1. Introduction
ThefollowingtextformsthecrowdmanagementplanforTheFestival.Theplanwilltakeintoaccountany
and all aspects of the event and its planning that have an influence on crowd management. The plan
includes recommendations, calculationsand reasoning fordecisions,backedupby industrybestpractice
andacademicstudies.
Thepurposesofthecrowdmanagementplanistosetouttherolesandresponsibilitiesofallstakeholders
involved in the event, alongwith the appropriate actions to be takenwithin the pre-agreed emergency
plan.Thedocumentwill also showhowVespasianSecurity Ltdwillmakeeveryeffort;where reasonably
practicabletodoso,toensurethesafetyofcustomers,contractorsandartistsattendingtheevent.
Vespasian Security Ltd subscribes to the definition of crowd management created by the American
PedestrianplannerJohnFruin(1992)
“Thesystematicplanningforandthesupervisionoftheorderlymovementandassemblyofpeople.Crowd
managementistheassessmentofthepeoplehandlingcapabilitiesofspacepriortotheuse.Thisincludes
the evaluation of projected levels of occupancy, adequacy of means of ingress and egress, processing
proceduressuchasticketcollection,andexpectedtypesofactivitiesandgroupbehavior.”
Thisdocument istheculminationofaprocessofcontinualreview.Theprocess isdynamicandallowsfor
inputfromallstakeholdersuntilafinalversionisagreeduponbyallagencies.
2. AudienceDemography
AppendixA of the ESMP for the event identifies the audiencedemographic and this document seeks to
understand and plan for the effects and demands that demographicwill have on the crowd safety and
securityattheevent.

TheCrowd/SecurityManagerwillberesponsibleforstrategicmanagementintermsoftheimplementation
of theCrowdManagementPlan.Thiswillbe inconsultationwith theEvent’sDirectors,TheEventSafety
Officer and the Production Manager. He will work with the organiser and oversee and implement all
strategic and tactical security operations. He will be responsible for all staff, briefing, operations and
monitoringofthesecurityandcrowdmanagementoftheevent.
3.2. EmergencyLiaisonTeamofficer(E.L.T.)–(Vespasian)
Due to the size of the event and the number of operational staff being deployed, the Vespasian Crowd
ManagerinconjunctionwiththeVespasianRadioControlRoomOperatorwillfulfiltheroleofELTofficer.
TheELTofficerwillliaisewiththeProductionteamandallotheremergencyservicesstakeholders.Allkey
areashavecommunicationswiththeELTandallrelevantinformationisfedback.
3.3. VespasianDeputyCrowdManager/NightManager
TheVespasianNightManagerandwillberesponsibleforthedeploymentoftheteam,monitoringofthe
siteandloggingandreportingofallrelevantincidents.
This Night Manager will ensure that all staff are correctly briefed. This is primarily done through the
Supervisors’briefing.
3.4. Supervisors
TheSupervisorswillassisttheoperationsteamasdirectedandhavespecificoperationalrequirementsas
pertheirareaofresponsibility.
3.5. SIALicensedSecurity
Thesestaffwillcarryoutanysecurityfunctionthatisidentifiedasa‘LicensableActivity’underthePrivate
SecurityIndustryAct2001, inandaroundthesitetoensuretheprotectionandsecurityofpeople,assets
andproperty.Theyareentitled tomakethedecisionson thesuitabilityofpersons toenteror remain in
licensedareas.ThismayincludeBody&BagSearching,EvictionsorEjections.Theirfunctionsfocusaround
themaintenanceofthefourlicensingobjectivesassetoutbytheLicensingAct2003.
3.6. CrowdSafetyStewards
TheCrowdSafetyStewards(CSS)deployedbyVespasianwillseektoworktogetherascloselyaspossible
withtheFestivalvolunteerstewards.
Thestewardsareanessentialpartoftheeventsafetymanagementteam,actingastheeyesandearsofthe
eventmanager.Atalltimesthestewardsshouldbeawareofandensurethecare,comfortandwellbeingof
allcategoriesofspectators.TheCSSssuppliedbyVespasianwillbedeployedtovariouspartsoftheFestival
site.AllVespasianCSSshavebeentrainedtothestandardsetoutbytheLevel2NVQAwardinSpectator
Safety/Level2AwardinUnderstandingStewardingatSpectatorEvents.AnyandallCSSthataredeployed
to the front of stage pit barrier (FOSPB) will have been trained by The Event Training Centre in a role
specificcourseprogram.
Thestewardsensurethattheyarefamiliarwiththelayoutofthesiteandtheavailablefacilitiesincluding

First Aid, toilets andwater in order to assist the publicwith relevant information. Theywill attend pre-
eventbriefings,ensuringtheyarefamiliarwitharrangementsforevacuatingtheaudience,includingcoded
messages.Thestewardswillcarryoutpreandposteventcheckswithintheirworkingareaensuringthesite
isclearpriortoandpost-event.
3.7. SpecialistUnit
TheVespasian SpecialistUnit is designed to counter the challenge of targeted and organised crime that
poses a risk to safety at live events within the UK. The Unit is made up of seasoned Vespasian team
members that have received specific training in anti-organised crime initiatives. The Specialist Unit will
operatecovertteamsofSIAlicensedstaffinthecampsiteandhighdensityareasofthesite,attemptingto
disrupttheactivitiesofthosewishingtoillegallytargettheeventfortheirowngain.
TheUnitspecialises inworkingtodeterandapprehend individualsandgroupsthatare involved in theft,
illegal substances, disorder, touting andorganisedmass trespass. The SpecialistUnitmemberswill be in
continual contact with the Vespasian Radio Control Room. The Vespasian Crowd Manager will update
FestivalProductionteamonadailybasiswiththepositiveimpactoftheUnit’soperationsonsite.
4. TrainingandCompetencyofStaff
All levelsofVespasianSecuritystaffreceivespecifictraining inrelationtotheirresponsibilitieswithinthe
organisation. Throughout the operational management and directorship structure, further higher
educationalqualificationsarerequired.Allstaffmustpassallqualificationsofthosethattheyleadbefore
progressingtothenextleveloftheorganisation.

