Preface
This Publication on Employment Review is 38th in the series of its
annual issues being prepared and published by the Directorate General ofEmployment and Training in the Ministry of Labour & Employment. The
information contained in this review is based on data collected through the
network of Employment Exchanges in the country under the Employment
Market Information (EMI) Programme of the D.G.E.&T., which is the only
source of employment data in the organised sector of our economy.
2. This Review focuses on the employment situation that prevailed in the
organised sector as on 31st March, 2011 and the same has been analysed multi
dimensionally by incorporating various factors of employment branch-wise, size-
wise, zone-wise, State-wise, industry services sector-wise, etc. Such data will be of
great help in the areas of vocational guidance, educational planning, training,
manpower planning and monitoring of regular employment generation in the
organised sector.

EE (CNV) ACT Employment Exchanges (Compulsory Notification of
Vacancies) Act, 1959
EMPLOYERS REGISTER A register of establishments maintained at the Employment
Exchanges – Primary frame for collection of data under EMI
Programme.
LIVE REGISTER A register of persons currently seeking employment assistance
through the Employment Exchanges
PERCENTAGE All the percentages given in the review are based on absolute
figures, unless otherwise specified.
TOTAL On account of rounding off, the individual figures/subtotals(in the different Tables & Annexures) may not necessarily add
up to the total shown.
ESTABLISHMENT Any office or any place where any industry, trade, business or
occupation is carried out.

Any establishment owned, controlled or managed by:
i) Government or a department of the Government.
ii) A Government company as defined in Section 617 of the

IMPORTANT NOTE Data under EMI Programme is also being collected on voluntary basis from non-agricultural Private establishments
employing 10-24 persons and hence the coverage of the
programme is wider than that under the EE (CNV) Act.

HIGHLIGHTS
The present Employment Review is 38th in the series of Annual Employment Reviews
being published by the Directorate General of Employment and Training (DGE&T),
Ministry of Labour & Employment, Government of India, and pertains to the period
which ended on 31st March, 2011. This Review is based on the information collectedthrough the network of Employment Exchanges in the country under the Employment
Market Information (EMI) Programme of the DGE&T, which was initiated more than
four decades ago.
COVERAGE OF EMI PROGRAMME
The EMI Programme relates to the “Organised Sector” of economy. This organised
sector covers all establishments in the Public sector, irrespective of their size and non-
agricultural establishments in the Private sector employing 10 or more persons.
Information in respect of all the Public sector establishments and non-agriculturalestablishments in the Private sector employing 25 or more persons is collected
statutorily under the provisions of the Employment Exchanges (Compulsory
Notification of Vacancies) Act, 1959 and information from smaller non-agricultural
establishments in the Private sector employing 10-24 persons is collected on voluntary
basis.
ESTABLISHMENTS IN ORGANISED SECTOR
There were 3.28 lakh establishments on the Employer’s Register of Employment
Exchanges at the end of March, 2011. Of these 1.78 lakh were in the Public Sector
and remaining 1.50 lakh in Private Sector. It has registered an overall increase of1.71% during the period 2010-11. The number of establishments in Public sector
recorded a marginal decline over the previous year. The increase in establishments in
the Private sector was 4.06%.
EMPLOYMENT IN THE ORGANISED SECTOR
Employment in the organised sector has gone up from 287.08 lakh in March, 2010 to
289.99 lakh in March, 2011 recording an increase of 1.0 per cent. Employment in
Public Sector has marginally declined (1.8%) whereas Private Sector has recorded an
increase of 5.6% during 2011 over previous year.
EMPLOYMENT IN DIFFERENT ZONES/REGIONS
During 2010–2011, an increasing trend was observed in Western Zone (8.5%)
followed by Northern Zone (1.9%), Central Zone (1.0%). Whereas North - Eastern
Zone, Eastern Zone and Southern Zone observed a decline of (1.1%), (3.7%) and
(2.3%) respectively. Andaman & Nicobar Islands also recorded a marginal decline of
(0.1%).

