1 The Background and the Purpose of EMP
Regulation on the protection of drinking water source in Shanghai was promulgated in
2010, according to its requirement, protection scope of water source area, including
the upper Huangpu River, should be delineated. Given this, there are six sets of water
intakes which should be included into the Grade I protection zone. According to the
requirements of first-grade protection zone, any project which is irrelevant to
water-supply facilities and water protection should be terminated or disclosed.
However, relocation is hard for some enterprises. For instance, according to the
geographic location, demolition cannot be realized for both several enterprises on the
north bank and Shanghai Shipyard on the southern bank. Under such circumstances,
since it is so hard for Minhang and Fengxian water intakes to implement the
first-grade protection, concrete measures must be taken to tackle this big problem.
Regarding raw water planning of upper reaches of Huangpu River approved in October,
2013, Shanghai Municipal Government insists that the raw water sources of the upper
reaches of the Huangpu River provides water to Qingpu, Songjiang, Jinshan, Fengxian
and some portions of Minhang with water supply capacity of 5,000,000 m3/d, serving a
population of about 9,500,000 people. In order to improve the security of raw water in
five districts of the upper reaches of Huangpu River, that is, Qingpu, Songjiang,
Fengxian and some portion of Minhang, five existing water intakes will be incorporated
into Jinze of Taipu river and Songpu water-intake, forming the layout of pipe routing
project of upper Huangpu Intake system which features one line, two spots and three
stations and realizing two-way water diversion in both positive and opposite direction
in a bid to safeguard water supply. At the same time, Jinze area, northern bank of Taipu
River, will utilize existing lake to build a new reservoir in order to strengthen the
centralized protection and stabilization of the water quality of the water source.
Consideration of the current water situation, two engineering will be implemented in
advance, that is, one-way Pipe Routing Project of Upper Huangpu Intake system and a
small ecological regulating reservoir. 1

Minfeng Raw Water Conveyors Project is a part of the raw water project of upper
Huangpu River water source. The raw water supply is changed from Songpu Bridge
into Jinze reservoir for centralized water supply. The range of project influence
includes Pipe Routing Project of Upper Huangpu Raw Water Intake system and Jinze
Reservoir Project of Upper Huangpu Raw Water Intake system.
In accordance with the Law of Environmental Impact Assessment of People’s
Republic of China and Regulations on the Administration of Construction Project
Environmental Protection, environmental impact assessment is required for new,
upgrade and expansion projects that have environmental impacts, and an
environmental impact assessment report or form should be prepared to describe local
environmental quality condition of the project location and environmental impacts
associated with project construction and operation. In accordance with Notice of
Strengthening EIA Management of Construction Project Financed by International
Financing Organization issued by the Ministry of Environmental Protection (MEP)
and based on nature of this Project, Pipe Routing Project of Upper Huangpu Raw
Water Intake system and Jinze Reservoir Project of Upper Huangpu Raw Water
Intake system are combined with the EMP for Minfeng Raw Water Conveyors Project.
EMP report shall be prepared by Shanghai Academy of Environmental Sciences
separately (SAES).

2.1 Project Description
2.1.1 Project Name

2.1.2 The Proposed Project Location
The proposed Minhang and Fengxian Conveyor Project is located inSongjiang
District, Minhang District and Fengxian District of Shanghai.
The project is located in Upper Huangpu River Water Source protection area.
Minhang water regulating tank and Fengxian water regulating tank are all located in
the Grade II water source conservation area, Minhang branch line(1.0km) and
Fengxian branch line(1.467km) are located in the Grade
I water source conservation area, while the rest branch lines locate in the Grade
II water source conservation area.
2.1.3 Project Owners or Implementation Agency
Implementation agency of this Project is Shanghai Chengtou Raw Water Co., Ltd
(CRWC).
2.1.4 Project Scale
(1) The raw water conveyance capacity of this project is 1.95 million m3/d. Raw
water will be conveyed from the existing Songpu Pumping Station via two
routes to Minhang Water Intake Pumping Station (WIPS) and Fengxian WIPS
respectively. The conveyance capacity of the Minhang conveyor is 1.1 million
m3/d and the conveyance capacity of the Fengxian conveyor is 0.85 million
m3/d. Minhang and Fengxian WIPSs will serve as emergency standby water
supplies after the project is completed.
(2) Minhang pressure regulating tank covers an area of 7447m2 with a flat area of
3000 m2, and the volume is 11300m3. The top elevation and bottom elevation
of the tank are 4.7m and -0.4m separately.
(3) Fengxian pressure regulating tank covers an area of 5789.87m2, the volume is
10200m3. The top elevation and bottom elevation of the tank are 5.1m and
0.3m separately. 3

