Water Framework Directive / Flood Risk Management

Water Framework Directive: • protect and improve• promote sustainable water use• contribute to the mitigation of floods and droughts• River Basin Planning• CAR extends 3NM for Discharges, Abstractions

and Impoundments; Engineering structures limited to freshwater

Flooding risk management:• High quality consistent data • Strategic direction on Flood Risk Management• Continued improvement to flood warning• Enhanced planning advice• Flood Risk Management Planning

Marine Strategy Framework Directive (MSFD)• Advice, data• Marine Planning

Awareness Raising

WFD pressures impacting our coastal and estuarine water bodies

shona.mcconnell
think we need a similar slide showing pressures affecting coastal and estuarine water bodies before moving onto why and how we integrate the processes.
shona.mcconnell
think it is important to briefly go through the kind of pressures our trans and coastal wb are under as some people may never have been involved in RBMP and think purely river and lochs so good opportunity for us to get the message out to this audience.

2009 Classification

Scotland RBD water bodies• Transitional (estuary): 40 (7 less than good)• Coastal: 449 (18 less than good)

Solway-Tweed RBD water bodies• Transitional (estuary): 11 (1 less than good)• Coastal: 8 (1 less than good in 2009)

Vision

FLOOD RISK MANAGEMENT ACT

…. a risk-based, sustainable and plan-led approach to managing floods - delivered at the catchment scale

Consultation - milestone

• A first for Scotland – first national assessment; all sources of flooding

• First step to improving public investment – targeting expenditure, ensuring investment precedes flooding

• SEPA is delivering its new responsibilities to advise government and local authorities

1 in 20 residential properties (5%)

1 in 14 non-residential properties (7%)

Over 130,000 properties

Weighted Average Annual Damages: £720m to £850m

Flood risk in Scotland

• 14 Local Plan Districts

• Each LPD requires:- FRM Strategy (objectives with appraised measures) - Local FRM Plan with agreed, funded and timetabled actions

FRM Planning Framework

Flooding

RBMP

The catchment approach - why?

• SEPA competent authority for both/expectation from Government and stakeholders

• Reduce risk of conflict

• Highlight opportunities to deliver for both

• Reduce burden on stakeholders

Flooding

RBMP

How?

• AAG boundaries and FRM local plan districts to align where possible

• Pilots

• Timelines considered together

• Consultation and engagement co-ordinated

• Emphasis on multiple benefit projects

Adding marine planning into the mix!

• Need to coordinate RBMP/FRM with regional marine plans

• Marine Planning Partnership representation on RBMP and FRM advisory groups and vice versa

• SEPA role similar to our engagement with land use planning system

• Marine plans should reflect the objectives of WFD and FRM and vice versa.

• Catchment approach
