1 Introduction
1.1 Introduction
The Bodmin Jail Redevelopment aims to refurbish the existing Victorian Grade II
listed jail house buildings into a new hotel and visitor attraction.
Arup has been appointed by Mallino Development Ltd to provide civil
engineering design advice for the refurbishment works.
As part of these works, the client has been asked to schedule repairs to the
culverted Bodmin Town Leat that runs through the lower part of the Berrycombe
Vale site.
1.2 The Works
The following report covers the following aspects of the remedial works to the
culverted watercourse. It comprises:
• Discussion on the existing condition of the asset;
• Results of CCTV surveys;
• Discussions on remedial works;
• Recommended further works.

2 Bodmin Town Leat
Bodmin Town Leat is a tributary of the River Camel that rises in the Castle
Canyke area to the east of Bodmin and flows west through Bodmin town centre,
joining the River Camel approximately 1.5 km west of Bodmin.
Bodmin Town Leat has been heavily modified since medieval times, and runs
below ground in pipes and culverts along much of its length.
The extent of the Leat under consideration is shown below and extends from an
existing manhole (east) to the ‘silt traps’ (west).

Bodmin Town Leat as it runs through the site is a 1200mm diameter precast
concrete culvert. The culvert is known to be in poor condition. A CCTV survey
has been undertaken to assess the condition of the existing culvert and identify
potential remediation works (see Section 3).
2.1 Flood Risk
The Bodmin Town Leat catchment has been identified by the EA as ‘red’ problem
catchment and as a Critical Drainage Area. This is attributable to a combination of
the steep, flashy catchment and the constrained, culverted nature of the
watercourse through Bodmin town centre.
The areas adjacent to the Bodmin Town Leat are at raised probability of flooding,
as shown in the extract of the EA fluvial flood map (Figure 2).

A flood alleviation scheme was constructed in the early 2000s. This included
measures to remove restrictions in the culverted sections of the watercourse and
construction of a flood storage area in the Priory Grounds area to seek to reduce
flood risk in the town centre. However, a high residual risk remains.

3 Discussion on Existing Condition
As part of the contractual conditions for the transfer of land at Berrycombe Vale it
is understood that Bodmin Town Council have requested a schedule of works for
the Bodmin Town Leat that runs from east to west through the Berrycombe site.
3.1 CCTV Survey
Two independent CCTV surveys have been undertaken over the section of the
Leat crossing the site. Both surveys were partial, covering different extents of the
Leat / Culvert.
When combined the two surveys provide a complete picture of the condition of
the culverted watercourse within the Berrycombe Vale site.
3.1.1 Exjet, October 2016
This survey was provided to Mallino Developments and is understood to have
been commissioned by Bodmin Town Council.
CCTV survey of the Bodmin Town Leat culvert was undertaken by Exjet Services
Ltd in October 2016. The results of this survey are included in Appendix A.
The survey was progressed from Manhole 0401 to Manhole 4316. These being
located to the west of the development site. Surveys were progressed down-stream
from Manhole 0401 and up-stream from Manhole 4316.
Manhole 0401 has a depth of circa 2.86m from cover level. Manhole 4316 has a
depth of circa 3.12m from cover level.
The section of culvert between Manholes 0401 and 4316 was found to be in very
poor condition throughout. A section located circa 80m from Manhole 0401 has
fully collapsed preventing full survey.
3.1.2 Solum, March 2018
This survey was commissioned by Mallino Development Ltd in March 2018.
Solum Surveying Ltd undertook a new CCTV survey in March 2018. The results
of this survey are included in Appendix A.
The survey extended upstream from Manhole 4316 towards the collapsed section.
The results concur with the previous 2016 survey, finding the majority of the
culvert in very poor condition.
An additional length of survey was conducted upstream from Manhole 4316, to
the east of the site (adjacent to No. 145 – No. 150 Hillside Park). This section of
culvert was shown to be in good condition.
The findings of the survey are summarised on BJH-ARP-XX-XX-DR-CD-1201
included in Appendix B.

