CHAPTER-I
INTRODUCTION :
The Micro, Small & Medium Enterprises Development Institute (MSME-DI), Haldwani
(formerly SISI) established in the year 1983, is a field level Institute of the Office of
Development Commissioner (MSME) under Ministry of MSME, Government of India. The O/o
DC (MSME) under the aegis of Ministry of MSME is an apex body for formulating policies to
Micro, Small and Medium Enterprises in the country. In addition it implements promotional
activities through its country wide network of MSME Development Institutes (MSME-DIs),
Branch MSME Development Institutes (Br MSME-DIs), MSME Testing Centres (MSME-TCs),
MSME Testing Stations (MSME-TS) MSME-Technology Development centres (MSME-TDCs),
MSME-Tool Rooms and Training Centres (MSME-TRTCs) etc.

ROLE AND FUNCTIONS OF MSME-DEVELOPMENT INSTITUTE:
The main functions of MSME-DI Haldwani are-
To facilitate interface between various Central & State Govt.
Departments and other developmental functionaries for the promotion
of micro, small and medium enterprises in the state of Uttarakhand.
To provide Technology Support Services.
To provide Economic Information Services.
To conduct Management/ Entrepreneurship Development
/Entrepreneurship Skill Development/ Business Development
Programmes.
To conduct Industrial Motivational Campaign.
To provide Common facility services.
To provide Marketing Support.
Dissemination of information relating to biotechnology, IPR, Energy
Conservation, ISO-9000, Bar code, NMCP schemes etc.
To promote Ancillary and Vendor Development.
To promote Cluster Development.
To explore avenues for employment generation in rural & far-flung
areas.
In addition to above the Institute re-orients its activities in accordance with the policy
initiatives taken by the Ministry of Micro, Small & Medium Enterprises, Govt. of India from
time to time for promotion & development of MSME Sector.

CHAPTER-III
RESOURCES OF UTTARAKHAND STATE:
Uttarakhand the 27th State of the Country was created on 9th November, 2000.It is an
intermediate zone between the western and central Himalayas lying in the north of the vast
and bountiful expanse of India.
Location : The State extends between 280-430 and 310 – 270 latitude
and 770-340, , East and 810-020 longitude.
Area : 53,483 Square Kms. Containing Garhwal, Kumaon having 13
Districts.
Hill-46035 Sq KM PLAIN-7448 Sq KM
Forest Coverage : 34651 Sq.KM
64.8 % of the total land.
Agricultural land : 20.05% of the total land.
Cultivated land : 40.66%
Working Capital : Dehradun.
Population : 101.167 lakhs ( As per 2011 Census)
Population Density : 189 per/sq.Km.
Literacy rate : Over all 79.63% Male – 88.33% and Female – 70.70%
Length of the metalled road : 16,600 Kms.
Rail Head : Dehradun, Kotdwar, Kathgodam.
Airports : Dehradun ( Jollygrant), Udham Singh Nagar (Pant Nagar),
Pithoragarh (Naini Saini).
Resources: The State is blessed with human as well as natural
resources such as horticulture, forest, fisheries, live stock resources,
mineral and thus having a great potential for tourism and Hydro Electric
Power generation.

The main industries: of the state are Agro based. Rice Mills, Paper
Mills, Woolen, Electrical, Chemical & allied products, Engineering,

public sector undertakings.
Minerals: The state is rich in Dolomite, Magnetite, Granite, Graphite,
Gypsum, Chalk etc.

Land & Building
The Institute is located at Kham Bangla Campus, Kaladhungi Road adjacent to the
District Industries Centre, Haldwani on the plot of land measuring 1162 square mtrs. Having
covered area of 533.79 sq. meters. The building was constructed in the year 1991 keeping
in view the requirement of branch Institute. After up gradation of the branch Institute to the
full-fledged MSME-DI the present accommodation falls short of requirement.

