Test SecurityAny action that compromises test security or leads to the invalidation of an individual student’s or a group of students’ test scores will be viewed by Lowndes County Schools (LCS) as inappropriate. Under no circumstances may any tests be reproduced or duplicated for individual or group use unless authorized by GaDOE. Failure to comply with the U.S. Copyright Laws protecting these materials could result in legal action. Any instance of violation of copyright laws must be reported immediately to the GaDOE. Guidelines are in place to assist system personnel in determining which activities might compromise test security or score validity. Any concern regarding test security must be reported to LCS immediately.
Consequences for Violating Test SecurityFailure to safeguard test materials or to comply with test administration procedures could adversely affect an individual’s certification status. If this was to occur, LCS will submit the incident to the Georgia Department of Education (GaDOE). Additionally, the GaDOE may instruct LCS to refer the incident to the Educators Ethics Division of the Professional Standards Commission as failure to adhere to established policies and procedures.

RegistrationThe first day of school for students is
Tuesday, August 7, 2018.Registration is a centralized process
for all Lowndes County schools. All students new to the system will register at the Lowndes Board of Education and
will be given their school assignment. The Board of Education is located at 1592 Norman Drive. Centralized Regis-tration is the first entrance, closest to Norman Drive.
Parents should bring the following items at time of registration:
1. A new student MUST be registered by his/her primary custodial parent OR legal guardian and the primary custo-dial parent/legal guardian must be a Lowndes County resident. You will be asked to provide appropriate legal court documentation. A power of attorney is not acceptable.

2. Original birth certificate (can be obtained through the Lowndes County Health Department) for pre- kindergar-ten, kindergarten, and first grade stu-dents. A copy of the birth certificate is acceptable for 2nd – 12th grade students.
3. Immunization – A current Georgia Certificate of Immunization Form 3231 MUST be presented at the time of regis-tration. PHS-731 (International Certifi-cation of Vaccination by World Health Organization WHO) or other physician/
state documentation must be trans-ferred by doctor or designee to the Geor-gia Certificate of Immunization Form 3231 PRIOR to registration. All students born on or after January 1, 2002, and entering or transferring into seventh grade must receive a tetanus, diphthe-ria and pertussis booster vaccination (Tdap) and an adolescent meningococcal vaccination (MCV4). The same applies for any students new to Georgia who are entering grades eight through twelve.
4. Certificate of Vision, Hearing, Den-tal and Nutrition Screening (Form 3300). This form is available from your child’s physician of the Health Department.
5. Original Social Security card (to be copied). A copy will be accepted if it is legible for photocopying.
6. Withdrawal form and transcript (preferred), report card, all special ed-ucation records, and the name, mailing address, phone number and fax number (if available) of the previous school attended.
7. Proof of residence (utility bill, rental agreement, cable bill, mortgage agreement, or land line phone bill only). Utility bills should be no older than 30 days and must have the service address listed.
If there is no documentation from the student’s previous school, a call will be made to the student’s previous school at the parent’s expense to obtain the nec-essary information.
Pre-kindergarten students must be 4 years old on or before September 1, 2018, kindergarten students must be 5 years old on or before September 1, 2018, and first grade students must be 6 years old on or before September 1, 2018.

Petition for A High School Diploma O.C.G.A. § 20-2-281.1
On Monday, March 30, 2015, Governor Nathan Deal signed House Bill 91 into law, thereby creating a new code section, O.C.G.A. § 20-2-281.1. This law states that on or after March 30, students shall no longer be required to earn a passing score on the graduation tests to earn a high school diploma. Additionally, individuals who are no longer enrolled in a public school who were denied a high school diploma solely for not achieving a passing score on any of the graduation tests and met all other local and state requirements may submit a petition to the local school system to determine eligibility to receive a high school diploma under the new law.
The law covers all “graduation tests,” beginning with the Basic Skills Test (Reading, Mathematics, and Writing) which was administered to students who enrolled for the first time in grade 9 on or after July 1, 1981. The law also includes all subjects, forms and versions of the Georgia High School Graduation Tests (English Language Arts, Mathematics, Science, and Social Studies) and the Georgia High School Writing Test.

