WorkforceDevelopmentAreaisasayearofcontinuedexcellencefullofbestpractices .Frombeing
recognizedasoneofLasVegas’premierbusinesseswiththe2015BusinessExcellenceAwardinthe
categoryofPacesetterforleadership,foresight,guidance,originality,andempowerment,topostingits
besteverindependentauditreport,WorkforceConnectionshasreachedanewlevelofexcellence .To
achievesuchexcellence,theLocalElectedOfficialsConsortiumrestructuredtheagency’sBoardof
DirectorsandstreamlinedstrategicinitiativestoimproveservicedeliveryandimplementtheWorkforce
InnovationandOpportunityAct(WIOA) .Thisreportoutlinesinitiativeswhichresultedinimproved
qualityandincreasedworkforcedevelopmentserviceswithadditionalpointsofaccess .Italsohighlights
theeffectivenessoftheagency’sfiscalandprogrammaticactivities .
ForthefirsttimeeverintheStateofNevada,WorkforceConnectionsprocuredandstood-upa
One-StopCareerCenterOperatortoexecuteandserveemployersandjobseekersineveryfacetof
workforcedevelopment .Thisreportmakesnoteofthesignificantchangesoradjustmentsthestaffputin
placetoimplementWIOA,andimproveaccesstothearea’semploymentandtrainingservices .Through
theagency’sstrategicworkplan,staffwasabletooutlinedetailedtacticsandstrategiestoaccomplishour
missionof“ConnectingEmployerstoaReadyWorkforce”,whileimprovingqualityoflifeandworkforce
developmentsupportforourlocalresidents .
Indesigningtheframeworkforourdeliverysystemtoaccommodateintegratedworkforcerelated
services,weparticipatedinongoingmeetingsthroughoutthisprogramyearwithseveralStateagencies .
OurprimaryobjectivewastosecureMemorandumsofUnderstandingforcollaborativepartnershipsthat
wouldincludesharingofdataandinformationthatallowedustobetterserveemployersandjobseekers .
Withstillmuchworktodo,Iamhopefulthatourendproductwill
providebetterandfasterservicestotheresidentsofSouthern
Nevada .Withcontinuedhardworkandcommittedeffortsguided
towardsachievingourvisionof“FullEmploymentforAllSouthern
Nevadans”,thestaffofWorkforceConnectionslooksforward
tohelpingmakealastingdifferenceinthelivesoftheresidents
ofSouthernNevada .Byallaccounts,thehealthofWorkforce
Connectionsisstronganditkeepsgettingstronger .Althoughthispastyearwasextremelyexciting,with
theonsetofWIOAadditionalfunctionslikemarketingoutreachandyouthentrepreneurtraining,this
upcomingprogramyearwillbelikeatestinglabthatproduces“bestinqualitypractices”recognizedat
nationalworkforceforums .

providesapreceptortoworkone-on-onewiththeparticipantofthe

AsofJune2016,UNLVhasrunfivecohortsandhasserved34
participants .Elevenofthesestudentsarecurrentlyparticipatinginthe
sixthcohort .Ofthe34whohaveparticipated,29arenowworkingin
fulltimepositions .Participantshavereportedpositiveresultsregarding
theprogramandhaveindicatedtheirskillsandconfidenceimprovedas

designedtohelpputpeopletowork .Ourcombinationofcareercenteroperations,JobCorpscenters,
schools,businessservicesandfamilysupportfunctionsarethelargestfor-profitcollectionofworkforce
solutionsintheUnitedStates .
ResCareWorkforceServiceshasprovidedworkforceservicesnationwidesince1968 .Theirmission
to“assistpeopletoreachtheirhighestlevelofindependence”hasmotivatedtheirstaffofworkforce
expertstodevelopcutting-edgestrategiesthat(1)helpjobseekersandstudentsprepareforself-
sustainingemploymentopportunities,(2)supportbusinessesintheireffortstosecurequalified

Proudly,weannouncethatonMay26,2016,heinterviewedwithatrucking
companyandwashiredfull-time,Monday-Friday,evenwiththeirknowledge

Afterhefailedtheinitialdrugtest,hediligentlyworkedwithhiscareercoach
anddrugcounselor .After6weeksofattendingsubstanceabuseclasses,he
passedthedrugtest .Onlyafewmonthsintotheprogram,heearnedhisHiSET .
TheYBLVACstaffnoticedahugechangeinWilfred’sattitudeanddemeanoras
themonthspassed;hegainedconfidenceandwasmuchmoreoutgoing .Bythe
endoftheprogram,WilfredhadearnedhisHiSET,OSHA10,OSHA30,CPRand
FirstAid,“What’sitMeantobeGreen”,forkliftlicense,andhisHBIPACT(pre-
apprenticeshipforcarpentry) .Healsocompleted457communityimpacthours
whichearnedhima$1,500educationalscholarshipthroughAmeriCorps .Wilfred
earnedeverycertificatethatwasofferedwithinthe9monthprogram .
