EXECUTIVE SUMMARY
BACKGROUND
The Board appreciates the Government’s response to date in addressing our facility needs for
students from Kindergarten to Grade 8. With the inclusion of Roy Bickell School in the Royal Oaks
area in September 2017, three new schools for K-8 students have been added to our District. This
has allowed the District to remove over 40 leased modulars for significant cost savings, but most
importantly, this has also allowed us to right size our schools and move 1200 students from
modulars into core classrooms.
However, from a high school perspective, we are in an immediate need to replace our aging
Composite High School with a facility that will accommodate 1600 students with the capability to
expand to 2000.
On April 14, 2016, the Alberta Government recognized in their Capital Plan the Grande Prairie
Public School District’s request for a replacement of the Composite High School as being one of
the top 50 priorities in the province. This project meets the priority criteria and fits within the
three pillars of the Alberta Government’s Capital Plan. In addition, on March 10, 2016, Minister
David Eggen sent the Board a letter affirming a replacement high school of 1,600 expandable to
2,000 student spaces.
The District respectfully and fervently requests formal approval for the replacement of the
Composite High School, and that this project moves forward with design and construction
funding commitment from the Alberta Government.
DISCUSSION
Enrolment Perspective
A growing community with a large portion of the population in the child bearing years creates
ongoing enrolment pressures for a school jurisdiction. The City of Grande Prairie has this
demographic and based on the city census of 2015, we are now the 5th largest city in Alberta.
In addition in October 2016 the Grande Prairie and District Chamber of Commerce, in partnership
with local municipalities and regional stakeholders, has released a report on the economic impact
of the new hospital expected to open in 2019.
The opening of the new Grande Prairie Regional Hospital (GPRH) will create a need for 507 new
healthcare workers, more permanent housing and more high schools, according to the study.
Our city has rapidly grown by 24% in 4 years to over 68,000 residents. The average age is under 30 and
skewed towards child bearing years. This is recognized and reflected in our enrolment today.

Based on the Forecast Model provided by Alberta Education (which is aligned to the Alberta Treasury
Board and Finance second quarter 2016 population projections) a student increase to 9,845 students is
forecasted for Grande Prairie School District by 2021-2022. This equals an increase of 1,848 students in 6
years, or about 19% growth, for an average increase of 3% per year. (See graph below.)
It is in the number of high school spaces where our enrolment needs will be acutely felt in the near future.
As of October 4, 2016, the District’s enrolment in grades 9 to 12 was 2175 students. With a current
combined high school capacity of 2806, we have already reached a 78% capacity at the high school level. It
is expected that within 5-6 years our high schools will be at about 100% capacity based on an average 3%
enrolment increase.
Our number 1 capital request is for a high school replacement of 1,600 student spaces with the ability for
expansion up to 2,000 must be announced immediately to address the enrolment pressures expected in
that time.

Facility Perspective
Over the last number of years the Board has advocated for the modernization or replacement of the 1960’s era
Grande Prairie Composite High School through our annual Capital Plans. This request was supported with a
recommendation from a joint report struck by Alberta Education and Infrastructure in 2010. As early as 2008, a
report titled, “Composite High School – Facility Review Report of Findings”, with department representatives
and outside consultants, recommended that the Composite High School should be modernized or replaced by
2017.
The Board has recognized this as a top priority, and the government has acknowledged it for almost 10 years;
therefore, we believe positive action is now required.
The urgency of this priority has increased and the Board has communicated this in the last 3 years with the
Ministers of Education and Infrastructure of the previous government on the need to modernize or replace the
Composite High School. The heating system has failed in the school and required use of most of our IMR
funding in 2012-2013. There were also 2 major failures in the sewer system two years ago, which if they had
happened during operational school days, would have closed the school down for 2 weeks.
The sewer system has the potential to totally close down half the school, and construction could cost upwards
of $3 million. The heating system still requires extensive work in the order of $1 million. (See Appendix 1 for
images of sewer and heating repair)
Most recently, our roof was deemed unsafe by Alberta Infrastructure, and extensive emergency temporary
repairs were required.
100 pillars have been put in place to protect and safeguard students and staff from roof failure and possible
injury. In addition, our Maintenance Department snow blows the roof when required as an added preventative
measure. Alberta Infrastructure and Alberta Education staff have visited the site in July 2015 and are very
pleased with our efforts in mitigating the risk involved in not only the roof, but also heating and sewer systems.
We have provided government with a full engineer’s report that identifies $3 million would be required for a
permanent repair to the roof. A common message from both Alberta Education and Alberta Infrastructure is
that it is more cost effective to replace this school, rather than continue with ad hoc costly repairs now and into

