One important accomplishment is the passing ofMeasure B, which will ensure the continued main-tenance of our parks and facilities for the future.Measure B will also provide funding for the con-struction of a new Teen/Family Center at PiersonPark. We are grateful for such strong support.Another example of community support is thebusinesses and property owners along CentralAvenue who voted to support the continued main-tenance of the landscaping along Central Avenue
by MCSD. The vote also included the purchaseof banners to be placed on the street lights dur-ing the holiday season and Pony Express Days.
As for the future of MCSD, our staff and Boardof Directors remain committed to carrying out theduties as described in our Mission Statement. Wewill continue to keep up with the current trendsand will respond to the needs of our community.

One thing I enjoy about McKinleyville is that it isall about people and relationships. After all, with-out community support and regional partnerships,we are limited in what we, as McKinleyville Com-munity Services District (MCSD), can achieve.Our staff is committed to serving the needs ofour customers. As our Mission Statement states,Provide McKinleyville with safe, adequate and
reliable utility, lighting, open space, parks and
recreation, and library services in an environmen-
tally and scally responsible manner.
As I look back on all the achievements MCSDhas accomplished, it reminds me how fortunatewe are to have staff members who truly careabout their community and pride themselves inresponding to the needs of our residents.
I am proud of the fact that our staff understandsthe importance of building partnerships. By be-coming more active with businesses, organiza-
tions, and agencies; we begin controlling our owndestiny and give ourselves more of a voice. Oneexample is the round table meetings our staff at-tends with representatives from the Fire Depart-ment, Sheriff Department, and other County of-cials.
MCSD staff has been busy working on a varietyof projects over the last few years, which we feelwill have a signicant positive impact on McKin-leyville residents.

Playgrounds provide vital opportunities for
children to play. I was very excited when our
staff was successful in securing matching
grant funding from Coast Central Credit Unionto replace the old tot lot playground at Hiller
Park. The new playground is state of the art,
and it comes equipped with slides, climbers,
educational components, a picnic table, and
many more creative and fun elements for children
to enjoy.

because our monitoring location and frequency
are reduced, lowering the cost for potential nes.Because our treatment plant will need substan-
tial modication from County growth projections,
we are now in the process of conducting studies
and producing a twenty-year facilities plan to
accommodate expected growth in McKinleyville.

The completion of the McKinleyville Library
expansion was a great achievement for
McKinleyville. This project was made possible
from the efforts of MCSD staff, the Friends ofthe McKinleyville Library, Mad River Rotary
Club, and support of local businesses and
organizations. The new conference room
addition has a large conference table, overhead
projector and screen, Wi Fi, and plenty of
stations for library users to bring their laptop.

The McKinleyville Community Services District (MCSD) Boardof Directors is a body of ofcials, who are elected to four-year
rotating terms in odd-numbered years, and are responsible for
governing the District. The main function of the MCSD Board is
to set policy, consider projects and settle disputes.
MCSD Board meetings are held the third Wednesday of each
month at 7:00 pm in Azalea Hall (1620 Pickett Road).
The dedicated District staff members have continued efforts to look for opportunities for costand efciency savings measures for the District. We thought it would be useful to highlightsome of the cost savings over the course of the last year. After all, these cost savings meanlower rates for you, our customers. The following summary highlights some of the recent Dis-trict cost savings opportunities staff has identied. In the last Fiscal Year, beginning July 1,2010 through June 30, 2011, the total cost savings for the District was $350,222.

RAMEY PUMP STATION UPGRADE:MCSD purchases all of its water from Humboldt Bay Municipal WaterDistrict (HBMWD). Water is pumped from HBMWDs facility on the MadRiver to the Ramey Pump Station. Water is then pumped to MCSDs sixstorage tanks.
An engineering anal-ysis was completedin the fall of 2008 thatrecommended com-plete motor-pump,electrical service andemergency genera-tor replacement. Thedesign was complet-
ed in December of2009.
The total projectcosts are estimated at $1,400,000. A low interest 1% loan for $165,000through American Reinvestment and Recovery Act funding and another$5,000 grant through PG&E for energy efciency have been secured.An additional $1 million in project nancing has been secured from theCalifornia Infrastructure Bank.
The Ramey Pump Station was a signicant accomplishment that willallow the District to ceasepumping during peak energytimes and still maintain ad-equate reservoir levels. Theaddition of variable Frequen-cy Drive controllers will alsoallow the District to utilize thenew pumps and motors in anefcient manner, saving en-
ergy costs.
MCKINLEYVILLE LIBRARY EXPANSION PROJECT:The Friends of the McKinleyville Library, along with, Mad River RotaryClub, MCSD and other local individuals and organizations secured fund-ing for the expansion of the McKinleyville Library, adding a 720 square
foot Wi Fi Conference Room.Construction of the projectwas completed in 2010. The
new expansion includes aconference room table, over-head projector and screen,and plenty of room to workon your laptop computers.The library conference roomis also available for rent out-side regular library hours.Please call 839-9003 formore information.
CALRECYCLE GRANT:The District was successful in receivingover $18,000 in funding through a CalRe-cycle Grant from the State of California.CalRecycle is the States leading authority
on recycling, waste reduction, and productreuse. Ofcially known as the Departmentof Resources Recycling and Recovery, Cal-Recycle plays an important role in the stew-ardship of Californias vast resources andpromotes innovation in technology to en-courage economic and environmental sus-tainability. The grant we received will pro-vide playgroundsafety surfacingfrom recycled tiresfor swing sets atPierson and HillerParks, and also fora new playgroundat Pierson Park.

