Criteria for Disqualification of MLAs in India: According to the
constitution, a person shall be disqualified as Member
of Legislative Assembly (MLA) or Member of Legislative Council
(MLC) if:
he holds any office of profit under the Government of India or a
state or an office declared by a law of the state,
any competent court declares any member to be of unsound mind, he
is charge-sheeted, bankrupt or insolvent, he is not a citizen of
India, has voluntarily acquired the citizenship of a foreign state
or is under any
acknowledgement of allegiance or adherence to a foreign
state.
According to Schedule 10 (Anti-Defection Act), a person shall be
disqualified as Member of Legislative Assembly (MLA) or Member of
Legislative Council (MLC) if:
an elected member voluntarily gives up his membership of a
political party, an elected member votes or abstains from voting in
such House contrary to
any direction issued by his political party or anyone authorised to
do so, without obtaining prior permission.
According to Representation of the People (RP) Act, 1951 a person
shall be disqualified as Member of Legislative Assembly (MLA) or
Member of Legislative Council (MLC) if:
one is found guilty of an illegal practice in relation to election,
and a person convicted of any offence and sentenced to imprisonment
for varying
terms under Sections 8 (1) (2) and (3).
Office of Profit The term office of profit has not been defined in
the Constitution. But, articles 102 (1) and 191 (1), which give
effect to the concept of office of
profit, prescribe restrictions at the central and state level on
lawmakers accepting government positions.
Exception
A person shall not be disqualified if his original political party
merges with another, and:
He and other members of the old political party become members of
the new political party, or
He and other members do not accept the merger and opt to function
as a separate group.
State Election Commissions (SECs) The State Election Commission has
been entrusted with the function of
conducting free, fair and impartial elections to the local bodies
in the state. Article 243K(1): It states that the superintendence,
direction and control of
the preparation of electoral rolls for, and the conduct of, all
elections to the Panchayats (Municipalities under Article 243ZA)
shall be vested in a State Election Commission consisting of a
State Election Commissioner to be appointed by the Governor.
Article 243K(2): It states that the tenure and appointment will be
directed as per the law made by the state legislature. However,
State Election Commissioner shall not be removed from his/her
office except in like manner and on the like grounds as a Judge of
a High Court.
Postal Ballots System Ballot papers are distributed electronically
to electors and are returned to
the election officers via post. Currently, only the following
voters are allowed to cast their votes through
postal ballot:
Service voters (armed forces, the armed police force of a state and
government servants posted abroad),
Voters on election duty, and
Voters under preventive detention. The exception to the
above-mentioned category of voters is provided under
Section 60 of the RP Act, 1951.
Indian Railways creates 'post-Covid coach' to ensure safer journey

Rail Coach Factory, Kapurthala, has developed a "post-Covid Coach"
to fight the virus.
This post-Covid Coach has design improvements like handsfree
amenities, copper-coated handrails and latches, plasma air
purification and titanium di- oxide coating for Covid free
journey.
One of the salient features is hands free amenities which include
foot operated water tap and soap dispenser, foot operated lavatory
door (outside), foot operated flush valve, foot operated latches in
lavatory door, outside wash basin with foot operated water tap and
soap dispenser and forearm operated handle on compartment
door.
The coach will be equipped with copper-coated handrails and latches
because copper degrades the virus and lands on it within a few
hours.
When the virus lands on copper, ion blasts pathogens and destroys
the DNA and RNA inside the virus.

Azad Pattan hydel project deal signed by Pakistan, China ,

• Recently, Pakistan and China have signed an agreement for the 700
MW Azad Pattan hydel power project on the Jhelum river in Sudhnoti
district of Pakistan occupied Kashmir (PoK).
• The 1.5-billion USD project is under the China Pakistan Economic
Corridor (CPEC).
• The Azad Pattan project is one of five hydropower schemes on the
Jhelum, the other four are Mahl, Kohala, Chakothi Hattian and Karot
projects.
• Azad Pattan, Kohala and Karot are being developed under the CPEC
framework.
• It is a run-of-the-river scheme with a 90-metre- high dam, and a
3.8 sq km reservoir.
• It will be developed on the ‘Build, Own, Operate, Transfer
(BOOT)’ model.

