CHROME, ARROGATEBOOKEND PEGASUS FIELD
by Ben Massam
HALLANDALE BEACH, FL - The field for Saturday=s inaugural
running of the $12-million GI Pegasus World Cup Invitational
was set Monday afternoon at Frankey=s Sports Bar at Gulfstream
Park, with 6-5 morning-line favorite California Chrome (Lucky
Pulpit) drawn in post 12 and 7-5 second choice and >TDN Rising
Star= Arrogate (Unbridled=s Song) posted on the rail for
Juddmonte Farms. With a large group of media, horsemen and
owners in attendance, the crowd reacted noticeably when the
two headliners drew post positions that demand some level of
racing luck.
AOutside, inside, you can=t make any excuses,@ said California
Chrome=s trainer Art Sherman. AThe good thing I thought about
is he won=t have to be in the gate long...He=s got natural speed.@
A large contingent of Starlight Racing partners, including
Pegasus World Cup CEO Jack Wolf, was on hand to view the
draw, and gave a cheer of approval when their 30-1 shot
Neolithic (Harlan=s Holiday) drew post three. Norman Casse,
assistant to his father, trainer Mark Casse, seemed pleased with
speedy Noble Bird (Birdstone)=s post in stall four at odds of 25-1.
Dean Reeves of Reeves Racing, who recently acquired a share of
GI Clark H. runner-up Breaking Lucky (Lookin At Lucky), deemed
the chestnut=s spot in post 10 Agood but not great,@ consistent
with a prevailing sentiment that outside posts are not ideal over
the Pegasus=s trip and track. Cont. p3
GUEST SUITE ENTERS LATEST TDN DERBY 12by T.D. Thornton
The TDN Derby Top 12 shows a nice pyramid-shaped
symmetry at this early stage of the season. The division
champion sits atop the apex; the tier below him is occupied by a
pair of undefeated horses (one a speedster, the other a closer),
and the base fans out from there with an interesting cast of
up-and-comers and proven juvenile stakes winners. From a
bloodstock perspective, there is considerable diversity within
the ranks, as the Derby Top 12 sophomores on this week's list
are sired by a dozen different stallions.

One day after working five furlongs at the Hallandale oval,
James McIngvale=s South American import Eragon (Arg) (Offlee
Wild) jogged a mile shortly after the first renovation break as
the sun emerged from behind a layer of clouds. It was an
otherwise quiet morning at Gulfstream, but activity is expected
to pick up in the coming days with trainer Bob Baffert=s
champion Arrogate slated to arrive from California Tuesday.
TAYLOR REFLECTIVE ON PEGASUS WEEKby Ben Massam
Duncan Taylor, CEO and president of Taylor Made Sales, has
spent much of his life honing in on the sales sector of the
Thoroughbred industry, striving to raise his family business to
the top. But when Taylor Made was able to acquire a share of
champion California Chrome (Lucky Pulpit) in July 2015, Taylor
was granted the unique opportunity to compete >Chrome,= the
racehorse, at the
highest level of the
game while
simultaneously
building his resume
as an in-house
stallion prospect.
That duality
becomes a bit
more real for
Taylor this week, as
newly crowned
2016 Horse of the Year and all-time leading North American
earnings leader California Chrome will compete in Gulfstream
Park=s $12-million
GI Pegasus World Cup Invitational Saturday before shipping to
Kentucky to begin his next career Sunday.
AIt=s been a very good situation with California Chrome,@ Taylor
said. AWe got him so early that we=ve been able to think about
his pedigree and look at what mares we think will cross well, and
we=ve been able to buy some of those mares. We=ve been able
to bring some very good breeders along that joined in and are
able to have a lot of fun...It=s really been a great experience, one
that I=ve shared with my brothers. My whole life, I=ve been
thinking about how to sell quality horses better and try to be the
leader at the sales, but never once did I ever set a goal to have a
Horse of the Year. So this is a blessing.@
When asked about his mindset in the days leading up to the
Pegasus, Taylor confirmed that he is understandably anxious to
see California Chrome compete, acknowledging the challenge
posed by a more-than-worthy opponent in GI Breeders= Cup
Classic winner Arrogate (Unbridled=s Song).
AI am feeling nervous,@ Taylor admitted. AWe=re getting ready
to face Arrogate and all these other horses. Any horse can jump
up and run a great race. We don=t know what Eragon (Arg)
(Offlee Wild) is, Noble Bird (Birdstone) has a lot of speed and he
can get loose on the
front end, and then
Arrogate--nobody
knows just how good
this horse is. The other
night, when we won
the Eclipse Award, it
may go down as one of
our greatest
accomplishments
winning Horse of the
Year because we know how great he is. He=s going to be a very
tough foe. Juddmonte is at the top of the game, they know what
they=re doing; and then you have Bob Baffert, and you can=t do
any better than that.@
Win or lose, California Chrome will travel to Kentucky Sunday
to begin settling in at Taylor Made Farm in Nicholasville. Taylor
noted that the close proximity of the chestnut=s final race to his
first day as a stallion creates a demanding, but manageable, task
for the Taylor Made Stallions team. Cont. p5
“Bayern should be a very exciting sire prospect, he had the speed of a world class sprinter and the durability to carry it over
a distance of ground. His natural talent is only outdone
by his amazing good looks. I bred to him last year and am
breeding to him again this year.”