4 Recommended Remediation Work
4.1 Culvert replacement
Based on the survey information received for the section of culvert between
Manhole 0401 and 4316, it is recommended that a c290m length of the culvert is
replaced.
Subject to further consultation with the Environment Agency, it is suggested
this could be with a replaced with a similar culvert section to the existing (i.e. a
new 1200mm diameter culvert). The culverts up and down-stream are both of
similar diameter.
A typical section of the proposed replacement is culvert is included on BJH-ARP-
XX-XX-DR-CD-1201 in Appendix B.
The new culvert would be constructed alongside the existing culvert (i.e. offline)
to avoid the need for significant temporary pumping. Temporary pumping would
be required to make the final connections.
4.2 Hydromorphology and ecology improvements
Bodmin Town Leat is identified in the Environment Agency (EA) records as a
Statutory Main River.
The EA have duties to supervise all matters relating to flood defence on Main
Rivers and to promote conservation of the aquatic environment.
As such, the EA may identify that they seek hydromorphological and ecological
improvements as part of the remediation of the culvert. These may include:
• Daylighting of the culvert (i.e. replacing with an open watercourse). This is
the EA’s preferred approach for culverted watercourses, however given the
depth of the culvert (c.2.8m depth) it may not be a feasible approach for the
Berrycombe Vale site.
• A modified culvert section to include, for example, habitat ledges or low flow
channels, to improve the biodiversity of the culverted section.
The EA requirements and preferences with regard to hydromorphology and
ecology will need to be confirmed through consultation.
4.3 Reduction of flood risk
As discussed in Section 2.1, there is a high probability of flooding in parts of
Bodmin from the Bodmin Town Leat.
As a result, Bodmin Town Council, Cornwall Council (as Lead Local Flood
Authority) and the EA may wish to seek opportunities to reduce flood risk as part
of the culvert replacement works.

Detailed hydrological assessment would be needed to assess whether
opportunities for flood risk reduction exist, however it is believed that the flood
risk is mainly attributable to the limited conveyance capacity at pinch points in
Bodmin town centre. As such, increasing conveyance through the Berrycombe
Vale site would be unlikely to provide significant betterment.
As above, the EA requirements and preferences with regards to flood risk
reduction will need to be confirmed through consultation.
4.4 Specification
All construction work should be undertaken in accordance with Sewers for
Adoption 7th Edition. ‘Part E – Civil Engineering Specification’ of Sewers for
Adoption 7th Edition shall be used as the specification for all construction works.
4.5 Health and Safety
The assessment, design and construction of any works in relation to the culvert are
to be undertaken in accordance with all relevant health and safety legislation,
including the Construction (Design and Management) Regulations 2015 (CDM
2015).
It is assumed that the works to the culvert will be undertaken as part of the wider
redevelopment works at the site.
A CDM Designers Risk Assessment is included in Appendix D. In this document
we have identified the key hazards relating to the proposed culvert works and
identified measures to, where possible, eliminate these risks and reduce or control
any risks that cannot be eliminated.
4.6 Cost assessment
Turner and Townsend have undertaken an estimate of the cost of replacement of
the culvert. This estimate is based on the following assumptions:
• The culvert is replaced on a like-for-like basis, with a new 1200mm
diameter precast concrete culvert;
The estimated replacement cost is c£500,000. A breakdown of this cost estimate is
included in Appendix E.