2.1.5 Major Project Components
(1) The water pipelines from Songpu PS to Minghang water department with the
length of 2.3km using a single pipe of DN2600. The new water pipelines from
Minfeng Diversion Chamber to Songpu PS and from Minfeng Diversion
Chamber to Fengxian Water Division with the length of 9.906km using a
single pipe of DN3000.
(2) New water regulating pond (including pressure regulating stabilization
facilities) and overflow wells will be built in the water-side (at the pump
station) in Minhang District and Fengxian District.
(3) Necessary reconstruction project of the existing water intake pumping station
(connecting pipe from water regulating tank to the existing water pumping
station suction well) in Minhang Water Division and Fengxian Water
Division.
2.1.6 Environmentally Sensitive Targets
The main environmentally protective factors of the proposed project are atmosphere,
surface water, ground water, sound environment and ecological environment. The main
environmental protection targets’ survey in the evaluation scope is shown in table 2.1-1.

2.1.7 Cost Estimate and Implementation Plan
The project is planned to start in September 2014, and to be finished in October 2016.
According to “The preliminary design review report”, the total investment is about
CNY 831.2 million.
2.2 Objective of EMP
Aiming at inevitable environmental impacts of this Project, an EMP is prepared to
formulate a set of operable environmental countermeasures with technical feasibility
and financial sustainability, nail down measures of environmental alleviation,
environmental management and institutional arrangement of contractors, construction
supervisions, operators, and environmental administrative agencies during
construction and operation, and eliminate or compensate adverse impact on society
and environment of this Project as much as possible to an acceptable level.
(1) Nail down measures of environmental alleviation for environmental protection
targets. Shanghai EPB, EIA institute and design institute of this Project
conducted a detailed check and verification of environmental protection
targets on site and recommended effective mitigation measures which are
included into engineering design and will be the contract obligations of
contractors and operators.
(2) Guideline of environmental management. The environmental monitoring plan
during construction and operation in this EMP can ensure effective
implementation of mitigation measures. The monitoring plan will be provided
to construction supervision unit, environmental monitoring unit and other
relevant units as an environmental protection document during construction
and operation. Nails down roles and responsibilities of relevant administrative
and functional agencies and the channel and method of communication among
agencies.

(3) Nail down roles and responsibilities of relevant administrative and functional
agencies. As well as provide the channel and method of communication
among agencies.
(4) Put forward environmental monitoring plans and training programs for the
construction and operation. In order to ensure the effective implementation of
the environmental mitigation measures and early to deal with unforeseen or
unexpected environmental problems, environmental monitoring plans and
training programs for the construction and operation was proposed in this
EMP.

(1) Sewage discharge control standards
The World Bank does not set the discharge standards on this industrial field, so Shanghai
Integrated Wastewater Discharge Standard for special waters (DB31/199-2009) is applied
to construction period and operational period. Water standard for vehicle washing and
road sweeping in the Urban Recycling-Miscellaneous Water Quality (GB/T18920-2002)
is applied to reuse of wastewater in construction period. Excess water can be discharged
into river which is not included in Grade I or Grade II water source conservation area
after achieving the special protection waters standard in Shanghai Integrated Wastewater
Discharge Standard (DB31/199-2009).

