– Congress ordered CMS to report on ways to enhance Value-Based Purchasing (VBP) in the Medicare Inpatient Hospital PPS (IHPPS)

• CMS responded with a proposal to phase-in VBP over three years

– Starting in FFY 2009

• Congressional approval of CMS proposal is required before CMS can proceed
