The idea oflowis to branch out andopen new channels o communication,orming a network among artists andscientists that brings the countries o
the Danube Region closer together:Austria, Bosnia and Herzegovina,Bulgaria, Croatia, Hungary, Republico Moldova, Romania, Serbia, Slovakia,and Ukraine.
This initiative o the Austrian Ministryor European and International Aairsis designed to produce direct and long-term connections between individuals
in dierent domains concerned withthe arts and sciences. The core o theestival is sustainable conversation andnetworking with concrete outcomes: itsaim is to initiate multinational, interdis-ciplinary projects in diverse elds.
Sine 2009 the Institute or the DanubeRegion and Central Europe (IDM) in
Vienna is responsible or the organiza-tion and coordination oflow. For flow2012 the IDM collaborates with the Inter-national Elias Canetti Society in Ruse.
The rst edition o the flowestival suc-cessully took part in Novi Sad, Serbiain May 2008, the second in Chisinau,Republic o Moldova in September2010. The goal is to bring flowevery two
years to a dierent city in the DanubeRegion, creating a local impact and atthe same time present the local artsand science community.
The next flowestival will take placerom October 18th 21st in Ruse, Bul-garia. The general topic is ActivatingSpaces, Activating People by Micro
Imagination. One essential part o theestival will be the common creativework on dierent subtopics in severalworking groups. And beside this, flowwill oer attractive estival events onthree evenings or the participants andalso or the local audience.
Abandoned urban spaces and locationswith a rich and exciting past will be re-
activated and transormed to unusualestival venues. Representatives othe contemporary science and culturescene rom Bulgaria and the DanubeRegion will not only have the chanceto meet during the estival, but also toexchange and develop new ideas andinterdisciplinary collaborations. flowaims to develop various micro-projects,which are to be realized in dierentcountries o the Danube Region in 2013.
The flowcommunity is digitally connect-ed by a dynamic social media platorm.The platorm gives all participants theopportunity to communicate with eachother beore the estival will start. Aterthe estival the platorm will be trans-ormed to a digital working space or
the several groups to develop concreteprojects on the basis o their discussedideas and prepared concepts.

Ruse (also transliterated as Rousseor Russe; Bulgarian: ) is the th-largest city in Bulgaria. It is the mostsignicant Bulgarian river port, serving
an important part o the internationaltrade o the country. The Ruse-GiurgiuFriendship Bridge, the only one in theshared Bulgarian-Romanian section othe Danube, crosses the river here. Thecity emerged as a Neolithic settlementrom the 3rd to 2nd millennium BCE,when pottery, shing, agriculture, andhunting developed. The later Thraciansettlement developed into a Roman
military and naval centre during thereign o Vespasian as part o the or-tication system along the northernboundary o Moesia.
In the 13th and 14th centuries, dur-ing the time o the Second BulgarianEmpire, a ortied settlement emergednear the ruins o the Roman town. Itlater strengthened its position as animportant trade centre with the landson the opposite side o the Danube,until it was conquered by the Ottomansin 1388. Ater it was liberated rom theOttoman Empire on 20 February 1878,Ruse was one o the key cultural andeconomic centres o the country. In thenewly-liberated Bulgaria o the late 19thcentury, Ruse was a cosmopolitan city
with a multiethnic population. BetweenWorld War I and II, ater Southern Do-bruja was lost to Romania, the econom-ic signicance o the city decreased.
The return o Southern Dobruja to Bul-garia in September 1940 ostered goodconditions or restoration o the citysleading role. It became a provincialcentre, and economic activity revived.
The construction o the Ruse-Giurgiubridge in 1954 and the ast industrializa-tion gave a new push to development.Ruse emerged again as an importanteconomic, transport, cultural, and edu-
cational hub. Engineering, chemical,and light industries expanded; a largeharbor was built; and the city becamea university centre. In the early 1980s,
Ruse entered a dark period o its his-tory. The Verachim actory was built inGiurgiu, which polluted the air between1980 and 1987, impacting the citys de-velopment. Population decreased, and15,000 people moved out between 1985and 1992. During the 1990s, the econom-ic crisis in Bulgaria aected Ruse. Mostbig companies suered a decline andunemployment increased, which led to
renewed emigration waves. Since 2000,the city has been continually regainingits ormer leading status.

Europeanization as aprogressive and Bal-kanization as retrogradeconcept? Beyond theclichs o Europe and theBalkans there is a needor reconguration o thenotion o belonging andsearch or new Europe-annes.

Soa Underground PerormanceArt Festival 2012 was dedicated tothe memory o its creator and di-rector Ruen Ruenov, art critic, jour-nalist and curator (1958 2011). Cre-ated in 1997, the Soa UndergroundFestival has won a reputation o amajor art event in the interdisciplin-ary genres o visual perormanceart, actionist art, happening andnew media in Bulgaria. From Octo-ber 18th to 28th Soa Undergroundwill present in Ruse a selection oworks rom their last estival.
Topic o this edition have beenbased on a concept by RuenRuenov: Justied Actions. Herefected on the current culturalsituation raming the artistic lie andthe conditions or artistic practices.He arrived at the result that Con-temporary Bulgarian art is not lessprovincial and aceless than the one
characterizing the regional stagebeore 1989. There are no alterna-tives to the ramework-status-quo,which prevents uture develop-ments in the near uture. For artists,
beginning to work now there is alack o any perspective and senseor continuing to work in contem-porary arts outside o the given

The Canetti House was built and used
as a business and commercial buildingby the Canetti amily (grandather andather o Elias Canetti). It was construct-ed in 1898, planned by the architectNikos Bedrosyan. The store dealt withwholesale groceries. In his memoires(The Tongue set Free) Elias Canettireconsiders his early childhood memo-ries o the store. Ater the Canetti amilyhad let Ruse, a urniture store was
situated in the building. Since approxi-mately 1993 the building is vacant. Atthe moment the house is used in its un-restored state as an alternative venueor concerts, perormances or visualarts events. The International Elias Ca-netti Society succeeded in establishingit as a popular orum or contemporaryart and culture in Rousse and Bulgaria.

Its all about passion and power, moneyand sex. The old bank building has arich history. It housed at the turn o the20th century one o the rst Bulgarianbanks. Later the bank was converted to
Bulgarias rst house o pleasure. AterWorld War II the established communistregime considered that the brothel is apublic nuisance and expression o thebourgeoisie which has to be eliminat-ed. Finally, the ormer bank became abank again this time state-owned. A-ter the all o the communist regime allBulgarian banks were privatized and abranch oce o Hebros banka moved
in. Since bankruptcy respectively buy-out o the Hebros company in the 1990sthe noble building is abandoned.

Ruse is still the most important Danube
harbour in Bulgaria. Beore World WarII the old city port at the end o Slavjan-ska street used to be the urban epi-centre o Ruse. Boats rom all countriesalong the Danube landed their goodshere. Merchants checked their ordersand negotiated prices, internationalpassengers departed and arrived bytrain at the harbour station. The cityport became useless ater opening two
new ports out o the centre, and the artdeco building lost its unction.