2.3.5 World Bank Group Environmental Health and Safety Guidelines
The World Bank Group EHS Guidelines(EHS General Guidelines), sector-specific
Water and Sanitation Guidelines contain performance levels and measures that are
generally considered to be achievable in new facilities by existing technology at
reasonable costs. Application of the EHS Guidelines to existing facilities may involve
the establishment of site-specific targets, with an appropriate timetable for achieving
them.
The applicability of the EHS Guidelines should be considered the hazards and risks
established for each project on the basis of the results of an environmental assessment
in which site-specific variables, such as host country context, assimilative capacity of
the environment, and other project factors, are taken into account. The applicability of
specific technical recommendations should be based on the professional opinion of
qualified and experienced persons.
When host country regulations differ from the levels and measures presented in the
EHS Guidelines, sector-specific Water and Sanitation Guidelines, projects are 14

expected to achieve whichever is more stringent. If less stringent levels or measures

human health and the environment.
The Environment, Health and Safety Guidelines includes measures relevant to water

2.5 Emergency Management
2.5.1 Organization and Duties
(1) Composition of Emergency Organization
Working group of water pollution emergency is set up by Shanghai Minhang Water Co. and
Shanghai Fengxian Water Co., and is headed by general manager. It is composed of staff
from Minhang EPB, Fengxian EPB, Songjiang EPB, Minhang Water Authority, Fengxian
Water Authority and Songjiang Water Authority.
(2) Duty of Emergency Organization
The main responsibilities of the working group for emergency is preparing contingency plans,
carrying out emergency work for environmental emergencies, responsible for organizing and
leading emergency handling, assessing events and disputes, reporting the situation to their
superiors and making recommendations and measures to their superiors if it is necessary to
start a higher level of contingency plan.
2.5.2 Emergency Response
(1) Emergency Procedures
Once water pollution occurred such as oil spilling, people at the scene (witnesses, units or
individuals) have the responsibility and obligation to call the emergency telephone
immediately. The working group for emergency should instruct relevant department to send
people to the scene shortly after receiving the report. Inspectors should sample and test
quickly and report test results to the working group for emergency within 30min. Water
analysis departments of Shanghai Minhang Water Co. and Shanghai Fengxian Water Co.
should rush to scene of the accident within 60min after receiving information to retest and to
preliminary determine the grade of accident. Once the accident is confirmed, they should
report to the working group for emergency immediately.
(2) Emergency Response
The working group for emergency should activate contingency plans and rush to the scene of
the incident, meanwhile contact with environmental protection, water affairs bureau and other
relevant departments to handle the pollutants in water sources. Meanwhile they should

organize emergency rescue teams, emergency supplies and equipment. Shanghai Minhang
Water Co., Ltd. and Shanghai Fengxian Water Co., Ltd. should organize enterprise to
implement the emergency response work by the coordination of the working group for
emergency.
(3) Emergency Handling
1) Shanghai Minhang Water Co. and Shanghai Fengxian Water Co. should coordinate
with environmental protection, water affairs bureau and other relevant departments
to dispose oil spilled in water source and water intake.
2) Define the pollution range of oil spilling in water source and the real-time movement
direction of pollutants in water, and to put forward disposal recommendations.
3) If the oil spilling accident was happened within a certain range from the water intake
and contaminated Huangpu River as well as threatened the water intake, Shanghai
Minhang Water Co. and Shanghai Fengxian Water Co. should take precautions,
such as forming protective circle around water intakes by oil booms, or placing oil
absorption felt in sedimentation tanks.
4) If water intake was contaminated by oil spilling accident, Shanghai Minhang Water
Co. and Shanghai Fengxian Water Co. should take precautions immediately, such as
placing oil booms around water intakes, throwing oil absorption felts, or placing oil
booms and oil absorption felt in sedimentation tanks.
5) Strengthen the raw water monitoring: to arrange water quality emergency monitoring
staff to test the water-gate quality at water intake every 15min and to conduct a
water quality monitoring at the inlet water regulating tank in water plant every
15min. If inlet water quality cannot meet the water requirements, water in taking
must be stopped immediately.
(4) Information Publishing
In order to ensure that the information can be delivered in time and accurately, the
information of oil spilling accident should be collected and managed by the coordination of
the working group for emergency.
(5) End of Emergency 21

