1. For variation in quantities accounts concurrence will be required if variation is in excess/savings of 25 % of the
total value and individual item in a contract.
2. Chief Engineer (PHOD/CHOD) will have power to approve these changes in contract approved by the
GM/AGM and Railway Board upto a maximum of 25 % of contract value or Rs. 25 lakhs which ever is less for
each individual contract.
3. Total implication of variation in quantities and variation of items in a contract will be limited to 25 % of total
value of original contract. In case it is exceeding personal approval of GM or higher authority which approves the
original estimate and in whose competence the enhanced value lies will have to be obtained.
4. For controlling the payment in case agreemental value goes beyond (+) 25%, a regulatory mechanism as part of
the contract shall be built in as part of contract itself. For the first 15 % increase in value beyond 25 % of
agreemental value , the rates will have a reduction of 2 % in the incremental value of the agreement and for the
next 10 % increase in the value, rates will have an additional reduction of 2% in the further incremental value of
the agreement . The variation clause to this effect will be included in all works contract.
5. In terms of codal para 628-f1 & 1265-E the original accepting authority should approve the variation
provided the total value of the contract is still with in his power of acceptance . If the total value goes
beyond the competence of the original acceptance authority, the sanction of the higher competent
authority to be taken.
6. In case vitiation takes place due to variation in quantity, contract has to be treated like a single tender.

1. Normally powers to dispense with calling of tenders should be exercised sparingly. The circumstances under which quotations have to be called should be spelt out.
2. The work should not be split up for the purpose of bringing it with in the ambit of this dispensation.
3. The reasonableness of rates should be gone in to objectively and in detail by the accepting authority.
4. Quotation should not be for items which can be executed through the existing contracts including Zonal contracts.
5. Quotations should not be for fancy (expensive but of low utility) Items.
6. Quotation should only be for works which are urgent
in nature. 7 Quotation should normally be invited from at least
three well experienced contractors/ agencies
working in that area not necessarily be born on the
approved list.
8. Accepting Authority must take precautions to see
that the quotations are from genuine firms (and not
from fictitious firms)
9. A Register showing the full particulars of works
authorised through quotations will be maintained by
the officer having powers to dispense with calling of
tenders. The register shall be sent to associate
finance while seeking their concurrence.

Invitation of limited tenders more than Rs. 5 crore will require the approval of Railway Board. 4. Contractors approved in the higher monetary slab for a particular category of work may not be allowed to participate for works in the lower monetary slab unless they are separately registered in the lower monetary slab for a particular category of work

(c) To invite Special Limited Tenders.
1) Special Limited Tenders may be adopted in the following situations in consultation with FA&CAO or FA&CAO(C) as the case may be:-
(a) Works of specialized nature (to be approved by PHOD/CHOD personally) (b) Work of urgent nature (to be approved by the GM personally) (c) Consultancy works (to be approved by the GM personally). In Construction Projects, the consultancy work will be
approved by CAO(C) within his power. 2) Special Limited Tenders may be invited from specialized and reputed Contractors/Organizations/Agencies. 3) A proposal detailing the circumstances and the necessity for going in for Special Limited Tenders should be
initiated and got concurred by FA&CAO (in respect of open line) and FA&CAO (C) in respect of Construction Organization before personal approval of the PHOD is obtained.
4) Tenders from whom special limited tenders are to be invited should preferably be more than six but not less than four.
5) Tenderers need not necessarily be borne on the “Approved list”.

Tenderers from whom SLT are to be invited should preferably more than six but not less than four.
6. Tenderers need not necessarily be borne on the approved list.
Two Packet tendering system may be adopted in specifically identified situations for obtaining consultancy services for highly technical works where parameters can not be precisely pre-defined or for execution of works which are either technically complicated or specialized in nature and/or which are executed rarely.
2. The “qualifying criteria” in respect of two packet tender system in the tender documents for selecting the tenderer should be precisely defined
duly concurred by FA&CAO/FA&CAO(C) and approved by GM/CAO .
