Why The New Rules?

• IEDs shipped as air cargo in 2010; detected at airports in the Middle-East and Europe

• Events triggered the implementation of higher levels of security requirements

• Focus is on all EU bound cargo and mail from Third Country Airports (ACC3s)

Important Dates

February 2012

• New regulations took effect

• Required carriers carrying cargo and mail into the EU from non-EU airports to ensure security standards are met prior to loading

July 1, 2014

• Further requirements set down in EU regulations take effect

• Will apply to individual air carriers

As of July 1, 2014 physical screening of air cargo needs to be performed in accordance with EU standards.

Program Details

All air carriers that fly air cargo or mail into the EU from any non-EU airport must comply with the EU ACC3 program

ACC3s must ensure that all cargo and mail is physically screened or comes from an EU aviation security validated secure supply chain

EU Aviation Security Validation

To obtain ACC3 status air carriers must provide a “Declaration of Commitments” to the civil aviation authority of an EU Member State

Declaration must specify how they have fulfilled their security responsibilities

ACC3s must have security validations of their cargo and mail operations by an Independent Validator who is certified by an EU regulator