Dress CodeIn order to maintain an appropriate
climate for learning, the following dress code has been established for Lowndes County Schools. On a case-by-case basis, administrators or designee may ban items that disrupt the learning environ-ment. Teachers may refer any student whose appearance causes distractions to the learning environment to an admin-istrator for corrective or disciplinary action.
Pre-Kindergarten - 12th GradeClothing, hairstyle and color, jew-
elry, tattoos, including temporary tat-toos, body carvings, face paintings, or hand-carried items may not distract from the normal learning environment of any Lowndes County School.
Clothing articles, jewelry, bags, and other items brought onto school proper-
ty must be clean and not create a safety or health hazard.
Jewelry, clothing, or any article that can be used as a weapon may not be brought onto Lowndes County School property.
Jewelry piercing the nose, lips, tongue, and other facial areas will not be worn.
All students must maintain appropri-ate hygiene standards (i.e., free of exces-sive body dirt, grease, oils, odor, etc.).
Clothing articles designed to cover the body may not be constructed of see-through materials such as
mesh, net, sheer, clear plastic, or ‘cut-out’ materials unless worn over an acceptable garment.
Belts, buttons, zippers, suspenders, snaps or other similar items will be fastened appropriately. Holes or rips in clothing above the knee must not expose the body. Discretion will be used by ad-ministration or designee when holes are formed by accident.
Clothing, shoes and jewelry worn during P.E. or other extra-curricular ac-tivities must be appropriate and will be at the discretion of the teacher.
Hair curlers, picks, and combs will not be worn in the hair.
Head coverings (e.g. hats, caps, scarves, sweatbands, or hoods affixed to other articles of clothing), gloves, and sunglasses will not be worn on campus during the school day.
All items worn or carried will not in-clude any written or pictorial messages that promote the use of alcohol, tobac-co, illegal drugs, or any other illegal product/activity and must not contain any derogatory racial, religious, sexual, ethnic implications or any obscene lan-guage.
It is suggested that the student’s name be affixed to removable clothing articles (i.e., coats, gloves, caps).
Pants, Skirts, Dresses, Jumpers, and Shorts
These items must not be overly tight, extremely loose, or extend past the sole of the shoe.
Pants, shorts, and skirts must be worn at the natural waist. These items must be an appropriate size at the waist. The outer garment must cover the but-tocks entirely.
Shorts and skirts must be a modest length, with the guideline being no shorter than 3 inches above the knee cap when the student is standing straight up. Any open pleats, vents, or slits must also be no more than three inches above the knee.
Clothing with rips or holes above the knee must not expose the body.
Strapless garments are not allowed.Tights and similar items may only be
worn under pants, skirts, shorts, dress-es, and jumpers that meet the dress code requirement.
Discretionary intervention by school administration may be used in deter-mining the appropriateness of attire.
LeggingsLoose-fitting shirts that cover the
entire buttocks may be worn with leg-gings.
In addition to loose-fitting shirts that cover the entire buttocks, leggings may also be worn under pants, skirts, shorts, dresses, and jumpers that meet the dress code requirement of Lowndes Coun-ty Schools.
Discretionary intervention by school administration may be used in deter-mining the appropriateness of attire.
Shirts, Sweaters, and VestsThese items must be of the appropri-
ate length not to expose the midriff area and back area during the course of nor-mal daily activities (walking, standing, sitting and raising arms).
Tank tops, spaghetti straps, tube tops, halter tops, and similar tops are not allowed.
These items must not excessively expose breast/chest areas or undergar-ments.
The necklines should be appropriate-ly modest, no lower than two inches be-low the top of the sternum (breastbone), with no part of the breast/chest area visible.

2018-19 Student Dress Code
The mission of Valdosta City Schools is quality teaching and learning, re-sulting in superior performance for all. Students in our district are expected to dress in a manner that is supportive of a positive learning environment that is free of distractions and disruptions. There is a direct correlation between stu-dent dress and behavior. Students who come to school dressed appropriately behave appropriately. Our kindergarten through fifth grade students will be ex-
pected to observe a new uniform dress policy that supports our vision to pursue infinite possibilities for their future.
K- 5 Mandatory Uniform Dress Policy Guidelines
J.L. Lomax, Pinevale, Sallas Mahone, S.L. Mason and W.G. Nunn Elementary Schools will implement the K-5 Man-datory Uniform Dress policy. Valdosta City Schools requires students to wear solid white, gray, yellow or black col-lared shirts and khaki or black bottoms. Jeans/denim will not be allowed. Shorts, skirts/skorts, dresses/rompers are al-lowed, but all uniforms shall adhere to current dress code standards as it relates to length, condition, etc. Students will be allowed to have special dress down days or spirit days. These special occasions will be declared by the school’s adminis-tration. On these days, all students will be required to adhere to current dress code standards.