EMPLOYMENT IN DIFFERENT INDUSTRY DIVISIONS
During 2010-2011, as would be observed from the results shown in Table 8, there was
a decline in employment in Transport, Storage & Communication (-4.52%) followed
by Mining & Quarrying (-3.36%), Agriculture, Hunting, Forestry & Fishing (-0.50%)and Construction (-0.21%). On the other hand, there was an increase in employment
in Wholesale & Retail trade and Restaurants & Hotels (5.91%) followed by Financing,
Insurance, Real Estates & Business Services (3.88%), Manufacturing (2.62%),
Community, Social & Personal Services (2.27%) and Electricity, Gas & Water (0.31%).
WOMEN EMPLOYMENT
Employment of women in organised sector went up from 58.59 lakh in March, 2010 to
59.54 lakh in March, 2011, registering an increase of 1.63%. Women’s employment in
Public sector registered a marginal decline of 0.79% whereas Private sector recorded an
increase of 4.54% during 2010-11.

CHAPTER 1
EMPLOYMENT MARKET
INFORMATION PROGRAMME
__________________________________________________________________________________
OBJECTIVES
1.1 The main objectives of Employment Market Information (EMI) Programme are: -
i) to provide information at short intervals about the structure of employment in
Public and Private Sectors at the area, state and national levels and also to
monitor changes in the levels of employment.
ii) to present occupational composition and educational profile of employees in the
Public and Private Sector establishments.
iii) to identify occupations which are characteristic to a given industry.
iv) to assess manpower shortages in organised sector.
v) to make available information required to improve and add to the services offered
by the National Employment Service.
vi) to monitor the progress in generating employment during the Five Year Plans.
COVERAGE
1.2 EMI programme was initiated in the year 1955 as a Pilot Project in Delhi, which was
subsequently extended to selected areas (Districts) in various States during the Second
Five-Year Plan period. The Programme has got a statutory base with the enactment of
the Employment Exchanges (Compulsory Notification of Vacancies) [EE(CNV)] Act,
1959. The data collected under the EMI programme covers only the organised sector
of the economy which inter-alia covers all establishments in the Public Sector
irrespective of their size and non-agricultural establishments in the Private Sectoremploying 10 or more persons. While the information from non-agricultural
establishments in the Private Sector employing 25 or more persons is collected under
the provisions of EE (CNV) Act, 1959, data from the establishments employing 10-24
persons is collected on a voluntary basis.
1.3 Under the EMI programme, collection of data is done following the “establishment
reporting system”. The establishments are required to furnish, at regular intervals,
details about the number of persons they employ by gender, vacancies that have
occurred and the type of persons, which are in short supply. This information relates
only to ‘Employers’ and ‘Employees’. Employers include Owners, Proprietors,
Managers, Working Partners, and Directors of Firms/Companies who work full timefor the firms/companies.

GEOGRAPHICAL COVERAGE
1.4 EMI Programme is being implemented in all the States and Union Territories of the
country except Arunachal Pradesh, Sikkim, Dadra & Nagar Haveli and Lakshadweep.
The programme could not be extended to these States/UTs so far due to administrative
reasons. The smaller establishments employing 10-24 persons in Private Sector in
metropolitan areas of greater Mumbai and Kolkata are also not being covered owing to
administrative reasons.
REFERENCE PERIOD
1.5 EMI data is furnished by the establishments through ER-I return. The form ER-I is
used for the collection of information from the establishments at quarterly intervals
ending 31st March, 30
th June, 30
th September and 31
st December of each year.
ORGANISATION OF THE PROGRAMME
1.6 The information collected through ER-I return is scrutinised, tabulated and analysed at
the area, State and national level. The Employment Exchanges prepare Area
Employment Market Reviews to indicate employment situation in the organised sector
within the district. The State Directors of Employment also prepare State level
Employment Reviews showing employment situation prevailing at the State level. At the
national level, Employment Reviews are prepared annually by the Directorate General
of Employment and Training projecting the overall picture of employment in the
organised sector in different States/UTs. The present Employment Review providesinformation regarding employment in the organised sector during the period 2010-
2011. The National Industrial Classification (NIC) 1998 was followed in classifying the
employment data by industries.
LIMITATIONS OF EMI DATA

EMI Programme does not cover: -
a) Employment in unorganized sector.
b)
Self-employmentc) Part-time employment
d) Employment in agricultural and allied establishments, which furnish employment
returns only on voluntary basis.
e) Employment in household sector and non-agricultural establishments employing
less than 10 workers in Private Sector.
f) Employment in Defence Forces.
g) Employment in Indian Embassies and Missions abroad.