After finishing the disposal of oil spilling accident, the working group for emergency will
announce the end of emergency and to turn into normal management.
(6) Post-Disposal
The working group for emergency should sort out and review all emergency records and
documents, summarize and evaluate the cause of the emergency and the main actions taken in
the emergency.
2.6 Environmental Monitoring Plan
2.6.1 Purpose of Monitoring
Environment monitoring consisting of project construction period and operation period aims
to comprehensively understand the dynamic status of pollutions of this project in time,
understand the change of environment quality of project area, coverage of influence and the
environment quality during the operation, report to the administrative department, and
provide scientific foundations to environment management of this Project.
2.6.2 Environmental Monitoring Organizations
This project does not set specific environmental monitoring agency, the monitoring during
construction and operation will be entrusted to the environmental monitoring station of the
city by contractors and operators. The environmental monitoring station should be a
certificated unit of national environmental quality monitoring with complete equipment and
strong technologies. According to the environmental impact forecast results, select those
locations where pollution may be obvious as the monitoring points, track the pollution during
construction period and operation period. The main monitoring items include noise, air
quality, and surface water quality. The monitoring factors will be determined based on
pollution characters. The monitoring methods adopt the relevant methods listed in the
Standard of Environment Monitoring Technology which is issued by the MEP.

2.6.4 Completion Acceptance
Environmental protection acceptance of completed construction projects is an important
environmental protection system for supervising the environmental protection facilities and
construction projects putting into construction or use at the same time, as well as supporting
the implementation of other environmental protection measures. The environmental
acceptance should be carried out simultaneously with the completion and acceptance of the
main project. After completed, according to relevant laws, CRWC should apply to the SEPB
for environmental acceptance. According to "Management Methods on Environmental
Acceptance of Construction Project Completion", the environmental administrative
departments judge whether the project meets the environmental protection requirements
based on the results of environmental acceptance and on-site inspection. Only when the
environmental acceptance is passed, the construction project can be put into operation. The
contents of environmental acceptance of this project are shown in Table 2.6-2.

2.7.3 Management of Contractor
(1) The principle of "three simultaneously " must be carried out in construction.
Construction company should ensure that environmental facilities will be designed,
constructed and operated with the project construction simultaneously. After
completion of the project, a completion acceptance report with environmental content
or the special completion acceptance report should be submitted to the environmental
authorities. The project can only be put into operation after the acceptance by the
environmental check.
(2) According to the national and Shanghai Environmental Protection regulations,
construction company should apply the emissions reporting registration to Shanghai
EPB and can discharge pollutants according to the assigned index after the approval of
the environmental protection department.
(3) Strengthening the statistical work of environmental monitoring data, establishing the
files on pollution sources and material loss of the project, controlling the total amount
of pollutant discharge strictly and ensuring the discharge indicators to meet the design
requirements.

(4) Strengthening the functions of supervision and management for the operation of
environmental protection facilities, establishing improved technical files for operation,
maintenance and repairing of environmental protection facilities, and strengthening
technical training for the environmental facility operators, to ensure the environmental
protection facilities are operated in normal and pollution discharges should meet the
environmental standards all the time.
(5) Strengthening the monitoring of non-normal operating conditions as well as the
surroundings, and setting up effective measures which could control the expand of
pollution and prevent pollution accidents.
(6) The environmental requirements should be taken into account during setting up the
operation procedures.
(7) Conducting environmental education to improve environmental awareness of directors
and workers in the project construction company.
(8) The environmental protection should be included in the job responsibilities and as an
indicators to reflect the personal evaluation. It should also be brought in production
scheduling to conduct supervision, inspection, recognition, reward or punishment, so as
to complete the environmental protection measures better.
(9) Environmental management should be integrated into overall enterprise management
plan. In order to reach the target of pollution reducing, energy saving, environmental
protection as well as improving environmental and economic benefits of enterprise, the
environmental management system should be improved continuously.
2.7.4 Environmental Protection Organization during Operation
During operation, the environment management functions of Project Environmental
Management Office in construction will be transferred to the project operation and
management institute. The environmental professionals should be employed to carry out
environmental protection work in operation period. The related environmental measures
should be entrusted to qualified company by contract. The main environmental management
responsibilities are as follows:
(1) Manage the execution of environmental protection measures.