5 Permitting, Consents and Approvals
5.1 South West Water
Bodmin Town Leat is currently shown on the South West Water asset records as a
public sewer. This was confirmed by email by Martyn Dunn of South West
Water. These records are included in Appendix C.
If this is correct, then the responsibility for repair, maintenance and assessment of
the culvert lie with South West Water and would be unaffected by change of
ownership of the land above.
However, it is understood that South West Water believe the culvert is incorrectly
designated as a public sewer. As a result they intend to update their records in the
coming months to remove this from their asset records.
If this is the case, then the responsibility for repair and maintenance of the culvert
will lie with the owner of the land above the culvert in accordance with standard
riparian responsibilities.
5.2 Environment Agency
Regardless of the SWW status, as a Main River, a Flood Risk Activity
environmental permit from the EA is required for any works that could have
impact on flood risk. This includes:
• Altering, repairing or maintaining any temporary or permanent structure in,
over or under a Main River, where the work could affect the flow of water in
the river or affect any drainage work;
• Any activity within 8m of the bank of a Main River;
• Any activity within 8m of any flood defence structure or culvert on a Main
River.
The proposed works are not covered under the list of Exempt Activities or the
activities covered by a Standard Rules permit and therefore a Bespoke Permit will
be required.
The requirements for a Bespoke Permit will depend on the EA’s specific
requirements. However, there requirements are likely to include:
• Detailed method statement for the proposed works (including enabling /
temporary works);
• Programme for undertaking the works;
• Construction drawings for the proposed works;
• Environmental risk assessment. This may require the undertaking of
ecological surveys to identify the current baseline condition of the
watercourse;
• Construction Environmental Management Plan.

The EA may also identify alternative design preferences for the replacement
culvert to improve the ecological potential of the culvert as discussed in Section
4.2.
The starting position for the EA is that where possible, opportunities should be
sought to ‘daylight’ existing culverts. As discussed above, given the depth of the
culverted watercourse (2.5m – 3.0m deep) this would be challenging to achieve on
the Berrycombe Vale site.
5.3 Planning
Advice from a planning consultant should be sought to determine if the proposed
works are covered under the current Bodmin Jail planning application or if a new
planning application or amendment is required for these works.

Our 1200mm sewer and the Town Leat are in fact one and the same.
Placing actual structures/buildings in relation to a sewer of this size requires a 5m easement either side of it.

Thanks for your reply. I shall be submitting the capacity enquiry form for further information.
Cornwall Council do state that the maximum allowable discharge rate for the surface water is “the 1 in 10
year greenfield runoff rate or a rate agreed with South West Water Ltd, whichever is the lesser”. Can you
please confirm if this information would be provided as part of the capacity application form? In other
words, would the capacity information for both the surface water and foul be supplied using one application
form?
With regards to the culverts, and from your response below, I understand that there are two culverts running
across the playing fields. One is your 1200mm sewer and the other is Bodmin Town Leat (main river).
As previously mentioned, a car park is proposed by the playing fields and hence near the public sewer. Can
you please confirm SWW’s policy on building near/over sewers in addition to what has been mentioned
below.

Salma I have no concerns in principle over drainage to two parts of the sewer network as suggested provided foul
and surface water is kept separate and discharge to the respective foul and surface water networks.
You will need to consult Cornwall Council with regard to discharge rates for the surface water before we can fully
comment on whether capacity is available as this may be in a critical drainage area and Council policy may apply.
You will need you to submit a capacity enquiry to assess foul drainage capacity – attached giving details of what is
specifically proposed and how the flows would be split between the east and south.
Regarding the culvert shown on the EA plan this is from what I can tell the 1200mm diameter sewer shown currently
on our records to be a public South West Water surface water sewer running through the playing fields which if to
be used as car parking needs to have existing cover retained as at present over the line of the surface water sewer.

I am working on the redevelopment project of Bodmin Jail (PL31 2NR) to provide a hotel and enhanced
visitor attraction, with a proposal to provide car parking space by the playing fields near Scarlett’s Well
Road in the south. Please refer to site boundary below.

Your asset maps below indicate that there separate foul and surface water systems to the east and south of
the site. Presumably, the foul sewer on the east eventually discharges into the combined system in the south,
whilst the surface continues to flow into the 1200 PCO SW sewer.
At this point in time, I would like to understand if there are any constraints or requirements that we need to
be aware of before developing the drainage strategy. For example, if we were to drain half of the site (foul
and surface) towards the east, and half of it towards the south, would the two systems have enough capacity
for the site to discharge into? If not, what limitations should we anticipate and what would you advise?

Lastly, the Environment Agency’s (EA) map below shows a culvert (red dashed line) running across the
fields by Scarlett’s Well Road. I understand that this culvert does not belong to the EA nor Cornwall
Council. Can you please clarify if it is the same surface water sewer shown on your maps above (therefore
your asset)?
