Letter of Recommendation

On March 23, and April 5, 1989, Inspector Terrence O'Connell of theLos Angeles City Fire Department conducted an on -site review of yourBusiness Plan . As a result of that review, the Los Angeles City FireDepartment strongly recommends that your Business Plan and facility bemodified to reflect the changes as outlined below :

Notification Procedure s

1 . Notification to alert all employees and the local administeringagency (911) shall be an immediate action in the event of arelease .

2 . Maintain a checklist with standardized procedures for the firstresponders to a release or threatened release of a hazardoussubstance .

3 . Provide training to all employees to activate the system in theevent of a release . All employees shall have immediate access toactivate the system .

Evacuation Procedure s

1 . Provide training for evacuation of your facility in the event of arelease . These drills shall be conducted once a month .

2 . Determine a designated staging area a safe distance from a chemicalrelease . Prevailing wind conditions shall be a consideration .

Abatement & Mitigation Procedure s

1 . Spill control supplies (i .e ., absorbent, neutralizers, leak repai rkits) shall be placed in an easily accessible location .

2 . Provide personal protective equipment ( i .e ., aprons ,etc .) . Such equipment shall be checked daily .

3 . Provide drills for a spill and release plan .

4 . Place safety equipment in an easily accessible location .

5 . Provide earthquake protection for the inventory storag e( i .e ., bracing of tanks, chaining of cylinders , lips on shelves) .

Prevention

1 . Reduce the quantities of chemicals stored on your facility .

2 . Provide adequate separation by distance or barrier for incompatiblechemicals .

3 . Provide and affix labels on all containers indicating the content .Such labels shall be 3 inches high on contrasting background .

4 . Provide signs indicating " Warning - Flammable Material" and" Warning - Corrosive Material " for the specific work locations .Such signs shall be lettered on contrasting background with lettersnot less than three inches high .

5 . Provide signs indicating " No Smoking " the for storage area .

6 . Provide written standard operating procedures for handlingchemicals specific for the job assignment .

7 . Provide sufficient security around storage area to preventaccidental or intentional contact by the public .

8 . Provide protective covering over the storage area to prevent directcontact of sunlight , rain, etc .

Training

1 . Provide new employee and refresher training on the safe handling o f

hazardous materials . Such training shall be conducted monthly and

records shall be maintained .

2 . All employees shall be aware of the hazard of the materials they

work with .

Due to the size of your facility, please submit separate site maps forthe hazardous waste storage area, chemical yard, and all the portionsof the facility that have processing equipment . Use the format ,symbols, and abbreviation adopted by the Department .

Failure to bring your Business Plan and facility up to State-mandatedstandards could expose your employees, the public, or the environmentto greater risk and your business to increased liability .