(2) Coordinate with environmental monitoring agency and residents to settle environmental
issues.

(5) Report information of environmental management of the company to Shanghai EPB
and SH PMO.
(6) Record and file up the documents of environmental management of the company.
2.8 Environmental Management-Related Plans
2.8.1 Training
(1) Purposes of Training
In order to have a smooth and effective implementation of the project, it is necessary to
conduct environmental protection knowledge and skill straining to all employees. Contractors
and workers will receive training during the implement process. Before project construction,
all contractors, operators and construction supervision persons are required to take the
trainings of environment, health and safety.
(2) Training Target
Training targets: CRWC and construction workers.
(3) Training Content
1) Environmental laws and regulations, Environmental policies and programs, World
Bank Safeguards policy.
2) The environmental management mode of the World Bank loan project and the
related environmental provision in the loan agreement.
3) EI and EMP (including environmental management procedures).
4) The environmental regulations on this project (especially for the construction
period).

(4) Budget for Trainings
Training budget is about CNY20,000. The budget should be included in the cost of project
supervision and environmental supervision.
2.8.2 Public Participation Plan
CRWC should report the feedback related public comments and suggestions to the
construction company. On the basis of listening to the public comments, the construction
company should further implement environmental protection measures, minimize the impact
of construction on the environment, protect the environmental interests of the public, and
meet the reasonable environmental demands by public.
(1) Information Disclosure
To ensure that the residents have a good source of information on the pollutant discharge of
Raw Water Project –Minhang and Fengxian Conveyor Works easily, ensure their equal
participation in environmental protection and improve their awareness of public participation,
environmental action teams will be established at the community level. Trials will be
conducted within 200m around the project construction firstly and then expanded to other
areas gradually. The way of information disclosure can be conduct by posting notices on the
construction nameplate, temporal living site or the surrounding village committee to notify
the construction contents, the period, the proposed effects, communication and etcetera.
(2) Grievance Redress Mechanism
In order to safeguard the environmental quality and interests of local residents, the project
should build a convenient, open and effective Grievance Redress Mechanism. The affected
people can appeal any problems about the environmental management plan at any time.

Project Environmental Management Office should arrange for people especially to take
charge of residents' grievance redress, publish the grievance redress call and accept the public
inquiries and complaints. The grievance redress procedures are as following:
1) The resident reports to the community committee in writing or orally, which should
negotiate with CRWC and give a reply within two weeks.
2) If the resident is dissatisfied with the disposition of Stage 1, he/she may file a written
or oral appeal with the district EPB, which should make a disposition within two
weeks.
3) If the resident is dissatisfied with the disposition of Stage 2, he/she may file a written
or oral appeal with the municipal environmental protection bureau, which should
make a disposition within two weeks.
4) If the resident is still dissatisfied with the disposition of Stage 3, he/she may file an
appeal with a local court in accordance with the Civil Procedure Law of the People’s
Republic of China and be subject to court judgment. Currently, the municipal and
district EPB have director-general mailboxes and environmental appeal hotlines.
2.8.3 Information Communication
Environmental management requires establishing a necessary internal communication
among different departments and positions of the project office, and also requires disclosing
relative information to outsiders (relevant stakeholders and public). The internal
information communication can take many ways like meeting, internal newsletter, etc. A
formal meeting should be held every month. All documents of information communication
should be recorded and kept in archives. External information communication should be held
a half of a year or once every year. The information communication with the cooperation units
should be recorded and kept in archives.
(1) Recording
For the effective operation of environmental management system, organizations of
environmental management shall establish a perfect environmental protection record system
and keep the records in the following aspects:①Requirements of laws and regulations;②
Project approval;③Environmental factors and relevant environmental impacts;④Training

for management and construction personnel;⑤Inspection, verification and maintenance
construction and management activities;⑥Record on environmental quality monitoring