CHAPTER-V
Introduction to Entrepreneurs Memorandum (Part-II)
Subsequent to the implementation ofY”The Micro, Small and Medium
Enterprises Development Act, 2006” with effect from October 2006, filing of
Entrepreneurs Memorandum Part-I and Part-II came into vogue. Under the Act,
Micro, Small and Medium Enterprises (MSMEs) are classified as under:

2. As per the provisions of the Act, MSMEs file Entrepreneurs Memorandum
(Part-I) at District Industries Centres (DICs) in Uttarakhand state. After
commencement of the production or services, the entrepreneur concerned files
Entrepreneurs Memorandum (Part-II) / [EM-II]. Prior to enactment of the MSMED
Act, 2006 there was a system of registration to small scale industrial units by the
DICs. Filing of EM is discretionary for micro and small enterprises and mandatory
for medium enterprises..
3. The information on number of EM-II filed by MSMEs at DICs was collected
from State Directorates of Industries (SDIs) to assess the trends in growth of
MSMEs. Growth trend during 2012-13 to 2014-15 in EM Part-II filing in Sate has
been analysed and presented her after.

Recent Trends in Growth of MSME in Uttarakhand
[Filing of Entrepreneurs Memorandum (Part II) during 2012-13 to 2014-15]
1.1 MSMEs have shown consistent growth in terms of number of Entrepreneurs
Memorandum (Part II) / [EM-II] filed every year. Number of EM-II filed during
2012-13 at the District Industries Centres (DICs) across the state was 2,291 which
increased to 2,469 and 2,669 during 2013-14 and 2014-15 respectively. (Chart
1.1)

1.2 MSMEs has shown constant growth rate every year, in year 2012-13, 2013-
14 and 2014-15 growth rate was 8.02%, 7.77% and 8.10%, respectively. (Chart

2.2.1 Top five Districts in terms of number of EM-II filed by the MSMEs during
2014-15 are Haridwar, US Nagar, Dehradun, Pauri and Nainital. These Districts
together account for 65.12% of the total number of E-II filed.
3.1 It is well known that the MSMEs provide the maximum opportunities for both
self-employment and jobs after agriculture sector. There are over 6000 products

MSME sector besides providing wide range of services. The leading industries
with their respective shares during the year 2013-14 in Uttarakhand State is
shown in Pie Chart 3.1.

CHAPTER-VI
TRAINING: INDUSTRIAL MOTIVATION CAMPAIGNS,
ENTREPRENEURSHIP /SKILL DEVELOPMENT AND MANAGEMENT
DEVELOPMENT PROGRAMMES
The micro, small and medium enterprises (MSME) sector has emerged as a highly
vibrant and dynamic sector of the Indian economy over the last five decades. MSMEs not
only play crucial role in providing large employment opportunities at comparatively lower
capital cost than large industries but also help in industrialization of rural & backward areas,
thereby, reducing regional imbalances, assuring more equitable distribution of national
income and wealth. MSMEs are complementary to large industries as ancillary units and
contribute enormously to the socio-economic development of the country.
The Ministry of Micro, Small and Medium Enterprises (M/o MSME) promotes the
development of micro and small enterprises in the country with the objective of creating self-
employment opportunities and upgrading the relevant skills of existing and potential
entrepreneurs.
Entrepreneurship development is one of the key elements for promotion of micro and
small enterprises, particularly, the first generation entrepreneurs. Entrepreneurship and
resultant creation of employment and wealth is a major means of inclusive development.
Hence, entrepreneurship development has been one of the priorities in almost all the
countries, the world over.
In order to ensure that young entrepreneurs are encouraged and suitably equipped to
go into new ventures, the Ministry has set up three National level Entrepreneurship
Development Institute namely National Institute for Micro, Small and Medium Enterprises (
NI-MSME), Hyderabad, The National Institute for Entrepreneurship and Small Business
Development (NIESBUD), NOIDA, and Indian Institute of Entrepreneurship (IIE), Guwahati to

undertake the task of promotion of entrepreneurship and skill development training on a
regular basis.
This institute has also been supporting the efforts of Government of Uttarakhand,
Industrial Associations, Technical/ Managerial Institutions, other NGOs and entrepreneurs for
motivational and skill development needs.
The State of Uttarakhand has difficult geographical terrain having international border
with Nepal, China & Tibet. The state has about 89% of the land as a mountain region
containing transportation bottleneck. It is not found viable in long run to set up large and
medium scale units in the hilly region. The Institute is therefore focusing for development of
micro and small enterprises in this region for motivating the educated unemployed youths
towards self-employment.
The Institute organized EDPs/ ESDPs on Computer Hardware repairing & Networking,
Computer Accounting with Tally, e-commerce & e-marketing, DTP, Account Management,
, Garments manufacturing,Hosiery & Woolen Garments , Food Processing, etc. at various
locations in the state. It is vital to mention here that the Govt. of Uttarakhand is
focusing on e-governance; therefore computer hardware enjoys fast potential even in the
far flung areas in the state.
The Institute has been assigned the targets for conducting of 02 EDPs(SC-
01,ST(stipend-01,17-ESDPs{General-05,SC-6,SC(stipend)-01,ST-03,ST(stipend)-01,
Women/PH(Stipend)-01},IMCs-08(Gen-02,SC-4,ST-2) MDPs(ST)-01 during the year.