Logos that are manufactured on ap-parel are permitted. Example: SMALL Polo horse, Nike check, Under Armor, Izod, etc. The oversized Polo logos are not permitted. No monograms or any other mark/brand, including all Valdos-ta City Schools’ marks/brands should be embroidered or heat sealed to garments. Students can wear apparel with VCS marks/brands on Spirit Days announced by the individual schools.
Discipline Provisions:No student shall be suspended from
class or from school, be expelled from school, or receive a lowered grade as a result of not complying with the Uni-form Dress Policy.
No student shall be considered non-compliant with this policy in the following instances:
When non-compliance derives from a financial hardship.
When a student wears the uniform of nationally recognized youth organiza-tion, such as Boy Scouts or Girl Scouts, on regular meeting days.
When the school’s administration au-thorizes a special dress day or if student wears a school spirit shirt on a special dress day.
Appropriate Disciplinary Actions:If a student is not following the Uni-
form Dress Policy, the classroom teacher or designee will contact the parent to ascertain the reason for the non-com-pliance. If the classroom teacher deter-mines that the issue is one that warrants the involvement of an administrator, then that teacher may refer the concern to the school’s administration.
The principal will review the policy with the parent to make sure that they clearly understand the policy expecta-tions and give the parent the option of

Valdosta City Schools Pre-K – 12th Grade Dress & Grooming Code
Clothing and accessories that ma-terially interfere with the work of the school or impinge upon the rights of other students are prohibited. Apparel or appearance that tends to draw atten-tion to an individual rather than to a learning situation must be avoided. The school administration is authorized to determine what constitutes appropriate or inappropriate dress for the school setting. The principal is authorized to require or allow adjustments to this code on a case-by-case basis. In matters of opinion, the judgment of the principal shall prevail. Questions regarding the dress code should be addressed with a school administrator, who may take into consideration the student purpose in wearing the item and/or the reaction of other students.
Prohibited items and practices include, but may not be limited to the following:
Any tattoo, hair style, hair color, clothing, inappropriately worn clothing, jewelry, or body decoration that inter-feres with or disrupts any legitimate function of the school;
Obviously oversized, over-length, or baggy clothing items (pants must be worn at the waist: no sagging allowed);
Garments that expose the midriff or cleavage, see-through or mesh clothing, halter or tank tops, pajamas, sleep or loungewear (shirts, blouses, and dresses must cover the abdomen, cleavage, back and shoulders. Shirts or tops must cover the waistband of pants, shorts, or skirts, with no midriff or cleavage visible while standing, sitting, with arms extended above the head or while bending over);
Short shorts and leggings (exceptions may be made by the principal); items of this nature may be worn under accept-able outer clothing of appropriate length as outlined in number 11 below. Any clothing that is immodest, excessively sagging or too short are not permitted. Gym/track/cheerleader shorts are NOT permitted;
Hats, caps, and other head apparel
may not be worn inside the school building except for religious or medical purposes. This includes combs/picks/curlers;
Coats and jackets exceeding fingertip length may not be worn in a building;
Footwear is required and must be safe and appropriate for indoor and out-door activities;
Clothing and accessories such as jew-elry, patches, backpacks, and notebooks must not display (1) racial or ethnic slurs, (2) hate speech, (3) gang affilia-tions or (4) vulgar, obscene, subversive, sexually explicit, implicit or suggestive language or images; nor should they promote products that students may not legally buy such as alcohol, tobacco, ille-gal drugs, etc.;
Garments, jewelry, body art and tat-toos that communicate gang allegiance may not be worn at school, and no item may be worn in a manner that commu-nicates gang affiliation;
Skirts, dresses, or shorts should be an acceptable length (fingertip) in order to avoid any disruption of a normal school day. The final decision of appropriate dress will be made by the principal or his/her designee;
Prohibited items include: shoes with wheels (“Wheelies”); large, long or heavy chains; studded or chained accessories; dog collars; baby pacifiers; sunglasses inside the building except for health pur-poses; skin-tight outer materials such as spandex; and garments with holes above the knee. Articles that may reasonably be considered to be a safety hazard or potential weapon or hazardous object.
STYLES THAT ARE “POPU-LAR” ARE NOT NECESSARILY AC-CEPTABLE FOR VALDOSTA CITY SCHOOLS; therefore, as styles change, so may restrictions. Parents are asked to assist the school by regularly monitor-ing their student’s dress.

