The Bahujan Samaj Party (BSP)on Monday announced that itwill not continue its 2019alliance with the SamajwadiParty (SP) in Uttar Pradesh. Aseries of tweets by BSPpresident Mayawati held theSP’s “post-poll behaviour”,which she said raised doubtson whether it can defeat theBharatiya Janata Party (BJP),as the main factor behind thedecision. She also claimed the high moralground for the BSP, which shesaid, allied with the SP in“people’s interest” in spite ofthe latter’s poor track law-and-order track record and anti-Dalit politics during its tenurebetween 2012 and 2017. TheBSP had earlier accused the SPof failing to ensure transfer ofits core voters to BSPcandidates during the 2019elections. An HT analysis ofelection statistics suggeststhat the BSP’s decision mightfurther strengthen the BJP inUttar Pradesh at the cost ofboth the SP and the BSP,especially the latter. The BJP won 62 out of the 80seats in Uttar Pradesh in the

End of SP-BSP alliance may help BJPstrengthen position in Uttar Pradesh

2019 elections with a voteshare of 49.6%. Compared to2014, this is a decline of nineseats despite an increase ofseven percentage points invote share. A long-termanalysis of BJP’s performancein Uttar Pradesh shows thatthe BJP’s seat share to voteshare ratio in 2019 is thelowest among the four times(1996, 1998, 2014 and 2019) ithas won majority of seats inthe state. Seat share to voteshare ratio is a useful metricto measure a party’s ability toconvert popular support intoseats. This analysis excludesthe five parliamentary

constituencies which werecarved out after the creation ofUttarakhand .These numbers suggest thatthe SP-BSP alliance was acrucial factor in reducing theBJP’s seat tally in Uttar Pradeshdespite the party getting itshighest-ever vote share. Anassembly constituency (AC)-wise disaggregated analysiscan explain this more clearly. There were 373 ACs in UttarPradesh, which had BJPcandidates in the 2014, 2017 and2019 elections. The BJP won310, 302 and 262 of these in the2014, 2017 and 2019 elections. The trends are completelyopposite for the SP and theBSP. Of the 143 ACs, which theSP contested in each of these,it won 33, 27 and 37 in the 2014,2017 and 2019 elections. Thereare 192 ACs that had BSPcandidates in 2014, 2017 and2019 elections, and it won 65 ofthese in 2019 against just sevenand 13 in 2014 and 2017. Thiscan be seen from thecomparison of strike rates –seats won as a percentage ofseats contested – of the three

parties. To be sure, the fact remains thatthe SP-BSP alliance has failedto live up to its expectations inthe 2019 polls. The main reasonfor this is a decline in thecombined vote share of the SPand BSP in 2019 compared to2014 and 2017, even as the BJPincreased its vote share toalmost 50%. However, any suchanalysis must not ignore thatthe 2019 performance of the SP-BSP alliance is the best againstthe BJP since SP’s assemblyvictory in 2012 in terms of seats, even with a lower vote-share.It is also noteworthy that theSP and the BSP had performedmuch better in the 2017assembly elections than the2014 Lok Sabha elections. Thissuggests that an alliance couldhave performed better in the2022 assembly elections in thestate. Of the 192 ACs that hadcandidates from the BJP, theBSP and the SP in 2014 and 2017elections and BJP versus SP-BSP candidates in 2019, thecombined vote share of the SPand BSP was more than 50% in2017 elections.