Level3NVQinSpectatorSafetyandenrolledontheabovecourse.

Crowd Safety Stewards - All staff must be qualified or enrolled upon an NVQ Level 2 Qualification in
SpectatorSafetyorLevel2AwardinUnderstandingStewardingatSpectatorEvents.
4.6. SpecificTeamTraining
SpecialistteamssuchasthosestaffdeployedtotheFrontofStagePitBarrierwillalsoreceiveextratraining

4.7. StaffCompetency
All staffoccupying roles fromOperational Supervisorup toCrowdManagermusthavedisplayed several
key attributes throughout previous operational deployments. Before each member of the team is
consideredforpromotionandtheresultingtraining,theymustfirstberecommendedandsecondedbytwo
oftheircolleagues.
5. Deployment
ThedeploymentofstaffisfortheeventisavailablefromtheeventManagement.
6. HealthandSafetyandRiskAssessment
Allmembersof staffwill understand their health and safety responsibilities to self andothers, including
those with special needs and children. Vespasian will hold a copy of all relevant health and safety risk
assessmentsandproceduresonsiteatall times.Anypersonoragencywishingtoviewthesedocuments
mayaskamemberoftheVespasianteamandthepaperworkcanbeproduced.
7. SiteRecommendations
As it standsall recommendationsandaspectsof thesitehavebeendiscussedat lengthwith theFestival
ProductionSeniorTeamMembersandtakenintoconsiderationbythem.Vespasiancurrentlydonothave
anyfurtherrecommendationstoincreaselevelsofcrowdsafetyattheevent.Thisdocumentisdynamically
reviewedenablingthisstatustochange.
8. Ingress
8.1. Arrival
OneoftheprimarymethodsofarrivalatFestivalisbyprivatevehicle.Moredetailedforecastingisavailable
intheEventOverview.
8.2. Queuing
Adequate queuing lanes will be in place to accommodate the expected number of attendees over the
predictedarrivalperiods.Intheeventofanearlyarrivalofsignificantnumbersofcustomers,Vespasianwill
deploy extra SIA teammembers as part of Incident Response Teams to the gates to assist with search
capacityandmonitorforsignsofdistressinthewaitingcrowd.Thiswaitingcrowdshouldalsohaveaccess
towelfare,toiletsandfirstaidprovision.
8.3. EntrySearchCalculations
TheSIAlicensedmembersoftheVespasianteamthataretobedeployedtotheentrygate,willhavethe

searchcapacityofaround3peopleperminutepermemberofstaffduringtheinitialingress.Thisisdueto
the amount of possessions and equipment that needs to be searched during initial ingress into the
campsite. This search ratewill increase on subsequent re-entry searches due to the reduced amount of
theseitemsthatwouldneedtobesearched.
Takingthesearchrateof3customersperminute,permemberofstaffduringinitialingressconditions,the
calculationshavebeenmadebelowtoshowhowtheVespasianteamcouldmanageanearlyarrivalqueue
situation.Responseteams(of3persons)areusedtomeetunexpecteddemandandmaintainsafequeuing.

Fullstaffingprovisiondetailsareavailableinthedeploymentschedule.
Thosewishingtore-enterthesitefromthecarparkwithoutequipmentshouldbedirectedtoadedicated
re-entrysearchlanewherestaffcanconcentrateonbodysearches.Thiswillreduceflowtothemainsearch
lanesthereforeeasingqueuingforthoselanes.
8.4. Entryconditions

9. Circulation
9.1. WristbandCheckPolicy
It is vital to the continued success of the event thatwristband checks are carriedout correctly and in a
uniformmanner.
Duringthedaysofthefestival,customerswillcirculatethroughouttheeventsite,withtheexceptionofthe
restrictedaccessareas.Asthecustomersmovefromoneareatoanothertheywillbesubjecttowristband
checks to confirm they are paying customers andmonitoring by theVespasian team to ensure they are
suitabletoremainonsite.
Thesecheckswillbecarriedoutat‘crossover’gateslocatedbetweendifferentareassuchascampsiteand
arenas.ThegateswillhavepedestrianbarrierlocatedatthemfortheuseoftheVespasianteampositioned
there.Thenarrowingofgatesandtheplacementofpedestrianbarrier in linewiththeflowofthecrowd
willenabletheVespasianteamtoslowacrowdandcheckmoreaccuratelyunderthenewlyplacedlighting