Other limitations of EMI Programme are: -
a) The frame of establishments maintained at local Employment Exchange may not be
comprehensive in certain cases due to non-inclusion of new and emerging
establishments.
b) There is an element of estimation of employment in respect of non-responding
establishments.
c) Employment created under various beneficiary oriented employment generation
schemes/programmes might be erroneously reported under the EMI Programme.
COVERAGE OF ESTABLISHMENTS IN THE ORGANISED SECTOR AT THE END
OF MARCH, 2011.
1.8 On the basis of information furnished by the Directorates of Employment of various
States/Union Territories, there were 3.28 lakh establishments borne on the Employers’
Register as on 31st March, 2011. Of these, the required employment returns were
rendered by 2.14 lakh establishments both in Public and Private Sectors. The rate of
response works out to be 65.17% for the period ending March, 2011.
1.9 The Public Sector comprises establishments of Central Government, State
Government, Quasi- Government (Central), Quasi-Government (State) and Local
Bodies. Under Private Sector, the establishments are grouped on the basis of number
of persons employed therein. Establishments employing 25 or more persons are
categorized as larger establishments and those employing 10-24 persons are termed as
smaller establishments.

1.10 It is observed from the above table that out of the total of about 1.78 lakh
establishments in Public Sector (69.22%) rendered the returns whereas in Private Sector
out of 1.50 lakh establishments (60.33%) rendered the returns. The analysis of the rate
of response reveals that in Public Sector the highest number (75.68%) of establishmentsin Local Bodies rendered the employment returns followed by Quasi-Government
(State) (70.84%), State Government (70.67%),Quasi-Government (Central) (65%),

Central Government (61.48%). In the Private Sector, (67.73%) of the Larger
Establishments and (54.28%) of the Smaller Establishments had furnished the
employment returns for the period ending March, 2011.

1.11 Table-2 below presents the distribution of establishments by different branches of
Public and Private Sector during the year 2010-11.

1.12 It is seen from the above table that the total number of establishments increased by
1.71%. All the branches of Public Sector have shown a positive growth except Quasi-
Govt.(State) and Local Bodies whereas Private Sector (larger and smaller
establishments) maintained a positive growth during the period 2010-11.

COVERAGE OF ESTABLISHMENTS IN DIFFERENT ZONES/REGIONS:
1.13 The entire country has been divided into six Zones / Regions, viz., Northern Zone,
Central Zone, Eastern Zone, North-Eastern Zone, Western Zone and Southern Zone.
The Andaman & Nicobar Islands is outside the scheme of Zonal Councils embodied
in the States Reorganization Act, 1956. Table-3 shows the number of establishments inthe six zones and in the Union Territory of A & N Islands.

The above table reveals that the highest percentage increase of establishments in the organised
sector in 2011 over 2010 was recorded in the Western Zone (8.30%) followed by Central Zone
(0.38%). The marginal decline has been recorded in North Eastern Zone (1.46%), Eastern
Zone (1.36%), and Southern Zone (0.27%). Andaman & Nicobar Islands, which is kept outside
the scheme of zonal classification, and Northern Zone remain static.

2.1 During the period under review (2010-2011), employment in the organised sector
showed an increase of 1.0%. In absolute terms, employment in the organised sector
increased from 287.08 lakh at the end of March, 2010 to 289.99 lakh at the end of
March, 2011.
2.2 The sector-wise break-up of employment as on 31st March, 2011 and percentage change
is shown in the following table:

It is revealed from the data contained in the table-4 that employment in the Private Sector
recorded a significant increase of 5.6% in 2011 over the year 2010 while in Public Sector,
employment has shown marginal decline of 1.8% during the same period. The overall increase
was 1.0%.