Test Security PlanValdosta City Schools (VCS) understands the
importance of having a high quality student testing program. This program includes all state-mandated tests as well as local assessments. All assessments are administered in accordance with the requirements
of the Georgia Department of Education with a high level of security to ensure an appropriate testing environment, and to maintain the integrity and validity of the data provided by the assessment.
Each fall a mandatory assessment training is held for all school test coordinators. The system test coordinator provides training to the school test
coordinators who, in turn, provide training to the test examiners and proctors. A train-the-trainer model is used for disseminating information in regard to all
student assessments. Extra attention is paid to issues related to test security and integrity that pertains to all
assessments administered by the system.
Any action that compromises test security or leads to the invalidation of a student’s or a group of students’
test scores will be viewed by VCS and the Georgia Department of Education as inappropriate. Failure to safeguard test materials or to comply with test
administration procedures could adversely affect an individual’s certification status. All testing procedures are designed to be consistent with guidance provided
in the Georgia Department of Education Student Assessment Handbook and in strict adherence to
the Code of Ethics for Educators established by the Professional Standards Commission.

Valwood Dress CodePhilosophy. The reputation of a
school is based to a great extent upon the behavior and appearance of its stu-dent body. Student dress should reflect the importance that education plays in every student’s life. The dress code also prepares the students for a working en-vironment where they will be expected to dress appropriately and maintain proper grooming. All students are ex-pected to dress and groom themselves neatly and modestly in appropriate clothing. The Dean shall make the final determination as to the appropriateness of a student’s attire.
This code is meant to provide a gen-eral description of the parameters of school dress.
General Expectations for All Valwood Students:
● Clothing should be neat and attrac-tive in appearance.
● Torn or ripped clothing is generally not acceptable - See Upper School Girls below.
● Jeans and/or other pants should not be frayed or cut at the bottom and should not drag the floor.
● Fatigues or any type of paramilitary clothing are not acceptable.
● Clothing should fit and not be overly tight or baggy.
● Pants should be worn at the natural waist and pants legs should not drag the floor.
● Shoes must be worn at all times, and
hats may not be worn in buildings for boys or girls.
● Middle and Upper School students are not to wear t-shirts or tank tops.
● Sweatshirts in good condition with appropriate logos are permitted as long as the student wears a dress-code com-pliant shirt underneath.
Specific Expectations for All Lower School Students:
● Tennis shoes should be worn every day all day long by all Lower School students.
● Athletic pants and shorts are not permitted. Specific Expectations for Stu-dents in Grades PK-3
● Younger students do not have a defined dress code but should begin to work toward the school dress code.
● Collared shirts are preferred, yet not required until fourth grade for boys.
● All students must keep shirts tucked in unless the shirt is specifically de-signed to be worn on the outside.
● Valwood collared shirts need to be worn for all field trips and other special occasions.
● Every Friday is Valwood Spirit Day. Students will wear either a Valwood collared shirt or an official Valwood tee-shirt.
Specific Expectations for Students in Grades 4-12
For boys:● Acceptable clothing includes col-
lared shirt, pants or jeans in good repair, or walking shorts.
● All students must keep shirts tucked in and may have a Valwood logo, col-lege/university logo, or manufacturer’s logo in the pocket area and/or sleeve.
● Boys may not wear earrings or any other pierced jewelry.
● Visible tattoos are not permitted.● Hair for boys must be clean and
neat at all times, it must be kept out of the eyes and be no longer than collar length, no pony tails or buns permitted. Judgments as to cleanliness, neatness and appropriateness of length, when re-quired, are at the sole discretion of the Division Dean.
● Senior boys may wear facial hair if kept clean and neat at the sole discretion of the Upper School Dean. All other Up-per School boys should be clean shaven.
For girls:● Acceptable clothing includes
jewel-neck shirt, turtleneck, mock tur-tleneck, or collared shirts or blouses, sweaters, dresses, skirts, slacks or jeans in good repair.
● Workout clothing, pajamas, tube tops, halter tops, crop tops, strapless tops, spaghetti straps, backless or off-the-shoulder attire are not acceptable.
● Straps must be at least one inch wide
● Clothing should have no writing on it. However, shirts may have a Valwood logo, college or university logo, or man-ufacturer’s logo in the pocket area and/or sleeve.
● Clothing should cover the midriff at all times and may not reveal undergar-ments.
● Attire should fit correctly.● Girls may wear pierced earrings,
but may not wear any other pierced jewelry.
● Visible tattoos are not permitted.● For Middle and Upper School Girls:
The length of shorts, skirts and dresses should be of a length equivalent to or longer than the length of a dollar bill from the center of the kneecap to the piece of clothing. Appropriateness will be determined by the administration, and the presence of leggings does not alter the school’s rule concerning appro-priate skirt length.
● For Upper School Girls Only: We un-derstand that ripped jeans are currently in style. Female Upper School students are permitted to wear these jeans pro-vided they are in good condition and taste as determined by the Upper School Dean or a designee. This is a privilege that can be lost as soon as it becomes problematic.
Students are expected to adhere to the dress code at all times. Students in violation will be sent to their Dean for disciplinary action. At the discretion of the Dean, students may be required to call home for appropriate attire (pro-vided more appropriate attire is not available).
All 5th – 12th grade students must wear appropriate attire during athletic and fitness classes.
Special Dress Days. Certain days are designated as special dress days such that the details of the usual Dress Code may not apply. These include:
Monday DressStudents in grades 6-12 will be re-
quired to “dress up” for school every Monday. Through this process we teach students the value of dressing up for a job. Dress clothes must be clean, pressed, and in good condition.
● For boys, this includes a collared dress shirt, tie, dress pants and closed toe shoes.
● For girls, this includes a skirt and blouse, dress or dress slacks with appro-priate dress shoes.
● Shorts are not permitted, nor is denim.
● Sweatshirts are not permitted on Monday dress.
Tuesday-Thursday DressA Valwood School collared shirt ,
Valwood t-shirt or alternate Monday dress will be required of all students on FRIDAY and certain other special days. A variety of Valwood shirts are also available in the Valwood Spirit Store.
Friday Spirit DressThe Head of School may call a
school-wide “spirit day” to celebrate an achievement or build school spirit prior to an athletic competition. On these days, students may wear a Valwood t-shirt or a Valwood collared shirt.
Athletic and Co-Curricular Event Days
Athletic and co-curricular organiza-tions may, with the permission of the Athletic Director or Dean, wear team jerseys, uniforms, or other clothing rep-resenting their organization on game days.

