History of Census Mapping
1977-1980 Census mapping for 1980 Census
1987-1990 Census mapping for 1990 Census of Population and Housing
1998-2000 Census mapping for the 2000 round of Census of Population and Housing
Census Mapping Methodology
1980 and 1990 census mapping methods based on manual methods with prismatic compasses and drafting.
2000 Census GPS was used to update map features but still manual plotting and drafting of maps was still employed.
2010 Census mapping method largely GIS based with Imagery as the base map. GPS to be used to update the locality listing and community infrastructures.
Enumeration Demarcation Criteria
Household 60-100 hh or 300-500 people in rural EA’s and100-150 hh or 600-900 people in urban EA’s
Estimates based on the average rural hh size of 5 in rural areas and 6 in urban areas
Demarcation hierarchy/coding pattern tied to Province, District, Constituency and Wards
For 2010 Census Mapping a Locality name boundary file to be created for dissemination of small areas statistics.
Role of GIS in CSO
GIS has not been used in pre census cartographic activities
Technology widely used in the 2000 census analysis to produce Census atlas and Thematic Maps
All 2000 EAs were digitized and various administrative geography created- province, district, constituency and ward.
GIS used to disseminate demographic data at these levels
Challenges facing the Office with regards to GIS use
Inadequate integrated and properly designed data warehouse and database
Inadequate awareness within the organization on use of GIS in statistical agencies
Lack of adequate institutional support regarding maintenance and sustainability of GIS
Inadequate accurate geographic base data and Inadequate equipment
Skills development and training is needed to realize the potential of GIS Inadequate funding and operational assistance to make the difference
Strategy for 2010 Mapping Program
Greater GIS data analysis and dissemination possibilities
Creation of an accurate administrative and statistical boundary spatial database
Accurate, cost effective Census Mapping operations and with the end result being accurate EA demarcation and map creation.
Increasing the scope of statistics products Further developing GIT capacity within the CSO Fast-tracking relevant staff skills development Acting as a corporate service provider to the CSO Increasing the accuracy and effectiveness of census
and survey data collection Time and Cost Saving due to decreased fieldwork
activities as a result of better survey and census implementation methods.
Urgent short term implementation processes for the CMP
Establish an accurate cartographic base for creation of accurate census and survey cartography
Essential to obtain high resolution satellite imagery to act as an accurate and current geographic base from which census mapping operations can be initiated. 2.5 meter and 1 meter resolution for rural and urban respectively
Procure computer equipment to equip Head office and Provincial Offices with GIS labs -14 PCs and 10 Large Format Plotters procured by UNFPA
Procure additional equipment such as the A3 printers and specifically the GIS Software for demarcation and image server.
Train staff as well as the field staff in modern demarcation methods concurrently with the database design and installation of the GIS.
Long term objectives of 2010 CMP
Providing census support during the enumeration and processing phase
Playing an essential part in analysis and dissemination of the Census 2010 information
Designing and implementing a poverty mapping program To create a definitive Locality Name boundary set derived
from the EA boundaries Continuing to produce accurate EA maps for survey taking Progress tracking and logistics tracking center during
the 2010 census Investigating new ways of analyzing economic and socio-
demographic statistics in the spatial context Leading the statistics advocacy campaign to the users
through innovative analysis and dissemination techniques The creation of an extensive Census Atlas for the 2010

Spatial Data Available for Mapping
IKONOS 1m pan sharpened satellite imagery for a part of Lusaka and the whole of Kafue towns.
The provincial, district, constituency, ward and national parks boundaries are available in digital format.
The 2000 Census EA boundaries are available in digital format. Census data is only linked to ward, constituency and district level.
No digital topographic map sheets only hard copy maps exist.
Digital point data regarding school and health facility locations are also available, as well as transport and topographic data.
What we expect from the 2010 CMP
An integrated GIS that will answer current CSO Challenges: Accurate geographic base to plan and implement census and
survey operations-increase accuracy of data collection, increasing demand and profile of statistics in the user community.
Added analysis and dissemination possibilities (thematic maps, etc) will enhance decision-making & advocate the use of statistics and further increase the profile of statistics.
Institutional capacity will be increased due to the added dimension GIS brings to all the core processes within the CSO. The Unit will act as Corporate service provider for the whole organization.
Master sampling frames and updated survey methodology increasing the accuracy of surveys and census data
Socio-demographic data collected more cost and time effectively with fewer resources.