Breeders’ Cup Classic Champion andHorse of the Year Finalist Bayern
defeated California Chrome on two separate occasions.
California Chrome was one of 14 Grade 1 winners
defeated by Bayern during his racing career.
TDN HEADLINE NEWS • PAGE 5 OF 15 • THETDN.COM TUESDAY • JANUARY 24, 2017
AIt=s going to be a challenge after the race,@ Taylor said.
AGilberto Terrazas and his crew, and my brother Ben and Travis
[White] will give him a day or two off when he comes back, but
then we=ll test breed him--probably two or four times--before
we collect the semen and analyze that. We=re hoping to be
ready for the opening of the breeding shed around Feb. 14.@
As far as California Chrome=s commercial appeal, Taylor
stressed that there isn=t necessarily an automatic connection
between breeders= recognition of his accomplishments on the
racetrack and his potential as a stallion prospect.
AAs a superstar, he takes care of himself, but people
understanding his pedigree is something we=ve been working
on,@ Taylor explained. AWe want people to look, for lack of a
better analogy, under the hood to see what=s under there. He=s
line-bred to Numbered Account, who was Ogden Phipps=s best
female, and [the Phipps Family] is known as the best breeder in
America. So the breeding is good, but he doesn=t have the brand
name with Lucky Pulpit. If he had Pulpit there, it would be a
totally different story.@
Contemplating California Chrome=s impact on a broader scale,
Taylor said he believes that the horse=s presence at Taylor Made
will bolster public interest in the one-year-old Horse Country
Tours network, and by association, strengthen interest in the
sport as a whole in Kentucky. Horse Country has already
attracted great interest in 2015 Triple Crown winner American
Pharoah (Pioneerof the Nile)=s presence at Ashford Stud, and
Taylor believes his farm will see a similar response coinciding
with the introduction of fan favorite >Chrome.=
AWe can=t thank the media and the fans of Chrome enough,@
said Taylor. AA lot of people say, >Does that bother you?= No, we
love having fans interested in the horse and wanting to come
see him. We=re all about letting them have that thrill.@
With first-hand experience meeting California Chrome=s
supporters, Taylor also said that the emphasis on the
horseplayer at Saturday=s Eclipse Awards resonated with him as
something that needs to be prioritized by the industry as a
whole.
AIt=s sad to me that we have the best handicapper up there
getting an award, and he=s almost apologizing for what he=s
doing,@ Taylor observed. AWe need to change that and we need
to put the people betting on the horses at the forefront of the
sport. The NTRA is doing a good job with their handicapping
tournaments, but I=m trying to encourage them to have a
handicapping tournament end at the Kentucky Derby. And we
ought to be able to calculate who won right then, and the
handicapper can go out to the winner=s circle and get a
$1-million check. That way, when we have this huge audience
watching, it gets people to start wondering and thinking, >How
do I learn to do it? How can I do that?=@

Art and Alan Sherman | Horsephotos
Alan Sherman | Horsephotos
In an ideal situation, Taylor added that the industry can take
further steps to provide handicapping resources and tutorials for
the general public. Such a strategy would likely coincide with
growing Thoroughbred racing as a self-sustaining entity apart
from casinos and external purse supplements.
>Bittersweet= Week for Sherman Alan Sherman, assistant trainer to his father, Art Sherman, said
that California
Chrome=s
departure
following the
Pegasus will
undoubtedly
leave a void in the
shedrow.
Nevertheless, the
horseman
recognized that
his stable star is
well-supported in
his future career at stud.
AHe=s definitely going to be missed in the barn,@ Sherman
asserted. AWe=ve spent a long time with that horse now, and
he=s been really good to us. I=m
glad he=s going on to his job as
a stallion. I think he=s going to
be a good stallion, and he=s got
some really nice mares to
breed to. It=s bittersweet, but
he deserves to go out and get
those mares now.@
According to Sherman,
California Chrome will gallop
up to Saturday=s race, and
possibly school in the
Gulfstream paddock during his
Wednesday morning training
session.
AIt=s just been a privilege and
an honor to train a horse like
this,@ Sherman concluded. AI thank everyone in California
Chrome LLC for having him one more year. It=s been great.@

Classic Empire won the GIII Bashford Manor S. back on July 2,
and history shows that horses who have won that Churchill
juvenile stakes in the past (it has previously been run as early as

anticipation of trainer
Wilkes=s pick of several
Gulfstream stakes spots in
early February. Falling in
love with a deep closer as
one of your top Derby
picks can be a risky
endeavor because a late
mover will, to some
degree, always be at the
mercy of the pace and
traffic in a 20-horse Derby field. But this Whitham
Thoroughbreds homebred has an athletic (not plodding) way of
picking his way through the pack, and Wilkes reported last
month that the colt has filled out a little bit too, so it will be
interesting to see him with a touch more muscle on his
physique. The fact that all three of his wins were over the
Churchill strip might not matter that much at this early juncture
of the season, but it will be an obvious advantage should he
continue to progress toward a Derby start.

