Sports Federations often issue rules that govern the sport nevertheless; these are subject to EU Law on free movement of professional and semi- professional sportspeople, Coaches and Athletes , Articles 45,49 and 56 (TFEU) (Bosman1995) .

Olympic Weightlifting • In Europe National Federation qualifications for our sport vary greatly.

• These qualifications may fall within the remit of Government sports authorities, university systems or even professional organisations.

• In certain European countries, access to recognition in the field of sport education and training is subject to possession of a state diploma

• While in other European countries a diploma is not necessary in order to work as a sports coach.

1. Development

• Within Europe the development of a coach awards system should be carried out on a partnership basis between the EWF and the National Federations. The EWF under the guidance and leadership of the IWF needs to have a role where qualification structures are being considered or implemented

2. Framework

• A framework that recognises that the early levels of coaching are primarily of a volunteer nature and subject to great variation within and between Federations.

3. Competencies

• Coaching competencies need to be standardised, while allowing for variations in delivery process. A framework needs to fully address the coaching capacities at each level and have a clear conceptual framework to provide analysis of coaching competencies.

4. Quality Assurance

• A quality assurance mechanism needs to be in place to identify the extent to which the framework is being used by Federations and the inclusion of mutual recognition of qualifications.

5. Challenges

• Challenges remain in identifying a common framework outlining the competencies and assessments at each stage. There are different meanings of Europe, European integration, language barriers different concepts of the role of the coach, different legislative and also changing legislative

Coaches play a central role in promoting sport

• An athlete centred approach – clearly mapped coaching stages and competences associated with the long term development of coaches.

• A stronger Development Network - Athlete, Coach, Officials, Sport, Funders.

• Coaching Framework Foundations – The welfare of the athletes is the foremost concern to coaches in implementing and evaluating appropriate practices and competitions.

• Practical and Flexible Applications – Respecting cultures, traditions and language differences:

• Mapping coaching competences with coaching roles - Defining minimum standards for training, certifying and evaluating coaches, reliability and validity

European Coaching Passport Linking countries’ qualifications systems.

A Sports Coaching system that is linked to the EQF can support Coaches with extensive experience by facilitating validation of non-formal and informal learning.

By focusing on learning outcomes - easier to assess whether outcomes are equivalent in content to formal

qualifications
