Grays Harbor County Therapeutic Court
Participant Handbook
THE OPPORTUNITY TO CHANGE AND MOVE FORWARD
IN A DIFFERENT DIRECTION
Increasing community safety, offender accountability and
restoring individuals and families through treatment and recovery.
March 5, 2018
What is Therapeutic Court?
Welcome to the Grays Harbor County Therapeutic Court. This handbook is designed to answer
your questions and provide you with information about the Therapeutic Court Program. As a
participant, you are expected to comply with all aspects of this handbook, the Therapeutic
Court Contract, as well as instructions from the Judge and Therapeutic Court Team. This
information is not intended to replace directions from team members, treatment providers
or Superior Judicial Officers.
The office of the Prosecuting Attorney will determine who may be considered for the
Therapeutic Court. All violent and sex offenses are disqualifying criteria. The Therapeutic Court
is a comprehensive program designed to utilize an evidence-based model combining the judicial
system with treatment and social services working together to help addicted offenders into long-
term recovery while ensuring community safety.
The program includes regular court appearances, meetings with a case manager along with
comprehensive chemical dependency treatment and other ancillary services as needed. Treatment
will include: individualized treatment plans, individual and group counseling sessions, cognitive
behavioral therapies (MRT), relapse prevention and individual needs workbooks. The program
requires regular attendance at Recovery Support Activities (Narcotics/ Alcoholics Anonymous),
and random urinalysis testing.
Why participate in the Therapeutic Court Program?
To get the support and accountability needed to live a healthy and substance-free life.
To build healthy, sober and positive relationships with family, community and friends.
To take responsibility for and repair the harm caused to victims and the community.
Completion of the Therapeutic Court Program will result in dismissal of
charges.
When you make your decision to enter the program and sign your Therapeutic Court
Contract, your life essentially becomes an “open book”. All aspects of your life, both in and
out of the program, will be shared with all members of the Therapeutic Court Team.
However, any information of a sensitive nature will NOT be discussed in court sessions
during your review.

Graduation
Termination
There are no fixed criteria for termination from the Grays Harbor Therapeutic Court program.
Each case is carefully considered upon its own merit. The Therapeutic Court Team will consider
the following factors when determining termination of a participant.
Repeated violations of the Therapeutic Court requirements that demonstrate willful
noncompliance or lack of motivation to continue after already receiving imposition of
sanctions (incentive/sanction grid will be used as an aid).
Discharge from treatment or other recommended programs due to noncompliance or
amenability.
New criminal charges.
The ultimate decision of termination will be determined by the Superior Court Judge after careful
consideration of recommendations from the Therapeutic Court Team.
Sanctions and Incentives
Therapeutic Court uses a system of sanctions and incentives to address program violations and
progress. Sanctions are based on a pre-determined grid to create a fair and just process for
dealing with violations. The Therapeutic Court team will discuss recommendations during
staffing however the Therapeutic Court Judge maintains final decision making power and will
deliver the sanctions and incentives during court reviews.

Drug Testing
Grays Harbor County Therapeutic Court is an abstinence based program. Drug testing is an
essential part of the Therapeutic Court Program. Participants agree to submit to random drug
testing at any time. Drug test are frequent, random, and visually supervised. The urine drug
screen is a comprehensive toxicology panel that will test for a variety of substances including
alcohol and marijuana. It will also determine quantity of substances relative to compliance with
prescribed medications. Please be advised that you will need to know dose and frequency when
filling out your UA documentation. You will be responsible for any undisclosed information
that would affect the result of the toxicology. In addition to urine toxicology (UA’s) you may be
required to submit to breathalyzer, saliva and/or instant toxicology testing.
Once contracted into the program you will be required to call a UA hotline every day and report
as your code is called.
IF YOU MISS REPORTING FOR TOXICOLOGY, FAIL TO SUPPLY A SPECIMEN,
OR HAVE A DILUTE SPECIMEN, IT WILL BE TREATED AS A POSITIVE RESULT.
Urinalysis (UA) Cautions
Participants are responsible for reading product labels. Many products contain chemicals that can
cause a positive UA. Therefore participants should not use the following items:
Alcohol-based products such as mouthwashes, hand sanitizers, hair products, some energy
drinks, cough medications, etc.
Poppy seeds in any form (no poppy seed cake, bread, muffin, dressings, etc.)
Any prescription medication unless prescribed for the participant by a doctor or medical
professional; any prescription medication must be reported along with a physician letter (p.
20).
Any over the counter medications containing alcohol, codeine or pseudoephedrine. (Most
medications have etoh free alternatives) If recommended by a medical professional,
participant should have the physician document that recommendation on a Prescriber Letter
found on pg. 20.
“Natural” or herbal remedies or supplements such as those sold in health food stores,
without prior approval from the Case Manager and Treatment Counselor. This includes but is
not limited to items such as spice, salvia, kratom etc.
This is not intended to be a full comprehensive list and many other items not on this list may
cause positive UA results that will result in a violation to the court.

Dear Prescribing Professional:
Please be informed that this patient or prospective patient is a participant in the Grays Harbor County
Therapeutic Court. This program is designed for substance-abusing adult offenders. The Therapeutic Court
provides participants the opportunity to engage in an intensive community-based substance abuse support
program. It has stringent reporting requirements, including expectations of remaining substance free. We
understand that medical conditions exist that will need to be treated and we ask that you consider their
involvement when prescribing. We support our participants in addressing their healthcare needs and hope
that you will support their recovery. If a current participant is prescribed any potentially addictive
medication, we require that they have an honest discussion of their substance abuse/ addiction with you
the provider. It will be left to your discretion to determine if the medication is appropriate.
We ask that as the prescribing medical professional you sign this letter acknowledging the participant
discussed their substance use history. Also, please provide a list of any medication you prescribe so that we
can better monitor during toxicology.
