• Since mid 70s, Egypt has succeeded in putting together the building blocks of a democratic system

– Most competitive elections in parliamentary history in November-December 2005

• New Cabinet in January 2006

Further Reforms

• Future Reforms are currently under discussion among stakeholders:-

– Enhancing Judiciary independence– More oversight authority for Parliament over

Government– Decentralization & Empowerment of Local

Parliament– New law for Terrorism instead of State of

Emergency– New Electoral Law to improve electoral system

Economic Reform Agenda

• Competition is the organizing principle of economic reform

• Building the institutional and regulatory framework for a successful market economy

– Competition Commission– Consumer Protection Agency

• Customs reform in September 2004– Simplification of customs procedure

• Tax reform in June 2005– Reduction of tax rate up to 50%

Economic Reform Pays-Off

• GDP growth of 6.1%

• Reduction of inflation rate to 3.1%

• Real Income increased by 15-20%

• EGP 20 billion in proceeds of privatization since July 2004

• Investments and FDI boom since 2005

• Exports surged 23% creating 175000 job opportunities

• Privatization of Telecom Egypt– Lead by CSFB, EFG-Hermes & CIB in Dec. 2005– Biggest IPO in the Cairo and Alexandria Stock

Exchange (CASE) with a value of around USD 1 billion

Egypt becoming a Regional Leader in Mobile Technology

• Development of Egyptian know-how in the area of design, establishment and maintenance of 2/2.5G networks

• Development of OrascomTelecom as a regional operator through acquisition of licenses in MENA, Asia and most recently in Europe

– Slashes of 40% of prices in June 2006

• Reductions in connectivity tariffs to reach a wider base