CHAPTER-VII
NATIONAL MANUFACTURING COMPTITIVENESS PROGRAMME
(NMCP):
The Government has announced formulation of National Manufacturing
Competitiveness Programme in 2005 with an objective to support the Small and Medium
Enterprises (SMEs) in their endeavour to become competitive and adjust the competitive
pressure caused by liberalization and moderation of tariff rates. Under the scheme
"Manufacturing Competitiveness Programme" by the National Manufacturing Competitiveness
Council:
"Worldwide, it is manufacturing that has driven growth. In order to revive the
manufacturing sector, particularly micro,small and medium enterprises, and to enable them
to adjust to the competitive pressures caused by liberalization and moderation of tariff rates,
I propose to launch a new scheme that will help them strengthen their operations and
sharpen their competitiveness. The scheme will be called the "Manufacturing Competitiveness
Programme". The design of the scheme will be worked out by the National Manufacturing
Competitiveness Council (NMCC) in consultation with the industry" along with relevant stake
holders like the Ministry of MSME conceptualized and finalized the components of the
programme incorporating suitable inputs from the stake holders. Nine Schemes have been
drawn up including schemes for promotion of ICT, Design Clinics and Marketing Support etc
for SMEs. Implementation will be in the PPP model, and financing will be tied up during the
course of the next year.
MSME-DI Haldwani motivated entrepreneurs to adopt and modernise themselves
taking assistance from NMCP schemes through various training programmes. It also conducted
awareness programmes of some schemes like IPR, QMS & QTT, Lean Manufacturing, Energy
Efficiency Technology etc.

CHAPTER-VIII
VENDOR DEVELOPMENT PROGRAMME:
Vendor Development Programmes (VDPs) are being organized by MSME Development
Institutes located in every corner of the country to provide common platform for business as
well as selling organizations to inter-act with each other with a view to identifying emerging
demands of the buyer organizations while simultaneously providing an opportunity for
displaying the capabilities of the small scale entrepreneurs and their industrial ventures. Such
programmes have proved to be of immense use in locating suitable entrepreneurs by a
number of buying organizations including the Public Sector Enterprises, various Wings of
Defence, Railways and others in indigenising a number of products which hitherto have been
imported at a colossal cost.
Two types of VDPs are being organized by MSME DIs - National Level VDPs -cum-
Exhibitions and State Level VDPs. In National Level VDPs of 3 days duration, large scale
organizations such as BEL, BHEL, TELCO, BSNL, IOC, NHPC, NTPC etc. interact with MSEs in
establishing potential vendors. In these National Level VDPs, an exhibition is also put up for
displaying the products of MSMEs and large scale organizations. In State Level VDPs, only
one or two buying large scale organisation functioning in the State participates in the
programme and interacts with MSMEs (sellers) in the Buyer-Seller Meets. Business enquiries
ranging from `5 crore to `20 crore per VDP are being generated through National Level
VDPs.
MSME-DI conducted 01 National level Vendor Development Programme and 07 State
Level Vendor Development Programme in different places of Uttarakhand state. Details of