long-striding $425,000 KEESEP yearling, who won the Dec. 10

at Aqueduct in November, trainer Dutrow revealed that he had
been conditioning him with longer-range goals in mind. AI
wanted the horse fresh and happy going into his 3-year-old year.
I didn=t use this horse. I didn=t pressure this horse in getting him
ready for [the Remsen]. I feel strongly that we have not seen
what this horse is capable of yet.@ So far, Dutrow has been true
to those patient intentions, giving his Uncle Mo (Indian Charlie)
colt the month of December off and putting only three breezes
into him so far at Payson Park in Florida. Considering that he
might be idle until early March, the only way he can lose ground
in the TDN Top 12 rankings is by being leapfrogged by an
eye-opening performer. But where Mo Town stands in
pre-Derby media rankings means little to the colt=s connections
at this point in the season, so long as they can bring to fruition
their conservative plan of having a fresh horse ready for the first
Saturday in May.

Back in 2011, Gunnevera=s sire, Dialed In (Mineshaft), was
hammered to just under 3-1
when he won the Holy Bull S.,
despite coming into that race
off nothing more than a debut
maiden victory. Yet his son, a
MGSW who has bankrolled
$771,000 in purses, is likely to
be a significantly higher price
when he tries to win that same
stakes Feb. 4 at Gulfstream.
That=s because a talented cast of characters, including
top-ranked champ Classic Empire, are also aiming for the Holy
Bull, and it also has a lot to do with Gunnevera, a $16,000
KEESEP steal, being an overachiever who must prove his Grade
III stakes wins in the Saratoga Special S. and Delta Downs
Jackpot were not juvenile flukes. The colt breezed five furlongs
in 1:00.85 at Gulfstream Park West on Jan. 21 in preparation for
his 2017 unveiling.

El Areeb has recorded two breezes at Laurel since his 11

Jan. 2. His Maryland form was flattered when High Roller (High
Cotton), the horse who was favored when third behind El Areeb
in the James F. Lewis III S. last November, subsequently won the
$75,000 Frank
Whiteley Jr. S. on Jan
21 at Laurel. This
>TDN Rising Star= has
the tools to be a
front-end force in
the New York series
of Derby preps, but
trainer Lynch said
after the Jerome that
his this $340,000
OBSMAR grad is not
the one-dimensional, needs-the-lead type of horse he might
appear to be on paper: AHe can rate. He=s shown a lot of speed
the last two times and everyone thought he had to be on the
lead, but he=s rateable.YWe=ve worked him long and we
expected him to go long sooner, we just didn=t get the
opportunity. The races at Laurel come up three-quarters and
that=s our home track.@

This $70,000 KEESEP colt has been quietly building a nice
foundation of Fair Grounds breezes, each spaced almost a week
apart and incrementally faster each time out, since Dec. 24 for
his next expected start.
If it comes in the Feb. 25
GII Risen Star S., trainer
Steve Asmussen will get
to see where how his
colt matches up against
the Louisiana-based
hopefuls who ran in the
Jan. 21 GIII Lecomte S., a
prep in which the only
serious players were the top three finishers. Lookin at Lee raced
six times as a 2-year-old, and has already proven he has the
ability to finish second and fourth behind the division=s top
horse, Classic Empire.

Trainer Howard said
after Guest Suite=s
proficient 1 1/4-length
annexation of the
Lecomte S. that the
gelded son of Quality
Road (Elusive Quality)
will pursue a GII
Louisiana Derby path to
Louisville, with the GII
Risen Star S., his likely
next start. Rating comfortably midpack behind dueling
pacemakers over a muddy track, Guest Suite advanced at will on
the far turn and leveled off nicely when set down for a long
stretch battle to engage perfect-trip stalker Takeoff (Arch).
Takeoff cracked in the final sixteenth, fading to third, while
Guest Suite smartly repelled a fresh challenge from >TDN Rising

eye-catching sort, but he has the makings of the trustworthy
type of Triple Crown contender who shows up and does his job
consistently and capably.