WASTE DISCHARGE PERMIT (NPDES):Our Waste Water Management Facility (WWMF) requires a NationalPollutant Discharge Elimination System (NPDES) permit for us to op-erate. The permit regulates the discharge from the WWMF. Since itsintroduction in 1972, the NPDES Program has been responsible for sig-nicant improvements to our Nations and States water quality.
The District operatedunder a ve (5) yearNPDES permit fromthe North Coast Re-gional Water QualityControl Board sinceAugust of 2008. Thispermit required usto spend substantialrate payer dollars formonitoring, laboratoryanalysis, mandatesand studies. Six sep-arate costly studieswere mandated bythe permit. In Mayof 2010 much morestringent limitations took effect.
MCSD management initiated a proactive and cooperative approach withRegional Board Staff to modify our monitoring requirements so that wecould reduce costs and still maintain our required compliance. The Re-gional Board agreed that it would be benecial to prepare and issue anew permit. The new permit was approved in April of 2011 resulting insignicant reduction in monitoring and laboratory sampling. The resultis real cost savings for our rate payers and reduced potential for us toreceive nes and penalties. This was a signicant and meaningful ac-complishment for the District.
TEEN/FAMILY CENTER:In March 2011, McKinleyville voters passedMeasure B, which will not only pay for thecontinued maintenance of our existing andfuture parks and facilities, it will also fund
the construction of a new Teen/Family Cen-ter at Pierson Park next to the McKinleyvilleActivity Center. As part of the process, ourstaff will be working with community mem-bers and youth to gather information andideas for the center. Our staff has alsobeen meeting with other organizations inthe state who run successful teen centers.We are very excited for the opportunity tobe able to offer teens in our community asafe and fun place to go after school andon weekends.

oped one of the nest recreation programs in the County,
and with the passage of the new Measure B they will
expand their services to help meet the needs of McKin-leyville teens. MCSD continues to provide the leader-
ship, and the can do attitude that makes McKinleyville
one of the most desirable communities to live in Hum-
boldt County.

KINDERSPORTS PROGRAM:Our Kindersports program is for children ages 3-5 years, who are full ofenergy and ready to participate in sports. KinderSports gives toddlersan opportunity to learn team work, good sportsmanship, the value ofphysical tness, sports safety and the basic skills needed for varioussports. Classes are non-competitive and are run in a friendly and nur-
turing environment whereparents, family andfriends are encouragedto cheer and support thechildren in the program.The last class meeting al-ways includes a childrenvs. parents game and anawards ceremony. Thereare ve (5) sessions offered throughout the year, basketball, soccer, T-ball, track and eld, and All sports. This program has been very popu-lar and space is limited, so please register early!
For those children age ve (5) and under who do not want to partici-pate in activity focused on sports, we also offer McKinleyville Playgroup.Playgroup is a great opportunity for children 0-5 years old and their par-ents to meet new people and make new friends. Playgroup provides avariety of toys and activities for young children and is a great way forparents to incorporate social activities into their weekly routine. Play-
group takes place Mondays, Thursdays and Fridays from 10 am - 12:30pm at the McKinleyville Activity Center and is co-sponsored by First FiveHumboldt and is free. Daily donations are accepted and appreciated.
BOCCE BALL COURTS:Pierson Park is now home to two (2) bocce ball courts. The courts werefunded with matching funds, Mad River Rotary Club funded half thecost of construction, and MCSD utilized Quimby Inland Park DedicationFunds for the other half. Quimby Funds come from new developmentthat takes place in McKinleyville. The courts are open to the public andcan be reserved for parties and tournaments.
COMMUNITY GARDEN:
The Pierson Park Community Garden had a great second year. Due toan increase in plot requests, we added8 more for a total of 28 garden plotsthis year. In addition, members of theCommunity Garden Committee have in-stalled a large community plot with a va-riety of fruits and vegetables availablefor the public. For information on howyou can reserve a plot, call the Parks &Recreation Ofce at 839-9003.
MCSD OFFICE LANDSCAPING:In March 2010, our main ofce entry waywas replaced with new landscaping. Notonly does the new landscaping look muchnicer, it also helps reduce water use.
One of our goals for the new landscaping isto Lead by Example by planting only na-tive plants that will require little or no wa-ter. This is also in support of the Governorsrequest for a 20 percent reduction in percapita water use statewide by 2020.
Thanks to the support of local businesses,there was minimal cost involved with thisproject.
Miller Farms Nursery donated the land-scape design and North Coast HorticultureSupply purchased all the plants. As part ofthe project, MCSD and Miller Farms sched-uled a landscape architect to hold a demon-stration on how to plant native plants, andthe benets they provide. The demonstra-
tion was open to the public.