MARKETING ASSISTANCE AND TECHNOLOGY UP-GRADATION
SCHEME FOR MSME AND FINANCIAL ASSISTANCE ON BAR-CODE:
MSMEs sector has emerged as a highly vibrant and dynamic sector of the Indian
economy over the last five decades. MSMEs are not only playing crucial role in providing
large employment opportunities at comparatively lower capital cost than large industries but
also helping in industrialization of rural and backward areas, thereby, reducing regional
imbalances, assuring more equitable distribution of national income and wealth.
It may be mentioned here that Marketing, a strategic tool for business development is
critical for the growth and survival of MSMEs. Marketing is most important factor for the
success of any enterprise. It is one of the weakest areas wherein MSMEs face major
problems in the present competitive age. Due to lack of information, scarcity of resources
and unorganized way of selling / marketing, MSME sector finds problems in exploiting new
markets.
The objective of this programme envisages that some of those clusters of MSMEs, which
have quality production and export potential, shall be identified & encouraged and assisted
through this scheme to achieve competitiveness in the national and international markets.
The programme aims at improving the marketing competitiveness of MSME sector by
improving their techniques and technologies’ promotion of exports and to provide a check on
imports also.
Financial assistance on Bar-code:
The basic objective of financial assistance is to enhance the marketing competitiveness of
Micro & Small Enterprises (MSEs) by way of :
(i) Providing 75% of one-time registration fee and annual recurring fee (for first three
years) paid by MSEs to GS1 India.
(ii) (ii) Popularizing the adoption of bar codes on large scale amongst MSEs, and (iii)
Motivating and encouraging MSEs for use of bar codes through conducting
seminars on Bar-code etc.

CHAPTER-X
QUALITY UPGRADATION/ENVIRONMENT MANAGAMENT FOR
SMALL SCALE SECTOR THROUGH INCENTIVE FOR ISO 9000/ISO
14001/HACCP CERTIFICATION:
The Small Scale Sector has emerged as dynamic and vibrant sector of Indian
Economy and it has been making significant contribution to industrial production, export and
employment generation. The process of economic liberalization and market reforms has
opened up the Indian small scale sector to the global competition. In order to enhance the
competitive strength of the small scale sector, the Government introduced an incentive
scheme for their technological upgradation/quality improvement and environment
management. The scheme provides incentive to those small scale/ ancillary undertaking who
have acquired ISO 9000/ISO 14001/HACCP certifications. The scheme for ISO 9000
reimbursement in operation since March, 1994 has now been enlarged so as to include
reimbursement of expenses for acquiring ISO 14001 certification also vide this Office
Administrative Order No.41(8)/ISO/Electx./2002 dt. 28th October, 2002. Upto 31st march
2014, 25652 Micro & Small units have been benefited from the scheme.
-The Scheme envisages reimbursement of charges of acquiring ISO-9000/ISO-
14001/HACCP certifications to the extent of 75% of the expenditure subject to a
maximum of Rs. 75,000/- in each case.
The Salient features of the Scheme:
a) The Permanent Registered Micro Small Enterprises (MSEs) units are eligible to avail
the Incentive Scheme
b) The Scheme is applicable to those MSEs/ancillary/Tiny/SSSBE units who have already acquired
ISO-9000/ISO-14001/HACCP certification
c) The Scheme is applicable to those MSEs/ancillary/Tiny/SSSBE units who have already
acquired ISO-9000/ISO-14001/HACCP certification.

GOVERNMENT PROCUREMENT PREFERENCE POLICY FOR MICRO
& SMALL ENTERPRISES
In order to provide assistance and support to Micro & Small Enterprises (MSEs) for
marketing their products, under the present Government Procurement Preference Policy for
micro & small enterprises (MSEs), Government of India has been extending various facilities to
the MSEs registered with National Small Industries Corporation (NSIC) under its Single Point
Registration Scheme. In addition to the facilities, 358 items are also reserved for exclusive
purchase from MSE sector.

USE OF OFFICIAL LANGUAGE:
Hindi is the Official Language of the Union of India and the Government policy aims at
progressively increasing the use of Hindi in official work. Effective steps were taken during
the year in the Ministry of MSME to ensure compliance to Official Language Policy,
implementation of the annual programme and compliance with the various orders of the
Government of India on the recommendations of the Committee of Parliament on Official
Language.
COMPLIANCE OF SECTION 3(3)OF THE OFFICIAL LANGUAGE ACT, 1963
All documents, such as General Orders, Notifications, Press Communique, Contracts,
Agreements, Tender Forms & Notices, Resolution, Memorandum/Office memorandum,
Administrative or other reports and Official Papers laid before a House or the Houses of
Parliament under section 3(3) of the Official Languages Act, 1963 were issued bilingually,
i.e., in Hindi and English. General orders meant for departmental use were issued in Hindi
only.
REPLIES TO LETTERS IN HINDI
All letters received in Hindi were replied to in Hindi.
CORRESPONDENCE IN HINDI
Letters to State Governments, Union Territory and Central Government offices located
in regions ‘A’and ‘B’ were issued in Hindi to the extent possible. Similarly, letters were sent in
Hindi to Central Government offices located in region ‘C’ as per the targets laid down in the
Annual Programme. About 96% correspondence was made in Hindi in region ‘A’ 95% in
region’B’ and 89% in region ‘C’.

