Background to MILE
MILE is an initiative of the eThekwini Municipality. As an institute of learning, MILE aims to enhance the capacity of local government practitioners. One of the key learning mechanisms in achieving this goal is the MILE Master Class – which is essen-tially an experiential action learning engagement lead by an ‘expert’ drawn from the Development Management and Architecture Departments at eThekwini municipality.
Course Overview
The Course covers the following areas on Development Management
1. An Introduction to Development Management 2. Development Management: An Overview of the Organizational Structure 3. Making a Plan: Development Applications 4. Bricks and Mortar: Building Inspectorate 5. The Enforcers: Enforcement and Prosecutions Branch
Course Aims and Objectives
• To share lessons learnt over the years on an effective and sustainable development man-agement
• To transfer the knowledge, information and lessons learnt on Development Management
• To impart the necessary tools to assist in im-proving development management in local government
• To share critical insights and better practice examples of how to improve development management
Who should attend?
Building Control Officers and other Built Environ-ment Practitioners who are currently engaged in the implementation of the National Building Regulations in Municipalities .
The course is offered in English.
The Master Class is a two day Course.
Development Management Master ClassCourse Outline
MODULE 1:
Development Management: An Overview of the Organizational Structure.
To deepen insights into the importance of concep-tualizing institutional arrangements in support of the Development Management function.
MODULE 2:
Development Applications
The Module will focus on the following:
• DescribingProcessesinDevelopment Applications Management• PresentingtheStructuringofthe Organisation for legislative compliance
Outcomes:
• TogiveanunderstandingoftheeThekwini Development Applications Branch Institutional, legislative and procedural Framework• IntroducetheInnovationsinthediscipline/ branch• Equipparticipantswithaworking knowledge of the eThekwini System
MODULE 3:
Bricks and Mortar: Building InspectorateThe Module will focus on the following:
• BusinessStandardizationand• Unification(Documentationand Procedures)• ContraventionsProcedure• RatesCodeChange,• AdjudicationofDangerousSituations,• Turn-aroundTimes
Outcome
To deepen an understanding of the complex challenges municipalities face in implementing development management legislation and the innovations thereof
MODULE 4:
Enforcement and Prosecution
The Module will focus on the following: • TheInstitutionalFrameworkfor Enforcement and Prosecution.• TheOrganisationalDependenciesofthe Branch• InnovationsintheBranchandStrategies [incl. BPR]• ChallengesinthePESTenvironments
• Legislativechallengesanddevelopments: including Judicial Processes• CurrentProcedureforProsecutioninthe LandUseandBuildingfields
Outcomes
•Togiveanunderstandingofthe eThekwini DPM Institutional, legislative and procedural Framework• IntroducetheInnovationsinthediscipline/ branch• ProvideagoodperspectiveonChallenges in the discipline• ToEquipparticipantswithaworking knowledge of the eThekwini System
Master Class Funding
MILE will cover the cost of the venue, refreshments (tea/sandwichesandlunchonly),andtrainingmanuals
Participants must pay for their own travel, accom-modation, breakfast, supper and ancillary costs.
Programme for the Master Class
The Programme for the three days will be forward-ed to interested participants.
ParticipantsarealsoinvitedtojointheKZNCo-operative Governance and Traditional Affairs and theSouthAfricanPlanningInstitute(SAPI)forthecommemoration of the World Town Planning Day on the third day of the Master Class.