An analysis of employment in 2011 over 2010 of different branches of the Public Sector revealed that
Quasi Government (Central), State Government, Local Bodies, Quasi Government (State) and Central
Government showed a decline of (-0.14%), (-1.84%), (-1.69%), (-2.10%) and (-3.48%) respectively.
EMPLOYMENT IN PRIVATE SECTOR
2.4 Employment in the Private Sector is classified by size of establishments. On this basis,
the break-up of employment in the Private Sector by size of establishments is shown in
the following table-6.

It may be observed from the table-6 that employment in larger establishments in the Private Sector has
increased by 5.80% whereas employment in smaller establishments recorded an increase of 3.74% as on
31st March, 2011 as compared to corresponding period of previous year. The overall increase in
employment in the Private Sector was of the order of 5.6% during the period under review.

The above table depicts the zone wise trend in employment in organized sector. There was an
increase in employment in Western Zone (8.5%) followed by Northern Zone (1.9%), Central
Zone (1.0%) and Andaman & Nicobar Islands (0.1%). The employment in North-Eastern
Zone, Eastern Zone and Southern Zone have shown decline of (1.1%), (3.7%) and (2.3%)
respectively.

CHAPTER3
EMPLOYMENT IN STATES AND
UNION TERRITORIES
__________________________________________________________________________________
3.1 Employment in the organised sector in the country is spread over 31 States/Union
Territories. Rest of the States/UTs have not been covered under the programme.
Analysis of data with regard to employment in the organised sector by different
Zones/Regions has already been made in Chapter II. Each Zone/Region has a group
of contiguous States/Union Territories. The main focus of analysis is on the trend of
employment in the organised sector in various States/Union Territories under each
Zone/Region. Employment in different States/Union Territories under each of the six
Zone is shown in Annexure III.
NORTHERN ZONE
HARYANA
3.2 Total Employment in the State increased from 6.67 lakh to 7.15 lakh in March, 2011
showing an increase of 7.2% over 2010. Employment in Public Sector increased from
3.78 lakh to 3.85 lakh (1.8%). Whereas employment in the Private Sector increased
from 2.89 lakh to 3.30 lakh (14.3%). The State had a share of 2.46% in all Indiaemployment in the organised sector.
PUNJAB
3.3 Total employment as well as employment in Public & Private Sectors remained static
at 8.26, 4.88 and 3.38 lakh respectively in the State at the end of March, 2011. The
state had a share of 2.85% of all India employment.
HIMACHAL PRADESH
3.4 Total employment in the state increased from 3.88 lakh to 3.92 lakh in March, 2011
showing an increase of 1.1%. Employment had increased in Private Sector by 1.10%
and the Public Sector recorded an increase of 1.52% during the period under review
(2010-11). The share in all India employment remained static at the end of March,
2011.

CHANDIGARH
3.5 Total employment in the Union Territory recorded an increase from 1.00 lakh at the
end of March, 2010 to 1.08 lakh at the end of March, 2011 registering an increase of
8.2%. Employment in Public Sector recorded an increase of 0.33% and in Private
Sector it increased by 0.44% during 2010-11. The Union Territory contributed only0.37% of the total organised sector employment at all India level.
DELHI
3.6 Total Employment increased from 8.61 lakh at the end of March, 2010 to 8.66 lakh at
the end of March, 2011, registering a marginal increase of 0.6%. In the Public Sector,
employment increased by 3.39% while in the Private Sector it increased by 2.38%. It
contributed 2.99% to the total organised sector employment at the all India level.
RAJASTHAN
3.7 Employment in the State increased from 12.69 lakh to 12.83 lakh in March, 2011
registering an increase of 1.2%. In Public Sector, employment decreased by 0.3%
while in Private Sector employment recorded an increase of 5.8%. The share of the
State in all India employment was 4.43% at the end of March, 2011.
CENTRAL ZONE
UTTAR PRADESH
3.8 Total employment in the State increased from 21.53 lakh in March, 2010 to 21.69
lakh in March, 2011 recording an increase of 0.8%. The Public Sector recorded
marginal decline of 0.3% in its employment while in the Private Sector, employment
went up by 4.1%. The State accounted for a share of 7.48% of all-India employment at
the end of March, 2011.
UTTARAKHAND
3.9 The total employment in the State increased from 2.88 lakh in March, 2010 to 3.02
lakh in March, 2011 recording an increase of 4.8%. The Public Sector recorded a
marginal increase at the rate of 0.1% while Private Sector recorded an increase of
17.3%. The State contributed 1.04% of the total organised sector employment at all
India level.

