The Logic Model tells OSEP and
others
What you do?
Whoyou do it with/for? How they benefit?(Useful? Relevant?
High Quality?)
How you know they benefit?

What is your RFP saying?
This priority supports Parent Training and Information Centers(PTIs) in the areas to be served by the centers that will:provide parents of children with disabilities, including low-income parents, parents of limited English proficient children, and parents with disabilities, with the training andinformation they need to enable them to participatecooperatively and effectively in helping their children withdisabilities to(a) Meet developmental and functional goals, and challenging
academic achievement goals that have been established for allchildren; and(b) Be prepared to lead productive, independent adult lives, tothe maximum extent possible.

Logic Models RFP ~ D 9&10
(a) A logic model that depicts, at a minimum,
the goals, activities, outputs, andoutcomes of the proposed project.A logic model communicates how a projectwill achieve its outcomes and provides aframework for both the formative andsummative evaluations of the project;
Note: The following Web site provides more information onlogic models and lists multiple online resources:

More from RFP
A plan, linked to the proposed projects
logic model, for a formative evaluation of theproposed projects activities. The plan mustdescribe how the formative evaluation willuse clear performance objectives to ensure
continuous improvement in the operation ofthe proposed project, including objectivemeasures of progress in implementing theproject and ensuring the quality of products
and services;

Logic Model
Using a logic model for planning a sequence ofchange strategies or activities that
cumulatively would achieve the desired multi-leveloutcomes Ongoing and cyclical evaluation and monitoring of
the accomplishment of benchmarks identified foractivities in the plans, to allow mid-course
corrections and fine tuning Evaluating the effectiveness of the plan in making
the intended improvements at the state, services, and family and child levels ww.nectac.org

Theory of Change
Your program is basedupon a theory of

The underlying logic of the model is that forresults to improve for children and families, practice needs to be research-based, of high

The HowSteps
1. Define the Goals That Will Shape Your Strategy
2. Identify Inputs
3. Specify Activities Your Program Will Implement
4. Define the Desired Outcomes with Timeline
5. Select Performance Measures to Track Progress
8/3/2019 Fine Tuning Your Logic Model _1
15/29
Ask Questions to Guide Your Plan
Step 1. Define the Goals that Will Shape
Your Strategy Based Upon an IdentifiedSituation or Priority
Q: What are the goals that will help yourprogram decide how it will implement andassess its family engagement efforts
8/3/2019 Fine Tuning Your Logic Model _1
16/29
Ask Questions to Identify Inputs
Step 2: Identify Inputs
Q: What inputs such as collaborators, leadership, resources, and
infrastructureneed to be in place inorder for your program to reach its goals?
8/3/2019 Fine Tuning Your Logic Model _1
17/29
Ask Questions to Specify
Activities
Step 3 Specify Activities Your Program
will Implement
Q: What will your program do to promotefamily engagement? What activities will
the staff perform? What services will youprovide and how often and who willparticipate?

18/29
Ask Questions to Define
Outcomes Outcomes=Change
Step 4 Define the Desired Outcomes
Q: What changes do you expect as aresult of your projects family engagement
efforts? What will family members, schooland district staff, and/or students believe, know, or do differently?

When Defining Outcomes, Think
AlignmentLogical Sequence and Realistic
Time Frame Short term, Interim, Long term
Short-term outcomes: Increased awareness /knowledge of theimportance of family engagement; increased awareness andunderstanding of rights to and opportunities for family engagement
Interim outcomes: Improved homeschool communication andfamilyschool staff relationships; better home environment andparenting to support learning; improved school culture
Long-term outcomes: Improved student outcomes?

Stay tuned in
Make Outcomes SMART While goals express the big-picture vision for what
you hope to accomplish, outcomes should be: Specific, Measurable, Action-oriented, Realistic, and Timed.
The smarter your outcomes are, the easier it willbe to manage performance and assess progressalong the way.transparency

Outcomes Check
Is each outcome truly an outcome?
Are the outcomes written as change statements? Will things increase, decrease or stay the same?
Are the outcomes linked as progressive stepstowards a long-term goal?
Are the outcomes meaningful and relevant?
Are the outcomes realistic and attainable?

Ask Questions
Step 5: Select Performance Measures to
Track Progress
Q: How will you assess your programs
family engagement activities andprogress towards desired outcomes?

Developing Logic Models
Overall Questions Do the inputs, outputs, and outcomes link together in a
sequence to achieve the desired result? Alignment
Is the logic model truly logical? If then Do the steps that turn inputs into outputs into outcomes seem
sensible and logical? Ifthen
Can the program, as described in this logic model, beimplemented with available resources?
Is what you intend to do possible, given your resources? If not, what will be done? What might be unintended or negative outcomes?
Does the one-page graphic communicate well?

25/29
Overall Qs to Ask Yourself
Is each listed outcome truly an 'outcome'? Does the logic modelclearly separate outcomes from outputs, or are the distinctionsblurred?
Does the highest-level outcome represent a meaningful benefit ofvalue to the public? Does it have inherent value? Can it beassociated with the program?
Is the model truly logical? Do the relationships among the programelements make sense? Are the casual relationships supported?Three ways to check:
Starting at inputs, ask why? at each level: why do we needthese inputs? Why do we need to conduct these activities?
Starting at the impact level, and working backward, ask how?How are we going toproduce these outcomes? The items immediately preceding anoutcome should show
how.

More Qs to Ask Yourselves
Sometimes components are necessary but not sufficient. Askyourself, What else?
For example, achieving healthy one-year-olds requires not onlyachieving a healthy birth but also achieving proper care duringthe baby's first year. Asking 'what else? helps spot leaps of faith.
Are the resources realistic? Is what you intend to do even possiblegiven your resources?
How valid are the assumptions? Are they based on experience andresearch, or are they best guesses?
Does the logic model reflect the opinions and support of keystakeholders? Were any stakeholders left out?

Full Circle
An effective logic model is dynamic and canrespond to changes in context, focus, and purpose
over time. To retain its relevance, any logic model must be
supported by a process that brings stakeholderstogether regularly to ask the necessary criticalquestions.
It is based upon priorities, assumptions andrecognition of external factors
