydisturbed the land they want to
build on. Scientific research
indicatesthat restored peatlands can recover 90% of its ability to
store carbon (Kasimir,
University of Gothenburg, 2015).
MKDeltais handing oversomelandin ‘Burns Bog to the Corporation of
Delta to offset their construction in 155acres ofBurns Bog. Would
it be okay to have a friend's child destroy one
part of your home and tell you it's okay because the other parts
are in decent shape?_No. It is
not justifiable to destroy onepiece of bog in exchange for turning
over another piece for

_Thissite and proposal could be seen by many to be contentious
because it involvesALRland, industrialland ' and BurnsBog. However,
i believe that a thoughtful review of the facts and
implications-ofthe-two options —

The region is experiencing a criticalshortage of industrial and
employment lands. This 154 acre sitewould add approximately 2.2
millionsquare feet ofmodern industrialspace to
NorthDelta,-_toexpand businesses, jobs and the tax base. Recent
infrastructure investments in the South Fraser Perimeter Road,
De|taPort,
Roberts Bankand planned infrastructure investments are being made
in the area to facilitate goods
movement in the region and nationally.
The proposed development was reviewed by Site Economics [Richard
Wozney) who concluded that this development would employ
approximately 2744 permanent employees with a payrollof $164
millionupon completion ofltheindustrialpark. if we combine allof
the direct and indirect economic benefitsassociated with this
development, Site Economics estimated $2.5 billionin economic
benefits could be attributedto this

I believe that municipalities need to be as complete as possible —
and the core ofthat challenge is met not
with more residentialbedrooms, but with jobs. Delta has been seen
as a bedroomcommunity of Vancouver and other municipalities in the

Amongst allof the Metro municipalities, Delta faces some of
thelargest opportunities and challengesin the
tradeoffs between agriculture and industrialland— with

MKDelta LandsGroup has invested significant time and resources in
understanding the Bog ecosystem and has distinguished themselvesin
the development community because of this approach. They have
sought
out the very people who helped create the Burns Bog Ecological
Conservancy Area (BBECA)and included them in theproject every step
of the way.
Ml( Delta LandsGroup team was created with a unique group —to
include experienced biologists,
hydrologists, water resourcesengineers and bog specialists who
understand the significance of preserving
the quantity andqualityof water flowing into BBECA.The investmentin
studies and analysis of the Bog
shows thatthe company has been patient and has been guided by a
desire to achieve the best overall outcomes for Delta and
BBECA.
There is often a misconception that the Bog isjustfine as it Is and
any changeswillcause damage. In reality,
that is not the case. Currently, mineral-richwaters from
surrounding upland areas "areentering the BBECA
whichare detrimental to the overall health of BBECA.
We are nowpast the time where simply preserving areas by
prohibitingdevelopment is sufficient. instead,
weneed to thoughtfully engineer the interface'between our urban
uses and sensitive ecosystem areas.
interestingly, this is one of the cases where development
canhelpincrease ecosystem health byintervening
to mitigate current and growing problems.
With direction from experienced bog specialistswho worked on the
effective mitigation tools for the South
Fraser Perimeter Road, MKDLGis proposing a plan and management
too|s_(i.e.weirs)for storm water
management that willimprove the water quality and water levelsof
BBECA.The tools willalso help to
increase waterlevels during the dry summer periods,which willalso
reduce firerisk in the BBECA.
l encourage Delta Councilto see this project a step of leadershipin
managingthe ever increasingtension between growing populations and
key ecosystems in the municipality.
3. increasing Burns Bog Ecological Conservancy Area's Protected
land base
In addition to bettermanaging the interface between industry and
the Bog, theeprotected area ofthe Bog will actually get larger with
this project. For every acre that is proposed for development,
three acres of land will
be added to theBog ‘protected area.
MKDelta LandsGroup proposes to transfer 328 acres of land (3
parcels of land) to the Corporation of Delta -
for protection against future development. Those 328 acres,along
with on site development buffers mean a -
total of 362 acres of peat willremain undisturbed, or, for every 1
acre that is proposed for development, 3
acres willbe protected, '

4. investments in Viable Agricultural Land improvements
Deltahas some of the best agricultural land in the country —
however, much of Delta'sfarmland has water-
table problems. in addition, farming is not always ecologically
benign — especially when adjacent to the
uniqueecosystem of the Bog. L
The site in question wouldonly be viable for crops
suchascranberries clue to its soils and watertable, T
however were it to be farmed in any way, it would expose the Bog to
potentiallysignificantrisksfor nutrient
richwater flowingintothe Bog and damaging its ecosystem.
-MKDelta LandsGroup believes in supporting the agricultural
capacity of the municipality in light of the future
need to keep an agricultural economy and support regional
sustainable food systems. Therefore, MKDelta is
offering up to six million dollars to the Corporation of Delta for
drainageand irrigation improvements on
Westham island. '
Westhamisland is a key piece of the municipality's agricultural
base and its food economy and this area
would benefit greatly from drainage and irrigation improvements to
crops in order to sustaintheviability of
their current farming operations far into the future -— especially
as climate change raises sea levels. MK‘DeitaLands Group does not
take the ALRlightly and understands its criticalimportance in the
region. As
such, it does notpropose to remove land from the ALRlightly.
Therefore, MKDelta is also proposing that
a193 acre property, referred to as Lot B, be added for
inclusioninto the Agricultural Land Reserve to off—set
the loss of the 154 acre site fromthe ALR— effectively increasing
the size of the ALRthrough this project.
Conclusion
in conclusion,as a planner who has dedicated much of my career to
sustainable community development:
and sustainable urban food systems, I believe that this application
should be supported in order to increase
Delta's industrial lands base, protect Burns Bog as one of its key
ecosystems, and enhance the food
production capacity in Deltafor the future. T

Firstly, I am a property investor, sol can completely understand

long. It's counter- intuitive to think about own something of value
and choosing to not look at one's
_ own interest first. Also, i was a supporter of MK,Lands’ previous
development
' application at the western end of 72””Ave because i thought it
would add to the communityof North Delta. That property is already
carved off the greater contiguous bog with two large roads and i
felta development there (especially after the highway was built)
would have less chance of impacting the greater bog. This current
development proposal in the northwest corner of the bog is
the

out against the MK Lands development as it clearly goes against
theirpromise and intent.to even be allowed.to put the. highway in.
If it hasn't been done already, the Canadian
EnvironmentalAssessment Authority (working under the current
Government guidelines - not the past Government) should also be
asked for an opinion about the impact of any industrialdevelopment
of this special environmentallysensitive area as part of the due
diligence.
i see this as a case of "tragedy of the commons" where MKLands is
acting to extract the greatest financial valuefor themselves",
while property prices are high
and before governments can get a handle on properly protecting this
area. This
actionby MKLands IS detrimental to the community of Delta, Metro
Vancouver - and citizens of Canada and Northwestern
UnitedStates.
Please do the right thing and stopit before it's too late. .
