Child Care WAGE$ Renewal (ELC 7) K. Lee Tirpak The Child Care Wage$® (Wage$®) contract rewards early childhood practitioners with salary supplements based on their education and continuity of employment. By increasing teacher retention, WAGE$® provides children with more stable relationships and better educated teachers. Current turnover for teachers participating in ELC Broward’s WAGE$® program is 9% compared to 30-40% Nationwide. The Child Care WAGE$® annual contract held by the Children’s Forum, Inc. expires on June 30, 2016 and requires a renewal for an

ELC staff met with providers from the community in order to obtain feedback regarding the program in efforts to increase the impact of the program. Based on their feedback and the outcome of ELC’s internal monitoring, the Coalition is proposing changes to provider participant’s eligibility. This revised System continues to reward teachers who are committed to education and continuous quality improvement. WAGE$® contract and approve recommended changes. EXHIBIT Action Statement Page 22 5. Contract Amendment for BRHPC (ELC 2) K. Lee Tirpak

The services contract held by Broward Regional Health Planning Council (BRHPC) for Eligibility and Enrollment, Fiscal Administration for School Readiness, Child Care Executive Partnership, Voluntary Prekindergarten, Financially Assisted Child Care, Teen Parent and Refugee Services Programs requires an annual allocation for funding. ELC staff is recommending an increase in funding to reflect the difference between the 10 month budget for the FY2015-2106 contract and the twelve month contract for FY2016-2107, as well as staffing changes to better align service delivery and help maintain quality services for clients. Clarification of deliverables related to anti-fraud activities have also been incorporated into the FY 2016-17 contract. 6. Market Rate/Provider Rate K. Lee Tirpak

Annually the Coalition reviews the provider reimbursement rates after comparing the State’s Provider Market Rate and provider rates from Coalitions statewide. After this year’s review, the ELC staff recommends that the ELC maintain the current provider rate structure approved in 2013. 7. Renewal of OEL Grant Agreement and Performance Funding Project K. Lee Tirpak

The Office of Early Learning will be submitting to the Coalition a renewal Grant Agreement for School Readiness and VPK, and a separate agreement for the continuation of the Early Learning Performance Funding Project (PFP) that will require immediate action prior to the next Executive Committee meeting. General Counsel legal review will occur upon receipt of the OEL Contract(s).

The University of Florida is expected to submit to the Coalition two renewal Grant Agreements that would require immediate approval, execution and implementation prior to the next Executive meeting. One contract is for the continuation of CLASS observations of the Performance Funding Project participants (where the Coalition receives reimbursement for when a CLASS observation is conducted). The second contract is for the Early Learning Florida course coordination activities (where the Coalition receives reimbursement for recruitment, monitoring, and providing stipend payments to participants who master a course). Since the RTCO contracts already include payments to each cluster for Technical Assistance (TA) to some of the participants enrolled in these courses, the reimbursement is distributed directly to the Coalition’s budget. Nearly 600 practitioners registered for at least one course through the University of Florida, 42% of the first semester participants achieved mastery of the class and 59% of the second semester participants achieved mastery. An additional 85 practitioners are taking a class in the current summer semester. General Counsel legal review will occur upon receipt of the University of Florida Contract(s).

Agreement with CareerSource – Youth Services Janice Carter The Early Learning Coalition (ELC) would like to participate in the Community Service/Work Experience Program for young adults administered by CareerSource Broward. To participate, the ELC will provide a non-paid community work experience to Welfare Transition Program (WTP) participants referred (and paid) by CareerSource Broward’s One-Stop Center. 10. Advertisement in Family Resource Guide Janice Carter Each year the Coalition places an Advertisement in the Family Resource Guide which is distributed on a mass scale throughout the county by the Children’s Services Council of Broward County. The Advertisement informs the community about the early care and education services provided by the Coalition.

FY 2016-2017 Budget Cindy Arenberg Seltzer The proposed over all Coalition agency budget for FY2016-2017 totals $90.918 million, including school readiness - $42.448 million, CCEP - $2.646 million, VPK - $40.115 million and Children’s Services Council - $5.092 million. STAFF REPORTS For Your Information (FYI) – This new section will include noteworthy items that Coalition staff wants to make Board members are aware of, including requests for letters of support, upcoming trainings and events, staffing changes, contracts with costs at or below $5,000.00 (approved by the CEO), State or Federal policy changes, etc.

1. Letters of support:

a. Family Central, Inc. is requesting a letter of support from the Coalition for The Home Instruction for Parents of Preschool Youngsters (HIPPY) program. To support Family Central’s Broward HIPPY program, the Coalition will agree to identify and refer eligible families in Broward County to the HIPPY program through CCR&R, as well as to advertise the program to eligible clients. The Coalition has supported HIPPY in the past. Page 65

b. The Broward County Library is requesting a letter of support for their grant application for “On-Demand Software” for library program planning and database coordination that has an interactive element through a public portal. This project aligns with the Broward Reads literacy initiative. This request includes Coalition participation (1 staff member) in their task force meetings. Page 66