When one says that most of the horses on this list were bred
or bought with Athe Derby@ in mind, it=s safe to assume that
means the Kentucky Derby. But Uncontested=s co-owner, Harry
Rosenblum of Little Rock, Ark., purchased this >TDN Rising Star=
with the specific goal of winning the GI Arkansas Derby, a race
he was third in last year with Whitmore (Pleasantly Perfect) and
second in 2015 with Far Right (Notional). AAs a 2-year-old before
[Uncontested=s Jan. 16 win in the Smarty Jones S.], I felt that this
horse was a better horse than either one of them,@ Rosenblum
said of his $20,000 KEESEP bargain. ANot knocking either one of
them because I still own part of both of them. But his numbers
are better. I think he=s got a much longer stride, and he=s got a
very, very mature mind for a horse of his age. He=s easy to
handle. Nothing bothers him.@

On the Bubble: Baffert updated the status of several
in-the-pipeline sophomores: Dabster (Curlin) Ais undefeated,
2-for-2, but he got DQ=d the first time out. He=s always been a
real lazy type of horse, just does enough to get by, but he=s
improved off of that first race. He came back, grinded it out; he=s
the kind of horse that he=s just figuring it out. There=s a lot of
talent there. He showed a lot of grit [in his Jan. 16 maiden win],
took a lot of heat and kept going. He=s definitely one that=s going
the right way at this time of year. We could go allowance or
stakes with him; he could run back in the [GIII] Bob Lewis [S. at
Santa Anita Mar. 4].@ As for Jan. 13 debut winner Aquamarine
(Gemologist), Awe=re going to point toward the San Vicente with
him. It looks like a good spot.@ Baffert expressed confidence that
$975,000 KEESEP grad Reach the World (Tapit), third on debut
behind stablemate Dabster, will break his maiden next time out
and will have a future going long. He added >TDN Rising Star=
Beach Bum (Arch) is off the Derby trail because of a Aslight
setback@ that will keep him out of training for 60 days.
The Dec. 26 maiden affair in which Dabster got disqualified got
a little bit more intriguing on Jan. 21 when the horse who was
moved up to first place, So Conflated (Eskendereya), showed
good fight when winning the California Derby at Golden Gate
Fields. The roan ridgling, owned and trained by the same
connections as 2016 Derby winner Nyquist (Uncle Mo), was
boxed and blocked at the top of the stretch before kicking free
and accelerating quickly while slightly green late in the lane Y
Two-time Woodbine stales winner King and his Court (Court
Vision), perhaps the top Canadian-bred sophomore right now,
might attempt a synth-to-dirt transition in either the Withers S.
or the GIII Sam F. Davis S Y The $410,000 FTSAUG buy Battle of
Midway (Smart Strike) earned >TDN Rising Star= status with a
seemingly effortless debut score at Santa Anita Jan. 21 Y
Impressive Edge (Harlan=s Holiday), a $400,000 OBSMAR buy,
broke his maiden with authority sprinting at Gulfstream Jan. 15
after a layoff and stable switch to trainer Dale Romans, who said
he thinks the colt Ajust needed to mature.@
Smarty Jones S. runner-up Petrov (Flatter) will Aprobably@ try
Uncontested again in the 1 1/16-mile Southwest S. trainer Ron
Moquett reported, noting that the lone-speed winner he chased
had everything his own way over a sloppy surface Y
Owner/trainer Dallas Stewart scratched two-for-two Saint=s
Fan (Tale of Ekati) from last Saturday=s GIII Lecomte S. at Fair
Grounds because he didn=t like the outside post and will likely
aim for a softer Louisiana-bred spot in February instead ...
After caving as the fave in the Jerome S., >TDN Rising Star=
Takaful (Bernardini) rebounded with a sharp half-mile breeze
Jan. 19 that could lead to an allowance confidence rebuilder or a
shot in the Holy Bull S. AWe=re trying to figure out what
happened last time and whether it was the track,@ trainer Kiaran
McLaughlin said Y Trainer Todd Pletcher has four Florida-based
>TDN Rising Stars= that might show up in stakes company for
their next starts: Fact Finding (The Factor), Battalion Runner
(Unbridled=s Song), Faja (Bodemeister) and Malagacy
(Shackleford) Y Trainer H. Graham Motion=s New Jersey-bred
>Rising Star= Irish War Cry (Curlin) posted his first workout Jan.
22 since arriving in South Florida from Motion=s northern base at
the Fair Hill Training Center in Maryland.
FINEST CITY While I=m not sure I totally subscribe to the
theory that the market never lies, it is always
illuminating to chart the changes in the fees
charged for the higher-priced stallions. Among
the many changes made between the 2016 and
=17 seasons, the reductions included such notable sires as
Pioneerof the Nile, Empire Maker, Distorted Humor, Giant=s
Causeway and Malibu
Moon, with advancing
years being a
contributing factor to
some of these.
Heading in the other
direction were such sires
as War Front, Curlin,
Uncle Mo and Into
Mischief, each of whom
has enjoyed a spectacular rise over the last few years. War Front
has gone from $10,000 in 2010 to $250,000, while Curlin has
leapt from $25,000 to $150,000 in the space of only four years.
Uncle Mo has gone from $25,000 in his fourth season in 2015 to
today=s $150,000, and Into Mischief from $7,500 as recently as
2012 to 10 times that amount five years later.