Cost
Focusing on the aging Composite High School, the 2008 study reports the replacement costs calculated by
engineer experts at $73 million to replace the facility. To do this today would require about $80 million to
replace using the Statistics Canada inflation increase from 2008 to 2015.
Note that the cost is an estimate and that a scoping exercise done in the designing phase would finalize this cost because of requirements such as Career and Technology Studies (CTS) and possible partnership investments.

Site Readiness Perspective
Grande Prairie Public Board is pleased to notify Alberta Education and Infrastructure that the District owns the site adjacent to the existing Composite High School that is ready for immediate construction of a replacement high school of at least 1,600 student spaces, expandable to 2,000. Also, the City of Grande Prairie is fully supportive of us using this site. The following satellite map shows the current Composite High School (Site A) and adjacent available land as Site B, C, and D. Site B and C are titled by the District and are ready for construction immediately, whereas Site D is titled to Alberta Infrastructure and requires Provincial Government approval. A request has been made to Alberta Infrastructure to use this land. A site readiness sheet is provided for departmental review as Appendix 3, as well as the Land Titles of the above noted sites.

Re: Use of parking spaces adjacent to the Composite High School
Currently students from the Grande Prairie Composite High School park in the parking lots owned by the City, located to the west of 105 Street and north of 112 Avenue. The City has no plans to change this location or this arrangement.
Should a redevelopment plan be drafted that contemplates a different use for this space, re-allocation of the student parking would have to be identified in that new plan. Additionally, the northern part of this parking lot also serves the customers of the Legion Field, the Grande Prairie Soccer Centre, and the Leisure Centre. Any use of this space, other than parking would also have to factor in the needs of those facilities as well.

RE: Proposed Relocation of the High School
I am formally writing to you to advise that your initial proposal of locating a new high school on property near the intersection of 112 Ave and 105 St, in Grande Prairie does meet the City’s requirements.
The lots adjacent to 105 St. (Lots 19A & 19B, Block 6, Plan 0021254) are already owned by your organization. The lot adjacent to 112 Ave (Lot 21, Block 6, Plan 1421696) is owned by the Government of Alberta.
All three parcels are zoned as Public Service District, which is the same zoning as other school sites. The maximum building height permitted is 15 metres in this zoning district. However, there is opportunity for a variance to be granted, should the building need to be constructed higher. Specific questions about zoning can also be directed to our Planning & Development Dept. at 780.538.0325.
While the City has no initial concerns with this proposal. Further conditions and requirements may need to be met, as the development and construction proceeds, depending upon the specifics of the project.

Thank you for your January 27, 2016 letter reaffirming that a replacement school for the existing
Grande Prairie Composite High School is your district’s highest school capital priority. I also
appreciate your acknowledgment of strong government and district collaboration on several key
capital projects underway for your district.
I understand that the high school project was the subject of a value scoping session in 2011, and as
other Grande Prairie Public School District priorities have been addressed since that time, the
composite high school is now your highest capital priority. I also understand that the project was
recently reviewed during a February 11, 2016 site visit by Alberta Infrastructure staff and a joint
teleconference meeting that also involved Alberta Education staff.
From those meetings, government staff and district administration agreed that a replacement school,
with an opening capacity of 1,600 expandable up to 2,000, is the best solution representing value for
money and optimal long-term accommodation for Grande Prairie students. I also understand that a
site has been identified and the district is working to confirm its suitability and availability for areplacement school project.
