"I congratulate the Directorate General of Training (DGT) for starting this bi-monthly e-newsletter. It is a good initiative to track the major happenings at
DGT and share the transformation that our ITI ecosystem is witnessing.
We envision India to be the skill capital
of the world and DGT under Ministry of
Skill Development and Entrepreneurship
(MSDE) is working day and night to
realize this dream. Skill development is
gradually gaining momentum in our
country and a lot of effort is required at a
faster pace. Our ITIs, and central field
institutes, Advance Training Institutes
(ATIs) have been one strong framework
which have been promoting skill
development for the youth since ages.
But there has been a dire need to re-
energize the entire ecosystem to make it
more productive and efficient.
Some of our recent initiatives like
modernization of ITIs, grading of ITIs,
introduction of new diploma courses and
updating curricula of ITI trades, and
academic equivalence of ITI
qualification, are adding on to building
the skill ecosystem. Our latest scheme-
National Apprenticeship Promotion
Scheme (NAPS) has also witnessed
tremendous response in the past few
months and the launch of the new user
friendly portal is helping to effectively
monitor the scheme. Our long term plan
hereon is to focus on the quality aspect
of training and synchronize it with the
demand in the industry."

canteen, ATM, et al. The learning here at
the Maruti plant is a bit different than
what I learnt at the ITI.
I am made to work at different stations
and have acquired a lot of knowledge
about the engines and cars at the plant,
under the able guidance of the
supervisor. It was my dream to work
here and if I train well, I can use it to
further my career and scale new

INDO-SWISS JOINT WORKING
GROUP MEETING

Professional Education & Training
As an extension to the MoU signed
between India and Switzerland last
year, for cooperation in the field of Skill
Development and Professional
Education and Training, the first
meeting of Indo-Swiss Joint Working
Group (JWG) took place this year.
The JWG members undertook the
meeting under the co-chairmanship of
Joint Secretary, MSDE Shri Asheesh
Sharma and Vice Director, Head of
Division Upper-Secondary Education,
State Secretariat for Education
Research and Innovation (SERI),
Switzerland Mr Jean-Pascal Lüthi.
Various proposals for cooperation in
skill ecospace were discussed in the
meeting and following proposal was
agreed upon:
Facilitating and supporting Indo-
Swiss knowledge transfer through
delegation visits, continuing
education opportunities,
customized workshops for
exchange on specific topics,
research and monitoring of VET.
Piloting Indo-Swiss collaboration
projects to promote and stimulate
the development of good practices
and experience with the dual VET
scheme in India.
Enabling knowledge transfer and
exchanging on systemic views like
knowledge sharing in curriculum
development and possible
collaboration in Training of Trainers
in specific areas.
Transfer of expertise and research in
VET (Skill Forecasting
Methodology, Recognition of Prior
Learning, Productivity,
Qualifications Framework,
Attractiveness of VET and
Equivalence/ Valorization) between
India & Switzerland.
Exchange on specific know-how in
precision technology.
SOUTH ASIA NATIONAL OZONE OFFICERS ANNUAL NETWORK MEETING 2017 23-26 May 2017, Uttar Pradesh Theme: Promotion of Ozone and Climate-Friendly Alternative Technologies
The DGT and MSDE representative, Mr
Deepankar Mallick, DDG, Training,
DGT and Mr Mohapatra, CEO,
Electronics Sector Skills Council of India
(ESSCI), attended the South Asia
National Ozone Officers Annual
Network Meeting 2017.
Post the deliberations at the meeting
and on the suggestion of Ministry of
Environment, Forest and Climate
Change (MoEFCC), DGT has decided to
use latest technology and use the next
generation of refrigerants, like HFOs
(Hydrofluroolefins), in the CTS trades’
syllabi of Mechanic Refrigeration & Air
Conditioning. This decision has been
taken to combat the global warming
issue and make the course curriculum
more eco-friendly.

INTRODUCTION OF FIVE
TECHNICAL DIPLOMA COURSES
The Directorate General of Training
(DGT), Ministry of Skill Development &
Entrepreneurship (MSDE) announced
the launch of five high-end technical
diploma courses in the skill ecosystem
for the academic year 2017. The five
courses in
were cleared in the meeting of
Subcommittee of NCVT on norms and
courses at New Delhi. These courses will
be imparted in the Advance Training
Institutes (ATIs).
RATIONALIZATION OF EXISTING
ITI TRADES
ITI trades have been taught since 1950s
and the industry has undergone a sea
change since then. As the trades and
curriculum taught is reviewed every few
years, DGT has decided to rationalize a
few trades this year, to follow and be in
sync with the current trends in the
industry. Amongst all trades, only the
top 10 trades have 90% enrolment.
Keeping this in background, DGT has
rationalized the number of trades as per
sectors so as to reduce the number of
trades and provide holistic training in
each sector/trade. 127 existing trades
have been rationalized and brought
down to 97 trades, by clubbing
relevant courses in one trade.
For instance, in the welding trade there
were 5 courses with different names and
specifications but post rationalization,
they have been clubbed in one course
named advanced welder trade.
CTS TRADES REVISED CURRICULA
ALIGNED TO NATIONAL SKILLS
QUALIFICATIONS FRAMEWORK
(NSQF)
The revised curricula of seven new
trades under CTS have received an in-
principle nod to be started from
academic year August 2017.
Out of which five trades’ curricula,
namely Fitter, Electrician, Electronics
Mechanic, Turner and Welder, have
been re-aligned to higher NSQF levels.
Two trades’ curricula, namely
Computer Operator and Programming
Assistant (COPA) and Draughtsman
(Civil), have been aligned to NSQF.