inthoseareas.
EachandeverytimeacustomermovesthroughawristbandchecklocationsuchasGateD/Fcustomerswill
berequiredtoshowtheirwristband.Dependingonstaffinglevels,lightingandfootfallthroughtheareathe
Vespasianteammemberwilleitherconductavisualorphysicalcheckofthewristband.
Any individual foundtobewithoutawristband, inpossessionofadamagedortamperedwithwristband
willcausethemtobeescortedtoSecurityControlandorescortedfromthesite.Theseindividualswillthen
be subject to a referral to the box office for a replacement due to genuine damage sustained to the
wristbandorbesubjecttotheejectionpolicyduetotrespass.
9.2. CrowdMigration
Thekeytimeperiodforrisktocrowdsafetyfrommigrationisattheendoftheentertainmenteachnight
whenthecrowdattempttoleavethearenaforthecampsites.Thisanticipatedlargescalemigrationshould
howeverbeplannedforasthisactionformspartoftheemergencyproceduresforalocalisedevacuation.
Mobile teamswill bedeployed togate controlpoints that lead from theaffectedareaand instructed to
assisttheVespasianteamatthatlocationinmaintainingacontinual,unheededflowofcrowd.Duringlarge
migrationssuchasthis,allrelevantgateswillbeturnedintosingledirectiongatesuntilthecrowdflowhas
reducedtoalevelwheretwo-wayfoottrafficcanbereinstated.
TheVespasianCrowdManagerwillmonitor the crowdmigration from theaffectedarea froma vantage
point. The Crowd Manager will then use the communication system to orchestrate the re-direction of
crowdfrombusyareastogateswithspareflowcapacity.ThiswillbeadministeredbyResponseTeamsthat
havebeenstrategicallyplacedtore-directcustomersfromgroundlevel.
10. Egress
10.1. Non-Emergency
Thosehavingarrivedbypublictransportwillmostlikelyreturnbythesamemethod.
Due to the expectation of the on-site campsite being used by the crowd there is a reduced risk that
egressing customers will inundate local access roads and routes. This possibility should be considered
howeveron theSundaynightafter thearenahasbeen clearedand customersawaitbeingpickedupby
friends/relatives.AnyshuttlebustimetablewillbemadeavailabletotheCrowdManagersoastoprepare
foranydelaysinegressingcustomerssafelyfromthesite.
Eacheveningtheegresswilltakeplacefromthemainstagearenatowardsthecampsitecrossovergates,
until the point that the exit can be shut to allow the sweep to confirm the arena is clear of customers.
Fromexperienceweexpect thearenashouldclear in20-30minutes. There ishoweveraprovision fora
slowegressfromthemainarenatoreducetheimpactonthecampsiteeachevening.Thisthereforemeans
thateacheveningwillbejudgedonitsownmeritregardingoccupancylevelspriortoanegresslinebeing
formed.
Appropriatesitelightingwillbepositionedalongallegressroutesenroutetothecampsiteandmaingate.

10.2. EmergencyEgressCalculations
Toexitthearenainanemergencywithinatenminuteevacuationtargettime,thecalculationisNumberof
Attendees/thenumberofpeoplethroughthegatein1minute/evacuationTargettimexbygatewidthin
meters = the exit capacity required inmeters. The evacuation time (10minutes) is taken from the HM
Government publication Fire Safety Risk Assessment: Open Air Events and Venues (p.63). The risk
assessmentfortheeventsiteisasa‘LowRisk’siteasHMGovernment(p.63)statesTherisktopeoplefrom
fireoutdoorsmaygenerallybeviewedaslowerthanthatinanindoorsituation,simplybecausepeopleare
lesslikelytobeaffectedbysmokeandheatandtheirescaperoutesaremuchlesslikelytobecutoff.
Exitwidthismadeupofthecombinedwidthofalloftheemergencyexitgatesthatareavailabletousefor
an evacuation. There should also be a separate entry to the event site that is designated for theuseof
emergencyvehiclesonly.Thegatedesignatedfortheemergencyservicevehiclesshouldbewideenough
for the purpose and have an all-weather surface if possible. For more information please see the
EmergencyPlan.
11. GeneralChallenges
11.1. ArtistBackground
Thepopularityandon-stagebehaviorofartistscanpositivelyandnegativelyaffectthesafetyofthecrowd
gatheringtowatchaspecificperformance.Furthermore,artistsaresometimesbookedtoappearonstages
thatsubsequentlybecomeinappropriateforthesizeofcrowdtheyattract.
In termsof crowdsafetyVespasian recommendsaprocessenabling theevent tobe riskawarewith the
particularpotentialthreattosafety.Thisprocessisdetailedbelow.
11.1.1 Procedure
OncetheactsareannouncedamemberoftheProductionteamshouldregularlyrequestupdatesfromthe
artist booking agent as to trends affecting thebands and acts booked for the event. Focusing on crowd
safetyissues,venuessellingoutofticketsandonstagebehaviourbytheartistsleadingthecrowdtoactin
an adverse manner, the updates should be relayed to the Vespasian Contract manager to review. This
informationtheninformsthedeploymentplanintheleaduptotheeventandVespasiancanrecommend
necessaryalterationstotheeventmanagementteamtoschedulingandstaffdeployment.
Wheretrendsareidentifiedbutfoundtobewithinsafeparametersfortheperformancestagestheartists
are booked for, Incident Response Teams will be detailed to attend the scheduled performances in
preparation. The front of stage pit barrier supervisor will also be made aware of any performance or
musicaltracksthatrepresentaparticularconcern.ThePitBarrierSupervisorwillnotifysecuritycontrolof
thisinformationallowingredeploymenttothebarrierbescheduledinlinewithrequirement.
11.2. Theftfromtents
11.2.1 Tactics
Notoriously challenging to combat, theft of customers’ personal belongings from tents needs a multi-