CHAPTER-XVI
INCENTIVES TO ENTREPRENEURS
(i) Fiscal Incentives to new Industrial Units and to existing units on their substantial
expansion:
New Industrial units and existing industrial units on their substantial expansion as defined set
up in growth centers, industrial infrastructure development center(IIDCs), Industrial Estates,
Export Processing Zones, Theme Parks (Food Processing Parks, Software Technology Parks
etc.) as stated in Annexure-1 and Other areas as notified from time to time by the Central
Government are entitled to:
(A) 100% (hundred percent) outright excise duty exception for a period of 10 years from
the date of commencement of commercial production.
(B) 100% Income tax exemption for initial period of five years and thereafter 30% for
companies and 25% for other than companies for a further period of five years for
the entire state of Uttaranchal and Himachal Pradesh from the date of
commencement of commercial production.
(C) All New Industries in the notified location would be eligible for capital investment
subsidy @ 15% of their investment in plant & machinery, subject to a ceiling of
Rs.30 lakh. The existing units will also be entitled to this subsidy on their substantial
expansion, as defined.
(D) Thrust sector industries as mentioned in Annexure-II are entitled to similar
concession as mentioned in para 3(i) & (ii) above in the entire state of Uttaranchal
and Himachal Pradesh without any area restrictions.

Development of Industrial Infrastructure:
(i) The funding pattern under the Growth Centre Scheme currently envisaging a
central assistance of Rs.10 crore per center is raised to Rs.15 crore per center.
(ii) The financing pattern of integrated infrastructure development center (IIDC)
between Government of India and SIDBI will change from 2:3 to 4:1 and the GOI
funds would be in the nature of a grant, so as to provide the required infrastructural
support.
Other Incentives:
(i) Deendyal Hathkargha Protsahan Yojana and Other Incentives of Ministry
of Textiles: The funding pattern between Government of India and both the States
would be changed from 50:50 to 90:10 under this Scheme. Ministry of Textiles
would extend its package of incentives, as notified for North-Eastern States of
Uttaranchal and Himanchal Pradesh also.
(ii) Ministry of Food Processing Industries- would include Uttaranchal in difficult
areas category. The State of Himanchal Pradesh is already included in the difficult
areas category.
(iii) Pradhan Mantri Employment Generation Programme (PMEGP):
Government of India has approved the introduction of a new credit linked subsidy
programme called Pradhan Mantri Employment Generation.
(iv) Programme (PMEGP) by merging the two schemes Prime Minister’s Rojgar
Yojana (PMRY) and Rural Employment Generation Programme (REGP) for
generation of employment opportunities through establishment of Micro enterprise
in rural as well as urban areas. PMEGP is a central sector scheme and being
administrated by Ministry of Micro, Small & Medium Enterprises (M/o MSME). The
scheme is implementing by Khadi and Village Industries Commission (KVIC),a
statutory organization under the administrative control of M/o MSME as the single
nodal agency at the National level. At the State level, the scheme is being

implemented through State KVIC Directorates, State Khadi & Village Industries
Boards ( KVIBs) and District Industries Centre( DICs) and Banks. The Government
subsidy under the scheme is being routed by KVIC through the identified banks for
eventual distribution to the beneficiaries/ entrepreneurs in their Bank accounts.
Ineligible Industries under the Policy:
The list of industries excluded from the purview of proposed concessions is at
Annexure –II.
In addition, the Doon Valley Notifications (S.O.No.102(E) dated 1st Feb., 1989
(Annexure-IV) as amended from time to time issued by Ministry of Environment &
Forests would continue to operate in the Doon Valley area on the industries
notified under it are excluded from the proposed concessions in the state of
Uttarakhand.

