The traditional empowerment polices which they were following which were ones the strength were proving to be weakness as many managers rebelled against the idea of being bound by system.

To overcome this problem he used empowerment based on his 4 HRD principles.

- people can be induced to solve all problems.

He believes that people operate best as themselves.

They can not operate as people they are not. Ones he tells people about their goals he gives