prongedapproach.Vespasianproposestheuseofseveraldifferenttacticstodisruptandapprehendthose
intentontheft.
11.2.2 CovertTeams
ConsistingofSIAlicensedDoorSupervisorsdrawnfromVespasian’sSpecialistUnitwilloperatethroughout
thesitebutwillbefocusedoncombatingtheftsfromtents.
11.2.3 DecoyTents(“HoneyTrapTents”)
Tents that have been pitched by the Vespasian team in the general camping areas will be specifically
monitoredbyteammembersdeployedclosetothelocation.Anypersonspottedenteringthesetentswill
bestoppedandaskedtoaccountfordoingso.Thesetentswillbepitchedinhorseshoeshapedformations
inanattempttoemulateothersocialgroupsthatdothesame.
Anypersonfound inpossessionofsuspectedstolengoodsatanyotherpartof thesitewillbeexamined
withUVlighttoseeiftheyhavebeenintothedecoytents.Thiswouldthenbeseenasreasonablesuspicion
thatthispersonhadbeen‘scanning’tentswithaviewtotheftenablingthepersontobeejectedorspoken
tobypolice.
11.2.4 HighVisibilityPatrols
Additional high visibility staffing in the campsites will act as a deterrent to those trying to steal items.
Vespasian use the same model as police constabularies within inner city areas, high visibility teams
regularlyseenaroundspecificlocationsdoreduceincidentsofcrime.
11.3. Arson
Highvisibilitypatrols (mentionedabove)passingthroughthecampsiteswillbethemosteffectivewayof
combating this challenge. The festival also contracts a dedicated on-site fire safety team. Utilising high
visibility firefighting equipment and vehicles the ire team patrol the site also acting as an excellent
deterrenttoanypersonsintentoncommittingarson.Ifanypersonisfounddestroyingatent,theperson
willbeejectedregardlessoftheownershipofthetent.
11.4. Assault
Deploymentplanswillbebuiltwithflexibility inmindallowingdeployedteamstoberespondfaster.This
added flexibilitywill enableCrowdManagersandSupervisors to relocate teams tobusyareas increasing
thecoverageofthesite.
11.5. PickPocketing
Theuseofcovert teamstosearch for thoseengaging in theactivity ispartof theresponsivestaffbased
solution to the challenge. The use of intelligence from NMPCU at the entry gates to screen for those
individualswishingtoenter thesitewill formpartofaproactiveresponsetothethreatofpickpocketing
crime.
11.6. SexualAssaults
Itisnotoriouslychallengingtodeterindividualsthatarefocusedonthistypesofactivitybutitisthebelief

of the Vespasian team that the review of the security deployment plan should provide comprehensive
coverageofthesite.Thiscomprehensivesitecoverageisvitalinassistingwiththedeterrentleveloffered
toindividualsthatareintentoncommittingsuchcrimes.
11.7. TicketTouting
Thedeployedteamofcovertsecuritywillbedetailedtodifferenttasksdependingonthedynamicneedsof
the event.Oneof these taskswill be tomonitor for toutingoperations during ingress periods. The gate
Supervisorwillalsobetaskedwithsearchingforsignsoftoutingduringtheremaininghoursofdeployment.
Policeonsitewillbemadeawareofanypersonssuspectedofengagingintouting.
11.8. Drugs

13. EvidenceGatheringCameras(EGC)
VespasianSecuritydeployEvidenceGatheringCameras(EGC)withkeyteamsandteammembersonsite.
Thedeploymentof thesecamerasare focusedupontheSeniorOperationalManagementTeam, Incident
ResponseTeamsandFrontofStagePitBarrierSupervisors.VespasianSecuritycurrentlymaintainastockof
threeRevealMediaBodyWornvideocamerasandthreehandheldPanasoniccamcorderstobeoperated
by a trainedCrowdSafety Steward. For thepurposesof this planboth typesofdevicewill be knownas
Evidence Gathering Cameras (EGC). The EGC are used to record video evidence of situations involving
customerinteractionswherestaffareengagedin:
• thechallengingofimproperbehavior
• managementofcrowdsafetysituations
• challengingofsuspectedcriminalactivity
• assistinginmedicalcasualtyextractions
• firerelatedincidents
• incidentsoftrespass
ResearchstatisticsshowthattheuseofEGCactivelyreducesincidentratescommittedbymembersofthe
public(26%)aswellasinstancesofcomplaintsandallegationsagainstsecurityteammembers.Theuseof
EGC also resulted in faster resolutions to complaints received. The use of EGC are regulated within
Vespasian by the ‘Evidence Gathering Camera Usage Policy’ which appears as an Appendix to this
document.
14. SpecialPoliceServices

1. Introduction
This policy details the procedures to be followed for any evictions. It is to be used in conjunctionwith
customerprocessescalationchartbelow.Thedrivingprinciplesforthispolicyaresafetyandtransparency.
Thefirstsectionsummariseshowsafeevictionsaremanaged,thesecondsectiondiscussesthefinerdetails
of suchevictionand final section isa customerprocess chart thatdetailshow incidentsareescalated to
evictionstatus.
2. Summary
2.1. SAFER
EjectionsarealwaysalastresortandmustfollowtheSAFERprocedure.
SUPERVISION–Wherereasonablypracticableeveryejectionwillhaveasecuritymanagerpresent.Policemayberequired.
ABILITY–Aretheyinafitstatetolookafterthemselves?Ifnot,gotowelfare.
FUTURE–Whereare they going, theymusthavebeenmadeawareof safe transportoptions topromoteasafeonwardjourney.
EJECTIONSLIP–Mustbesignedbyasecuritymanager.Removeallaccreditation.
RING–Makesuretheyhavetheopportunitytoringataxi,relativeorfriend.

3.1. IncidentReporting
Allejectionsmusthaveanincidentreportwrittenforthem,andthismustbehandedtotheradiocontroller
ortheCrowdManager(dependentonsizeoffestival)