CHHATTISGARH
3.10 The total employment in the organised sector increased by 2.3% during 2011 over
2010. In Public and Private Sectors, employment was 2.93 lakh and 0.36 lakh
respectively at the end of March, 2010 whereas employment in Public & Private
Sector was 2.98 lakh and 0.38 lakh respectively at the end of March, 2011.Employment in Public Sector recorded an increase of 1.7% while employment in the
Private Sector has shown an increase of 7.6% during the reference period.
Chhattisgarh State had a share of 1.16% in all India employment as on 31st March,
2011.
NORTH-EASTERN ZONE
ASSAM
3.11 Total employment in the State increased from 11.14 lakh in March, 2010 to 11.18 lakh
in March, 2011, recording a marginal increase of 0.3%. In Public Sector, employment
increased by 0.6% whereas employment in Private Sector marginally increased by
0.1%. The State had a share of 3.85% of all India employment.
MEGHALAYA
3.12 Total employment in this State in organised sector increased from 0.43 lakh in March,
2010 to 0.52 lakh in March, 2011 recording an increase at the rate of 20.9%.
Employment in Public Sector recorded an increase of 26% while in Private Sector
employment shown a decrease of 10.8%. The State had 0.18% share in all India
employment of the organised sector.
MIZORAM
3.13 Employment in the State in the organised sector declined from 0.42 lakh at the end of
March, 2010 to 0.10 lakh at the end of March, 2011 registering a decline of 75.9%. The
employment in the Public Sector declined by 75.6% whereas in Private Sector it
decreased by 85.8%. The State’s share in all India organised sector employment was
only 0.03%.
NAGALAND
3.14 Total employment in the organised sector decreased from 0.79 lakh at the end of
March, 2010 to 0.78 lakh at the end of March, 2011. The employment in the Public
Sector decreased by 1.4% whereas in Private Sector it increased by 7.3%. Nagaland hada small share of 0.27% in the total organised sector employment in the country.

TRIPURA
3.15 Employment in the State had recorded an increase of 2.2% at the end of March, 2011.
In absolute terms, total employment was 1.41 lakh at the end of March, 2010 while it
was 1.44 lakh at the end of March, 2011. Employment in Public and Private Sectors
recorded 1.38 lakh and 0.06 lakh respectively during the same period. Tripuracontributed only 0.50% in the total organised sector employment at all India level.
EASTERN ZONE
BIHAR
3.16 Total employment in the organised sector in the State declined from 4.23 lakh at the end
of March, 2010 to 4.22 lakh at the end of March, 2011, showing a marginal decline of
0.1%. The employment in Public Sector remained static and in Private Sector, there
was a marginal decline of 1.0%. The State’s share was 1.46% in the total organised
sector employment in the country.
ORISSA
3.17 Total employment in the organised sector increased from 7.27 lakh in March, 2010 to
7.06 lakh in March, 2011 recording a decline of 2.9%. The employment in Public
Sector declined by 3.8% while in Private Sector, it showed a positive growth of 1.7%.
The share of the State was 2.44% in the total organised sector employment in the
country.
WEST BENGAL
3.18 The organised sector employment in the State declined from 19.27 lakh in March,
2010 to 18.14 lakh in March, 2011 recording a decline of 5.9%. Employment in Public
Sector has gone down by 8.4% whereas employment in Private Sector declined by
2.3%. The overall employment in the State accounted for 6.26% of the total organised
sector employment at the all-India level.
JHARKHAND
3.19 The employment of this State declined from 16.08 lakh at the end of March, 2010 to
15.69 lakh at the end of March, 2011 recording a decline of 2.4%. The employment in
Public Sector marginally declined by 0.2% while in Private Sector, it declined by 10.7%.
Jharkhand had a share of 5.41% in all India organized sector employment.