Besides, the necessary control shall be conducted on the above-mentioned records including
identification, collection, cataloguing, filing, keeping, management, maintenance, inquiring,
storage life, disposition and others of the records.
(2) Reporting Mechanism
Contractors, operators, monitoring units, environmental supervision engineering(ESE)and
project environmental management office should record and report to the relevant
departments about the project process, the implementation of EMP, record of the
environment quality monitoring in time, including the following six parts:
1) ESE of this Project should record the implementation of EMP by month and submit
weekly and monthly report to the project environmental management office in time.
The weekly and monthly report should include implementation of environmental
protection measures, progress of environmental monitoring, monitoring data, and
etc.
2) Contractors and operators should make detailed record on progress of the project and
the implementation of EMP by quarter, report to the project office in time, and copy
the quarterly report to Shanghai EPB.
3) Monitoring units shall submit monitoring report to contractors (operators) and ESE
in time after complete their assignments.
4) The project office shall make a copy of project progress reports to Shanghai EPB.
The project progress reports (monthly, quarterly, and annual) should include the
information of EMP implementation, such as implementation progress and
effectiveness of EMP, especially environmental monitoring results.
5) ESE and the project office shall inform the local environmental protection
administrative department or up level government department if non-compliance of
environmental protection happens if necessary. 36

6) External Monitoring Report on EMP report shall be submitted on March 31 and
September 30 of the following year.
External Monitoring Report on EMP report should include:
1) The implementation of training plan.
2) The process of the project, such as the construction of pumping station, progress of
pipe-jacking, and green land restoration, etc.
3) The implementation of environmental protection measures, environmental
monitoring, and main monitoring results.
4) Record the main content of complain, the solutions and satisfaction degree if there
are complains.
5) The implementation plan of EMP for the next year.
2.9 The Budget of Environmental Protection
The project is a municipal water pipeline project. There are no exhaust gas emissions, waste
water discharging or noise in operation period and will not affect the surrounding
environment. Therefore, the budget of environmental protection is mainly in construction
period. The estimated budget of this project is about CNY6,304,400 which is not included in
the cost for jacking mud treatment system and greening. These costs has been included in the
project investment. The specific contents are listed in table 2.9-1.

3.1.2 The Proposed Project Location
Jinze Reservoir Project of Upper Huangpu Raw Water Intake system is located in the Jinze
town of Qingpu district and faces the north bank of Taipu River which is about 57km away
from Taipu sluice gate in the west and about 40km away from Songpu Bridge in the east.
3.1.3 Project Owners or Implementation Agency
Implementation agency of this Project is Shanghai Upper Huangpu River Raw Water Co. Ltd
(UHRRWC).
3.1.4 Project Scale
The total reservoir capacity is 9,100,000 m3 with water short-term supply 3,510,000m3/d.
(1)Water Level
The highest water level designed for reservoir is 3.30m. The lowest water level in normal is
1.65m. The average dead water level in reservoir is -2.0m.
(2)The reservoir capacity
Dead capacity: The reservoir dead capacity is 930,000 m3; the emergency standby capacity:
the capacity between the lowest water level and dead water level is 5,250,000 m3. The
regulating capacity: the capacity between the highest water level and lowest water level in
normal is 2,920,000 m3. Total reservoir capacity: the reservoir capacity below the highest
water level in normal amounts to 9100,000 m3.
(3)Water diversion channel and water pumping gate
The scale of water diversion channel is 55m in bottom width and - 2.0m in bottom elevation.
The water pumping gate is located at the southwest end of reservoir which is against the north
bank of Taipu River. The clear width of the gate is 28m. The bottom sill elevation is -2.0m.
(4)Water intake pumping station
The capacity of water intake pumping station is 3,510,000 m3/d.
(5)Surrounding river

