1. Aims

The CODE project is an EU wide independent assessment of the progress of the

Cogeneration Directive. The project partners and COGEN Europe members will

encourage the rapid and effective implementation of the Directive and independently

review the Member States’ progress and the success of implementation. CODE will

highlight and publicize clear best practice where it occurs and draw attention to areas of

poor performance or practical difficulties in implementation.

The CODE SEE Regional meeting in Nicosia on 25 May 2010 is part of a Europe wide

initiative to accelerate the implementation of cogeneration across Europe. This Cypriot

event is targeted at monitoring further the implementation process of the Cogeneration

Directive in Member States in SEE, namely Bulgaria, Cyprus, Greece, Romania and

particularly to the Cypriot Energy audience. Involving in workshop format experts and

interested parties are encouraged to put their views, making sure that their interests are

represented in this Europe wide programme. It should be added that this Workshop was

co-organised by Cyprus Energy Regulatory Authority (RAEK) and HACHP, with the

support of Electricity Authority of Cyprus, which offers its Conference Room for the

Workshop and the Cyprus Energy Office. The working language of the Workshop was

Greek as the participants were from Cyprus and Greece.

2. Presentations and discussions

1. Welcome address by G. Siammas, President of RAEK

After welcoming all participants of the workshop on cogeneration in Cyprus, Mr Siammas

mentioned that this is the first one organised in the country and expressed the great

interest of the Regulator in cogeneration and how these type of systems are treated in

other countries.

2. Cogeneration in SEE – Results from CODE project

By: C. G. Theofylaktos, Hellenic Association for Cogeneration of Heat and

Power

Mr Theofylaktos presented an extensive data for each of the four Member States, based

on the results from a standard qualitative template, designed during the course of the

implementation of WP2. This template in its initial stages presented general data of each

Member State (Member State area and population, Member State GDP, installed

electricity capacity and production, etc). Also it included relevant information regarding

their economic development, their natural resources (oil, gas, fossil fuels, etc), the

existing energy prices, the regional cooperation in energy issues and the existing

interconnections as well as the recent status of the liberalisation of their energy markets

with attention to Cyprus and Greece. This was due to the fact that only representatives

from these two counties attended this regional meeting.

3. Cogeneration in Cyprus – Existing situation

By: Marilena Delenta, Officer, RAEK Organisation

Ms Delenta explained the current situation of cogeneration in Cyprus, with focus on small-

scale cogeneration systems, using as fuel biomass – mainly wastes from pig and chicken

farms, as those are the most common cogeneration systems in the island, except the one

large scale cogeneration plant in the cement industry of about 5 MWe.

4. Legal framework for cogeneration in SEE – Focus on Greece and

Cyprus

5. Methodology for calculating the electricity, related to fuel consumption

and primary energy savings due to cogeneration

By: Christos Frangopoulos, Professor at Department of Naval Engineering –

National Technical University of Athens.

Professor Frangopoulos gave a lecture titled “A method for performance evaluation of

cogeneration systems”, based on the newly-published Ministerial Decree 1420/15.7.2009

of Greek Ministry for Development, on the methodology for calculating the CHP electricity

and the harmonised reference values. The lecture was divided into 5 parts. The first one

was on the fundamental definitions of the terms and it was based on those in Directive

2004/8/EC. The second one was on the calculation of the electricity from cogeneration P,

based on the method for calculating C, the PHR. The third chapter was dealing with the

calculation of the Primary Energy Savings (PES) both for cogeneration and non-

cogeneration part of a cogeneration system. Next, the lecture presented cogeneration

systems with auxiliary or supplementary firing. Finally, Prof. Frangopoulos gave two

examples of cogeneration systems; one with gas engine and the other a combine cycle

where the PES were calculated and vital conclusions were obtained.

6. Presentation of cogeneration systems with biomass in Cyprus

Ms Charalambous presented in details the cogeneration projects with biomass –

pig/chicken wastes – operating in Cyprus. She explained that there are about 10

small-scale cogeneration units in operation of the same kind and she visited

almost all of them discussing their operation and possible problems with their

owners.

7. Two cases of small scale CHP units with fuel biomass

The two operators of the two cogeneration units explained in details their installations, the

existing procedures for obtaining the operation permits, their continuous efforts of

accepting these units into UN CDM mechanisms and the existing problems. More details

are given in their presentations.

3. Conclusions and recommendations

The meeting where more than 50 people participated is considered as a successful one.

Especially with the participation of leading parts of the energy sector, e.g. from Regulator,

the TSO, the main electricity provider, etc. The meeting has provided good insight in the

development of the cogeneration in Cyprus. The cogeneration Cypriot market is new, with

many different problems, as for example no existence of NG, no knowledge of the

technology by the technical world, so the use of animal wastes can be an acceptable

solution for the energy system of the country.

The Workshop was concluded with the willing of the majority of the participants to work

for the establishment of the Cypriot Association for Cogeneration of Heat and Power in

the near future. The Cypriot Energy Efficiency Office is going to organize the future

actions.