China-Pakistan Economic Corridor
• The China-Pakistan Economic Corridor (CPEC) is a part of the One
Belt One Road (OBOR), intended to improve infrastructure within
Pakistan for better trade with China and to further integrate the
countries of the region.
• OBOR has two main components, One Belt - the land-based belt, and
One Road refers to the ocean going ‘Maritime Silk Road’, which aims
to connect the East Asian economic region with the European
economic circle and runs across the continents of Asia, Europe and
Africa.
• India has boycotted the Belt and Road Forum organised by China.
China’s insistence on establishing the CPEC project through PoK is
seen by India as a deliberate disregard of its territorial
claims.

Maharashtra CM Uddhav Thackeray says no to rail line through
Melghat Tiger Reserve

Maharashtra Chief Minister Uddhav Thackeray has written to the
Union Minister of Environment Prakash Javadekar and Railways
Minister Piyush Goyal requesting alternative routes for the
proposed gauge conversion of railway line work passing through the
Tiger Habitat of the Melghat Tiger Reserve (MTR).
The railway line (stretching 176 km) passes through the core
critical tiger habitat of MTR.
The proposal includes open cutting of tunnels, involving cutting
and blasting of rocks using heavy machinery and explosives.
The CM also highlighted the long term adverse impacts on the
habitat of the tigers and the wildlife.

Melghat Tiger Reserve • It lies in Melghat Forests of Amravati
district in Vidarbha region of
Maharashtra bordering Madhya Pradesh in the North and East. • It is
a part of the Satpura-Maikal landscape. • It is among the first
nine places in the country designated as tiger reserves in
1973-74. • Project Tiger was launched in 1973. • It was the first
Tiger Reserve to be declared in the State of Maharashtra. • It
consists of Gugamal National Park, Wan, Ambawarba and Narnala
sanctuaries. • It has various species of mammals including Tiger,
Leopard, Sloth bear,
Gaur, etc. • It forms a very important catchment to Tapi river

Shri Shripad Naik inaugurates conference on Aerospace and Defence
Manufacturing Technologies

Raksha Rajya Mantri Shri Shripad Yesso Naik has inaugurated the 5th
edition of the conference on “Aerospace and Defence Manufacturing
Technologies“.
The conference was held with the theme Empowering India with ‘Aatma
Nirbhar Bharat Mission’.
Tamil Nadu Technology Development & Promotion Centre (TNTDPC)
jointly organised the conference with Society of Indian Defence
Manufacturers (SIDM), and the Confederation of Indian Industry
(CII).
The Aerospace and Defence industry in India has been projected to
reach around 70 billion Dollar by 2030.

NABARD extends grant assistance of Rs 221.89 cr to support 298
watershed projects in Karnataka

In Karnataka, NABARD has extended a grant assistance of 221.89
crore rupees to support 298 watershed projects in over three lakh
hectares benefitting 66,500 families.
The State has about 75 percent of rainfed area. The projects have
resulted in improving the crop
productivity, diversification, soil and water conservation and
socio-economic condition of the beneficiaries.
To mitigate the COVID 19 impact on rural population, NABARD has
released 2200 crore rupees in the state to the Co-operative and
Regional Rural Banks under a special line of credit over and above
the normal limits.

Mandaviya asks officials to draw strategy to turn Vallarpadam
terminal into transshipment hub

Recently, the Ministry of Shipping reviewed the development of the
country's first trans-shipment hub - Kochi International Container
Trans- shipment Terminal (ICTT).
ICTT is locally known as the Vallarpadam Terminal.
Trans-shipment Hub is a terminal at a port which handles
containers, stores them temporarily and transfers them to other
ships for the onward destination.
It basically acts as a switching point for cargo carried by
deep-sea vessels operating on trans- continental trade
routes.
It will cut India’s dependence on neighboring hub ports such as
Colombo in Sri Lanka, Jebel Ali in Dubai and Port Klang in Malaysia
to send and receive container cargo, thus saving time and cost for
exporters and importers.

Vallarpadam Terminal: • It is a part of the Cochin Port in Kochi,
Kerala. It is located on Vallarpadam
Island. • It was built with an investment of about Rs. 3,200 crore,