3.4. Accreditation
Allaccreditationfromejectedpersonmustberemovedatpointofexitfromsite.
3.5. Evictionlocation
Theejectedpersonorpersonsmustberemovedtoapredeterminedareaofsafetydependentonhowthey
arrivedtosite.ThiswillbeagreedbyaSeniorProductionManagerandaSeniorVespasianManagerbefore
theevent,andwillbebriefedtoallstaffduringtheevent.
3.6. Telephone
Theejectedpersonorpersonswillbeofferedtheuseofatelephonetocallataxiorfriend/relative.Ifthey
areunabletocallataxiorafriend/relativeataxiwillbecalledforthembyeitheramemberofproduction,
ortheradiocontroller/eventcontroller.
3.7. Welfare
Ifthepersonisidentifiedasbeingvulnerableduetointoxication,incapacitationorsuspectedtobeunder
theinfluenceofacontrolledsubstancebytheSeniorVespasianManager/SeniorProductionManager/on
dutypoliceofficerauthorisingtheejection,theperson(s)toberemovedfromsitetheywillbeeithertaken
welfareormedicalareasforassessment. FollowingadvicefromwelfareormedicaltheSeniorVespasian
Manager/SeniorProductionManager/ondutypoliceofficerwillactaccordinglytoensuretheindividualor
individuals are removed from site in the safestmanner (i.e. an ambulance called or being picked up by
friendorrelative)
3.8. PersonsUndertheAgeof18
If the person is identified as being under the age of 18 theymust be immediately escorted toWelfare.
SecurityControlmustbe informedsothatthiscanbe loggedandpassedontotheWelfareteampriorto
the person’s arrival at the Welfare area. The young person must be formally handed over to Welfare
following theWelfareprocedure. If thepersonposes a risk to themselvesorothers a response teamor
VespasianSeniorManagermustbepresentuntil theparent/guardianarrives toensure the safetyof the
youngpersonorothers.WelfarearetoinformVespasianSecurityControlofthearrivaltimeandmodeof
transportoftheparentorguardiansothattheycanbeescortedontositetocollecttheyoungperson. If
welfarecannotcontacttheparentorguardiantheymaycontactsocialservicesorthepolice,andwillkeep
VespasianSecurityinformedofallactions.
3.9. EjectionSlip
Thepersonorpersonsbeingejectedwill begivenanejection slip thathasbeen filledoutby theSenior
Manager (productionorVespasian) authorising the ejection. Thiswill explainbriefly reason for ejection
andtime/dateofejection.Ifacrimehasnotbeencommittedbutanejectionisrequiredandtheindividual

wishesto leavepriortoaSecurityManager isableto issueanejectionslip,that individualshouldnotbe
detainedtoenablethis.
3.10. Force
Onlyreasonableforcemaybeusedtoeffecttheejectioninlinewithstatuteandcommonlaw.
3.11. Police
Iftheejectionisdeemedseriousenoughtoinvolvethepolicethenthepersonorpersonswillbehelduntil
thepolicehavebeeninformedandhavearrived.Thepersonorpersonswillthenbehandedtothepolice
and the response team enforcing the ejection or the Vespasian SeniorManager will ensure that police
officeridentificationisrecordedviacontrol. Ifpoliceofficersareunabletoattendfullavailabledetailsof
thepersonorpersonswillberecordedandgiventothepoliceatalatertime.
3.12. Log
Oncethepersonorpersonshaveleftthedesignatedareaforejectionradiocontrolwillbeinformedanda
logmade.Thelogwillincludemethodoftransportationaswellasregistrationnumberifvehicular.Ifthe
person or persons decides to leave by any othermethod other thanmotorised vehicle, verbalwarnings
relating to the health and safety ramifications of their chosen method of transport including but not
restrictedto,unlitroadsandfastmovingvehicleswillbegiven.Thisinformationisalsoontheejectionslip.
3.13. Production
AllincidentsofejectionwillbereportedtoaSeniorProductionManagerateitherthefirstavailablebriefing
time,orviatheproductionradio.Thisthirdpartycheckhasbeenincludedtoensureallrelevantprocedures
havebeenfollowed.
3.14. Disciplinaries
StafffailingtofollowtheSAFERprocedurewillbesubjecttotheVespasiandisciplinaryprocess.
4. CustomerProcess

EvidenceGatheringCameraUsagePolicy
When a team member is deployed with an Evidence Gathering Camera (EGC) the
team member will be reminded of this usage policy for the deployment of EGC. The
team member should check that the camera is in working order and report any faults
immediately to their Supervisor/Line Manager. Any faults must then be recorded by
Security Radio Control with details of the perceived fault and an estimation of the
time required to fix and return the EGC back to service. If the EGC is unusable then
this should be recorded by Security Radio Control.
1. When called to respond to an incident or when already present at a standard
customer interaction and this develops to represent a threat to safety, an
Incident Response Team (IRT) that have the use of an EGC should switch the
device on.
2. Body Worn EGC devices show clear signs of recording via the forward facing
display screen as well as the presence of an indicator light at the top of the
unit. Any team member issued with the Body Worn EGC should (if possible to
do so given the restrictions of the incident) visually confirm the unit is
recording after the attempt to activate it.
3. All team members present at an incident regardless of their position within
Vespasian Security hierarchy have the right to instruct all EGC devices
present to be switched on.
4. EGC held by CSS should be stood a sufficient distance from any incident to
gain a wider picture of the incident encompassing the IRT involved. If residual
sound levels allow, the EGC should move close enough to record any verbal
exchanges between any Vespasian team members and the customers in
question.
5. CSS who are operating handheld EGC should avoid becoming verbally
involved in the situation being filmed and concentrate on ensuring the device
collects as much visual and audio evidence as possible.
6. EGC operators should be aware that the use of the device can cause the
operator to be a target of aggression from incident protagonists and/or