able. Because scholars spend 30-45 minutes each day at recess and learning opportuni-ties outside are encouraged, we recommend scholars wear athletic or a similar type of shoe that will not hinder their participation.
Outerwear:All outerwear (jackets, coats, etc.) are re-
quired to be solid in color and embroidered with the SCA logo or be a solid color without symbols, emblems, pictures, etc. if the outer-wear does not allow for the uniform shirt to be visible.
Free Dress Days:Scholars will be permitted to wear their
choice of clothing on Fridays. The following guidelines will be followed
on free dress days:Shoes must be worn at all times for health
and safety reasons. The following are not permitted: shoes which damage the carpet or floors, bedroom shoes, shoes with wheels, or
shoes with heels over 1 ½ inch in height.Hats, caps, sweatbands, and sunglasses
worn inside the building are not permitted except on specified days or particular situa-tions as determined by the school’s adminis-trators
Halter tops, midriffs, muscle shirts, net shirts, cutaways, pajamas, lounging pants, clothing with words across the seat, or any garment that shows the stomach or waistline in the back are not permitted
Sleeveless tops must have a strap of at least two (2) inches in width across the shoulders. Revealing necklines are not per-mitted
Spandex clothing and sheer garments worn as the primary garments are not per-mitted
Pants must be worn at the natural waist. They cannot be poorly fitted or oversized and baggy, so as to allow sagging of the pants
Clothing with suggestive words or pic-tures are not permitted
Shorts and skirts must not be more than three inches above the top of the kneecap

We have just under 20 adult mentors that meet with students weekly and contact parents monthly so students remain on “track.”