City Zip | Lane=s End
While the fees for Ghostzapper and City Zip haven=t risen
nearly as sharply, these Grade I-winning sons of Broodmare of
the Year Baby Zip both have records to be proud of.
Ghostzapper, of course, paid the penalty for having been
over-priced at the start of his career. At a time when it cost
$300,000 to use proven sires of the calibre of A.P. Indy, Giant=s
Causeway and Kingmambo, Ghostzapper started out at
$200,000--a fee which put him above Distorted Humor,
Unbridled=s Song, Awesome Again, El Prado, Gone West, Seeking
the Gold and Dynaformer. That=s some competition for an
unproven sire, and in next to no time Ghostzapper was plying his
trade at fees of $30,000 and then $20,000.
To his credit, the Adena Springs stallion quickly proved to be a
very reliable source of graded winners, siring 17 in his first three
crops, including five Grade I winners in a single crop. Needless to
say, his much cheaper crops have generally failed to match
those types of figures, but Ghostzapper has done well enough to
set his fee climbing steadily again, from $20,000 in 2012 to
$75,000 this year. His unbeaten son McCraken--number two on
this week=s TDN Kentucky Derby 12--was sired at $40,000 and
his current 2-year-olds are off a $50,000 fee, with two $60,000
crops to follow.
Ghostzapper=s older half-brother City Zip has never enjoyed
the silver spoon treatment and the increase in his fee to a
career-high $50,000 this year reflects the fact that his Average
Earnings Index stands at 1.71, while his mares= Comparable
Index is only 1.44. After beginning his stallion career with three
seasons at $7,500 in New York, he moved to Lane=s End, starting
in 2005.
One important fact which mustn=t be overlooked is that none
of City=s Zip=s racing age progeny was sired at a fee higher than
$25,000--and that includes his 2017 2-year-olds. There is
therefore good reason for having high expectations of his 2016
and =17 crops, both sired at $40,000.
FINEST CITY, m, 5
After all, this 19-year-old son of Carson City has managed to
sire three Eclipse Award winners. Work All Week and
Dayatthespa set the ball rolling by landing the 2014 titles of
Male Sprinter and Female Turf Horse. And now Finest City has
become his third Eclipse Award winner, having dominated the
2016 Female Sprinter category. These three all won at the
Breeders= Cup, and City Zip has a fourth Breeders= Cup winner to
his credit, with Catch A Glimpse taking the 2015 Juvenile Fillies
Turf. For the record, Dayatthespa, Work All Week and Finest City
were all sired at fees of $15,000, while Catch a Glimpse is the
result of a $20,000 season. City Zip has also enjoyed Grade I
success with Palace (Forego S. and Alfred G. Vanderbilt H.),
Bustin Stones (Carter H.) and Personal Diary (Del Mar Oaks),
with Bustin Stones now doing increasingly well as a stallion in
New York.
The exploits of Finest City, Work All Week, Palace and Bustin
Stones are proof that City Zip can sire top winners on the main
track, but he is
admirably versatile.
With Catch A
Glimpse,
Dayatthespa and
Personal Diary all
enjoying Grade I
success on turf, City
Zip has become a
regular among North
America=s top 10 turf
sires, finishing 2016
as the fourth highest North American-based turf sire, behind
Kitten=s Joy, War Front and Scat Daddy.
Finest City, of course, pulled off another important win, this
time under top weight in the GII Santa Monica S. over seven
furlongs, on the very day that she was named champion female
sprinter. Although this versatile mare has performed respectably
on turf--she was beaten only a head in the GII John C. Mabee S.
over a mile and an eighth last September--she has done all her
winning on dirt.
It is hardly surprising, in view of her heritage, that she handles
both surfaces. Her dam Be Envied made only one of her 17
starts on dirt, winning on turf and all-weather. Be Envied=s
durable half-brother Burning Roma was versatile enough to earn
nearly $240,000 on turf, even though this son of Rubiano also
garnered over $1.1 million on dirt, notably winning the GI
Futurity S.
Finest City=s third dam Fiddlesticks was by Northern Dancer.
Fiddlesticks never ran but she was an extremely well-connected
mare and her bloodlines helped her produce Vivano, a smart
filly who twice finished second at Grade I level on dirt.

The next dam is Princequillo=s daughter Discipline, a high-class

Discipline was also a half-sister to the smart American juvenile

Uncommitted (dam of the GI winner Wavering Monarch and
third dam of Derby winner Motivator) and Bold Example (second
dam of the top European milers Zilzal and Polish Precedent).
Current stallions from this female line include Trappe Shot and
Power Broker.
Even though Finest City=s dam sold for only $37,000 while
carrying this champion, Be Envied represents a formidable
female line and she also has the attraction of being a daughter
of Lemon Drop Kid. With his eldest daughters 14-year-olds in
2016, the champion older male of 2000 is still short of full
production as a broodmare sire (his daughters had 243 runners
last year, when older rivals had contingents numbering in the
five, six and seven hundreds).
Lemon Drop Kid is now the broodmare sire of eight Grade I
winners, with Finest City, Yellow Agate, Divisidero, Tamarkuz
and Forever Unbridled all scoring at the top level last year. It
looks a pretty safe bet that this grandson of that remarkable
mare Lassie Dear is destined to shine increasingly brightly in the
role of broodmare sire.

