recommendations for implementation

1. Adopt the Master Plan as the basis for further detailed planning work

2. The Town should retain control of the design and planning approvals process in partnership

3. Unimin should continue with the Environmental Site Assessment and site clean up

4. Undertake a Municipal Comprehensive Review to enable the conversion from Employment lands to Mixed-Uses

5. Prepare a clear policy and regulatory framework in the Official Plan

6. Refine requirements for necessary detailed technical studies 7. Consider Alternative Development Standards8. Prepare a Community Improvement Plan to enable financial

incentive programs9. Pre-zone the site with a Holding Provision contingent on

meeting requirements 10. Establish a Waterfront Development Fund
