CandidateCriteriaforSeptember16,2015CNNRonaldReaganPresidentialLibraryRepublicanPresidentialPrimaryDebateToreceiveaninvitationtotheSeptember16,2015RepublicanPresidentialPrimaryDebate,acandidatemustsatisfythefollowingcriteria:1.FulfilltherequirementsoutlinedinArticleII,Section1oftheConstitutionoftheUnitedStates2.FileaStatementofCandidacyandregisterwiththeFederalElectionCommissionbyAugust26,20153.Achieveanaverageofatleastonepercentinthreenationalpollsfromamongthosethatarerecognizedinthisdocument.RecognizedpollsmustbereleasedbetweenJuly16,2015andSeptember10th,2015.4.HaveatleastonepaidcampaignaideworkingintwoofthefourearlyvotingstatesdesignatedbytheRepublicanNationalCommittee:Iowa,Nevada,NewHampshire,SouthCarolinanolaterthanAugust26,20155.VisitedtwoofthefourearlyvotingstatesdesignatedbytheRepublicanNationalCommitteeatleastoncenolaterthanAugust26,20156.Thefirst10candidatesrankedfromhighesttolowestinpollingorderfromanaverageofallqualifyingpollsreleasedbetweenJuly16andSeptember10whosatisfythecriteriarequirementsoutlinedinthisdocumentwillbeinvitedtoparticipateinSegmentBoftheSeptember16,2015RepublicanPresidentialPrimaryDebate.Intheeventofatiefor10thplace,thetiebreakerwillbeanaverageofallqualifyingpollsreleasedbetweenAugust26andSeptember10.ThesecondtiebreakerwillbeanaverageofallqualifyingpollingconductedinIowa,NewHampshire,SouthCarolinaandNevadareleasedbetweenJuly16andSeptember10.7.Candidateswhosatisfythecriteriaandachieveanaverageofatleastonepercentinthreenationalpolls,butarenotrankedinthetop10ofpollingorderwillbeinvitedtoparticipateinSegmentAoftheSeptember16,2015RepublicanPresidentialPrimaryDebate.QualifyingpollsPollingdatawillonlybeconsideredforliveinterviewernationalpollssponsoredbythefollowingsourcestodetermineeligibilityfortheSeptember16,2015RepublicanPresidentialPrimaryDebate:ABC/TheWashingtonPost,Bloomberg,CBS/TheNewYorkTimes,CNN,FOX,Gallup,Marist,McClatchy,MonmouthUniversity,NBC/TheWallStreetJournal,Pew,Quinnipiac,USAToday,Time.Forthesecondtiebreaker,qualifyingpollingincludesallliveinterviewerpollsinIowa,NewHampshire,SouthCarolinaandNevadaconductedbyorganizationslistedaboveaswellasthosesponsoredorconductedbyClemsonUniversity,theDesMoinesRegister,theLasVegasReviewJournal,theUniversityofNewHampshire,theUniversityofNevadaLasVegas,WinthropUniversity.Todetermineeligibility,pollaverageswillnotberoundedupordowntotheclosestwholenumber.

AdditionalNote:*Ifthenumberofcandidateswhoqualifyforthedebateis14orfewer,CNNreservestherighttolimitthenumberofparticipantsinSegmentBtoeightcandidates.TheremainingqualifiedcandidateswillbeinvitedtoparticipateinSegmentAofthedebate.
