Su& ary: During the month of April on the Oklahoma Capitol Exterior Restoration Project, interior tunnel work
continued, including slab preparation for new waterproofi ng followed by the placement of new waterproofi ng
on the fl oor of the tunnel. The interior fi nal fi nishes in the tunnel will start in October 2019. However, the
tunnel will remain closed until the new Visitor’s Center is complete.
The West Wing North Elevation (Lima) was completed and the scaffolding has been dismantled and
removed from the jobsite. This marks the completion of the fi nal exterior restoration of the windows, stone,
and built-in gutters.
The site work has continued around the Capitol. The new North Plaza concrete slab was completed in
April. The concrete wall repairs in the lightwells around the Capitol began in March and have continued in
April. Once the concrete repairs are complete, the lightwell walls will be coated with an elastomeric coating.
Also, in the lightwells, the work for the new sump pump pits has been on-going. This work will wrap up
in late May. Replacement of the old concrete retaining walls was completed on in the SW quadrant of the
building. Lighted handrail installation on the North Stairs was done in April and the guardrails around the
generator areaway were also installed.
The roofi ng replacement has progressed with the South Wing copper fl at lock panels continuing to
be installed and soldered in place. Skylight framing on the South Wing, along with the new Creteplank
installation, will wrap up on the skylights in early May. On the North Wing, new wood substrate and sleeper
repairs were completed in April. The removal and relocation of existing vent lines was also done in April. The
copper fl at lock panel installation in the gutterways will begin in May. The East Wing existing copper was
removed in April. A temporary roofi ng membrane was installed to keep the building water tight. Demo and
replacement of the existing substrate will begin in May.

Safety:
The safety of our workforce and the general public during the course of construction is the most import-
ant task that we must deliver. To that end, every craftsmen involved with the project receives a detailed
project orientation, and prior to performing any task, the teams develop detailed task specifi c work
plans. These work plans are often called Job Site Analysis (JSA) and assist project teams with analyzing
different hazards associated with each work activity prior to beginning work.

*While carrying material on the low roof, a Trade Partner sprained their ankle. The worker was treated at the clinic with ice packs and returned to work.
**Following a rain storm, a live extension cord was discovered submerged in water on the roof. GFCI did not trip. No injuries or damage occured. The cord was unplugged and removed from teh water. A safety meeting was held to review this near miss.

Safety Spotlight
We recently completely another round of rigging training for our exterior restoration trade partners and our roofi ng
crews. This rigging training included using virtual videos to learn proper hand signals as well as actual training
on-site using the tower crane. Proper rigging training is important to ensure all materials that are being hoisted
are secured properly before being lifted into the air.

Mike Thompson (MDT) of ZFI was on-site to observe the early stages of roofing material demolition on the North Wing roof. An unforeseen condition was encountered at the north end of the roof
Observations:
1. The existing copper standing seam panels had been removed over a large portion of the roof area. Temporary roofing material was being installed to protect the roof. Both aspects of this work were on-going.

2. ZFI observed an unforeseen condition at the end of the north roof where a large gap existed between the north veneer stone and the concrete structure.

3. The gap measured approximately six inches at the location observed (east end of the roof, in the gutterway). The top of the stone was approximately 3 ¼” above the top of the adjacent beam.
4. Several ferrous rod anchors
crossing the joint were also observed at this location anchoring the top of the stone segments back into the top of the concrete beams. Further demolition up the slope was necessary to determine the extent of the anchorage to the roof beams.
5. JE Dunn was planning on installing a cover board over the gap to avoid a trip hazard until such time a permanent solution can be devised to address the condition.

6. Original steel cable/wire rope was also observed below the original roofing of the east gutterway. It is not believed that this is part of the lightning protection system, but rather an abandoned erection cable from the building’s original construction.
7. The removal of the copper standing seam roof revealed that the underlayment system below differed from that encountered at the south roof to date. In lieu of the ice/water barrier-plywood-1x6 plank layup seen on the south, the ice/water barrier was directly adhered to 1x6 plank layer and no plywood was present. The barrier appeared to be securely adhered to the 1x6. This will prevent direct observation of the condition of the 1x6 layer.

8. Wood sleeper and cement fill condition in the east gutterway appeared to be largely consistent similar areas seen on the South Wing. There were isolated areas of sleeper deterioration, but no widespread issues in the areas uncovered so far.

Installation of ballistic window system mockup in progress.
South wing roofing, skylights: replacement of decking over lower skylights on the west slope is in progress. Setting Crete-plank on the third of four is underway. Cricket built on the upslope side of the southern-most was reviewed. See discussion below.
South wing roofing, flat lock: flat lock installation is ongoing at the east gutterway, central section. Damage noted to the bottom of the coping stones on the west gutterway. Damage appears to be caused by expansion anchors driven through the upturned leg of the through wall flashing. Use of expansion anchors for low slope roofing terminations was not indicated nor was it approved. Severe instances of damage may need to be repaired.
North wing roofing, substrate repairs: removal of existing wood decking has revealed gap between northern-most concrete framed beam and the stone cornice (see discussion below), and a few cracks parallel to the slope in the Hy-Rib concrete deck, review with structural scheduled for 3/26. Replacement of deteriorated sleeper is in progress.

ITEMS DISCUSSED:
South wing lower skylight carpentry and copper: Construction is acceptable overall, however the vertical dimension from the ridge of the cricket and the overall height were compared to the mockup executed on the ground to determine whether adjustments to copper or framing need to be made. The ground-based mock-up box is approximately ½” shorter than the actual condition. However, the closure between the cricket ridge and the upslope edge of the skylight would be better if the top of the skylight was a bit higher. Additional framing to increase the height will add weight (needs to be discussed with structural) and depending on how much could alter the way the lower skylights are perceived relative to the upper skylights (historic appearance).
Back of parapet gutterway termination detail: Sequence of construction on this detail was discussed as were alternatives. Threaded rod anchors on the north wing are reported to be damaged and/or cut off during demolition work.
North wing roofing, substrate: reviewed proposed detail for infilling the gap found between the concrete beam and stone cornice at the east slope which was more recently uncovered. The vertical offset dimensional variances across the gap noted on the west slope are different on the east. Discussed alternatives to simplify framing and copper work where the slope meets the gutterway. Discussed alternative methods to make up the height difference of the base substrate across the gap in a way that is more tolerant, including providing a layer of cementitious fill over the existing deck.
North wing roofing, attic conditions: JE Dunn reports that no changes have been detected in the cementitious plaster covering on the bottom of the Hy-Rib deck.

Site Phasing Plan:
The site phasing plan is a broad representation of the work fl ow for the Capitol exterior rehabilitation.
Beginning with Alpha (west elevation of the north wing), scaffolding was constructed continuing
on to Bravo, Charlie, Delta and Echo. We construct a phase of scaffolding at a time, which is followed by
hazardous material removal, window restoration, and stone and lighting repair. As each phase is complet-