bystanders. EGC operators should therefore be careful to maintain their
peripheral vision and a safe distance from individuals circling or joining the
situation.
7. EGC devices should remain filming until there is a resolution of the incident. If
the team involved in the incident hands over to another team, the EGC should
remain filming until the new team has activated their EGC. If the new team
has not got the use of a EGC the operator should remain with the new team
until the individual has either, amicably agreed to alter their behaviour and
accept the intervention of the IRT or has left the premises or been handed
over to the Police or been spoken to by Vespasian Senior Operations Team
and then released back into the event. This includes the individual being
escorted to medical or welfare locations and those relevant teams give the
permission to film due to the threat to safety.
8. EGC devices should remain filming until a Vespasian Senior Operations
Manager gives instructions to cease filming. A request can be made by an
EGC operator or radio holder within a team containing an EGC operator for
permission to stop filming but this can only be done once the incident has
reached a resolution.
9. Once filming has, ceased battery levels and recording time capacities on the
EGC device are to be checked to ensure the ability for the camera to be
activated for any future incidents.
10. In the event of an EGC battery or recording capacity running down below
acceptable levels during an incident, the operator should state this verbally so
the EGC can record the fact and if possible note the time of the statement.
11. In the event of an EGC battery or recording capacity running down below
acceptable levels, where reasonably practicable to do so, the EGC operator
should return to Security Control to switch the necessary resources as soon
as possible.
12. At the end of a shift performed by an EGC operator the device should be
handed back to Security Control and the time recorded and any device faults
noted. Any incident reports should be completed at this point with the fact that
the EGC was activated.

VespasianSecurityDrugsHandlingPolicy(DHP)
Forward
Thisguidancerecognizesthecomplexitiesofworkingwithinthelawinrespectofhandlingcontrolledsubstancesanditisintendedtoprovideclarityandguidanceinrespectofsomeoftheissues.ItrecommendsbestpracticethathasbeendevelopedasaresultofGovernmentresearch.
Thispolicyisintendedtocomplementanyexistingarrangementsthatevents/festivals/venuesmayhavewiththeirlocalpolicelicensingunitandtheyshouldalwaysbeconsultedinthesemattersindetermininghowthiscodeofpracticemightassistandcomplementexistingarrangements.
VespasianSecurityarecommittedtoreducingtheavailabilityofdrugswithinoursphereofinfluence.Whilstpoliceauthoritieshavetheoptiontotakealenientviewofthepossessionofdrugsforpersonaluse,i.e.bywayofstreetwarningsforpossessionofsmallquantitiesofcannabis,thisisnotwithintheremitofprivatesecuritycontractors.VespasianSecuritythereforeissuestrictguidelinesthatourteammembersmustoperatebytoensuretherecanbenosuspicionofmismanagementinthematterofillegalsubstances.
Alternatively,thelawpermitsthedisposalofverysmallamountsofsuspecteddrugs,butinthecaseoftabletsandcapsulesandtheincreaseintheavailabilityof“legalhighs”theremightbebenefitsofaddingtoexistingintelligencebynotdoingso.Matters,suchashowmuchandwhat,inrespectofarrestordestruction,mustbediscussedwiththepolicelicensingofficerthatislocaltotheevent/festival/venuelocation.Thisofficerwilladviseaccordingtolocalneed.
Thefinaldecisionsinrespectofwhatactionistakenwillbethatofeachindividualteammemberineachgivensituation.Thisdecisionwillneedtobelawfulandjustified.
IntroductionVespasianSecurityrecognisesthatthecircumstancesofdrugpossessionandusethatteammemberswillcomeacrossmightvaryenormously.Somepeoplewillbecarryingdrugsfortheirownrecreationalusewhileothersarelookingtoprofitfromthesaleofdrugs

regardlessoftheconsequences.
Foreigntouristsmightnotrealisetheimplicationsofourdruglaws.Thisguidanceissetouttohelpyoutakethecorrectcourseofactionontheoccasionswhenyoubecomeawareofthepresenceofasuspecteddrugatthepremisesyouareworkingat.Thiswillusuallybeeitherthroughfindingorasaresultofabodysearch.
ThisguidancehasbecomenecessaryduetothevarietyofpoliciesthatarebeingadoptedacrosstheUKpoliceauthoritiesandisviewedasamajorcontributiontoensuringthesafetyofalloftheVespasianSecurityteamandcustomers.Ourcombinedprioritiesmustbetopreventallformsofdrugtakingwithinyourpremisesandtotackletheavailabilityofdrugsthroughrestrictingthesupply,whilstatalltimesactingwithinthelaw.
Background
MisuseofDrugsAct1971:
Createsanumberofoffencesaroundspecificdrugsthatareclassifiedinrespectoftheirstrengthandharmfuleffectsonhealth.
Class‘A’-‘HardDrugs’likeHeroin,Cocaine,CrackandEcstasy(Possession7yrsImprisonment,withintenttosupply-Lifeimp.)
Class‘B’-‘SoftDrugs’likeCannabisresinandAmphetamine(Speed)(Possession-5yrsimp.,withintenttosupply-14yrsimp.)
Class‘C’-OtherlessdangerousdrugslikeFlunitrazepam(Rohypnol)GHBandsomeofthesteroids(Possession-2yrsimp.,withintenttosupply-14yrs)
Thepenaltiesarerelevantandwillbereferredtolater.
Youshouldbeawareofsomeofthecommonoffencesinconnectionwithdrugs;beinginpossession(theuser),unlawfulsupply(dealer),beingconcernedwiththeunlawfulsupply(i.e.thelookout,bodyguard,go-between,orholderofmoney)andallowingpremisestobeused(i.e.Crackhousesandpublichouseswherenothingisdonetodiscourageobvioususe).
Youshouldalsobeawarethatthelawchangesfromtimetotimeandthatitistheresponsibilityoftheindividualtoensurethattheykeepuptodate.WhilstVespasianSecuritywillendeavourtoupdatethiscodeofpracticetheydonotacceptanyresponsibility

