IN 2012, PARTNERSHIPS WERE THE KEY TO SUCCESSFULLY ADDRESSING WORKFORCE CHALLENGES. CAPITAL AREA MICHIGAN WORKS! HAS PARTNERED WITH LOCAL EDUCATORS AND EMPLOYERS TO HOST RECRUITING EVENTS, INCUMBENT WORKER AND ON-THE-JOB TRAINING AND TO DEVELOP CUSTOMIZED SOLUTIONS FOR EMPLOYERS’ HIRING NEEDS. THESE CONNECTIONS HAVE TRANSLATED INTO A LARGER VIABLE POOL OF TALENT FOR TODAY’S NEW ECONOMY.
In November 2011, the Capital Area IT Council received a $4.4 million grant from the United States Department of Labor to address the growing skills gap between job seekers and in-demand IT positions as identified by area employers. The Capital Area Tech Knowledge E-Pathways program, a partnership between the Capital Area IT Council, Lansing Community College and Capital Area Michigan Works!, was created. E-Pathways is a no-cost computer science training program for unemployed or underemployed people to go back to school and train for careers in IT that are available in the greater Lansing region.
The E-Pathways career transition program helps individuals plug into or advance along the com-puter science track. Qualified applicants chosen through a competitive selection process will receive full tuition to complete one of the many education-al/training opportunities, ranging from two-year associate degree programs, one-year certificate programs, to short-term trainings.
So far, E-Pathways has touched a total of 786 interested candidates with 61 participants currently enrolled in the program. Nearly 20 percent of current E-Pathways participants have gained employment within their first year of enrollment.
In partnership with Lansing Community College, Lansing Board of Water and Light, Consumer’s Energy and the State of Michigan Workforce Development Agency, Capital Area Michigan
Works! led the efforts to administer a $1.1 million United States Department of Energy grant to increase the pool of trained candidates entering Michigan’s electrical utility workforce. This Utility Worker Training program provided funding to pay tuition, fees and textbook costs for the Electrical/Utility Line Worker certificate of completion at LCC.
Thanks to this training program, 112 individuals are currently in training. Of the 112, 99 are at various stages of completion of the LCC certificate while 13 have entered the pre-apprenticeship incumbent worker training program with Lansing Board of Water and Light.
In March 2012, Capital Area Michigan Works! received an incumbent worker grant from the State of Michigan to train 100 individuals in various phases of Computer Numerical Control (CNC). With the support of the Capital Area Manufacturing Council, local manufacturing companies for the last seven years have utilized these training funds to upgrade skills of their employees.
For this particular training, seven companies, members of CAMC, including Cameron Tool Corporation, Demmer Corporation, Dowding Industries, Dart Container Corporation, Eckhart and Associates, Franchino Mold and Engineering and Moebius Technologies, have participated.

There were 2,317 individuals enrolled in WIA programs including 498 in the Adult program, 743 individuals in the Dislocated Worker program, 863 in the Younger Youth and 213 in the Older Youth. There, 178 participants were placed in employ-ment with a wage average of $13.45 an hour, 319 WIA Adult participants were enrolled in training programs and 290 completed training with an industry-recognized credential. More than 270 participants were placed into em-ployment with an average wage of $15.48 an hour, 459 participants were enrolled in training programs and 482 completed training with a credential.
Credentials were received by 138 Younger Youth and 46 Older Youth participants. The JET program managed $2,582,901 in allocations for the year ending September 30, 2012 and 2,215 individuals were enrolled in the program. There were 986 enrollees in vocational or adult education, 1,194 were placed in community and work experiences with 748 individuals placed into jobs.
The Capital Area Prisoner ReEntry program continues to provide and promote public safety by offering services to recently released prisoners from Michigan correctional facilities. In 2012, CAPR has served more than 450 clients in Ingham, Eaton and Clinton counties.
CAPR also hosted the third annual Breaking the Cycle of Incarceration, a free community education event for youth to learn what the realities of prison really are. For the first time, Breaking the Cycle featured women prisoners from the Huron Valley Women’s Correctional Facility and attracted more than 250 youth and community members at the Lansing Community College Dart Auditorium.

Celebrating its fifth anniversary this year, Keep Learning…Our Future Depends On It Coalition has connected with more partners and has expanded and refined its efforts to continue to promote learning in the greater Lansing region and beyond.
Namely, Keep Learning’s LRN 101 television program has partnered with WKAR this year to reach a larger audience. The program has also been awarded two national awards including a Bronze Telly in the Education category at the 33rd Annual Telly Awards and the 2012 Hometown Media Award in the Professional category for magazine shows hosted by the Alliance for Community Media.
