Today’s Discussion

The level of public school funding for the next biennium currently rests with the Legislature

All Eyes on Austin

House version passed on 4/3/2011 by a vote largely along party lines: 98 yeas, 49 nays, 2 present not voting.

Senate passed its version on 5/4/2011 by a vote also mostly along party lines: 19 yeas, 12 nays.

Appropriations Bill - HB 1

Funding reductions in the House version of HB1 have been described by some observers as “Draconian”

Senate version reduces funding for public education, but not as significantly as the House version

Impact of The Bills

The Appropriations Bills determine the level of funding

The School Finance Bills will determine how the appropriated funding will be distributed◦ HB 2485 by Hochberg◦ SB 22 by Shapiro

The above are the two bills that currently are receiving the most discussion

Two Key Factors to Watch

Pro-active leadership by our Board of Trustees and Superintendent has put us in a position to be close to a “breakeven” for 2011-2012 under current law◦ Reduced 100 positions through voluntary attrition◦ Reductions in non-payroll budgets

GPISD 2011-2012 Budget Projections - Current Law

May 24 - the last day the House can consider senate bills on second reading

May 29 - the deadline for the House to adopt conference committee reports

May 30 - the last day of the regular session

Legislative Timelines

We hope, based on the Legislative timeline, that we will have information at the Board’s June meeting on state funding

If a Special Session becomes reality, we could be looking at a scenario where GPISD will need to adopt a budget before we know the level of state funding
