EPCO invites applications for the following vacancies for the State Climate Change Knowledge
Management Center at Bhopal. EPCO is a registered society under the Housing and Environment
Department, Government of Madhya Pradesh. State Government has declared EPCO as the State
Designated Agency for Climate Change State Nodal Agency for Knowledge Management in Climate
Change. A dedicated State Climate Change Knowledge Management Center (SCCKMC) is being set up
within EPCO.

One person can apply for one post only. Please apply for only one suitable position.
Professionals/ Officers working in Government Departments/ Government Undertakings/ Government
Universities/ Government Organization/ Institutions are welcome to submit their application for
appointment on deputation, if they think that they are qualified enough in the field of assignment and can
discharge the duties enumerated here under. Deputation will be permissible for positions 1,2,3 of UNDP
Project and positions 4,5,6,7 under the Department of Science & Technology, GoI Project. Rest of the
positions is to be filled only on contract.
Professionals/ Officers intending to apply on deputation for positions mentioned in the following pages
will have to submit their application in reference to the advertisement and will have to go through the
selection procedures. Their appointment on deputation will be subjected to the recommendations of the
selection committee.
It will be responsibility of the incumbent Professionals/ Officers to obtain a No Objection Certificate from
their employer. Applications can be submitted in advance but they will have deposit a duly forwarded
copy of the application along with the NOC by their employer at the time of the interview. failing which
they may not be considered for selection.
Retired Professionals/ Officers from Government Departments/ Government Undertakings/ Government
Universities/ Government Organization/ Institutions who are below the age of 62 years as on 1st
July
2013, having experience in the relevant field/sector are welcome to submit their application for position no
1 (Sr. Consultant Forestry) , no. 5 (Subject Expert Water) and no.6 (Subject Expert Rural Development)
for contract appointment, if they feel that they are experienced enough in the field of assignment and can
discharge the duties enumerated in the Job profile.
Candidates with higher qualifications and experience will be given preference however for deserving
candidates the committee may also relax the eligibility criteria. The decision to relax eligibility criteria will
be taken by competent appointing authority of EPCO.
Contract duration will be for 5 years (Initially one year of contract will be given which will be renewed for
another two years subjected to the performance of the employees. After total three years, the contract
may again be renewed for another two years on the basis of the performance of the incumbents

Background:
Environmental Planning and Coordination Organization (EPCO) is registered society under Housing and Environment Department Government of Madhya Pradesh. EPCO’s comparative advantage or its USP is its ability as a “environment problem-solving intermediary”. This has largely been helped by the multi-disciplinary composition of the EPCO professionals. In this unique position EPCO connects government as well as non-governmental agencies in solving the environmental problems. One of the major roles that EPCO performs is to mainstream environmental concerns in various development initiatives of the state. As an autonomous organization of the State government EPCO enjoys easy access to all government stakeholders in the State to facilitate and co-ordinate environment and climate change related works in the State.
Madhya Pradesh State Climate Change Knowledge Management Center (SCCKMC)
Realizing the fact that climate change is affecting the state the Government of MP assigns high priority to
the issues of Climate Change and has constituted a high level interdepartmental committee with a view to
ensure inter-sectoral coordination and integration of climate Change concerns in the policy and programs
of line departments.
The existing Climate Change Cell of EPCO is being transformed into State Climate Change Knowledge
Management Center. The mission of this center is : To become center of excellence and knowledge hub in
the country to cater to the information and knowledge needs of policy makers, scientific community and
general public on issues related to climate change through collection, synthesis and dissemination of
knowledge.
State Government has designated EPCO as the State Nodal Agency for Climate Change and State
Designated Agency for Climate Change Knowledge Management Center.
SCCKMC Functions:
To create a knowledge repository on climate change issues;
To improve knowledge access and transfer;
To enhance knowledge environment on climate change issues; and
To manage knowledge as an asset.

Duties and Responsibilities of Senior Consultant - Forestry:
Under the overall supervision of the Executive Director EPCO and the direct supervision of the Principal
Investigator/ Coordinator the position of the Senior Consultant- forestry is seen as a key resource for
providing technical assistance, supporting coordination of the projects of State Climate Change
Knowledge Management Center.
- Assist in coordination of implementation of projects and other activities of the center.
- Assist in preparation of Annual Work Plans for Climate Change and Forestry related activities.
- Assist in organizing various workshops at Bhopal and out of Bhopal.
- Provide support for the identification of project partners/ agencies of appropriate experts, consultants and explore possibilities of mutual support
- Assist in developing and maintaining a vibrant network of relations with academic institutions, NGOs and other stakeholders involved in Climate Change.
- Prepare ToR/ RFP for engaging experts / agencies for the various projects of the center.
- Contribute in raising awareness among key actors, in particular at government level, regarding the Climate Change
- Assist in taking actions and develop tools to mainstream Climate Change Concerns into on going policies and projects of forest departments.
- Facilitate implementation of capacity building activities .
- Participate in national / international seminars and conferences, in order to promote the center and experience and learn best practices in the field of Climate Change
- Provide technical support to Executive Director, Coordinator/ Pi and Co-PI in preparing monthly/ Quarterly / half yearly/ and annual progress reports to be submitted to various funding agencies of the center in prescribed formats
- When required, provide assistance in information management and coordination functions

Duties and Responsibilities of Project Management Associate HR and Finance:
Under the overall supervision of the Executive Director EPCO, the position of the Project
Management Associate HR and Finance is a key resource for providing managerial assistance and
supporting coordination of the projects of the State Climate Change Knowledge Management
Center. The duties and responsibilities include:
- Coordinate implementation of the projects and activities of the center.
- Prepare Annual Work Plans and receive funds from various agencies associated with the center.
- Ensure timely completion of activities, proper, timely and complete utilization of budget.
- Conduct financial audits and submit progress reports (Quarterly Progress Reports, Annual Progress Report, FACE form and expenditure details) to the funding partners of the center in prescribed formats and submit before the relevant committees.
- Organize various workshops at Bhopal and out of Bhopal and be a certifying and visiting officer for the activities.
- Identify project partners/ agencies of appropriate experts, consultants and explore possibilities of mutual support.
- Develop and maintain a vibrant network of relations with academic institutions, NGOs and other stakeholders involved in Climate Change.
- Prepare Terms of reference, ToRs/ Request for proposals, RFPs for engaging experts / agencies for the project.
- Contribute in raising awareness among key actors, in particular at government level, regarding the Climate Change.
- Facilitate implementation of capacity building activities.
- Manage the team, perform administrative tasks and manage project finances.
- Support knowledge management initiatives in Climate Change Sector. More specifically, this includes:
- Developing and maintaining monitoring, evaluation and reporting mechanisms to effectively monitor the progress of various components of the project.
- From time to time organizing workshops and training sessions pertaining to Climate Change activities in the region.