WESTERN ZONE
GUJARAT
3.20 Employment in the organised sector in the State was 19.82 lakh in March, 2010 as
compared to 21 lakh in March, 2011. The increase in the organised sector employment
was 6.0% during the period under review. There was an increase of 1.0% in
employment in the Public Sector whereas Private Sector employment increased by
9.3%. The total organised sector employment in the State accounted for 7.24% of the
total employment in the organised sector at the all-India level.
MAHARASHTRA
3.21 Employment in the organised sector in the State increased from 42.55 lakh in March,
2010 to 46.78 lakh in March, 2011 showing an increase of 9.9%. In the Public Sector anincrease in employment was 3.2% whereas employment in Private Sector increased by
16.4%. The total organised sector employment in the State constituted 16.13% of the
total organised sector employment at the all-India level during the period under review.
GOA
3.22 The total organised sector employment had gone up from 1.40 lakh at the end of
March, 2010 to 1.44 lakh at the end of March, 2011 reflecting an increase of 3.1%. In
Public Sector the increase in employment was 1.7% whereas in Private Sector the
employment increased by 5.1%. The State accounted for only 0.50% of the total
organised sector employment at the all-India level.
SOUTHERN ZONE
ANDHRA PRADESH
3.23 Employment in the organised sector in the State declined from 21.82 lakh at the end of
March, 2010 to 20.60 lakh at the end of March, 2011 recording a decline of 5.6%. The
Public Sector employment had registered a decline of 11.7% while in the Private Sector
employment increased by 6.3%. In all India employment figures, the State accounted
for 7.10% in the total organised sector employment in the country.

KARNATAKA
3.24 Organised sector employment in the State went up from 22.85 lakh in March, 2010 to
22.95 lakh in March, 2011 showing a rise of 0.4%. Employment in the Public Sector
remained static while in Private Sector showed a marginal increase of 0.8%. Karnataka
contributed 7.92% in the total organised sector employment at the all India level.
KERALA
3.25 The total organised sector employment in the State declined 11.11 lakh in March, 2010
to 10.88 lakh in March, 2011 showing a fall of 2.1%. In the Public Sector, the
employment declined by 5.9% while in Private Sector it recorded an increase of 2.7%.
Kerala contributed 3.75% in the total organised sector employment at the all India level.
PUDUCHERRY
3.26 The total employment in the organised sector declined by 14% from 69 thousand at the
end of March, 2010 to 60 thousand at the end of March, 2011. The overall
employment in the Union Territory was 0.21% of the all India employment in the
organised sector.
TAMIL NADU
3.27 In this State, organised sector employment decreased from 23.65 lakh in March, 2010
to 23.27 lakh in March, 2011 indicating a decline of 1.6%. There was a marginalincrease of employment in Private Sector by 0.2% whereas the employment in the
Public Sector decreased by 2.7%. The proportion of organised sector employment as a
whole to all-India employment was 8.02% during the year under review.
ANDAMAN NICOBAR ISLANDS
3.28 The Union Territory is outside the Zonal classification as per the States Reorganisation
Act. The employment in the U.T. during the period under review increased marginally
by 0.1%. The Public Sector employment increased by 0.1% while in the Private Sector
employment remained static. The Union Territory accounted for 0.13% of the total
organised sector employment at the all India Level.