NYSGC PROPOSES OVERHAUL OF DRUG,
VETERINARY RULES by T.D. Thornton
Five proposed new rules dealing with Thoroughbred
medication, prohibited substances, minimum drug penalties,
out-of-competition testing, and airway bleeding in racehorses
were advanced to a 45-day public-comment period by the New
York State Gaming Commission (NYSGC) at the board=s monthly
meeting Jan. 23.
Board members only briefly discussed specifics of the broad
set of changes before what appeared to be a series of
unanimous voice votes of passage, and much of the meeting=s
business consisted of NYSGC executive director Robert Williams
reading into the record a set of recommendations written by
NYSGC general counsel Edmund C. Burns (see a copy the
meeting packet here) that explained the rationale behind each
of the proposed rules.
Several of Burns=s explanations about the proposals
referenced AThe Asmussen Report,@ which was a 176-page study
released by the NYSGC in November 2015 that cleared trainer
Steve Asmussen of 10 of 14 specific Aunfounded@ allegations
about horse mistreatment while fining him $10,000 for multiple
violations of administering a synthetic thyroid hormone
supplement within 48 hours of raceday.
In the Asmussen Report, the NYSGC forewarned that the
commission would pursue Asweeping equine drug medication
regulations,@ going forward. Now, 14 months later, these new
rule proposals represent the NYSGC=s attempt to follow through
on that vow.
In addition to tightening its own state rules as they pertain to
the sport=s controversial twin topics of drug cheating and
Thoroughbred welfare, the NYSGC appears to be cognizant that
if these rules eventually get adopted, New York will be setting
an example for America=s other racing jurisdictions to follow.
For example, when asked by a board member what impact a
proposed minimum penalty enhancement might have, Williams
answered, AI think it will be greater acceptance by other states
in the model national rules, which will allow a progressive,
nationwide penalty structure. [Acceptance nationwide] will be
more widespread.@
The five proposed rules (summarized below from explanations
provided by the NYSGC) will all be published in the New York
State Register, after which they will be subject to a 45-day public
comment period. That means the earliest they could be enacted
would be at the NYSGC=s March meeting.
Exercise-Induced Pulmonary Hemorrhage (EIPH): Would
require trainers to maintain a record of serious EIPH episodes,
which are defined with the universally used one-to-four grading
system, and epistaxis (visible bleeding from the nostrils). In
general, the most salient portions of the rule would require that
a horse that has experienced a serious EIPH episode must be
subjected to another endoscopic examination following the
horse=s next race or workout, and trainers would be required to
provide such information to subsequent owners within 48 hours
of a request for it. The proposal would also codify the standard
practice of excluding a horse that experiences epistaxis for
specific minimum time periods.
Minimum Penalty Enhancement Rules: Initially adopted by the
NYSGC in February 2016, these rules were designed to ensure
that a mandatory minimum penalty is imposed whenever a
horseperson reaches a certain level of multiple equine drug
violations (MMV). The proposed amendment is intended to
conform New York=s rules to changes in the national model rules
recently adopted by the Association of Racing Commissioners
International (ARCI). The proposed revisions will focus the MMV
system on those who consistently violate serious medication
and anti-doping rules and assist in developing national
consistency in regard to punishment.
Out-of-Competition Testing (OCT) Rule: Intended to conform
the existing rule to the national model rule of the ARCI. In
January 2015, the NYSGC authorized a proposal to amend the
Thoroughbred OCT rule to match updates to the state=s
Standardbred OCT rule. But before the proposal was published
in the State Register, a national effort to revise the ARCI Model
Rule was undertaken. As such, that new proposal was not
published. Now, the NYSGC=s 2015 proposed amendments,
together with recommendations from many other sources, are
contained within the new ARCI Model Rule.
Prohibited Substances: Would implement several rulemaking
proposals recommended in the Asmussen Report. Two industry
comments were received. The New York Racing Association
(NYRA) expressed support for the intent of the proposal, but
raised general concern with possible vagueness and suggested
the NYSGC develop a rule proposal that enjoys national, uniform
support. The New York Thoroughbred Horsemen=s Association
(NYTHA) suggested a similar cooperative commitment, but
sought discussion regarding the regulation of certain substances.
Trainer Medication Logs: Would require trainers to keep a
record of medications administered after having been dispensed
by veterinarians. NYRA raised concern with the rule as being
impractical, suggesting that few trainers would adhere to the
requirement and suggested the NYSGC instead develop a rule
proposal that enjoys national, uniform support. NYTHA
suggested no concern with the record-keeping requirements,
provided the proposal did not interfere with the administration
of non-injectable substances a trainer might need to administer
in emergency situations when veterinarians are not available.
Anti-ulcer medications commonly added to feed and other
non-injectable Class 5 drugs rated Aharmless@ by the ARCI would
also be excluded.