The new surrounding river will be located at Grade I water source conservation area. The
river is about 6.38 kilometers in length and 20 meters in width. One regulator gate will be
newly built on the surrounding river, with width of 6m.
3.1.5 Major Project Components
The major project components include the ecological regulating reservoir, water intake
pumping gate, surrounding river gate, water intake pumping station, water diversion river,
surrounding river, other hydrology and water quality monitoring facilities includes fix
monitoring stations, on-line monitoring, environmental protection, water holding, field area
and greening area. Two existing lakes “Li Jia dang Lake, Wu Jia dang Lake” are utilized as
main body of reservoir basin. The permanent land covering is 270ha in this project. The
existing land use within range of planning is mainly agricultural land and numerous water
areas and lakes. The fish pond land use is quite numerous in agricultural land. After project is
implemented, Jinze reservoir will become an important water supply source for Shanghai.
The raw water sources provides water to Qingpu, Songjiang, Jinshan, Fengxian and some
portions of Minhang, serving a population of about 9,500,000 people.
3.1.6 Cost Estimate and Implementation Plan
The project is planned to start at the end of 2014, and to be finished after 20 months.
According to “The preliminary design review report”,the total investment (including
reservoir and water pumping station) is about CNY 3,680 million.

The main contents of environmental management in operating period areas following:
(1)To develop an annual plan for environmental protection Jinze reservoir and set overall
and staged goals of environmental protection; to determine environmental protection
direction of Jinze reservoir.
(2)To manage the execution of environmental protection measures and cooperate with local
environment protection department to supervise and inspect of the project jointly.
(3)To organize and carry out environmental monitoring for Jinze reservoir and nearby
water ; to conduct study on sudden pollution incident prevention and control technology.
(4)To organize research on ecological rehabilitation study for reservoir, develop the plan of
ecological rehabilitation and entrust the qualified, experienced professional units to carry out
ecological restoration and aquatic life enhancement and releasing. Cooperate with the
environmental protection and greening departments to supervise, inspect and summarize
ecological rehabilitation works, and to achieve the purpose of protecting the reservoir basin
and peripheral ecologic environment.
(5)To manage the domestic sewage and domestic waste.
3.5 The Budget of Environmental Protection Environmental protection investment including environmental monitoring 、 interim
environmental measures、 independent environmental costs and basic reserve fee. The
estimated budget of the environmental protection is about CNY18,292,000. The investment
has been included in the project total investment and the final cost should be subjected to
actual expenditures.

4.1.2 The Proposed Project Location
The Pipe Routing Project of Upper Huangpu Raw Water Intake system is located in Qingpu
District and Songjiang District. The pipe routing is as follows: North bank of Taipu River
eastward crossing Taipu River—south bank of Taipu River eastward Qingpu diversion
chamber—south bank of Taipu River eastward Maogang, Xietang southeast Songjiang
diversion chamber—Xietang southeast Hengliao River eastward Huangpu River eastward
Jinshan diversion chamber— Huangpu River eastward Minfeng diversion chamber. The total
length is 44 km.

Implementation agency of this Project is Shanghai Upper Huangpu River Raw Water Co. Ltd
(UHRRWC).
4.1.4 Project Scale
Water amount supplied is 3.51 million m3/d and for Songjiang midway PS is 2.4million m3/d.

4.4.3 Environmental Protection Organization during Operation
The main contents of environmental management in operating period is to implement daily
management, operation and maintenance for pipelines, Songjiang mid-way pumping station
and water diversion point. During operation, the environment management functions of
Project Environmental Management Office in construction will be transferred to the project
operation and management institute. The environmental professionals should be employed to
carry out environmental protection work in operation period. The related environmental
measures should be entrusted to qualified company by contract. The main environmental
management responsibilities are as follows:
(1) Carry through national and local environmental protection laws and regulations,
policies and national, local and industrial environmental protection requirements;
(2) Manage the execution of environmental protection measures and establish
environmental management regulations in operating period;
(3) Coordinate with environmental monitoring agency and residents to settle
environmental issues.
(4) Deal with environmental emergencies when environment accident occurs.

4.5 The Budget of Environmental Protection
Environmental protection investment including environmental monitoring 、 interim
environmental measures、 independent environmental costs and basic reserve fee. The
estimated budget of the environmental protection is about CNY5,772,900. The investment
has been included in the project total investment and the final cost should be subjected to
actual expenditures.