Nine new trades in the ITI ecosystem
have been given an in-principle nod to
begin and the course curriculum for Soil
Testing and Crop Technician course has
been approved.

Introduction of New Course on Soil
Testing & Crop Technician in ITIs
A new one year course is to be
introduced under CTS trade w.e.f.
session starting in August 2017 on ‘Soil
Testing and Crop Technician’ across ITIs
in the country. Agriculture in our country
accounts for 15.7% of country’s GDP and
it is estimated to be employing about
124.7 million people as cultivators and
106.8 million as agricultural labour
(Census 2001). The new courses are in
sync with the need of trained manpower
in the agriculture industry. The students/
technicians undergoing these courses
would assist researchers and farmers
develop better ways to manage
agricultural farms.
The soil testing curriculum will include
practicing different soil testing methods
to determine various properties viz. soil
texture, pH value, moisture content,
electric conductivity, et al; examining
the quality of irrigation water, generate
soil test report and recommend
fertilizer, dosage and their method of
application based on soil properties and
use modern technology (GPS/GIS) for
collection of data.
The crop technician curriculum will
consist of trainees practicing on
different tillage, ploughing and puddling
implements, measuring various
atmospheric elements and will majorly
include modern practices like organic
farming, water harvesting and
techniques for soil and moisture
conservation.
EX-POST FACTO APPROVAL OF ANNUAL PATTERN OF EXAMINATION FOR TRADES UNDER DUAL SYSTEM OF TRAINING (DST)
NCVT Subcommittee ex-post facto
approved the annual pattern of the
examination for trades under Dual
System of Training. DST was
implemented in August 2016 & is
available in 16 trades at present.
The Dual System of Training enables
industries to partner with (Government
& Private) Industrial Training Institutes
(ITIs) for conducting training
programmes under high employability
courses to fulfill their needs.
The theory portion and basics about
safety & tools, equipment along with
foundation practical is conducted at the
ITI. And the relevant industrial practical/
lab training portion of the curriculum is
undertaken in the industry.
MoU SIGNED WITH TATA TRUST May 2017, Mumbai Theme: MoU Signed to Establish a Higher
Level Advanced Technical Skills
Development Institute within ATI, Mumbai
DGT, MSDE signed a MoU with Tata
Trust to establish a higher level
Advanced Technical Skills Development
Institute within ATI, Mumbai. The aim is
to implement a project on advance
skilling of youth in India to address the
skill gap. The involved parties will

BHOPAL ITI PROGRAM
03 May – 30 June 2017, Madhya Pradesh
Theme: Awareness & Enrolment Program
for Youth on Skill Development
DGT, MSDE launched the ‘Rozgar ki Padhai,
Chale ITI’ awareness campaign in Bhopal to
attract and inspire youth to enroll for skill
development programs. The initiative was
inaugurated by Union Minister of State, Skill
Development and Entrepreneurship
(Independent Charge) Rajiv Pratap Rudy,
Chief Minister of Madhya Pradesh Shivraj
Singh Chouhan and Minister of State
Technical Education and Skill Development
Deepak Joshi. This campaign will be
organized in four phases this year and will
continue every year.
The inauguration ceremony also
announced:
Academic Equivalence to ITI
Qualification: The MP Government will
recognize the class VIII student passing 2
years ITI as equivalent to class X pass
out; and a class X student passing 2 years
ITI will be equivalent to class XII pass out.

THE 105th ALL INDIA TRADE TEST
FOR APPRENTICESHIP TRAINING
SCHEME (AITT FOR ATS) WAS
SUCCESSFULLY CONDUCTED IN
APRIL 2017
NATIONAL APPRENTICESHIP
PROMOTION SCHEME (NAPS)
PROGRESS REPORT
The Central Scheme- National
Apprenticeship Promotion Scheme
(NAPS) was notified on 19 August 2016
to promote apprenticeship training
and to increase the engagement of
apprentices from present 2.3 lakh to 50
lakh cumulatively by 2020. The outlay
of the scheme is INR 10,000 crore and
it incentivizes employers/
establishments to hire more
candidates by sharing:
25% of prescribed stipend at INR
1,500
Basic training cost at INR 7,500
Till May 2017, 140 workshops have
been conducted by Regional
Directorates of Apprenticeship
Training (RDATs) in the States/ UTs
under their respective jurisdiction to
sensitize about the scheme. The
scheme has shown multi-fold progress
since its launch.
STANDARDIZATION OF ITI
AFFILIATION NORMS (CIVIL) 2017

Theme: Reforming the Existing NCVT
Affiliation Norms
In view of strengthening the quality of
vocational training, DGT has taken an
initiative to reform the existing NCVT
affiliation norms. Accordingly, DGT has
set up various committees to finalize
affiliation norms which include Civil and
Procedural norms, Standardization of
equipment norms and the HR norms.
The major focus of civil norms is on the
standardization of infrastructure, safety
and provision of basic amenities to
improve the quality of ITIs. The
accreditation and affiliation procedure
has been clearly defined in 3 steps with
definitive timelines. HR norms, like
qualification and experience of Principal,
instructor and other technical and
administrative staff, have been added in
the procedural norms. A greater role is
now provided to states in the
accreditation process.
The draft copy of civil norms was put up
in the public domain to seek suggestions
from public, stakeholders including the
state governments. The valid
suggestions were incorporated and the
final document was vetted by the
Technical Advisory Committee headed
by Prof. Bhim Singh, IIT Delhi which has
subsequently been approved by the
NCVT Subcommittee & MSDE, and
approval of the procedural norms is in
the pipeline.