Beautyinthepulpit to Buckridge Farm:
Multiple stakes placed Beautyinthepulpit (Pulpit--Stolen
Beauty, by Deputy Minister) has been retired and will take up
stud duties next month at Amy and Jody Boll=s Buckridge Farm in
Kinderhook. Four times stakes placed, Beautyinthepulpit won
eight of 31 starts and earned $410,627. A son of graded stakes
winner Stolen Beauty, he is a half to the dam of graded stakes
winner Giant Moon (Giant=s Causeway). The 9-year-old will
stand as the property of Buckridge for a private fee, with the
stud fee waived for mares who have black-type anywhere in the
first two dams; who earned more than $50,000 on the track;
who have produced a winner of $50,000 or more; or for
breeders who send more than one mare per season. The deal to
send Beautyinthepulpit to Buckridge was brokered by New

YOUNG PRETENDERMAKING GIANT STRIDES
by Tom Peacock
There has barely been a ruffle in the top order of French
trainers since Henri-Francois Devin started school. Now 33, he is
not quite yet in a position to challenge the long-established
hierarchy of Andre Fabre, Jean-Claude Rouget, Alex Pantall,
Alain de Royer-Dupre et al, but he is one of the select few that
could do so some day.
"When you look at some of the older trainers around Chantilly,
they're still training as if it's their first day, very enthusiastic," he
said. "It keeps people young, this business. It's like a continued
renewal of everything. Like breeding, every year you have new
foals, all the yearlings, its >perpetual recommencement', like the
never-ending start."
Devin effortlessly mixes his English and French with an Irish
accent, inherited from his mother Antonia. His father Henri is
the latest member of the family to run the historic Haras du
Mesnil stud near Le Mans. This leaves him with split loyalties
when it comes to sporting contests between his two
nationalities, admitting only to a soft spot for Munster Rugby.
Despite his evident racing pedigree, Devin tried working in
finance for a year before being drawn back to horses. "I didn't
really like working in an office, it's not as nice as being outside,"
he said.

ASTERN PLEASES DOYLE IN BARRIER TRIAL Godolphin=s top-class homebred Astern (Aus) (Medaglia
d=Oro) came through a barrier trial at Warwick Farm on Monday
in pleasing fashion. The G1 Golden Rose S. winner was
partnered by James Doyle who never asked the colt a question,
finishing midpack in the 1000m heat.
Doyle was very happy with the John O=Shea trainee and
commented, "He travelled through the trial very well, quickened
towards the end and hit the line quite well. He was nice and
relaxed and moved great. He=s a colt with a lot of strength and
class, it=s easy to understand why the stable has such a high
opinion of him.@

Instead, he managed to attain one of the most sought-after
positions as a budding trainer, assisting Fabre for two years, and
a subsequent year with the jumps maestro Jean-Paul Gallorini.
Devin started out with half a dozen horses in only April 2013, a
number which should nudge 55 by the spring. His impressive
total of 23 winners last year came from only 33 to set foot on
the track.
"Basically the last three years we've been picking up, the
horses were better and we've had more of them. When you
have six there are only so many races you can win," Devin said.
"In 2014, I felt they were running to the very best of their ability
and in 2015 we had Physiocrate (Fr) (Doctor Dino {Fr}). She had
won twice, we supplemented her into the [G1] French Oaks and
she was second. That kind of got the ball rolling, and we had a
few running in listed races."
Physiocrate, owned by his parents, was sold to Japan, but
French racing had taken note. As much as it would be
understatement to describe Devin as well-connected, it is
another thing to entrust a rookie with valuable bloodstock. This
year's portfolio would be the envy of any yard, with half a dozen
for Khalid Abdullah, and names like Baron Edouard de
Rothschild, Bobby Flay and Lady O'Reilly.
Devin has already earned his stripes for Al Shaqab with Al
Johrah (GB) (Bated Breath {GB}), who beat all but Wesley
Ward's stunning Lady Aurelia in the G2 Queen Mary S. at Royal
Ascot. Cont. p3