RESTRICTIONS ON LOCATION OF INDUSTRIES, MINING OPERATIONS AND OTHER DEVELOPMENT
ACTIVITIES IN DOON VALLEY IN UTTAR PRADESH

New Delhi, the 1st February, 1989
NOTIFICATION
NOTIFICATION under section 3(2)(v) of Environment (Protection) Act, 1986 and Rule 5(3) (d) of
Environment (Protection) Rules, 1986 Restricting location of industries, mining operations and other
development activities in the Doon Valley in Uttar Pradesh.
S.O.102(E) – Whereas notification under sub-rule (3) of rule 5 of the Environment (Protection)
Rules, 1986, inviting objections against the imposition of restriction on location of industries, mining
operation and other developmental activities in the Doon Valley, in Uttar Pradesh was published vide No.
S.O. 923(E), dated the 6th October, 1988;
And Whereas all objections received have been duly considered by the Central Government;
Now, therefore, in exercise of the powers conferred by clause (d) of sub-rule (3) of Rule 5 of the
said rules, the Central Government hereby imposes restrictions on the following activities in Doon Valley,
bounded on the North by Mussorie ridge, in the North-East by Lesset Himalayan range, on the South-
West by Shivalik ranges, river Ganga in the South-East and river Yamuna in the North-West, except those
activities which are permitted by the Central Government for examining the environmental impacts.

(i) Location, setting of industrial units – It has to be as per guidelines, given in the annexure or guidelines
as may be issued from time to time by the Ministry of Environment & Forests, Government of India.
(ii) Mining – Approval of the Union Ministry of Environment & Forests must be obtained before starting
any mining activity.

Industries will be classified under Green, Orange and Red categories as shown below for purposes of
permitting/restricting such industrial units in the Doon Valley from the environmental and ecological
considerations:

CATEGORY GREEN
A. LIST OF INDUSTRIES IN APPROVED INDUSTRIAL AREAS WHICH MAY BE DIRECTRLY CONSIDERED
FOR ISSUE OF NO OBJECTION CERTIFICATE WITHOUT REFERRING TO (MINISTRY OF
ENVIRONMENT & FORESTS) (IN CASE OF DOUBTS REFERENCE WILL BE MADE TO MINISTRY OF
ENVIRONMENT & FORESTS).
1. All such non-obnoxious and non-hazardous industries employing upto 100 persons. The
abnoxious and hazardous industries are those using inflammable, explosive, corrosive or
toxic substances.
2. All such industries which do not discharge industrial effluents of a polluting nature and
which do not undertake any of the following process:
Electroplating;
Galvanizing;
Bleaching;
Degreasing;
Phosphating;
Dyeing;
Pickling, tanning;
Polishing;
Cooking of fibres and Digesting;
Designing of Fabric;
Unhairing, Soaking, deliming and bating of hides;
Washing of fabric;
Trimming, Puling, juicing and blanching of fruits and vegetables;
Washing of equipment and regular floor washing, using of considerable cooling water;
Separated milk, buttermilk and whey;
Stopping and processing of grain;

Filter back wash in D.M. Plants exceeding 20 K.I. per day capacity;
Pulp making, pulp processing and paper making Cocking of coal washing of blast furnace
flue gases;

Solvent extraction.
3. All such industries which do no use fuel in their manufacturing process or in any subsidiary
process and which do not emit fugitive emissions of a diffused nature.
Industries not satisfying any one of the three criteria are recommended to be referred to Ministry
of Environment & Forests.

ENVIRONMENTAL CONTROL ARRANGEMENT
1. All such industries which discharge some liquid effluents (below 500 kl/day) that can be
controlled with suitable proven technology.
2. All such industries in which the daily consumption of coal/fuel is less than 24 mt/day and
the particulars emissions from which can be controlled with suitable proven technology.
3. All such industries employing not more than 500 persons.
The following industries with adoption of proven pollution control technology subject to
fulfilling the above three condition fall under this category:

(a) Industries falling within the above identified list shall be assessed by the State Pollution
Control Board and referred to the Union Department of Environment for consideration,

(b) The total number of fuel burning industries that shall be permitted in the Valley will be
limited by 8 tonnes per day or Sulphur Dioxides from all sources. (This corresponds to 400
tonnes per day Coal with 1% sulphur).
(c) Setting of Industrial areas should be based on sound criteria.

C. LIST OF INDUSTRIES THAT CANNOT BE PERMITTED IN THE DOON VALLEY.