foranyactiontakenthatmaybecontrarytocurrentlegislation.TheadvicecontainedwithinthisDrugsHandlingPolicyisbaseduponPolice.
ThePublicEntertainmentLicences(DrugsMisuse)Act1997
Thispieceoflegislationgavethelocalauthority-ontheadviceofthepolice-thepowertoclosepremiseswhereaseriousdrugproblemisperceivedalongwithothermattersrelatingtolicensing.
ThepremisesthatVespasianSecurityteammembersaredeployedtomaybesubjecttothefollowingcondition:-
“ThelicenseeshallenterintoawrittenandbindingagreementwiththeLicensingAuthorityregardingdoorsupervisionpolicy,searchingofpatronsandproceduresassociatedwiththeseizureofunlawfulitems.ThefocusofsuchanagreementwillbeThePublicEntertainmentLicences(DrugsMisuse)Act1997”
Evenifnosuchconditionexists,VespasianSecurityteammembersshouldoperateinlinewiththeaboveconditionasamatterofbestpractice.
ApplicationofLegislation
Whatconstitutesanarrest
Anarrestwillbedeemedtohavebeenmadewhenasuspectedoffenderisdeprivedoftheirlibertyorfreedom.Thefactthatapersonhasbeen‘detained’‘forthepurposeof…’makesnodifference.Itdoesn’tmatterwhatyouchosetocallitstillamountstothesamething.Thereforeifasuspectedoffenderistakentoanofficeandpreventedfromleavingthentheyhavebeenarrested.Evenwordsthatareconsideredbythepersontocompelthemintodoingsomethingandasaresulttheysubmittothatcompulsion,mayamounttoanarrest.
Powers-Arrest
Whilstthepolicehaveawiderangeofpowers,amemberofthepublichasthepowertoarrestandisdefinedas:
Sections24AofthePoliceandCriminalEvidenceAct1984providesthepowerofarrestforpersonsotherthanconstablesanddesignatedpersons(e.g.membersofthepublic).

Withtheexceptionofthepossessionofclass‘C’drugs,thepowertoarrestexistsforeachoftheotheroffenceslistedaboveprovidedyouhave‘reasonablegrounds’tosuspectanoffenceisbeingcommitted.Onceagain,‘reasonablesuspicion’shouldbegivenitsnormalunderstandingandnotmanufacturedtofitthecircumstances.This‘reasonablesuspicion’cannotbebasedonstereotypingofindividualsthroughrace,colour,gender,sexualorientationorappearance.
Asaroughguide,apieceofCannabisresinthesizeofasmallfingernailwouldbeconsideredbymanypoliceauthoritiesandVespasianSecuritytobea‘personal’useamount.Likewisea

‘wrap’withatinyamountofpowderoracoupleoftabletsmightalsobeconsideredtobepersonaluse.Itiswidelyacceptedbymanybutnotallpoliceauthoritiesthatanoperationalsecurityteamwilloftenbeverybusyandmayhaveinsufficientstafftotakeanypositiveaction,butthepolicetendtodiscussanyfindingswhentheycalltocollectthemfromthepremisesorresponsibleperson.
Makinganarrest
MostdrugsencounteredarelikelytobeeitherClass‘A’or‘B’.Thepowersofarresthavealreadybeenstatedinrespectoftheseoffences.Havingmadeyourriskassessmentinrespectofthelikelihoodofanypersonalinjury,takethepersonawayfromanyothersthatmighthavebeenarrestedandintoaconvenientarea,makingitquiteclearthattheyhavebeendetainedandwillbehelduntilthepolicearrive.Youcanonlyuseasmuchforceasisreasonableandnecessary.
Careshouldbetakenwiththeseizeditems.TheyshouldremaininthepossessionofthefindingpersonandthenhandeddirectlytotheinitialattendingPoliceofficer,therebyavoidinganycontinuityissues.Theseizeditemsareineffecttheseizingperson’sexhibit.Itremainsapieceofevidence.Thereforeconsiderationmustbetakentopreserveitinitsnaturalform.Itmustremaininitsoriginalpackagingandattheearliestopportunityplacedinapoliceevidencebag,sealedandthelabellingcorrectlyfilledout.Whenoperationalrequirementsdictate,thefindingpersonmayhandovertheseizeditemstoaseniorVespasianteammemberthatistakingchargeoftheincident.Eachteammemberinvolvedinthisshouldmakeanoteofthetimethisexchangetookplaceincludingadescriptionoftheseizeditemsatthetimeofthehandover.
Yoursafetyandthesafetyofothersareparamount.Thepoliceshouldthenbecalledimmediately,viatheVespasianSecurityradionetworkoriftheeventorlocationhasnocontrolroom,thepoliceshouldbecontactedvia999.Theteammembercallingforpoliceattendanceshouldasktheoperatorfortheincidentnumberandanestimatedtimefortheirattendance.Ifthepoliceareunabletoattendduetootherpriorities,thisincidentnumbermaythereforebecomeevenmorerelevantatalaterdateandshouldbenotedinyourdrugoccurrence/incidentbook.
Ifitbecomesclearthatanoffencehasnotbeencommittedthenthepersonmustbereleasedimmediatelyandthepoliceinformedaccordingly.
Ifitisnotpracticaltoarrestordetaintheperson,thentheyshouldbeejectedfromthe

premisesandarecordmadeoftheincidentforyourprotection.Ifpossiblethisrecordmustincludethedetainedperson’sdetails.