Her final outing, a disappointing fifth when a strong favourite
for the G3 Prix Eclipse at Maisons-Laffitte can be written off.
"I think she was ridden a bit too close to the pace and she did a
bit too much, she'd also
had quite a tough season,"
Devin explained. "She had
a hard enough race in the
[G1] Prix Morny (fourth)
when she ran brilliantly.
Then there was the [G2]
Prix Robert Papin and
she'd run twice before
Ascot."
The trainer laughs
sheepishly when asked if
Al Jorah could develop
into a Classic filly.
"I'd be a bit worried
about the trip,@ Devin said
frankly. AThere's a
six-furlong listed race at
Chantilly a few weeks
before the Prix
Imprudence, maybe we'll
run there over seven furlongs and we'll know whether to drop
her in trip or take a shot at the [G1] French Guineas. At this
moment she's probably six not a mile, but she went to Sheikh
Joaan's farm for a few weeks and came back looking fantastic,
she seems to have grown a bit."
Elaborating on his 3-year-olds, he continued, "Charm Appeal
(Fr) (Canford Cliffs {Ire}) is owned by a great supporter in
Stephen Hillen, she won her first two and was a bit caught for
experience more than ability in her listed race at Chantilly. She'll
be a nice filly, entered for the French Guineas, and will probably
run in a six and a half furlong race at Chantilly on the Polytrack
at the start of the season.@
Continued Devin,
AGolden Legend (Fr)
(Doctor Dino {Fr}) is
one of my parents'
who won very nicely
first time then we
rode her from the
back on the Polytrack
to give her a bit more
experience. She's a
filly to look forward to. There are one or two that haven't run,
but I won't mention any names because every time it's a kiss of
death."
Potential standard-bearer again this term is the Flay-owned
Banzari (GB)
(Motivator {GB}),
who helped Devin
to his first domestic
group win last
autumn and went
on to post an
excellent third in
the G1 E.P. Taylor
S.
"She is back in
training, her two
main objectives are the Prix Jean Romanet at Deauville and then
the race she ran in Canada again," he said. "Now she's a stakes
filly, she'll have to go for tougher races, so she'll probably start
in the [G3] Prix Exbury at Saint-Cloud in March, if that goes well
then there's the [G2 Prix] Harcourt, the [G2 Prix] Corrida or
maybe the [G1 Prix] Ganay, but whether she's good enough to
take on the older colts, we'll see."
With assistance from his girlfriend, Louise Boakes, and a team
of staff that it has taken three years to refine, Devin can be
quietly optimistic that 2017 will help him draw that next step
closer to the old guard.
"I'd rather expect the worst and hope for the best, but I'm
looking forward to it, within reason,@ he concluded. "Some of
the 2-year-olds are relatively forward and Al Shaqab sent a few
more, including the sister to Al Johrah, and she looks quite a
nice filly. We're running against big stables with a lot more
horses than we have. If we keep our feet on the ground and the
horses in good health, hopefully we'll be OK."
BIG BROTHER, LITTLE BROTHERby John Boyce
They are two of the most famous G1 Derby winners of our
time, bred from the same G1 Arc-winning mare. Now, they're
both excellent sources of staying Classic horses. Sea the Stars
(Ire)=s top 3-year-olds are only two pounds inferior to those of
his famous brother. No other sire gets as close. Mind you, Sea
the Stars gets plenty of help from his mares. In fact, the
numbers in brackets, which represent what his mares' average
with other sires, suggest that his mates were even of a higher
quality than Galileo (Ire)'s. Cont. p4

LADBROKES TAKE OVER FROM HENNESSY It has been confirmed that Ladbrokes will take over
sponsorship of the former Hennessy Gold Cup, one of the
highlights of Newbury=s racing calendar and indeed the British
jumps season. Hennessy ended their 60-year association with
the race last year and the new sponsorship agreement will see
Ladbrokes sponsor 13 of the 14 races over the two-day winter
festival scheduled for Dec. 1-2, 2017. Prize-money for the whole
meeting will increase to ,700,000, with the feature race also
benefitting from a 25% boost to £250,000.
Announcing the new association, Dominic Burke, Chairman of
Newbury Racecourse
commented, "The
Directors of Newbury are
delighted to welcome
Ladbrokes as sponsor of
our most high profile and
popular jump meeting of
the year. Ladbrokes has
supported many races at
Newbury over the years,
and we are thrilled that
Jim Mullen and his team
share our ambition to take
what is now a superb two-day race meeting to an even higher
level, with both days being televised by ITV in 2017.
Ladbrokes chief executive Jim Mullen, added, "I am extremely
pleased and proud that Ladbrokes has reached a deal with
Newbury Racecourse and we have made a five-year
commitment to sponsor the two-day late November/early
December meeting featuring the great steeplechase formerly
known as the Hennessy Gold Cup. Horseracing is a vital part of
the heritage of our business, and we are passionate about
maintaining our support of the sport. We have committed to
work in partnership with Newbury Racecourse to build the two
days of this fixture into one of the most compelling attractions
not just in the racing calendar, but in that of sport as a whole."
The final running of the Hennessy Gold Cup was won by the
Colin Tizzard-trained Native River (Ire) (Indian River {Fr}), who
will bid to emulate some previous illustrious winners such as
Denman (Ire) (Presenting {GB}) and Bobs Worth (Ire) (Bob Back)
when he attempts to add the Cheltenham Gold Cup to his CV in
March. Hennessy=s withdrawal from the Gold Cup follows their
similar decision to end a long standing sponsorship of the Irish
Gold Cup in 2015, a Grade 1 steeplechase held at Leopardstown
each February.

MARNANE EYEING QATAR CHALLENGE Trainer David Marnane has enjoyed plenty of success in Dubai
over the years and he is hoping he can add Qatar to that list next
month. Marnane plans to

great money-spinner
Elleval (Ire) (Kodiac {GB})

providing he passes his
next test at Meydan later

chance running him over a mile and a half for only the second
time in his life on Thursday," Marnane told Irishracing.com. "If
he gets on well, there is a race worth $1 million coming up in
Qatar that he could go for after that." Despite only winning
three races, Elleval has banked well over ,500,000 in prize-
money for connections and the 7-year-old is currently