BATTING CAGES AT HILLER SPORTS COMPLEX:Thanks to generousdonations from McKin-leyville Little League(MLL) and several lo-cal businesses, Hiller
Sports Complex nowhas batting cages forarea youth to enjoy.
The batting cages are well-used and have proven to be a big hit thissummer. In times of limited eld use, teams could hold batting practicewhile waiting for their practice time on the eld. In addition, MLL held alarge tournament this year and we received many compliments on thebatting cages from teams coming from outside the area.
LAW ENFORCEMENT FACILITY:MCSD owns and maintains the Law Enforcement Facility (LEF), locatedat Pierson Park next to the McKinleyville Library. Funding for the LEFwas made possible by the MadRiver Rotary Club. MCSD hasbeen working closely with theSheriff Department to modi-fy the lease in order to allowMCSD to help provide limited
janitorial services for the facil-ity. By working together, wehave established a partnershipwhere the Sheriff Departmentprovides Sheriff Work Alterna-tive Program (SWAP) Crewseach Saturday at no cost to help maintain our parks, facilities and openspace maintenance zones.
THE DISTRICT OWNS FIRE HYDRANTS IN MCKINLEYVILLE:Fire hydrants are generally required to be installed by contractors insubdivisions and dedicated to the District upon testing inspection andacceptance. An upgrade of older hydrants in commercial areas to 4steamer nozzles to enhance re protection is an ongoing project. Hy-drants are replaced as they are identied and funds are available.
Arcata Fire Protection District and MCSD have initiated a project to in-stall re hydrants in commercial areas along Central Avenue. Thirteen(13) areas have been determined to be lacking in re hydrant coverage
and two hydrants per year will be installed. In FY 10/11 one hydrant wasinstalled with two scheduled for FY 11/12.
MEASURE B RENEWAL PASSES!In March 2011, McKinleyville property own-ers participated in the Measure B election- Renewal Vote for Parks, OpenSpace, and Recreational Facilities. After
the votes were tallied, Measure B passedwith overwhelming results!
The passage of Measure B means that theMCSD will be able to continue to maintainlocal parks, recreation facilities, trails andopen space areas at current levels into thefuture. In addition, Measure B also providesfunding to build a Teen/Family Center adja-cent to the McKinleyville Activity Center.
The planning process for the Teen/FamilyCenter has already begun and MCSD staffwill be working with students, schools, com-munity members, and others to begin thedesign phase.
The facility will include a lobby & receptionarea, multi-purpose room, storage, ofces,
restrooms, and a commercial kitchen.

County was cutting back on services, but because of
the trust that the residents in McKinleyville have in the
District they passed the rst Measure B to fund our rec-
reation facilities which are much used and loved. Now
because of that trust the people of McKinleyvlle have
passed the new Measure B.

how to play in a group setting and be active while parents form connections that
help us support each other. It helps McKinleyville kids learn social skills they will

STREETLIGHTS & BANNERS:After completing inspections of streetlightpoles last year, staff discovered a pole thatwas rotten near ground level.
After research andfurther inspections, itwas determined thata qualied pole in-spection rm shouldbe sought out to de-termine the integrityof the District street-light poles. Researchinto a reputable rmwas conducted and itwas determined Os-mose was qualiedand was contractedto carry out the in-spections and devel-op a study.
The conclusion of
the study ranked95% of the 248 poles inspected as having80% or greater life and 5% of the polesrequiring replacement in the near future.The 13 poles that require replacement willbe ordered and replaced. Osmose alsosubmitted a full written report and GPSlocations for all poles.
