Chair: Marzenna Weresa (Poland) MarzennaAnnaWeresaisafullprofessorofEconomics,since2005worksasadirectoroftheWorldEconomyResearchInstitute;in2016electedasaDeanoftheCollegiumofWorldEconomyatWarsawSchoolofEconomicsfortheperiodof2016-2020.SheholdsPh.D.degreeinEconomics(1995)andhabilitation(D.Sc.)inEconomics(2002).In1999-2000sheworkedasaresearchfellowat the University College London, UK. She has been carried out many advisory projects forenterprisesandgovernmentalorganizations inthefieldof internationalizationstrategies,R&Dandinnovation.In2012-2015shewasamemberoftheHighLevelEconomicPolicyExpertGroup(I4GandRISE), providing an advice to the EuropeanCommissiononpolicies for research andinnovation.

Her research and academic teaching focus on international economics, and economics ofinnovationinparticular,issuesrelatingtoFDI,technologytransfer,innovationsystemsaswellastheeffectsofFDIandforeigntradeoncompetitiveness.Sheauthoredandco-authoredover100booksandscientificarticles.

Rapporteur: Martijn Poel(The Netherlands) Dr.MartijnPoelhas18yearsofexperienceinpolicyresearchandconsulting.HeisanexpertinICTandbigdata.In2015and2016,Martijnledaninternationalstudyontheuseofbigdataforpolicymaking.Thestudyanalysedthestate-of-the-art,consultedthoughtleadersanddevelopedrecommendations for using new data sources, new tools and adapting framework conditions(organizational,skills,legal,etc.).MartijnisamemberoftheprogrammecommitteeoftheannualData for Policy conference, hosted by the University of Cambridge.He conducts monitoring,evaluation and impact assessment studies. Examples are evaluationsof FP7programmes, theEuropeanInstituteofTechnologyandInnovation,DutchICTinnovationpolicyandDutchregionaleconomicpolicy.Forseveralclientshedevelopedmonitoringandevaluationplans.Inaddition,hepreparesprospectivestudiesontechnologies,researchfacilitiesandindustrytrends.Inmostof the studies, quantitative and qualitative methods are combined. This includesportfolioanalysis (using project databases), benchmarking (using EC, OECD and otherdatasets), large-scalesurveys(includingquestionsaboutfacts,actualandplannedbehaviour),structuredliteraturereviews,casestudies,workshopsandinterviews.In2013,hesuccessfullydefendedhisPhDattheDelftUniversityofTechnology.PriortojoiningTechnopolisGroup,MartijnworkedatTNO,theDutchorganisationforappliedscientificknowledge.

Expert: Paul Cunningham (United Kingdom) Paul Cunningham (Ph.D., B.Sc.) is a Senior Research Fellow and Director of the ManchesterInstitute of Innovation Research (MIOIR) at Manchester Business School, University ofManchester.With over 30 years in the field of STI Policy Studies, his research interests nowencompassawiderangeofscienceandinnovationpolicy-relatedfields,butwithaparticularfocusonthebroadissuessurroundingtheevaluationoftheimpactofpolicyinitiatives.Onthemoreappliedside,hehasundertakennumerousevaluations,reviewsandstudiesandhasactedinanexpertroleforawiderangeofbodiesincludingUKGovernmentdepartmentsandagencies,UK Research Councils, the British Council, the European Commission, the EuropeanParliament,OECD,EuropeanSpaceAgency,andarangeofforeigngovernmentdepartmentsand other agencies.Hiswork has been influential in the development and formulation of STIpolicyatavarietyoflevels,withinandoutsideoftheUK.

Expert: Pim Den Hertog (The Netherlands)Pim den Hertog graduated as an economic geographer (Utrecht University, cum laude) andobtained his PhD in business studies (University of Amsterdam). Over the period, he helpedestablishtheAmsterdamCentreforServiceInnovation(AMSI)attheAmsterdamBusinessSchool,UniversityofAmsterdamwherehewasresearchcoordinatoraswell(2008-2012).Pimisoneofthefoundingpartnersof&seniorresearcheratDialogic,aresearchbasedconsultancyinUtrecht (NL). Innovation policy is his key domain since 1990, when starting to work at TNOStrategy,TechnologyandPolicyStudiesInstitute.Heparticipatedandlednumerousnationalandinternational studies on innovation policies, innovation governance, service innovation(policies)aswellasmonitoringandevaluationstudiesofindividualinnovationinstrumentsandorganizations.MostrecentlyhewasinvolvedinevaluationoftheInnovationBox(2015),theevaluation of the TKI scheme (on furthering PPS in R&D), the evaluation of the TopsectorapproachandtheevaluationofthesixTO2institutesintheNetherlands.HeisprojectleaderfortwopolicyexperimentsfortheDutchMinistryofEconomicAffairsandhewasprojectleaderforfour-year Science, Technology and Innovation Indicators project for the Dutch Ministry ofEducation.Duringtheperiod2015-2016hewasresponsiblefortheRIOcountryreportsforIPTS.HefurthercontributedtoERAnetprojectssuchasIPPSandEPISIS.HewasamemberoftheexpertGrouponserviceinnovationin2007(oninvitationbytheEuropeanCommission)andwas expert for the first phase MLE on business R&D grants. He also coordinated DialogiccontributiontotheEuropeanServiceInnovationCentreinitiative.Pimhasmorethan25yearsofprofessional experience and is used to manage both smaller and larger (national andinternational)projectteams.Heisaprolificwriterofreports,articles,bookchaptersandhe(co-)editedfourbooksfortheOECD.