EMPLOYMENT IN INDUSTRIES/SERVICES
It will be observed from table-8 that primary sector comprising agriculture, hunting,
forestry & fishing and mining & quarrying industry division showed an overall decline
of 1.84% in employment in 2011 over 2010. Under this sector, agriculture, hunting,
forestry and fishing recorded a marginal decrease of 0.50%, whereas the mining &
quarrying division recorded a decrease of 3.36% in 2011 over 2010.
4.2 An overall increase in employment in secondary sector was 2.02% during 2011 over
2010. Under this Sector, employment in manufacturing recorded an increase of 2.62%
whereas electricity, gas & water recorded an increase of 0.31%. The Construction
industry showed a marginal decline of 0.21%.
4.3 The overall increase in employment in the tertiary sector was 1.64% during 2011 over
2010. In this sector, a significant increase was recorded in wholesale and retail trade and
restaurants & hotels 5.91% followed by financing, Insurance, Real Estate & business
services 3.88% and community, social and personal services 2.27% whereas transport
storage and communication recorded a negative growth of 4.52%.

5.1 Employment of women constitutes an important component of the organised sector
employment in the country. The employment of women in the organised sector has
gone up steadily over the last eleven years. It comprises 20.5% of the total employment
in the organised sector in the country as on 31st March, 2011. An overview of women’s
employment is given in the following table: -

5.3 The employment of women in Public and Private Sectors from 31st March, 2011 over
2010 and percentage changes between two years are presented in the following
Table-10.

It may be observed from the above table that out of the total 59.54 lakh women employees in
the organised sector at the end of March, 2011, there were 31.71 lakh in the Public Sector and
the remaining 27.83 lakh in the Private Sector. Women’s employment in Public Sector
registered a marginal decline of 0.79% whereas Private Sector registered an increase of 4.54%
during the period under reference. There was an overall increase of Women employment in
both Public and Private Sector was 1.63%.

BRANCH-WISE AND SIZE-WISE COMPOSITION OF WOMEN’S EMPLOYMENT
5.4 The distribution of women’s employment by different branches of Public Sector and by
size of establishments in the Private Sector is presented in table-11 below.

The branch- wise distribution of women’s employment shows an overall increase in
employment in Public Sector (1.02%) in all constituents of Public Sectors except State
Government (Quasi) and Local Bodies which recorded negative growth of (3.23%) and (0.22%)
respectively. The highest increase was recorded in Central Government (6.44%) followed by
State Government (2.78%) and Central Government (Quasi) (0.16%). There was an overall
increase of (3.04%) in women’s employment in the Private Sector. The women employment
recorded a growth of (6.35%) in larger establishments whereas decline of (19.73%) was
observed in smaller establishments during the period under review.

It may be observed from the above table that in the women’s employment the highest increase was
recorded in Western Zone (4.56%) followed by Eastern Zone (3.73%), Central Zone (3.06%), Northern
Zone (2.45%), and A&N Islands (0.01%). North Eastern Zone and Southern Zones recorded a negative
growth of (1.34%) and (0.16%) respectively.
WOMEN’S EMPLOYMENT IN STATES/UNION TERRITORIES
5.6 The distribution of women employees by States/UTs cross-classified by Public and
Private Sectors as on 31st March, 2010 and 2011 is contained in Annexure- X. It may be
observed that women employment had gone down in the States/UTs of Puducherry
(6.17%), Tripura (4.98%), Jharkhand (1.40%), Mizoram (76.61%) and the States of
Andhra Pradesh, Kerala & Tamilnadu showed a marginal decline of (0.74%),(0.03%) &
(0.54%) respectively. There was a significant and substantial growth of women
employment in Meghalaya (23.54%) followed by Haryana (10.12%), West Bengal(7.72%) and Gujarat (6.20%).

WOMEN’S EMPLOYMENT IN INDUSTRIES
An analysis of data on women’s employment contained in table-13 reveals that there
was an overall increase in women employment in industries. Whole sale and Retail Trade and
Restaurant and Hotels recorded the highest increase of (14.26%) followed by Financing,
Insurance, Real Estate and Business Services (6.96%), Agriculture, Hunting, Forestry andFishing (2.85%), Manufacturing (1.36%), Transport, Storage and Communication (1.17%),
Community, Social & Personal Services (0.41%). Whereas a decline was recorded in Mining &
Quarrying (18.64%), Construction (3.16%) and Electricity, Gas & Water (2.38%).
