• Barnes committee, chaired by LJ Barnes, Director of Social Training Division, Oxford University

• Recommendations – Estalishment of bilingual schools with the Malay

and English language as the medium of instruction

– Conversion of Malay, Chinese and Tamil schools to national type schools

– Replacement of jawi script with Islamic education

• The committee failed to bring about an improvement to the Malay schools without having to revamp the whole education system.

• British colonial government set up cabinet committee in 1955 for the Review of Educatio Policies.

• Headed by Tun Abdul Razak• Task

– Examine existing education policies including those pertaining to the education ordinance 1952

– Recommend education change as deemed appropriate

• Released in 6 May 1956

• The objective is to establish national system of education based on – Malay language as the national

language and the main medium of instruction

– Environment oriented curriculum with a local flavour

– A common syllabus for all schools.

•Recommendations– Malay language and English language

are compulsory for secondary schools– English, mandarin and Tamil are the

mediums of instruction for national type schools

– There are two type of school : fully aided / private primary school and fully aided / private secondary school

–Secondary school education is to consist of Lower Secondary School (SMR), Upper Secondary School (SMA) and Pre- University

–Central examination system common to all schools