Onlythepolicehavepowerstosearchpeoplewithouttheirconsent.Theonlywayinwhichyoumaysearchapersonisbyconsent,asaconditionofentryorbyconsentasaconditiontoremainonthepremises.Inexceptionalcircumstancesyouhavethepowertosearchundercommonlawinordertoprotectyourselforothersfromharm.Thereisnoautomaticpowertosearchsomeonewhomyouhavedetainedorarrested.
Inkeepingwiththelawfulpowerstosearchbypolice,youshouldensurethatyouonlyengageinsamesexsearchesandrestrictthesearchtooutergarments,hats,gloves,bagsandaskingthemtoturnouttheirpocketsfollowedbya‘gentlepatdown’.Therearenoclearguidelinesthatcanbeprovidedinrespectofsearchinggay,lesbianortransgenderpeople,butcommonsensemustprevail,withrespectbeingshownfortheindividualandbeingsensitivetoanyrequests.Wherepossible,makingsearcheswithinviewofCCTVorVespasianteammembersthatareusingevidentialrecordingcamerascanensurefurtherprotectionfromanyallegations.
Thefrequencyofsearchescarriedoutshouldbebasedonariskassessmentthatisdrawnfromtheexpectedvenueoreventdemographic.
Specialeffortsshouldbemadetoarrestforpossessionwithintenttosupply,whichisanyamountmorethanforpersonaluse.ThePolicewilldeterminetheirintent.Whereeverpossibleavisualrecord(photographorvideo)shouldbesecuredofeachindividualsuspect.Areferenceshouldbemadetothisvisualrecordwhenitemisingtheincidentinthedrugslogbook.
UseofPoliceDrugsDogs
EachindividualconstabularypolicywillguidetheuseofPolicedrugsdogs.AttimeVespasianwilldeploydrugssearchdogsinresponsetoarequestfromaclient.Drugsearchdogswillpredominantlyusedtosearchthevenuebeforethepremisesopensandalsoinrespectofqueuingpatrons.Drugsearchdogswillalsobepresentatentrysearchlanepositionstotakeadvantageofthefunnellingaspectofthispartofthevenue/eventlocations.

Ifyouwitnessorsuspectanydrugoffencesbycustomerswhohavealreadybeenadmittedtoyourpremisesthenyoushouldtakethemtothemainentrance.Onceatthemainentrance,theyshouldbegiventheopportunitytoleaveorbesubjecttoasearchshouldtheywishtoremain.Failuretoconsentshouldresultinejectionasaconditiontoremainonthepremises.Refusaltoevengotothemainentranceshouldbeenoughtoconfirmyoursuspicionsandresultinimmediateejection.
DrugDealers
DetectingdrugdealersisamajorpriorityforVespasianSecurity.Anyonesuspectedofdealingindrugsshouldbeapproachedandrobustlychallengedbutyourownsafetyisapriority.Attheveryleastwerequesteachteammembertoobtainasmuchrelevantintelligenceasispossible.
DrugsFoundonorNearthePremisesorDuringaSearch
Drugsfoundduringasearchwherethepersonisnotdetainedorfoundduringthesearchofyourpremises,includinginsideorjustoutsideinanyqueuingorholdingareashouldberecordedandmadesecure.
TheMisuseofDrugsAct1971providesyouwithadefencetothepossessionofdrugsforthepurposeofpreventinganotherfromcommittinganoffence,andassoonaspossibletakeallreasonablestepstodeliverthemintothecustodyofthepoliceorotherpersonwithlawfulauthority.
Weacceptthatitisnotpracticabletocallthepoliceoneveryoccasionandneitherisitdesirable,butthelawsaysas‘soonaspossible’.Itwillthereforebeexpectedthatitwillbetheresponsibilityofthedesignatedpremisessupervisor(DPS)ornominatedpersontoensurethatthedrugsaredeliveredintothecustodyofthepolicewithinapredeterminedtimespan.Anexpectedtimewouldbeafteroperationsonthedayofthefind.Thepolicemaynotattendforacoupleofdaysafterthecallbutyouhaveexercisedyourresponsibility.
Anydelayonthevenuecontactingthepolicemaynegateanydefenceinlawsurroundinglawfulpossession.
Thecollectingprocedurewillbebywayof-avenuerepresentativeringingthePoliceonthenonemergency“101”numberandexplainingthatdrugshavebeenfound/seizedontheirpremises.Anincidentnumberwillbeallocated;thisnumberisattachedtothecorrespondingrecords.Anofficerwillthenbedeployed“slowtime”tocollectthedrugs.The

PoliceOfficercollecting,willensurethatthedrugsareproperlyplacedinasealedevidencebagandthedate,time,personfinding/depositingclearlymarkedandsigned.Thiswillbecrossreferencedwiththevenue/eventdrugsbook,forbestpractice,thisshouldbemadeoncameraifpossible.IncertaincasestheVespasianseniorteammaybeinpossessionofdrugsevidencebagstoenablethesecurecontainmentofeachseizure.
Eachmemberofstaffshouldreadthisguidanceandsignittosaythattheyunderstanditandwillcomplywiththeadvicethatitcontains.
Ifthevenue/eventdoesnotoperateadrugsafetydepositbox,thevenues/eventssafemustbeused.ThissafecanbelocatedeitherinthemainproductionofficeorinthecareofVespasianSecurity.
Recordingofincidents
Alldrugsearches,drugrefusalsanddrugejections,onandintothepremisesmustberecorded.
Thelogsshouldbecountersignedattheendofeachday,preferablybytheDPSorProductionDirector.
AlllogsshallbemadeavailabletothePoliceforinspection.
Preventativemeasures
Venue/eventwilltakepreventativemeasurestodeterdrugtakinginsidethevenue.Thesemeasureswillincludethedisplayingofantidrugpostersinkeyareasoftheevent/venue,toiletareasandpinchpoints,gates,doorwaysshouldbetheconsideredlocations.

Thedrugsthemselvesarealsolikelytobeatoxicsubstanceandcareshouldbetakenwhenhandlingthesubstance.Itisalsoamisconceptionthatbysniffingortastingthesubstance,youcanidentifyit.ThisisglamorisedbyTVandundernocircumstancesshoulditattempted.
Considerationshouldthereforebetakentothewearingofdisposablegloveswhenhandlingasuspectedillegaldrug.
